Rotary International President 2018-2019

Barry Rassin, of the Rotary Club of East Nassau, New Providence, Bahamas, a Rotarian since 1980, has served Rotary as Director and is Vice Chair of The Rotary Foundation Board of Trustees. He was an RI Training Leader and the Aide to 2015-16 RI President K.R. Ravindran. Barry received Rotary's highest honor, the Service Above Self Award, as well as other humanitarian awards for his work leading Rotary’s relief efforts in Haiti after the 2010 earthquake there. He and his wife, Esther, are Major Donors and Benefactors of The Rotary Foundation. He earned an MBA in health and hospital administration from the University of Florida and is the first Fellow of the American College of Healthcare Executives in the Bahamas. He recently retired after 37 years as president of Doctors Hospital Health System, where he continues to serve as an adviser. He is a lifetime member of the American Hospital Association and has served on several boards, including the Quality Council of the Bahamas, Health Education Council, and Employer’s Confederation. As President, Barry aims to strengthen our public image and our use of digital tools to maximize Rotary’s reach. “Those who know what good Rotary Clubs do will want to be a part of it, and we must find new models for membership that allow all interested in our mission to participate,” he says. “With Rotary more in the public eye, we will attract more individuals who want to be part of and support a membership organization that accomplishes so much good around the world.”

District Governor 2018-2019

Casper & Wilna Kruger with RI President Barry & Esther Rassin

Casper was born in Oranjemund, Luderitz District, Namibia when Namibia was still part of South Africa so he is both Namibian and South African. He grew up in Oranjemund, went to high school at Dirkie Uys in Moorreesburg and then graduated with a B.Com degree from the University of Stellenbosch. Casper is married to Wilna, who is also from the Northern Cape, from the town of Kakamas. They have two children: Carli who is married to Ricardo, and JC. Casper has worked in the office of the Auditor General, with Somchem in Macassar, also the Cape Dairy Co-op/Bonnita/Parmalat for 20 years in Stellenbosch and Zambia and finally for the past seven years he has been with Coca-Cola International, based at home in Somerset West He was the Charter President of the Helderberg Sunrise Rotary Club in June 2006, and again in 2017/18, and subsequently served the District as Friendship Exchange Chair, Assistant Governor and District Secretary.

A message from Governor Casper

Dear D9350 Rotarians Wow – how the years have flown, from being elected as DGND in April 2016 to where we are today; one moment you are still learning, then suddenly your year starts. I pray I am prepared well enough to lead this wonderful District in the Rotary year 2018/19. Over the last year PDG Lynette Stassen and her Team have done a wonderful job and they have really lived the 2017/18 presidential theme of “making a difference”. Our District has grown in numbers, we have two new clubs and we are on a great road forward. Let us not lose this focus or drive by taking our foot of the pedal – let us continue to “be the inspiration” for those who follow. This continued growth will also help us achieve the one goal set by the late Sam Owori, who was going to be our 2018/19 RI President from Africa, to have one Zone in Africa with 35000 Rotarians. RI President Barry Rassin is truly living up to his theme to be the inspiration by stepping up to the plate when the call came late in August 2017, following the tragic passing of then RIPE Sam Owori in July, to lead RI in 2018/19. He is leading the way, let us follow his example. D9350 is a diverse district – we cover a large area – spanning 3 countries. We speak different languages, have different backgrounds, different traditions and religions, yet we are united in our efforts to do good in this world, we have one goal – “Service Above Self – and is based on the simple, practical, ethical principle that He Profits Most Who Serves Best.”* The future of Rotary is on our hands – RIP Barry has asked all Districts to embrace the Youth and we will oblige by reaching out to our Rotaract friends in ways that add meaning and substance to both Rotaract and Rotary. This year I have included visiting Rotaract Clubs in my itinerary, the District Rotaract Representative (DRR) Dennis Makofi from Windhoek Rotaract Club is part of the 2018/19 District Leadership Team (DLT) and we have tried to included Rotaractors on committees in every pillar of our DLT. We need the Youth as much as they need us – so let’s be the inspiration to each other and let’s grow together. As per RIP Barry’s goal, we will strengthen our public image and use of digital tools, continuing on the foundations of the past, with exciting tools and support for clubs and members. Watch this space…. I look forward to a year of interaction with Members and Clubs, listening to them, learning from them, and with the DLT, being of service to them. District Governor Elect 2019-2020

