STUDENTBEHAVIORGeneralPolicyTheKCSBoardofEducationandHHSAdministrationbelievesthatacceptablebehaviorisessentialtocreateaneffectiveschoolprogram.Inordertopromotedesirablebehavior,employeesandstudentsshallexerciseresponsibilitiesincludingbutnotlimitedtothoseenumeratedinthispolicy:1. Teachers,administrators,andotherschoolemployeesshallstrivetocreateaschool
environmentfavorabletothedevelopmentofself-disciplineandself-direction.2. Theprincipalisresponsibleforestablishingandmaintainingeffectivedisciplinewiththe
school.Principalshavetherighttoexpectthecooperationofallteachers.Itisthedutyofallteacherstoassistinthedisciplineofthetotalschool.
3. Eachteacherisresponsibleforandshallhavesuchauthorityasisnecessaryformaintaininggoodorderintheclassroomforthepromotionofanenvironmentconducivetolearning.
4. Theauthoritytocontrolpupilconductshallextendtoallactivitiesoftheschoolincludingallgamesandpupilperformanceonathleticteams,excursions,andotherschoolactivitiesandgroups.
5. TeacherswillobserveandupholdthecodeofethicsoftheBoardofEducationandtheethicsoftheirprofessionintheestablishmentofrelationshipswithstudents.
6. Studentsshallcomplywithallschoolrulesandtheregulationsoftheschoolsystems.Failuretocomplywithsuchrulesandregulationsshallresultinappropriatecorrectivemeasures.
7. Studentsareresponsibleforsatisfyingallgraduationrequirements,whichincludeamongotherthings,anapprovedrecordofattendanceandconduct.
8. Incasesofoffensescommittedonschoolbuses,itisthebusoperator’sresponsibilitytonotifytheprincipalimmediatelyofanymisconductofpupils.Thebusoperatormayrecommendtotheprincipalthatapupilbesuspendedfromridingthebusbutonlytheprincipalmaysuspendastudentfromridingthebus.Theprincipaland/orbusdrivermayassignseatsonthebuswhendeemednecessary.
9. Principalsofschoolswherepupilsfromotherschoolswaitforthebusshallhaveresponsibilityfortheirsupervision.Incaseofstudentmisconduct,theprincipalshalltakeappropriatedisciplinaryaction.Noticeofsuchactionshallbesenttothesuperintendentandtotheprincipaloftheschoolwherethestudentisenrolled.
10. Studentsareprohibitedfromtakingunauthorizedphotographsormakingunauthorizedrecordingsofothersatschool,onschooltransportationorschoolsponsoredevents(KnoxCountyLawDepartment).

EARLYDISMISSALStudentswillnotbepermittedtoleaveschoolwithoutadministrativeandparentalpermission.Parentalpermissionmustbeverifiedbyanotesignedbytheparentandturnedinbefore8:30am,orbytheparentinperson.Thenoteshouldincludethetimefordismissal,thereasonfordismissal,thetelephonenumberoftheparent,thenameofthestudent,andthestudent’sgradelevel.Faxedore-mailearlydismissalnotesareacceptedandshouldcontainthissameinformationasahandwrittennote.Forgednotesandforgedofficialschooldocumentsareillegaldocuments.Studentsusingforgeddocumentsaresubjecttosuspension.Ifaparentorguardiancannotbereached,thestudentmaynotbegivenpermissiontosignoutearly.HallsHighSchoolreservestherighttoconfirmallspecifiedappointmentswiththerespectivedoctor,dentists,etc.Studentsmustneverleavecampuswithoutcheckingoutproperlythroughtheattendanceoffice.Leavingcampuswithoutpermissionwillresultintwodaysofsuspension.Studentsmaynotcheckoutofschoolforlunch,evenwithaparent’snote.
