    5.2 The superintendent of schools reported that property, personnel, and student matters were discussed at the October 27, 2020 In-Camera Meeting.

    6. REPORT ON ACTION FROM PREVIOUS MEETINGS

    6.1 – Bussing to Port Clements Superintendent Stewart reported a letter was received from the Village of Port Clements in regards to the bussing issue for residents from Tlell to the elementary school in Port Clements. Trustee Breese provided feedback from Port Clements citizens: There is not currently bussing for Tlell residents to the Port

    Clements Elementary or financial support for parents. Port Clements citizens express concern about losing their school due to low students and staff. Trustees asked Superintendent Stewart to reach out to citizens of Tlell to get a better understanding of who is affected and what they need.

    7. CHAIRPERSON REPORT

    Chairperson Denooij reported the following:o Trustees attended a BCSTA workshop via videoconference and have been reviewing the materials

    providedo Trustees will continue to work with district staff to ensure things are running smoothly with the

    reopening of schools. They are happy to report that it has been going well so far.

    o Vice Chair Moraes has been busy working with the Indigenous Councilo Trustee Young attended Provincial Council meetings.

    8. SUPERINTENDENT REPORT

    8.1 – Superintendent NewsletterSuperintendent Stewart presented the new Superintendent’s Newsletter which will highlight events takingplace in schools in order to share information with parents.

    8.2 – StrongStart updateSuperintendent Stewart reported that as he is doing regular site visits, he is dropping in to check outStrongStart facilities. As some schools have yet to hire facilitators, there will be a more detailed update

    in the coming months.

    9. INDIGENOUS EDUCATION

    9.1 – Local Education AgreementCarey Stewart presented the Local Education Agreement and noted it as a working document. Headvised the document will be reviewed throughout the year, with the goal of a long-term Local Education

    Agreement.

    10. STRATEGIC PLANNING AND POLICY ISSUES

    10.1- Truth and Reconciliation Commission Super intendent Stewart reported that he will be working with the Haida Education Committee to establish how the Haida resources are being used within our schools.

    10.2 – BC School Trustees Association Update Trustees reported that the Provincial Council meeting went well. There were motions put forward for safe

    bussing as well as a unanimous vote on a motion for Anti-Racism and Black History Month implementation for the Kindergarten to Grade 12 sector. It was noted that the province is happy with the safety measures in place in schools. Thus far they have not had any outbreaks connected to the schools.

    10.3- Strategic Planning Superintendent Stewart presented the School District No. 50 Haida Gwaii’s plan to develop the Strategic plan to improve student achievement.

    THAT the Board of Education of School District No. 50 (Haida Gwaii) directs Superintendent Stewart to find two external consultants to put forward a proposal to guide the District Strategic Plan.

    MOTION CARRIED 10.4 - Amend District School Calendar Last day of School (Administrative Day), currently planned for June 30th, will be rescheduled for June 25,

    2021 due to the school year bookend language in the Teachers’ Collective Agreement that was overlooked. 10.5 - Student Enrolment

    Superintendent Stewart presented the district student forecast as circulated in the Board Meeting Package. 10.6 – Framework for Enhancing Student Learning

    Superintendent Stewart reported that there is a new requirement for all school districts to implement the Framework for Enhancing Student Learning. Categories for each of the following student populations to be reported on are as follows:

    1. Indigenous students (i) living on reserve and (ii) living off reserve 2. Children and youth in case 3. Students with disabilities or diverse abilities.

  • Trustees reported that there is still room for participation in the Parent Advisory Committees. Sk’aadgaa

    Naay Elementary had their first meeting since the beginning of COVID-19 virus. It was noted that the Gaming Grant deadlines have been extended and will be looked into. Action – Superintendent Stewart will send out information on Agnes L. Mathers Elementary school’s Parent Advisory Committee by October 29, 2020.

    10.8 - Student Trustee Policy examples R20102705 MOTION BY: Trustee Young

    THAT the Board of Education of School District No. 50 (Haida Gwaii) strike a sub-committee to draft a Student Trustee Policy consisting of Trustee Moraes, and Student Trustees Brady and Ross.

    Superintendent Stewart presented the Haida Gwaii Community Numeracy and Literacy Plan, as attached in the meeting package. The committee will include one teacher representative from each school

    11. OPERATIONS

    11.1 - 1st Quarter Operating Financial Update Secretary Treasurer Black presented and explained the first quarter operating results, budget to actual. He reported that with one month into the school year and three months into the fiscal year, the district’s spending is on track compared to the budget.