David and Nicki Holtzhausen

David has been a Rotarian since 1994 with the Rotary club of Bellville. During this time he has served as club president 3 times, as well as fulfilled every other board role at different times. At a district level he has served as Assistant Governor, District Trainer, District Membership chair and RYLA chair, as well as serving on various other committees David is a qualified Chartered Accountant, and ran his own networking business until 2016, when he went into semi-retirement, and is currently focussing on his Rotary commitments while doing some private business consulting for selected clients. David and Nicky have been happily married since 1985. Nicky is a qualified actuary, and took early retirement from Old Mutual and now also does consulting work. They have no children.

Support and Strengthen Clubs

• Drive membership through every committee. • Retain current members (D9350: currently 85%). • Increase club membership. • Start new clubs. • Increase the number of female members, members under 40 • Encourage Rotaractors to join Rotary.

Focus and Increase Humanitarian Service

• Increase cash and district DDF contributions to End Polio Now. • Increase local and international district grants and global grants funded with DDF. • Encourage Interact and Rotaract clubs to engage in service projects – including

District Finance Committee The committee, through its treasurer, administers the finances of the District on behalf of the DG, formulates policy relating to financial matters and assists clubs in the administration fo their finances. The committee comprises of the DG, immediate PDG, DGE, DGN, District Treasurer, and a member appointed (first year) by the DG at the time to serve a three year term. Other members may be co-opted but will have no vote.

Rotary Payments and Contributions

Semi-annual per capita dues US$32.00 payable in advance 1 July 2018 and 1 January 2019 US$5.33 per month for new members who join Rotary in the half year

preceding a semi-annual payment. This means these RI per capita dues are payable in arrears on 1 January and 1 July for a person joining Rotary during the preceding half year.

Council on Legislation per capita levy US$1.50 payable 1 July each year with the semi-annual dues payment.

The Rotarian

Current subscriptions for The Rotarian magazine are US$12 per annum for the digital version and US$24 for the printed version. Annual subscriptins must be included with the Club’s semi-annual dues payments in January or July. Subscribing to The Rotarian is voluntary.

The number of Club members in the RI data base on 1 July & 1 January will be considered the official number of members in a Club; Semi-annual dues invoice will be based on that number.

Clubs will not be able to amend semi-annual invoices by altering the number of members shown. The amount shown on the invoice is the amount owing to RI for the semi-annual dues and must be paid.

RI Bylaws require each Club to certify their membership to RI on 1 July and 1 Jannuary each year. It is essential for Clubs to update their RI membership data base during June and December to ensure that the RI semi-annual dues invoice reflects the actual number of members in a Club.

Clubs should enter new member details when they join on www.rotary9350.co.za (the Club Runner website) (usually done by the Secretary or Treasurer) provided they have activated the "Integrate with RI" feature. Similarly, terminations should be entered when they occur.

If Clubs do not have the integrated facility with RI then they can register a new member on Club Central on www.rotary.org. Likewise for terminations.

In the event that a Club has a serious discrepancy in the number of members shown on the invoice the Club must contact the RI Finance Representative listed on the invoice.

RI will not be supplying Clubs with copies of their membership lists from the RI data base. Clubs can download their official membership lists from the RI website.

When paying the invoice convert US$ to Rand at the current Rotary rate of exchange available from the District Service Centre.

Clubs are subject to termination for non payment of dues 120 days after issue of club invoice.

GENERAL RI AND DISTRICT INFORMATION

Registration as a Public Benefit Organisation (PBO) and Non-Profit Organisation (NPO)