PROMPOLICYAttendingpromisaprivilege,notaright.StudentswhoareunabletomeetacademicandbehavioralexpectationsatHHSwillnotbeallowedtopurchaseapromticketnorattendprom.Anyofthefollowingwillmakeyouineligibletobuyapromticket:
• AnFinmorethanonecurrentclass.• Notontracktograduate.• Anout-of-schoolsuspensionforanyreasoninthecurrentschoolyear.• 10ormoreunexcusedabsencesinthecurrentschoolyear.
TOBACCO&ELECTRONICVAPEPOLICYAsageneralrule,allstudentscaughtinpossessionof,orusingtobaccoproductsornicotinevapeproductswillbesuspendedoutofschoolfor2days.TheKnoxCountySheriffsDepartmentSROinourschoolalsoreservestherighttoissueacitation.Allparaphernaliawillbeconfiscatedandwillnotbereturnedtominors.
TARDYPOLICYStudentswhoaretardytoschoolanddonotbringanexcusenotewillhavesilentlunchonthesamedayofthetardy.Studentswhoaretardytoaclass3timeswillhaveadisciplinereferralsenttoadministrationbytheirteacher.

HALLWAYPOLICYBecauseclasschangeshavebeenincreasedto8minutesthisyear,HHSwilloperatebywhatwillbeknownasthe20-20rule.Thismeansthatwithinthefirst20minutesandthelast20minutesofclass,studentswillnotbeexcusedfromclasstousetherestroom,getadrink,oranyotherreasonunlessrequestedbytheofficeordeemednecessarybytheteacher.Nostudentshouldbeinthehallwayduringclasswithoutahallpass.
LATEWORKPOLICYWhenastudentmissesschool,itisthatstudent’sresponsibilitytoretrievemake-upworkfromtheteacher.Astudentmustretrievethemake-upworkwithin3daysoftheabsence.Astudentwillbegivenasmanydaysashe/shewasabsent,plusonedaytoturninthemake-upworkunlessotherarrangementsareagreeduponbytheteacherandstudent.Make-upworkthatisolderthan4.5weeksoldwillnotbeacceptedunlesspriorarrangementsaremadebetweentheteacherandthestudent.
INSCHOOLSUSPENSIONStudentsmustreportontheassigneddayat8:30a.m.toISSroomwithallbooks,paper,pen,andpencil.StudentsmustturnintheirphonetotheISSteacher@8:30.StudentsmustfollowtherulesofISS;failuretodosoisinsubordinationandwillresultin1dayOSSandre-servingtheoriginalISS.
SCHOOLLUNCHThecafeteriaprovideslunchinaself-serveatmosphere.Studentsmustpayforfoodbeforeeating.Studentsshouldcleanofftheirowntablesanddisposeofwasteproperly.Notraysareallowedoutofthecafeteriawithoutpermission.NofoodordrinkcanbeconsumedinthehallwayortheperipheralwalloftheCommons.Parentswhobringfoodduringtheschooldaymustreporttotheoffice.Nostudentmayhavefooddeliveredfromcommercialestablishments.Nofoodfromcommercialestablishmentsisallowedinthecafeteria.Microwavesareavailableforstudentuseinthecommonsandthecafeteria.Studentseligibleforfreeorreducedlunchcanapplyonlineorseetheofficeforassistance.
STUDENTFEES&FINESFeesarerequestedincertainclasses.Theclassroomteacherwillsendfeeinformationtoparentsviathestudent.Allfinesmustbeclearedpriortothefirstgradingperiod.Duetoschoolaccountingpolicies,ifpayingbycheckforschoolfeesorfines,aseparatecheckmustbepreparedperfee.ChecksshouldbepayabletoHallsHighSchool.Anyreturnedchecksmustbeclearedwithcash.

TheSuperintendent’sOfficehasapprovedaninstructionalfeeoffifteendollars($15)perpupilperyearinadditiontoclassroomfees.Themoneyisusedforsupplieswhichareconsumedbyandforthestudents.Studentseligibleforfeewaivercanapplyonlineorseetheofficeforassistance.
