Project Description(Who, What, Where, When, How & Why)

Who: Los Angeles County Flood Control District (LACFCD). Work performed by County of Los AngelesDepartment of Public Works (Public Works)

What: Soft-Bottom Channels' Annual Maintenance Activities — Maintenance of soft-bottom channels by clearingvegetation, debris, trash, and exotic/invasive vegetation, maintaining and restoring all existing invert accessramps, notching of entrainment channels at a 45-degree angle from outlets to the middle of the channel fordrainage, removing ponded water, and conducting minor repairs within the channel structures.

Where: Various LACFCD-Maintained Soft-Bottom Channel Facilities within Malibu and Santa Monica CanyonWatersheds

When: Scheduled Annual Maintenance typically occurs from September 1 thru March 15 of each year to avoidnesting bird season. If work is necessary during the nesting bird season, qualified biologists conduct Nesting BirdSurveys prior to start of work.

How & Why: Annual maintenance activities within LACFCD's soft-bottom channels are performed by PublicWorks staff and contractors to provide sufficient flood channel capacity and to comply with regulations stipulatedby the Agricultural Commission (AC), the Vector Control District (VCD), and/or local fire departments.

Public Works must maintain soft-bottom channels to prevent flooding conditions, maintain the stability andstructural integrity of the channel structures. and to avoid an environment that may be detrimental to the publichealth and safety to adjacent and downstream properties such as fire hazard, vector and/or odor nuisance.Capital flood designations are made according to Public Works' standards using a 50-year rainfall event in amountainous saturated watershed.