In order to enjoy tax exempt status in South Africa, Rotary clubs (regardless of size) must register with the South African Revenue Services (SARS) as a taxpayer and obtain an income tax number. Organisations (such as Rotary clubs) will only be given tax exempt status if they carry on one or more “public benefit activities” and are approved as a “public benefit organisation” (PBO) by the South African Revenue Services. Such an “activity” is one, which is of a “philanthropic and benevolent nature” such as those in respect of health, welfare, housing, education, religion, culture, conservation, research and sport. The PBO must be an organisation of a public character and one, which is an association of persons whose sole object is to carry on one or more “public benefit activity” in a non-profit manner in South Africa. It is important to note that while PBOs are entitled to provide donors with certificates allowing them to deduct their donations from their income for tax purposes (Section 18A of the Income Tax Act) Rotary Clubs (even though registered as a PBO) are not permitted to issue such certificates for general donations to Rotary. Only certain public

benefit activities qualify for S18A tax relief and Rotary Clubs must apply to SARS for approval to issue S18A certificates for specified projects. If approved, Clubs must ensure that any such donations are used for the specified project and can be required to verify this to SARS.

It is not compulsory to register as a Non-Profit Organisation (NPO). However, registration as an NPO gives the organisation legitimacy as a recognized organisation, not for profit, and can facilitate a club’s approach to large donors for support. In dealing with Government Departments like using land owned by the National Parks Board or importing items requiring customs clearance the Departments are requesting clubs to furnish their NPO registration certificates. Contact the Rotary District Services Centre to obtain the necessary application forms and for advice on the procedure to be followed

District 9350 Public Liability Insurance The District has a Public Liability Insurance Policy with cover for SA R20million (or equivalent in Namibia and Angola). The organisation being indemnified is Rotary International District 9350 and this embraces and includes all volunteers, their friends, family or other people working with Rotary (clubs or District) on any given Rotary identified project. Therefore, Rotarians, Anns, Ladies of the Inner Wheel, Rotaractors and Interactors are all indemnified by the policy, in respect of that said project. The insurance cover is for an amount up to R20million for any one incident or accident occurring at the identified project. The policy covers claims by third parties (usually the public) against Rotary arising out of the identified projects for death, injury, or illness to third parties and includes loss or damage to third party property. Liability has to be proven by the third party as is usual with policies of this type. We also have ancillary extensions for Statutory Defense Costs, Wrongful Arrest and Defamation with a limit of R250, 000 each, which is considered adequate. The policy does not cover Errors and Omissions or incorrect Advice given. A Professional Indemnity Policy, which is not considered appropriate for our organization, would normally cover this. It must be remembered that the Public Liability Insurance Policy applies to claims by third parties against Rotary and does not extend to death, injury or illness to, or loss by, volunteers and members of the Rotary family working on identified Rotary projects – these people are responsible for arranging their own Insurance cover which is not specific to Rotary or a Rotary project. The Public Liability Insurance Policy covers most projects (with some exceptions listed below including “hazardous projects” which should be advised to District) undertaken by Rotary clubs making up District 9350 in South Africa, Namibia and Angola. 1. Use of third party equipment

Where a Rotary club hires or borrows third party equipment for a project and the Rotary club, through its volunteers, is in control of that equipment then the Public Liability Insurance Policy will cover Rotary for claims from third parties for injury,

death, illness or loss or damage arising out of the use of such equipment. Examples could be the running of a children’s merry-go-round at a fair (jumping castle) or the use of floodlights at an open- air concert.

Where, however, the Rotary club hires an organization to provide and run its own equipment at a Rotary club project it is the responsibility of that organisation operating the equipment to arrange its own insurance, for our Event.

NB Attention is drawn to the fact that neither the District, nor Rotarians, nor volunteers are permitted to accept liability by contractual arrangements without the prior consent of the Underwriters. In other words, we may not extend our indemnity to a third party. The indemnity covers us and we cannot commit our Underwriters to cover third parties.

2. Use of self-propelled motor vehicles, including water craft and aircraft

The Public Liability Insurance Policy does not include death, injury, illness or loss or damage arising out of use of self-propelled motor vehicles including motor cars and motor cycles (Harley Davidsons and others) aircraft or watercraft. It is usual for these to be excluded from Public Liability Policies. The owners of such vehicles/craft need to carry their own insurance.

Therefore, additional attention is drawn to the fact that under an individual’s own motor insurance policy there is a limitation to the Passenger Liability cover provided in the liability section. The usual limit is R2 500 000 unless an individual has higher cover.