TEXTBOOKSTextbooksarefurnishedbyKnoxCountySchoolswiththeunderstandingthatparentsareresponsibleforlossordamage.Onlinetextbooksformanysubjectsareavailablebyvisitingwww.knoxschools.orgàDepartmentsàTextbooks.TextbooksarepropertyoftheBoardofEducation.Paymentforlosttextbooks:1-4yearsoldis100%ofreplacementcost,5yearsorolderis50%ofthereplacementcost.Astudentwholosesatextbookwillberequiredtopaytheofficeforthelosttextbook.Gradereportsortranscriptswillnotbeissuediflostbooksorfeesarenotcleared.
LIBRARYStudentsmayusethecomputersinthelabareaonlywhenaccompaniedbyaclassroomteacherorwithpermissionfromalibrarian.Studentsusingthecomputersinthelabareawithoutproperauthorizationormisusinglibrarymaterialswillfacedisciplinaryaction.Studentswhoarenotwithaclassmusthaveateachernoteandwillsigninandoutwhenusingthelibrary.Studentsaretofollowacceptedlibrarypracticeofcheckingoutbooksandothermaterials.Possessionoflibrarybooksthathavenotbeenproperlycheckedoutwillbeconsideredtheft.Libraryhoursare8:00-3:45eachday;however,itcanmayopenearlierorlateroncertaindays.Librarydatabaseandinternetlinksareavailablethroughtheschoolwebsite.StudentsusinganInternetserviceprovidedbythelibrarymusthaveasignedKnoxCountyAcceptableUseofElectronicMediaAgreementformonfilewiththeschool.Studentswhoarewithaclassmayprintschool-relatedmaterialsforfree(amaximumof5pages).Printingforpersonalpurposeswillcost10centsperpage.
STUDENTIDsStudentsareissuedanIDeachyear.IDsarerequiredtobeexhibitedwhenastudentdesiresinternetaccessinthelibrary,classrooms,andfreeadmissiontoballgames(baseduponGPAcriteria).Useofthelibrary’stechnologyisnotallowedwithoutavalidID.StudentswillberequiredtocarryID’sforcheckingoutoflibrarybooks,accessingtheinternet,testing,andworkstudy.Iflost,thereplacementcostis$10.
LOCKERSLockersareschoolpropertyandmaybesearchedatanytime.Studentsaretoreportbrokenlockerstotheofficeimmediately.Eachstudentisresponsibleforthelockerandcontentsto

whichhe/sheisassigned.Studentsmustputqualitylocksonalllockersinthemainbuilding,gym,andNorthKnox.Alllockersmusthavealock.Lockersareofflimitsduringlunchperiods.Lockersthatarebeingusedwithoutpermissionwillresultinitemsbeingremovedfromthem.
VISITORSVisitorsarerequiredtocheckinattheofficeandwearaVisitorPasstheentiretimetheyareintheschool.Theymustalsocheckoutthroughthemainoffice.Anadministratormayrefusetoissueavisitor’spassatanytime.Anypersonfoundontheschoolgroundswithoutpermissionistrespassingandissubjecttoarrest.Novisitorswithoutadministrationapproval.Family,friends,andformerstudentsarenotallowedtovisitcurrentstudentsduringlunch.
VENDINGMACHINESDrinkandsnackmachinesareplacedthroughoutthebuilding.Themachineswillremainonourcampusprovidedstudentsareresponsibleforproperdisposalofcansandwrappers.Thecompaniesthatprovidethemachinesareincompletecontrolofstockingandtakingcareofallthemoney.Theschoolisnotresponsibleforanylossofmoneyduetofaultyvendingmachineoperation.Vendingmachinesareprovidedforstudentandvisitorconveniencebutmaybeturnedoffifstudentsabusetheprivilege.Machineswillbeshutoffduringactivecafeteriahours.
FIELDTRIPSStudentregulationsapplytoalloff-campustrips.Additionalregulationsapplywhenthetripisovernight.Studentswhocommitinfractionsmaybesenthomeattheparent’sexpenseandaresubjecttofurtherdisciplinaryactions.
