The difficult economicand investment climate isin stark contrast to theacceleration in activitytaking place at TheHarlem Children’s Zone.

As our programs continue to permeate the24-block area in Central Harlem to agreater and greater degree, one is startingto get the sense that the tipping point wehave dreamed of for this devastated community could very well become a reality in the years ahead.

However, the difficult environmentcited above presented HCZ and its Boardwith an important decision. For while ourendowment has returned a positive 42percent since the equity bear marketbegan in March of 2000, we acknowledgethat our current and future donor base hascertainly been affected by the challenginginvestment climate. Should we, therefore,go ahead with our planned expansion ofthe Zone, or consolidate our gains in thecurrent geographic area?

While we acknowledge that the finan-cial challenge may be more difficult than weenvisioned when we planned the expansionseveral years ago, three factors made thedecision to stick to the plan very easy.

First, the remarkable progress of GeoffCanada and his team has not gone unno-ticed. We believe there is no more excitingstory in the entire not-for-profit communi-ty and apparently our donors agree; fund-ing has grown dramatically despite theenvironment and the level of new interestin our project has never been greater.

Secondly, we have added seven newBoard members, which will provide moredepth in our fundraising efforts as well asadvising HCZ. We plan to continue tostrengthen our board and those currentlyserving are extraordinarily committed tothe expansion of the Zone.

Finally, the very difficult economicenvironment makes the work at HCZmore important than ever. Poor commu-nities bear the brunt of hard times dispro-portionately, and it is imperative that wenot only continue, but accelerate our fightagainst poverty in Harlem.

The challenge ahead is formidable,but with the support you and others areshowing we are confident we will exceedour goals. I want to convey just how grate-ful we are for that support, and assure youthat we are more enthusiastic about HCZthan anytime in its history.

This letter marks anexciting moment oftransition for RheedlenCenters for Children &Families, Inc—this is ourfirst biennial report and

it is also the year we decided to changeour name from Rheedlen to HarlemChildren’s Zone, Inc.

Rheedlen may be changing itsname, but our mission remains thesame: to improve the lives of poor children in America’s most devastatedcommunities. My commitment to thisagency, its mission, and the people weserve has continued to grow over time.In fact, in the 19 years that I have beenat this agency, I have never felt morecommitted as we work to expand ourservices and reach out to a larger num-ber of residents in Central Harlem. Overthe next six years, HCZ, Inc. will expandto provide comprehensive social ser-vices to 16,000 children and adults,doubling the number currently served.

Growth is exciting, but it also pre-sents challenges. How do we maintainthe quality of our services as we reachmore of the community? How do wedevelop the infrastructure to support

growth and incorporate new systems ofmanagement? HCZ, Inc.’s approach is togrow slowly, with expert consultationand deliberate care. We have collaborat-ed with the Bridgespan Group on ourGrowth Plan, we are working withPhilliber Research Associates to evalu-ate programs, and we rely on the experi-ence of our Program Directors andstaff—who have lived and worked inCentral Harlem for many years. Ourgoal during this expansion continues tobe to improve the quality of services forthose we serve.

It is important that the work we domake a difference not only for those inour community but also for those inneed across the country. We intend forour efforts at Harlem Children’s Zone,Inc. to affect change at a local andnational level, as well as the day-to-dayimpact on each person we serve.

There are many exciting new thingshappening at Harlem Children’s Zone,Inc., yet we remain constant in ourfocus on improving the lives of poorchildren in the most devastated com-munities in America.

Thirty years ago, the Harlem Children’sZone (HCZ), Inc. made a commitmentto the children and families of Harlem.Today, we continue our mission toimprove the lives of poor children inAmerica’s most devastated communi-ties.

The HCZ, Inc., formerly known asRheedlen Centers for Children &Families, was the first non-profit orga-nization in New York City to focus exclu-sive attention to the problem of truancyamong the young. That programevolved into an integrated network ofservices and supports as we learned theneed to shape environmental influ-ences.

At the start of its fourth decade, theHCZ, Inc. has become a national stan-dard-bearer for this simple but far-reaching idea: it is difficult, oftenimpossible, to raise healthy children ina disintegrated community.

Without local institutions that drawfamilies and young people togetheraround common interests and activi-ties—religious, social, and recreationalorganizations, effective schools, safeand well-used public spaces—even themost heroic child rearing is likely to fail.

By gathering and organizing mem-bers of the community around activitiesof common interest—particularly the

healthy development of children, butalso strengthening local institutions andimproving the physical environment—even the most devastating conditionscan be reversed.

The HCZ, Inc.’s goal is to bringabout that transformation in CentralHarlem, where poverty and unemploy-ment are many times higher thannational averages, education and student achievement fall well belowU.S. and New York City levels, and therate of foster care placement is amongthe highest in the state.

