HANOVER TOWNSHIP BOARD OF EDUCATION MINUTES Regular Public Meeting June 19, 2018 I. Opening - A. The meeting was called to order by Mrs. Wolsky, Board Secretary at 7:30 p.m. in the Scott R. Pepper Theatre/Auditorium at Memorial Junior School, 61 Highland Avenue, Whippany, New Jersey 07981. Regular Public Meeting – June 19, 2018

I. Opening -

A. The meeting was called to order by Mrs. Wolsky, Board Secretary at 7:30 p.m. in the

Scott R. Pepper Theatre/Auditorium at Memorial Junior School, 61 Highland Avenue,

Whippany, New Jersey 07981.

Spelling Bee Winners – The following students were recognized for placing in the top three

in the District Wide Spelling Bee:

First – Linnea DeAngelis, Salem Drive School

Second – Ananya Padi, Mountview Road School

Third – Matthew Szewczyk, Mountview Road School

Track and Field Championship Team - Both the Girls’ and Boys’ Track and Field Teams

were recognized for placing first in the Greater Morris County Junior School Coaches

Association Group I Championships. Members of the Boys team included Jalen Blake, Tihee

Brisbane (County Champion Long Jump), Radon Belarmino, Joseph Ciottone, Aidan Credico

(County Champion Shot Put), James Everett, Matthew Griffin (County Champion 200 Meter,

400 Meter, 4x400 Relay), James Jeffers (County Champion 4x400 Relay), Adam Lorenzana

Softball Championship Team - The Girls’ Softball Team was recognized for winning the

Greater Morris County Junior School Coaches Association Group III Championship.

Members of the team included Gabriela Brulato, Katie Brunner, Isabella Cruz, Giovanna

DeCrescenzo, Evelyn Dente, Megan Gilbert, Elizabeth Lombardino, Giovanna Mess, Lisa

Middleton, Amanda Myron, Madeline Oswald, Alyssa Pavone, Mikayla Swan, Samantha

Vitale, Ellie Williams and Brynn Yacat.

Excellence In Service Recipients - Scott VanSteyn, Debbie Manning, Elizabeth McCormick

and Deb Petrella were presented with the Excellence in Service Award. The recipients

received a golden apple from the Board of Education and a vacation day.

Teacher of the Year Recipients – Lisa Healy, Ray Uy, Maureen Allieri and Jessica Venner

were presented with the Teacher of the Year award. The recipients received a golden apple

from the Board of Education and $250 to spend in the classroom.

IV. BUSINESS ADMINISTRATOR/BOARD SECRETARY'S REPORT

Mrs. Wolsky read that the cash balance as of May 31, 2018 was $3,651,200.20 with fiscal

year to date interest of $6,967.34 in the General Fund and $372.01 in the HTSACC Fund.

She also shared that the next regular public board meeting is scheduled for Tuesday, July 17th

in the Memorial Junior School Library/Media Center.

V. SUPERINTENDENT'S REPORT

Mr. Wasko said, “I would like to begin my report this evening by providing the Board, with a

final assessment of our 2017-2018 District Goals:

Goal #1:

Prepare for the implementation of the New Jersey Quality Single Accountability Continuum

(NJQSAC) through the use of District Performance Review Indicators to ensure compliance

with the standards in five key areas:

a. Instruction and Program

b. Fiscal Management

c. Operations

d. Governance

All indicators for District Goal #1 have been met as evidenced by:

The completion and submission of the NJQSAC District Performance Review

document and the Statement of

The letter from received from Kimberley Harrington, Commissioner of Education at

the time, stating that our QSAC Equivalency Waiver has been approved, and therefore

our status as a "high performing" school district, has been extended for three more

years, indicating that our district has met and/or exceeded all of the elements of the

Quality Single Accountability Continuum (QSAC) monitoring and evaluation system.