BUSNOTESStudentsmustridethebustowhichtheyhavebeenassignedbasedontheiraddress.Ifastudentwishestorideadifferentbusforanyreason,theymustturninasignedparentnotetothemainofficepriorto8:30inthemorning.Thenotewillbeverifiedwithaparentphonecallbeforebeingapproved.
PARKINGAnyvehicleparkedonaKnoxCountySchoolscampusissubjecttosearch.Studentsparkoncampusattheirownrisk.Theschoolisnotresponsiblefordamagesthatoccurwhileparkingoncampus.WesellParkingPassesprovidingpermissiontoparkoncampus.Possessionofaparkingpassdoesnotguaranteeaparkingspot.StudentsshouldonlyparkinspotsthatarenotdesignatedSTAFF.Theparkinglotinfrontofthegymisofflimitsuntilmarchingbandseasonends.Parkingpassesmayberevokedatanytime.

BeaverDamChurchoffersstudentparkingfreeofexpensetoHallsHighSchool.StudentsmustregistertheirvehicletoparkonBeaverDampropertythroughthechurchoffice.Studentsmustonlyparkonthenorthsideofthechurch,andneveronthedaycaresideofthechurch.SchooladministrationandBeaverDamChurchreservestherighttorevokeparkingprivileges.Parkingstickersmustbeaffixedtotheinsideofthedriver’ssidewindshield.Studentswhoareenrolledindualenrollment,work-basedlearning,andclinicalinternshipswillreceiveaparkingstickerthatisadifferentcolorthanotherstudents.Thesearetheonlystudentswhoareallowedtoleavecampusandreturnduringtheschooldaywithoutcheckingoutthroughthemainoffice.
DRIVER’SPERMITStudentsapplyingforaTennesseedriver’spermitmusthavetheSF1010formsignedbytheprincipalbeforegoingtotheTennesseeHighwayPatrolOffice.FormswillbeprocessedoneachFridayandarevalidfor30daysonly.Studentswillbeallowedtwodriver’spermitformsandafterthe2ndcopy,eachadditionalformwillcost$3.00.TheseformswillnotbeprocessedondemandorfaxedtotheDepartmentofMotorVehicles.
TUTORINGTeachers’instructioncanbesupplementedwithadditionalindividualaidwhichismadeavailableonseverallevels.HallsHighprovidesmanyformsofindividualizedinstruction.NHSstudentsareavailablebothbeforeandafterschoolineitheroneononeorgrouptutoring.Anyneedsforthesetypesofsessionareinitiatedthroughtheteacher.Weimbedstudenttutorsincertainclasses.Thistoo,isavailableuponteacherrequest.Teachersconducttutoringtostudentswhomaynotbetheirown.Organizedtutoringsessionsareofferedfreeofchargebeforeandafterschool.Weencourageallstudentsexperiencingacademicdifficultiestotakeadvantageofthisopportunity.Tutoringschedulesareavailablethroughtheschoolcounselingoffice.
SENIORREQUIREMENTSAllseniorsmustbeenrolledin5classesperdayeachterm.SeniorswhoopttotakeCo-opclasseswillbemonitoredbycoordinatorsandmayleavecampusonlywiththeirpermission.Seniorsarerequiredtohave28creditstograduate.Studentswhoreceiveschoolcreditataworkplacearesubjecttofailingtheclassiftheiremployerterminatesemployment.
COLLEGEVISITATIONSeniorsareallowedtwocollegevisitswhichdonotcountagainstattendance.Documentationisrequiredforallofficialvisits.Documentationmustbeprovidedbythecollege’sregistraroffice.Additionaldayswillbeexcusedfordocumentedtryoutsandauditions.

DUALCREDITDualcreditcoursesaretakenatHallsHighinpartnershipwithareacolleges.Studentswhoareenrolledintheseclassesmaynotdroporchangetheseclassesafterthefirstweekofclasses.Studentsmayleavecampuswitha“blanketnote”ondayswhentheclassisnotinsession.Theyshouldreturntoschoolfortheirnextscheduledclass.