Behind this mission are two tenets:First, children from troubled communi-ties are far more likely to grow tohealthy, satisfying adulthood (and tohelp build a better community) if a critical mass of the adults around themare well versed in the techniques ofeffective parenting and are engaged inlocal educational, social, and religiousactivities with their children. Second,the earlier a child is touched by soundhealth care, intellectual and social stim-ulation, and consistent guidance fromloving attentive adults, the more likelythat child will be to grow into a respon-sible and fulfilled member of the com-munity. Intervention at later stages isstill important—and must be adjustedas the person progresses through the

various stages of youth. But later intervention is more costly and less sureof success. Families will need these laterefforts to a lesser degree and in declin-ing amounts if the earliest interventionis effective.

These twin principles—a criticalmass of engaged, effective families, andearly and progressive intervention inchildren’s development—have led HCZ,Inc. in recent years to concentrate moreof its activities on the families in a 24-block region of Central Harlem calledthe Harlem Children’s Zone Project.

While the mission of the HarlemChildren’s Zone, Inc. may be large inscope, its implementation is accom-plished through careful attention todetail and a willingness to engage prob-lems on a long-term basis. The HCZ,Inc. neither expects nor producesovernight miracles. Nor do we believethat we can redevelop a community single-handedly. However, we do havean immediate and substantial impacton the children and families involvedwith our programs. The HarlemChildren’s Zone, Inc. believes that if thepositive impact we have on children ismaintained and expanded, we can serveas a beacon to a neighborhood and thusbecome the impetus for the renaissanceof a community.

HCZ PROJECT HIGHLIGHTS 2002

■ The Baby College provided

services to 785 participants: 305 adults

expecting a child or raising one

between 0-3 years, as well as 480 chil-

dren (305 between the ages of 0-3) by

offering a curriculum, designed in col-

laboration with Dr. T. Berry Brazelton,

that teaches parents about the specific

stages of child development.

■ Harlem Gems, a Universal Pre-

Kindergarten program, provided 40

four-year-olds with the skills necessary

to enter kindergarten ready to learn.

This program has a student/teacher

ratio of 4:1, and all children were

taught basic French and Spanish

words. Workshops for parents were

held on reading and talking with

children in ways that promote growth

and active learning. Results from

pre- and post-testing show that 79%

of the Harlem Gems students have

higher post-test scores and percentiles

(Bracken Basic Concept Scale).

■ TRUCE (The Renaissance University

for Community Education), a compre-

hensive program for adolescents,

fostered academic growth and career

readiness through the innovative use

of the arts, media literacy, health and

multimedia technology for 160 youth.

■ The TRUCE Fitness & NutritionCenter provided free services, which

include nutrition classes and an array

of exercise classes, to 274 youth and

87 adults in Central Harlem.

■ Community Pride is a resident-dri-

ven neighborhood revitalization pro-

gram that has created 259 tenant-

owned apartments since 1993. In addi-

tion, Community Pride collaborated

with more than 1,200 residents to

coordinate volunteer efforts, manage

their buildings, facilitate meetings,

organize tenants, and develop block

associations.

■ The Family Support Center, a

storefront walk-in center for families

in crisis, provided 166 adults and 338

children with family strengthening

services to help prevent foster care

placement.

■ The Employment & TechnologyCenter provided access to technology

and employment training to 190

children and 599 adults. The ETC’s

Job Center for Youth provided youth

between 14-18 with year-round

employment training, internships,

summer employment, academic

support and job placement.

■ Parents Help Center worked in

collaboration with P.S.149 to provide

drop-out prevention services, parent

involvement activities, and an

emergency food pantry for 319 children

and 435 adults.

■ Harlem Peacemakers (85 in total)

worked in the HCZ Project’s public

school classrooms as well as in other

HCZ Project program sites serving

1,080 children. The Harlem

Peacemakers also operated Freedom

Schools at each of the three HCZ

Project elementary schools providing

students with a literacy-based

experience during the summer months.

■ The HCZ Community AdvisoryBoard is made up of 45 community

residents who have met on a regular

basis since 1997.

A New Social Service ParadigmThe Harlem Children’s Zone Project

is a multi-year comprehensive commu-nity building initiative in CentralHarlem designed to improve outcomesfor poor children and families who livein a 24-block area in Central Harlem,which extends from 116th Street to123rd Street and from 8th Avenue to 5thAvenue.

The HCZ Project represents a newsocial service paradigm—one intendedto overcome the limitations of tradition-al approaches by systematically coordi-nating two related areas of work: pro-grams focused on addressing the needsof children and families, and targetedefforts to rebuild the basic communityinfrastructure.