Goal #2:

Based on the findings/results of the recently completed facilities “needs assessment” review:

Develop a multi-year plan to address the areas that have been identified as “Areas in

need of improvement”

A “District Facilities Advisory” Committee, representing various district stakeholders, i.e.,

Superintendent, Business Administrator, Director of Curriculum, Director of Technology,

Transportation Coordinator, HTSACC Coordinator, a PTA Representative, BOE Members,

and building level administrators, chaired by Roy Aull, Supervisor of Buildings & Grounds,

was formed earlier in the school year, the members of the committee participated in guided

tours of each of our schools, conducted by Mr. Aull, and the respective building principal.

Once all site visits were complete, each committee member provided feedback to Mr. Aull,

who compiled the results via Survey Monkey and he will be sharing the findings and

recommendations of the committee with the Board in the near future.

Goal #3:

Enhance school district communication with the community.

All indicators for this goal have been met as evidenced by:

o The successful launch and use of our “new” and improved District Website

o The successful introduction and use of the District Mobile Communications App

o The enhancements to our individual school websites/webpages, enhanced teacher

webpages via the Blackboard Web Community Manager and Google Classroom

o Enhanced communication with the community by posting/sharing all community flyers

on our district website and/or via a SwiftK12 “Community Events” email notification,

as well as press releases to local and regional newspapers.

o The expanded use of the PowerSchool Parent Portal via the InfoSnap Portal by

completing and converting various district forms and “Back-to-School” paperwork to

the InfoSnap Portal.

Goal #4:

To enrich the learning experiences of Hanover Township students through the expanded use

of digital learning.

All indicators for this goal have been met.

All members of the district’s administrative team, Aaron Wasserman, Greg Margolis, Mike

Schwab, Greg, Matyola, our Educational Technology Specialists, building level

administrators, and individual teachers, have taken on various leadership roles regarding the

numerous district initiatives that have been implemented in the area digital learning

experiences and technology, such as Study Island, Newsela, FOSS Digital Learning Tools

Training and Implementation, and the various digital learning initiatives offered to our staff

via the Hanover Township Educator Academy Google Photos Basics, Edpuzzle, iPads in the

K-2 Classroom, Utilizing Raz-Kids for Student Success and Growth, etc. etc.

District staff will continue to participate in various “digital learning” training sessions and

professional development programs via the Hanover Township “Educator Academy” and/or

by attending our of district workshops.

We are already in the process of planning for next year, last week, on Wednesday, June 13th

,

the Board and members of the district administrative team met with a representative from the

New Jersey School Board’s Association to establish district goals for the 2018-2019 school

year. At our upcoming Board meeting in July, the Board will formally approve the goals and

during the summer, an action plan will be developed by members of the administrative team

that provides specific benchmarks and indicators to support each goal. In addition, I would

like to thank all of the parents and staff who took the time to respond to the “Survey Monkey”

goal setting survey that was distributed via our SwiftK12 email notification system. The

results of the Survey were shared with the Board and district administrative team at last

week’s meeting. Overall, the majority of the feedback we received was positive and as a

school community we are very proud of our schools and our accomplishments. We also

recognize that there is always room for improvement…. as we continue to strive to be “A

Community That Inspires Excellence.”

As this is the last Board Meeting for the 2017-2018 school year, I would like to take a minute

to thank all of our district employees, administrators, supervisors, teachers, and support staff,

for an outstanding school year in providing our students with exceptional opportunities to

grow academically, socially, emotionally, and through the visual and performing arts, through

our character education programs, extra-curricular activities, and assemblies…..the students

have truly benefited from everyone’s hard work and effort….and for that I say thank you.

I would also like to thank the members of the Board of Education for their continued support

of our schools. On behalf of the students, district employees, and members of the community

I want to thank them for their service to the students of the Hanover Township Public School

District.

In closing, I would like to extend another “Congratulations” to all of our Teacher of the Year

and Excellence in Service award recipients. Have a safe and happy summer.”