This has implications for our Rotarians transporting international Rotary visitors like Exchange Students, visiting Rotarians, members of Friendship Exchanges on Rotary specific activities. Refer to Special Extension below

3. Cycle races/fun runs (as qualified)

The Public Liability Insurance Policy covers cycle races, fun runs and similar events. However, the Argus cycle tour is not covered under the District policy as the Cycle Tour Trust, independently of Rotary District 9350, organizes this event and they arrange their own insurance cover, which far exceeds the R20million, cover.

NB. Our Public Liability Policy does not cover injury sustained by participants arising out of accidents caused by participants themselves in the event. Our policy indemnifies us for our negligence in causing an injury to a participant.

Special Extension Passenger Liability Following extensive negotiations by our Insurance Advisor our District now has a special arrangement to provide extended “top-up” cover on private motor insurance policies through the medium of our Public Liability Policy from R2 500 000 to R10 million.

The Extension to the District Public Liability Policy will provide an “excess layer” or “top up” cover provided the owner/ driver has an existing underlying Motor Policy with Passenger Liability Policy cover of at least R2 500 000. Any claim by a passenger (defined) will be handled initially under the owner/driver’s own motor vehicle policy and should the amount of damages awarded to the injured party exceed their R2 500 000, or higher figure, then the District Public Liability Policy will be activated up to a maximum limit of R10million. The Conditions attached to this Extension to the District Public Liability Policy are as follows: The indemnity provided by this Extension is applicable to our bona fide Rotarians,

in good standing. and /or spouses or partners whilst operating any vehicle (sedan, SUV, bakkie –conveyed in cab only) owned, hired, leased or operated for purposes of any Rotary related activity.

Rotary related activities are intended to embrace any good faith activity where

Rotarians meet or are involved or travel to or from. Any discretionary decision that may be called for will be at the discretion of the District Governor in office at the time.

NB A passenger is deemed to be a person conveyed in the vehicle for the purpose

of the Rotary related activity and who is not a member of the driver’s/spouses’/partner’s household or is not permanently residing with them.

This excess layer or “top up” insurance cover has been given as a special

consideration to Rotary District 9350 by way of an Extension to our existing Public Liability Insurance Policy. The cost of this cover to the District is R1000 per annum.

Pollution and Products Under the general indemnity, with relevance to pollution and products, the District has all the cover necessary at R20 million to cover cases such as mass food poisoning directly attributable to Rotary at carnivals, parties for children and the elderly, etc where Rotarians prepare and serve food. Claims The existing policy is written to a Claims Made basis, which means that any claim must be made during the period of the insurance, which runs from the 9th December to the 8th December of the following year. It is, therefore, imperative that any suggestion of a claim must be lodged within the year in which the event takes place. Potential claims must be notified to the Rotary District 9350 Services Centre, Cape Town for onward transmission to the Underwriters within the prescribed time limit i.e. before the 1st of December in the year in which the event took place. This is to be done whether or not a claim does eventuate. NB. At no time is the District or are Rotarians and volunteers permitted to admit or accept liability without the consent of the Underwriters.

Registration of projects Details of the project or event are to be e-mailed or faxed to the District Office, giving the date, time and nature of the event, well in advance of the event taking place so that the Office can register the project or event as an identified project of Rotary International District 9350. Should there be any doubt as to a particular project being covered by the Public Liability Insurance Policy the District’s insurance consultants need to be consulted timeously.

Insurance Underwriters Centriq, as a one hundred per cent owned subsidiary of Santam through our insurance consultants Wrankmore and Associates, underwrite the Public Liability Insurance policy.

No other policies The Public Liability Insurance Policy is the only insurance policy held by the District that covers Rotary clubs in District 9350 as set out above. There are no other policies held by District covering club’s regalia, memorabilia, and personal possessions of clubs. Such insurance is for clubs to arrange on an individual basis.

Additional insurance: Should clubs wish to take out additional insurance or effect other classes of insurance to cover specific events or activities this can be done by contacting the District Service Centre and it may be more economical to extend cover under the District Public Liability Insurance Policy than seeking a separate policy. Such extensions will be routed through the Rotary District 9350 Services Centre, Cape Town, to our insurance consultant.