What began as a strategic plan inJuly 1997, has evolved into an on-the-ground, resident driven communitybuilding initiative to create positiveopportunities and outcomes for the3,000 children who live in the HCZProject.

The Harlem Children’s Zone Projectintends to work towards an agency-wideobjective through a strategy that focus-es on these four goals:

■ Critical Mass—focusing on allchildren within a clearly-defined geo-graphical area and providing a compre-

The HCZ Project has a population of 12,867 people, 86% are African American and 12% are Latino. Forty-five percent of HCZ Project residents have an income of less than $10,000 a year and theunemployment rate in the HCZ Project is 23.5%.

The work of the Harlem Children’sZone Project currently focuses ona 24-block area in Central Harlem,which extends from 116th Streetto 123rd Street and from 5thAvenue to 8th Avenue. The HCZInc.’s goal is to expand to thenorth and south, and by 2009 to serve approximately 16,000 children and adults.

hensive set of neighborhood-based pro-grams and services addressing criticalneeds of children at five key stages ofdevelopment;

■ Early Intervention—developinglevels of intensity for program interven-tions that vary by age, being greatest atearlier stages and declining for laterstages as children progress towardadulthood;

■ Community Support—creatingsupplementary programs and services

directed toward improving communityconditions that, if not addressed, arelikely to undermine the developmentalprogress of HCZ’s children;

■ Evaluation—continually measur-ing performance and outcomes agency-wide. Our Director of Evaluation workswith Philliber Research Associates (anindependent evaluation consultingcompany) to gather and analyze data,which help us determine the qualityand efficacy of our programs.

The Harlem Children’s Zone, Inc. was oneof the original ten creators and innova-tors of the Beacon programs, whichbegan in New York City. The HCZ, Inc.enhanced the basic model by adding pro-grams that involve and empower parentsso that they can better ensure the safetyof their children and keep families intact.

Our two Beacon Programs, Booker T.Washington Center 54 Beacon at MiddleSchool 54 on West 107th Street inManhattan Valley, and Countee CullenCommunity Center at PS 194 in Harlem,are comprehensive youth and family ser-vice facilities open year-round duringthe school day, after-school, and into theevening. They provide a safe and struc-tured educational environment thatserves as an alternative to involvementin substance abuse and street violence.The intent of the Beacons is to provide avariety of services aimed at promotingpositive outcomes among young peopleages 5-21.

In 2002, the Countee CullenCommunity Center Beacon served 2,669children and adults and the Booker T.Washington Center 54 Beacon served2,640 children and adults.

Our original Beacon program atCountee Cullen Community Center/PS194 has been nationally recognized as amodel of excellence, and replicated

across the country. Our Beacons havereceived national recognition from federal and state funders, and membersof the Clinton administration cabinetvisited Countee Cullen prior to the creation of 21st Century Schools.

By co-locating Beacon Schools andour prevention programs, HCZ hasenhanced the ability of both programs tostrengthen families. Families in eitherprogram gain access to both child andyouth development programs and thecounseling and other supports of ourprevention programs.

In addition to the two that co-locatewith Beacon Schools, another preventionprogram is located within the HarlemChildren’s Zone Project, which offers anextensive array of community supportsto families in preventive services.

Prevention ProgramsSince 1983, the HCZ, Inc. has deliveredneighborhood-based prevention ser-vices to families where children are at-risk of being placed in foster care. In allof the Harlem Children’s Zone, Inc.’spreventive programs, our philosophy isnot just to serve the child and parent,but to provide a range of services to theentire family. As part of our familystrengthening approach, we offer anarray of adult, adolescent, elementaryand infant services including afterschool and weekend activities for thechildren and their parents.

Foster Care PreventionOur preventive programs operate in

Central Harlem, Manhattan Valley (onthe Upper West Side) and in a midtownneighborhood known as Hell’s Kitchen.All of these program sites are located inthe neighborhood they serve becausethe HCZ, Inc. believes the key to under-standing a family is understanding thecommunity in which they live. Thisunderstanding cannot be accomplishedby commuting into a neighborhoodonce a month or even once a week for avisit.

To help prevent foster care place-ment, all program sites serve to strength-en families, offer case work counseling(in clients’ homes as well as at the pro-gram site), advocate for clients and referclients. In addition, they all acceptclients via referrals and walk-ins.

Neighborhood-based Prevention Programs

During 2002:■ Truancy Prevention provided

family strengthening support and coun-seling to 318 children and 165 adults.

■ Family Development Programprovided 479 children and 192 adultswith educational, recreational andsocial supports in addition to providingpreventive foster care services andcounseling.