SCHOOLCOUNSELINGTheCounselingDepartmentworkswiththeadministration,schoolstaff,parents,andvariouscommunityagenciestohelpstudentswitheducational,vocational,andpersonalconcerns.Counselorshelpstudentsdevelopaplanforhighschoolgraduationaswellaspost-secondaryeducationand/orcareerplanning.Counselorsalsoassistwithtestperformanceandinterpretingtestscores,aswellassocial/emotionalneeds.Thewebsitefortheschoolcounselingdepartmentislinkedtotheschoolwebsite.
PERSONALCOMMUNICATIONDEVICESNopersonalcommunicationdevices(cellphones,earbuds,headphones,iPads,etc)aretobeusedinclassunlesstheteacherdeemsitappropriateforacademicpurposes.Afterasecondwarning,theteachermayconfiscateaPCDandturnintoanadministrator.TheadministratorreservesthediscretiontoreturnthePCDtothestudentorparent.AllPCDusemustcomplywithSchoolBoardPolicyJ-240.

ATHLETICS,CLUBSANDORGANIZATIONSHallsHighSchoolencouragesparticipationinathletics,theartsandotherschool-sponsoredextracurricularactivities.Suchparticipationisaprivilege.Nooneisguaranteedaplacewithateam/organization.Inordertobeanactiveparticipant,thestudentmustbereadytomeetthestandardsestablishedbytheschool,coachesandsponsors.Astudent’sacademicperformanceandtheirbehavioratHallsHighSchoolandinthecommunitycanimpacttheirabilitytoparticipate.HallsHighSchoolalsoencouragesyoutosupportourstudent-athletesbyattendingcompetitionsandsittingwiththestudentsection.ATTENDANCEFORATHLETES:Studentathletesareexpectedtobeinclassatalltimes.Anathletemustbeinschool3hoursand15minutestoparticipatethatdayinagameorpractice.Studentathleteswhoaresuspendedoutofschoolmaynotparticipatenorbeoncampus.TSSAAELIGIBILITY&REQUIREMENTSHallsHighSchoolisamemberoftheTennesseeSecondarySchoolAthleticAssociation.TSSAArequiresthatastudentmeetthefollowingcriteriaforeligibility:1. Astudentmustearnsixcreditstheprecedingschoolyeartobeeligibletoparticipatein
athletics.Allcreditsmustbeearnedbythefirstdayofthebeginningoftheschoolyear.2. Astudentmustbeenrolledbeforethe20thschooldayofthesemester,inregular
attendance,andcarryingafullclassload.3. Astudentwhoengagesinthreeormoredaysofpractice,includingspringpractice,witha
highschoolinwhichheorsheisenrolledshallbeineligibleinthatsportfor12monthsifthestudentenrollsinanotherschoolwithoutacorrespondingchangeintheresidenceofhisorherparents.
4. Astudentshallbeineligibleinhighschoolifheorshebecomes19yearsofageonorbeforeSeptember1.
5. Astudentispermittedeightsemestersofeligibilitybeginningwiththeninthgrade.6. Inorderforatransferstudentwithanathleticrecordtobeeligibleatanotherschool,there
mustbeabonafidechangeofresidencebytheathlete’sparents.7. TheExecutiveDirectorofTSSAAmustapprovealltransferstudentsbeforeparticipatingin
anygame.8. Astudentwhosenameislistedontheschooleligibilityreportcannotparticipateinan
independentgameormeetuntiltheseasonhasclosedinthatparticularsport.(Thisdoesnotincludegolfortennis.)
9. AregisteredathletecannotacceptmoneyforathleticskillsinanyTSSAAsponsoredsport.10. Theathleteorhisparentsmustpayallexpensestoanathleticcampwherespecified
instructionisoffered.Noneoftheaboverulesmaybesetasidebymutualagreementoftheschool.InformationaboutTSSAArulesandregulationscanbefoundatwww.tssaa.org.