    11.2- Auditor Appointment

  • TLELL TO PORT CLEMENTS ELEMENTARY SCHOOL BUS ROUTE OVERVIEW

    Background The board received concerns in regard to the bus route from Tlell to Port Clements Elementary School that was discontinued in September 2018. Actions Taken The Board directed senior staff to survey parents that may be interested in this service returning. Background: 3 students attending Port Clements Elementary School. 7 students attending Sk’aadgaa Naay Elementary School. SURVEY QUESTIONS ASKED TO EACH FAMILY:

    1. If there was a bus from Tlell to Port Clements Elementary School would you change your school of choice?

    Of the students currently attending either school, none would change schools if a bus was offered to Port Clements Elementary School.

    2. Do you have any bussing concerns you would like to share? Overwhelmingly every family, regardless of their current method of schooling, noted the long bus ride to Sk’aadgaa Naay Elementary School as a concern. Families currently attending Sk’aadgaa Naay Elementary School requested the school district consider a before and/or afterschool program. The families did understand this would not lessen the length of time it would take to get students to and from school, it would however, lessen the time travelling on the bus. All families surveyed noted that they would be prepared to pay for this service if necessary.

  • 3. The eight homeschooled students’ families were asked, if you were not homeschooling what school would you attend if the district had bus service to Tlell?

    Four of the five families, making up six of the eight students, noted they would attend Port Clements Elementary. RESULTS FROM SURVEY: The district has found that eighteen current students live in the Tlell area and could attend Port Clements Elementary School. Information gathered:

    Summary of responses: There are five families with nine students that have expressed interest in sending their children to Port Clements Elementary School if the district offered bus service to Port Clements Elementary School.

    Summary After review and discussion with stakeholders it is clear we have two separate concerns. Concern # 1: There is no bus service from Tlell to Port Clements Elementary School. Options for the Board to consider

    1. Provide a bus service from Tlell to Port Clements Elementary School. a. Estimated $50,000 for salaries/benefits and fuel/maintenance. b. Estimated $80,000 for a new 24 passenger bus.

    i. One time cost but will need to be replaced approximately every 10-15 years.

  • 2. Provide a special consideration for transportation assistance similar to Policy G.6.2:Transportation assistance at $13 per day per family. Estimated cost using 181 schooldays at $13 = $2,353 per family * five families = $11,765 per year.

    3. Status quo - continue with no bus from Tlell to Port Clements and do not offertransportation assistance.

    Concern # 2: There is a long period of time that students from Tlell must physically sit on the bus to Sk’aadgaa Naay Elementary School.

    Options for the Board to consider

    1. Hire an after-school coordinatora. Estimated cost $7,000 per year

    i. District paidii. Parent paid

    iii. Grant opportunities

    2. Hire a before and after school coordinatora. Estimated cost $14,000 per year

    i. District paidii. Parent paid

    iii. Grant opportunities

    3. Transportation reviewa. With the addition of a new bus in Skidegate from the BC Tripartite Education

    Agreement (BCTEA) there are potential efficiencies that could be put into place.

    4. Status quo – continue with the current ride time for students on the bus.

    Haida Language & CultureGood day my fellow SD #50 teachers and families

    My thoughts are with you all during these harrowing times!

    As the SD #50 Haida Language Culture and Curriculum Implementation teacher, I have begun a series of weekly Haida language lessons on YouTube based on our duel dialect Ocean Seasonal Round project. The basis for the project is the Haida Ocean Seasonal Round poster you all have in either or both dialects in your schools/classrooms. The accompanying book is at the printers and will be rolled out when we can next gather:) 

    In the meanwhile, each week I will be publishing lessons from the book for teachers to use in their weekly packages in whatever way you see fit - some ideas for example is for younger students to include a drawing depicting one of the Haida words or phrases, for the older grades perhaps they can incorporate a mention in their journal or Language Arts assignment.  If you will note these videos will be in both Xaad Kil the Old Massett dialect and Xaayda Kil the Skidegate dialect, with SHIP's collaboration and permission.

    Health Update Covid-19 for ParentsThe Haida Gwaii hospitals in both communities can test children with COVID symptoms with a new test which is less uncomfortable. The old test requires using a long swab which has to reach the very back of the nose to an area called the nasopharynx. This can be uncomfortable. The new kit allows a solution to be taken into the mouth, swished and gargled and then spit into a collection container. There are enough of these kits to test most children who may present for the next several months. If parents or any students have any COVID symptoms, the best first step is to keep kids home and to call the Northern Health COVID line: 1-866-645-7811.

    Several of our classes took part in the annual Terry Fox Run. Ms. Watkin’s class went on a field trip to see the salmon spawning at Tarundl Creek and enjoyed a day of learning about the salmon lifecycle. Mr. Wahl’s and Mr. Burton’s classes walked around Spirit Lake.

    Many students gladly dressed up for Halloween and showed off a wide variety of costumes. We have settled into the routines and safety measures in response to Covid-19 and are very happy to be at school.Leighann Rodger Principal

    Parent Advisory CouncilParents/Guardians!On behalf of School District 50 (Haida Gwaii), you are cordially invited to attend and participate in the PAC meetings for the 2020 – 2021 school year.PAC is a wonderful way to network with other parents and to find out what is happening at the school and be part of the discussion of up-coming changes within your child’s school.