Personnel Committee – Mr. Azzarello said the Committee met this evening and received

updates on enrollment and staffing, reviewed resignations, transfers, recommendations for

hire and current openings. The Committee also received an update on the process for hiring

Law Enforcement Class III Officers.

Curriculum & Instruction Committee – Ms. McCauley said the Committee met this

evening and reviewed the recommendations on tonight’s agenda and discussed summer

curriculum, professional development for grades 3-5 on the new Journeys curriculum, piloting

a new benchmark assessment program, plans for the educator academy during the summer

and professional development for Superkids.

Finance/Transportation/Physical Plant Committee – Mrs. Tognetti said the Committee

met this evening and was provided with a facilities update which included blacktop patching

and tree removal that have been addressed, summer projects planned including the installation

of 3M film, security cameras and integrated whiteboard projectors, replacement of sidewalks

and instituting a new green cleaning system. The Committee also reviewed transportation

issues and received a preliminary 2017/18 year end assessment.

Public Relations Committee – Dr. Petty said the Committee met this evening and reviewed

the Excellence In Our Schools newsletter, the pool party for the LEAD program, Salem Drive

School’s incentive grant received from the Education Foundation for having the most

participants in the 6/9 Run/Walk for Health. Dr. Petty also shared that there will be a public

meeting with the PARCC Assessment Committee on 6/26 and 6/28 from 5-7 p.m. at the Long

Valley Middle School.

WHEREAS, the aforementioned statutes authorize procedures, under the authority of

the Commissioner of Education, which permit a board of education to transfer anticipated

excess current revenue or unexpended appropriations into reserve accounts during the

month of June by board resolution, and

WHEREAS, the Hanover Township Board of Education wishes to deposit anticipated

current year surplus into a Capital Reserve account at year end, and

WHEREAS, the Hanover Township Board of Education has determined that an

amount not to exceed $500,000 is available for such purpose of transfer;

NOW THEREFORE BE IT RESOLVED by the Hanover Township Board of

Education that it hereby authorizes the district’s School Business Administrator to make

this transfer consistent with all applicable laws and regulations.

12. Approve entering into Shared Services Agreements and Addendums between

Hanover Township Board of Education and the Educational Services Commission of Morris

County for the Bidding/Purchasing Program for the 2018-2019 school year.

13. Pursuant to PL 2015, Chapter 47 the Hanover Township Board of Education

intends to renew, award, or permit to expire the contracts listed in Attachment "D"

previously awarded by the board of education. These contracts are, have been, and will

continue to be in full compliance with all state and federal statutes and regulations; in

particular, New Jersey Title 18A:18. et.seq, NJAC Chapter 23, and Federal Uniform

Administrative Requirements 2CFR, Part200.

14. Approve participating in the county-wide joint milk advertisement for

2018-2019.

Hanover Treasurer, on a monthly basis, the district taxes necessary to fund the 2018-19

school year for Title II Part A in the amount of $18,615 and Title IV Part A in the amount of

$10,000 and decline allocations for Title I A and Title III.

II. TRANSPORTATION

Upon recommendation of the Business Administrator/Board Secretary, move to:

1. Adopt the following resolution:

WHEREAS: In accordance with the statutes of 18A:18-1.1 and 1.2, Boards of

Education of two or more districts may provide jointly, by agreement, the transportation of

pupils attending schools within or outside the district.

WHEREAS: The Educational Services Commission of Morris County provides

transportation services for many school districts to various schools;

BE IT RESOLVED: That the Educational Services Commission of Morris County be

authorized to receive transportation bids for the 2018-2019 school year on behalf of the

Hanover Township Board of Education.

III. PHYSICAL PLANT

Upon recommendation of the Business Administrator/Board Secretary, move to:

1. Approve the request by the Hanover Township Recreation Department to

July 2, 2018, from 6:00 p.m. to 10:00 p.m. with a rain date of July 3, 2018.

the Bee Meadow School parking lot for spillover parking, and the Scott R. Pepper Theatre and

subscription bussing for students who live outside the limits set by Board policy.