THE ROTARY BRAND

The Rotary gearwheel is one of the most familiar symbols in the world today. The Rotary emblem together with the name Rotary International and other ‘marks’ such as Service Above Self, Interact, PolioPlus and others are registered trade marks in over 50 countries and belong to Rotary International. Districts and clubs are welcome to use the Rotary trademarks subject to the guidelines set out in the Manual of Procedure (page 87). For many years, the Rotary wheel stood alone as our logo on signage and communications materials. Although the words Rotary International were embedded in the wheel, they were hard to read from a distance. As a result, the general public did not always recognize Rotary’s involvement in a project or activity. That’s why it was decided to expand the official logo to include the word “Rotary” next to the wheel (the master-brand signature). Note that the design of the wheel has changed. The new wheel is completely see through, as the infilling on the rims of the old wheel has been removed. CITATIONS AND AWARDS 2018-2019 Presidential Citation for Rotary Clubs, Rotaract Clubs and Interact Clubs Globally, Rotary is more relevant than ever before, and its potential for good is vast. Unfortunately, not enough people fully understand what Rotary is and does. Even within our clubs, many Rotarians don’t know enough about Rotary to take full advantage of what Rotary membership offers. Rotary service transforms lives and communities. To achieve even more of that truly transformational service, we need to think differently about our role in Rotary, and Rotary’s role in the world. We need to put more emphasis on our public image, using social media to build our membership and attract the partners that can help us scale up our service. We need to focus on larger projects that have a more lasting impact, taking the time to research and plan work that spans Rotary years and terms of office. Most important of all, we need to Be the Inspiration for positive change, inspiring our clubs, our communities, and our organization to face today’s challenges head on, with courage, optimism, and creativity. As Paul Harris put it, “Rotary is a microcosm of a world at peace, a model which nations will do well to follow.” To me, Rotary is not only a model but an inspiration. It shows us what is possible, inspires us to reach for it, and gives us a path to act — and to Be the Inspiration to our world. 2018-2019 Presidential Citation for Rotary Clubs The Rotary Citation recognizes Rotary clubs that support each of our strategic priorities by completing certain activities. Clubs have the entire Rotary year to achieve the citation’s goals. Rotary can automatically verify many of your club’s achievements as long as you keep your club and member information up-to-date in My Rotary. You’ll use online tools like Rotary Club Central to tell us when you’ve achieved other goals. To be eligible for the Rotary Citation, clubs need to begin the year as active clubs that are in good standing and remain so throughout the year. Achievements will be compared with membership figures from 1 July 2018 and will be recognized after the 1 July 2019 numbers are final, on15 August 2019.

2018-2019 Presidential Citation for Interact Clubs The Rotary Citation for Interact Clubs recognizes clubs that support each of our strategic priorities by completing certain activities. Clubs have the entire Rotary year to achieve the citation’s goals To be eligible for the Rotary Citation, Interact clubs need to be certified by Rotary International and endorsed by the district governor before 1 July 2018. Also before 1 July, an adult adviser to the club needs to provide his or her name and contact information to Rotary. Sponsor Rotary club officers or Interact club advisers will report the achievements by submitting a nomination form by 15 August 2019. SUPPORT AND STRENGTHEN CLUBS Achieve at least 2 of the following goals: • Hold a meeting that introduces members to Rotary programs for young leaders,

District 9350 Annual Awards and Trophies including Criteria

1. Attendance Awards 1.1 Best conference attendance (% delegates)

The % is determined by the number of members in the club who have registered for the conference prior to the start of conference, expressed as a percentage of the number of members as reported to RI on the most recent semi-annual report immediately prior to conference (usually the January report.) Clubs that have not paid RI dues and therefore have not reported membership numbers to RI shall be excluded.

1.2 Best Rotarian and Partners attendance at conference (The John and Molly Cook Trophy) Determined by the total number of Rotarians and partners from a club who are registered for conference prior to the opening of conference.

2. Membership Awards 2.1 Highest % net growth in membership (The Charles Bashew Cup) Determined by taking the net increase in membership calculated as at 31

March of the Conference year, expressed as a percentage over the RI Club membership figures as at the start of the Rotary year, as used for calculating a Club’s per capita RI dues on 1 July.

2.2 Highest net gain in membership Determined by the number of new members inducted into a Club and the retention of existing members between 1 July and 31 March of the conference year.

