NOTICE OF INTENTION TO CIRCULATE RECALL PETITIONTO THE HONORABLE JEAN QUAN: Pursuant to Section 11020 oftheCalifornia Elections Code, and Section 1 104 of the Oakland City Charter, the

undersigned registered qualified voters of the City ofOakland, in the State ofCalifornia ,hereby give notice that we are the proponents of a recall petition and that we intend toseek your recall and removal from the office ofMayor, in the City ofOakland,California, and to demand election of a successor in that office.

The grounds for the recall are as follows: Failure of leadership by taking a seriesof contradictory positions on matters of public safety, thereby demonstrating the inabilityto provide for the safety ofOakland neighborhoods and for the safety of those who wishto engage in public discourse ; inappropriately delegating authority to persons other thanCity of Oakland employees to act on behalf of the City ofOakland, resulting inconflicting messages from city hall and the resignation of key city personnel; thwartingthe public ' s right to know by routinely ignoring requests made under the CaliforniaPublic Records Act; and demonstrating the inability to make even routine decisionsregarding the management of city resources, resulting in the continually diminishingdelivery of basic city services. Oakland does not deserve to be known as the city of highcrime and crumbling infrastructure caused by ineffective leadership and themismanagement of city resources.

Section 11023 of the California Elections Code provides: (a) Within seven daysafter the filing of the notice of intention, the officer sought to be recalled may file withthe elections official, or in the case of a state officer, the Secretary of State, an answer, innot more than 200 words, to the statement of the proponents. (b) If an answer is filed, theofficer shall, within seven days after the filing of the notice of intention, also serve a copyof it, by personal delivery or by certified mail, on one of the proponents named in thenotice of intention. (c) The answer shall be signed and shall be accompanied by theprinted name and business or residence address of the officer sought to be recalled.
