    INTRODOCTION

    In the present day time must be explicitly managed in good management just like

    money.

    Management arranges the factors of production, assembles and organizes theresources, integrates the resources in effective manner to achieve goals.

    Management provides maximum utilization of scarce resources by selecting its best

    possible alternate use in industry from out of various uses.

    It gets maximum results through minimum input by proper planning and by using

    minimum input & getting maximum output.

    It enables the organization to survive in changing environment. It keeps in touch with

    the changing environment.

    Efficient management leads to better economical production which helps in turn to

    increase the welfare of people.

    Good management makes a difficult task easier by avoiding wastage of scarce

    resource. It improves standard of living.

    Managers influence all the phases of modern organizations. Sales Managers maintain

    a sales force that markets goods. Personnel managers provide organizations with a

    competent and productive workforce. Plant managers run manufacturing operationsthat produce the clothes we wear, the food we eat, and the automobiles we drive.

    If Management ensures that all the activities are designed effectively, the production of

    each individual worker will contribute to the attainment of the organizational goals.

    Role Of Middle Level Management In The Organization

    Designing and implementing effective group and intergroup work and information systems.

    Defining and monitoring group-level performance indicators.

    Diagnosing and resolving problems within and among work groups.

    Designing and implementing reward systems supporting cooperative behavior.

    Middle-level managers are responsible for carrying out the goals set by topmanagement. They do so by setting goals for their departments and otherbusiness units. Middle managers can motivate and assist first-line managers

    to achieve business objectives. Middle managers may also communicateupward, by offering suggestions and feedback to top managers. Becausemiddle managers are more involved in the day-to-day workings of acompany, they may provide valuable information to top managers to helpimprove the organization's bottom line.

    Jobs in middle management vary widely in terms of responsibility and salary.Depending on the size of the company and the number of middle-levelmanagers in the firm, middle managers may supervise only a small group ofemployees, or they may manage very large groups, such as an entire businesslocation. Middle managers may be employees who were promoted from first-

    level manager positions within the organization, or they may have been hiredfrom outside the firm. Some middle managers may have aspirations to holdpositions in top management in the future.

    Role Of Manager In The Organisation

    Broadly the role of manager divided into 2 parts, one is objective & the other one is

    subjective.

    Manager has to ensure that the objective goals of the organisations are achieved.

    The most important role of a manager is to identify, nurture & groom employees who

    Top Level of Management

    It consists of board of directors, chief executive or managing director. The topmanagement is the ultimate source of authority and it manages goals andpolicies for an enterprise. It devotes more time on planning and coordinating

    functions.The role of the top management can be summarized as follows -

    a. Top management lays down the objectives and broad policies of theenterprise.

    b. It issues necessary instructions for preparation of departmentbudgets, procedures, schedules etc.

    c. It prepares strategic plans & policies for the enterprise.d. It appoints the executive for middle level i.e. departmental

    managers.e. It controls & coordinates the activities of all the departments.

    f.It is also responsible for maintaining a contact with the outside world.g. It provides guidance and direction.h. The top management is also responsible towards the shareholders

    for the performance of the enterprise.

    Middle Level of Management

    The branch managers and departmental managers constitute middle level.They are responsible to the top management for the functioning of their

    department. They devote more time to organizational and directionalfunctions. In small organization, there is only one layer of middle level ofmanagement but in big enterprises, there may be senior and junior middlelevel management. Their role can be emphasized as -

    a. They execute the plans of the organization in accordance with thepolicies and directives of the top management.

    b. They make plans for the sub-units of the organization.c. They participate in employment & training of lower level

    management.d. They interpret and explain policies from top level management to

    lower level.e. They are responsible for coordinating the activities within the

    division or department.f.It also sends important reports and other important data to top level

    management.g. They evaluate performance of junior managers.h. They are also responsible for inspiring lower level managers towards

    better performance.

    Lower Level of Management

    Lower level is also known as supervisory / operative level of management. Itconsists of supervisors, foreman, section officers, superintendent etc.According to R.C. Davis, Supervisory management refers to those executives

    whose work has to be largely with personal oversight and direction ofoperative employees. In other words, they are concerned with direction andcontrolling function of management. Their activities include -

    a. Assigning of jobs and tasks to various workers.b. They guide and instruct workers for day to day activities.c. They are responsible for the quality as well as quantity of

    production.d. They are also entrusted with the responsibility of maintaining good

    relation in the organization.e. They communicate workers problems, suggestions, and

    recommendatory appeals etc to the higher level and higher levelgoals and objectives to the workers.

    f. They help to solve the grievances of the workers.g. They supervise & guide the sub-ordinates.h. They are responsible for providing training to the workers.i. They arrange necessary materials, machines, tools etc for getting the

    things done.j. They prepare periodical reports about the performance of the

    workers.k. They ensure discipline in the enterprise.

    The Orissa State Cooperative Milk Producers' Federation Limited (OMFED)

    is an apex level Dairy Cooperative Society registered under Cooperative Society Act1962.It has come into existence to integrate the milk producers in rural areas with consumers in the

    urban areas with an enterprising aptitude.

    OMFED's main activities includes promoting, production, procurement, processing and

    marketing of milk & milk products for economic development of the rural farming

    community in Orissa.

    Orissa State Co-Operative Milk Producers Federation Ltd. is an apex level

    From the above survey it is founded that the structure of middle level management is

    not so strong. It is one we can say general structure some of them are,