3. Bulletin Awards 3.1 Bulletin containing best Rotary information (The Cron and Corrie

Cronwright Shield) Every bulletin to contain items of Rotary information which must be

3.2 Most improved bulletin (Jack Clifford Trophy)

The publication must cover key club aspects including: • Club information – current, past, members’ info; • District Information – current events, conference, general information; • Rotary International Information;

3.3 Best Club bulletin (Frank Connock Shield) Every bulletin should include the following aspects:

• Club information (future events (diary/notices) & Past events (reports / photo’s); • Members information (announcements, new members, birthdays etc); • District information & District Events including past & future major events

including promotion of District Conference, mini conference, training, workshops & seminars

• Rotary information: Every bulletin to contain at least one item of Rotary Information.

• Quality: - should include “readability” & promotion of club image; Would a member be proud to present this to a non Rotarian as a ‘snapshot’ of his/her club and its activities? Note: Funny anecdotes & jokes are acceptable but caution should be exercised so as not to offend readers.

• Regularity: the bulletin must come out regularly, and on time 4. Conference Awards 4.1 Best Club Album of the Year whether in traditional or audio visual format.

(Leon Morris Trophy) Evaluation based on:-

• Presentation – overall appearance • Relevance of content (reflecting activities, projects and fellowship) • Arrangement of material e.g. grouping of projects or events: chronological

order. • Use of captions and information about pictures or photos. • Creates interest outside of own Rotary club. • Covers activities of current year (not a history of the club)

4.2 Best community service exhibit at Conference:- In either traditional or

electronic format:- (Harold Hofmeyr Community Service Trophy) Evaluation based on :-

• Presentation – Professionalism, effort, imagination, • Be of general Rotary interest, newsworthy, eye catching • Promote the RI Areas of Focus

5. Avenues of Service Awards. 5.1 Best international service project (Celtic High Cross Trophy)

• Donation of money is not a criterion • Constructive collaboration between clubs in different countries (even in the

same district) • Encourages hands on involvement of partner club/s outside our District in

project e.g. grant projects • Builds international understanding

5.2 Best community service project (Len Breen Trophy)

• A viable project that meets the community’s needs and shows ongoing sustainability

• A viable & sustainable project in line with District ECD strategies & goals of meeting the nation’s ECD needs; Implemented in partnership and collaboration with community and government department/s

• Degree of participation of Club members/ other Rotary clubs/community members/ partners

• Enhances Rotary’s visibility and public image in the community • Provides qualitative & quantitative results to ensure project is meeting

community needs • Provides guidance & information sharing to assist other clubs to implement

similar projects • Project should have been running for at least a year.

5.5 Best project in the District (The Roscar Trophy)

• An exceptional project that incorporates all the above criteria for Avenue of Service awards but stands out in the opinion of the Adjudicators as a project worthy of the title “Best Project in the District”.

• It is not necessary that this award will be given every year. If no project is adjudicated to qualify for the award it shall not be given.

5.6 Commitment to Service Awards: Certificates

• Recognizes Rotary club members who have been Rotarians for 25 years or more with a record of unwavering support for the club and dedicated implementation of the ideals of Rotary.

• While many Rotarians may have reached the milestone of 25 years in Rotary this award is intended to recognize those who have served consistently and effectively.

. 6. Youth Service Awards 6.1 Best Club Youth Services Project Awards (Three individual awards to

Rotary Clubs for Best EarlyAct project; Best Interact Project; Best Rotaract project Selection criteria are based on:

• The US$ amount is used to determine the per capita amount for each club • The number of members as reported to RI on the semi-annual report for July

(at the beginning of the Rotary year) is used as the base number for calculating the number of members in a club.

• A Club that has not contributed to Rotary Foundation in the previous year is ineligible for this award.

7.2 Best per capita contribution to Foundation (Duncan Elliot Rotary

Foundation Trophy) Determined by the amount each club donates or pledges before the annual

conference in the current Rotary year in US$, divided by the number of members as reported to RI on the semi-annual report for July (at the beginning of the Rotary year)

8. Public Image and Awareness Awards 8.1 District 9350 Public Image Media Award (Trophy)

Awarded to the Owner/Editor of the media that provided the most effective coverage of Rotary events during the current Rotary year.