■ Project CLASS (Clean Living AndStaying Sober) served 100 children and60 adults with substance abuse issuesthrough an innovative combined ser-vice program that addresses substanceabuse and family strengthening.

■ Family Support Center provided338 children and 166 adults in crisiswith immediate access to professionalsocial services including foster care pre-vention, domestic violence workshopsand parenting skills classes.

■ Family Empowerment Programaugmented the services offered by theFamily Support Center by providingshort-term crisis services such as home-based supportive counseling and individual and family therapy.

■ Midtown Family Place provided195 children and 116 adults with fostercare preventive services, as well ascounseling to families and a safe,enriching environment for their chil-dren.

■ Parents Help Center worked incollaboration with P.S. 149 to providedrop-out prevention services, parentinvolvement activities, and an emer-gency food pantry for 319 children and435 adults.Our philosophy is

not just to servethe child and parent who enterour prevention program, but to provide a range of services to theentire family.

By 2009, the HCZ, Inc.’s goal is toexpand the Harlem Children’s ZoneProject from 24 blocks to 91 blocks.Through this expansion, the HCZ, Inc.will provide comprehensive social services to 23,000 children and adults,doubling the number served.

The Harlem Children’s Zone, Inc.’sGrowth Plan is a vision for change thatoutlines, phase by phase, a detailedplan for improving the lives of thou-sands of disadvantaged children inCentral Harlem. The development ofthis document was supported by theEdna McConnell Clark Foundation andBridgespan Group, a management consulting firm.

Phase I: FY 2001-FY 2003During the initial growth phase,

the HCZ, Inc.’s emphasis will be oncompleting development of the HCZProject model and building the infra-structure required to effectively supportit. During 2003, the HCZ, Inc. will serveover 7,000 children and 2,500 adults.

Phase II: FY 2004-FY 2006The next growth phase focuses on

launching the northern expansion ofthe HCZ Project by 39 additionalblocks—to 135th Street and MadisonAvenue. By 2006, the HCZ, Inc. will be

serving 3,000 additional children and4,000 additional adults.

Phase III: FY 2007-FY 2009The main focus of the final growth

phase is to expand the geographicalscope of the HCZ Project to the south by31 blocks—to 110th Street and MadisonAvenue, and which includes serving anadditional 6,000 children and 8,000additional adults.

While each phase of the Growth Plan isdistinct, full implementation will dra-matically transform the HCZ, Inc. Forinstance, from 2001 (Phase I) to ourgoals in 2009 (Phase III), we willincrease:■ Children served from 6,100 to 16,800■ HCZ Project geographical scope from24 square blocks to 91 square blocks■ Operating budget from $10 million to$46 million■ Employees from 300 FTE equivalentsto 1,300 FTE equivalents.

The HCZ, Inc. faces a very excitingfuture, one that holds the potential togenerate unprecedented impact on thelives of Harlem’s children. While theimmediate focus and impact of our planis local, the HCZ Project is a replicablemodel that will make a critical differ-ence for children throughout America.

During 2000-2002, the HarlemChildren’s Zone, Inc. enjoyed the bestfinancial condition in the agency’s 32-year history. During fiscal 2000, theHCZ, Inc. received extraordinary, long-term funding from several major foun-dations. The generosity of these grants,combined with an excellent series ofinvestment results in 2001 and 2002,have provided the HCZ, Inc. with theopportunity to achieve three criticalmilestones:

1) Significant increase in clientsserved: the HCZ, Inc. has extended itsrange of services to more than 12,500children and adults in 2002.Importantly, our strong financial situa-tion gives us confidence that thisincreased level of service is sustainablefor the foreseeable future.

2) Harlem Children’s Zone ProjectExpansion: The HCZ Project strategyhas fueled an exponential increase inthe HCZ, Inc.’s capacity to realize thevision of a fully integrated set of pro-grams and professionals, which com-bine to provide higher quality servicesto more clients, on a very efficient costper client served basis. In turn, thisstrategic initiative has attracted funding

from both historical and new funders,creating more balanced sources of revenue.

3) Endowment: Expert manage-ment of the HCZ Inc.’s endowment hasenabled the agency to address bothshort-term operating requirements andlong-term transformational opportuni-ties. The HCZ Inc.’s endowment hasgrown at an average rate of 40 percentper year over the past five years from$7,321,956 (FY98) to $27,034,677 (FY02).This growth has come from incrementalcontributions and appreciation ininvestments.

Significant support from ourendowment will enable the constructionof our new headquarters on 125thStreet, and, due in part to the agency’sproven ability to provide high qualityand cost-efficient programs, we antici-pate the launch of an aggressive CapitalCampaign. This campaign will replenishour endowment and provide for furtherincreases in the range of services andthe number of children we can support.