    Each meeting includes a report from the Administration to help keep us informed of what is happening in the school and why some administrative decisions are made. The district Trustee representative also attends and reports, and let not forget your Superintendent will also make a report. Come on out and enjoy the fun and laughter as we all share a common value, our children.

    Strategic Plan Development for  School District #50, Haida Gwaii 

    Introduction Four Our Future Indigenous Economics Ltd. (‘Four Our Future’) is pleased to submit this proposal to                               the leadership team of the School District 50, Haida Gwaii (SD50) to facilitate a collaborative                             planning process to develop a five-year strategic plan for the Island community that supports the                             vision of an educational community that ‘fosters dignity, resilience, and personal success for all                           students.”   Based on our initial webinar meeting with School District 50 Superintendent Carey Stewart and a                             review of the District’s 2016 Strategic Plan, we are eager to pull from our team’s experience                               developing strategic and community engagement plans for several First Nations schools, regional                       school districts and Indigenous post-secondary institutions to work together to shape a new,                         locally-driven, culturally-responsive and actionable plan to inspire and guide the full community of                         learners, educators and administrators across Haida Gwaii.   This proposal outlines the Four Our Future approach to strategic planning that is based on the                               Indigenous Economic Lens, which recognizes education as a key pillar to support intergenerational                         wellness and prosperity. Education is one of the four ‘people pillars’ that can strengthen respect for                               cultural knowledge and understanding of Indigenous ways of being, nurture the goals and dreams                           of community members, build community capacity and support local businesses and rewarding                       careers. These ‘people pillars’ are deeply connected to – and dependent upon - building                           relationships that respect for and strengthen the four ‘land and resource pillars,’ which ensure that                             reliable and affordable supplies of food, water, housing, energy and power are available now and                             for future generations.

     This proposal will shape a five-year strategy to guide the District by:  

    1. Building on and celebrating the District’s past successes; 2. Encouraging the full community of learners, educators and administrators to identify and                       

    address gaps or barriers that limit student success, and; 3. Providing clear objectives, goals and measurable outcomes or indicators within a flexible                       

    and responsive framework to meet the changing and often diverse needs of learners;   4. Unifying the schools, support services/programs, student families and Haida Gwaii First                     

    Nation through the collaborative development of an educational vision and strategy; 5. Identify key educational themes and values to guide decision making and communications                       

    to stakeholders; 6. Identify best practices for incorporating and engaging with First Nation’s cultural and                       

    language programming into class curriculum; 7. Create measurable priorities and benchmarks for oversight by the SD50 Trustees to                       

    oversee. 

    The Proponent Four Our Future specializes in developing long-term development strategies, economic plans,                     employment and training assessments and business plans. The Four Our Future team recognizes                         that historically, our people managed our economies based on the teachings of previous                         generations while planning to support future generations. Our mandate is to work together with                           Indigenous Peoples in Canada to support healthy individuals, stronger families and local                       economies, assert our rights and title to help rebuild our economies.   Education is a key component to every healthy economy and therefore, an area of strength within                               the Four Our Future core management team. We put forward the following three professionals to                             take on this important project.

      Tamara Goddard, Project Manager CEO, Four Our Future Indigenous Economics Ltd. 

    Tamara has an extraordinary understanding of Indigenous Economics. Of the Saulteau First Nation in                           North Eastern BC, she continues to work on identifying and creating solutions to build healthy                             Indigenous economies in Canada. Tamara completed her Master's Degree in Indigenous Business &                         Leadership at SFU. Tamara’s primary focus is the study of traditional Indigenous ideologies and how                             the Indigenous ways of being can sustain beyond the current neoliberal regime.  

    Over the past 15 years under her company Mahigan Research and Development, Tamara performed                           extensive research into the gaps between First Nations, Government, and Industry. Tamara utilizes                         this research in her work with First Nations and Indigenous organizations to develop and implement                             economic strategies and partnerships and complex organizational strategies that consider the health                       and wellness of regional communities now and for generations to come. Her projects have included                             hotel and affordable housing projects, the study of Indigenous wellness and health in community                           organizations and Indigenous education strategies and plans. Kristin Kozuback, MEd.  Project Consultant, Education and Training Manager, Four Our Future 

    Kristin Kozuback has been immersed in the world of Indigenous small business, education and economic                             development since 1999, when she started her marketing and training company Spiritlink Communications.                         Kristin fuels the entrepreneurial spirit in others by engaging with Youth, Elders and community champions to                               develop and facilitate culturally-relevant education, training and coaching programs. Kristin drives social change                         by promoting Indigenous perspectives that have been shared with her and her concept of turning the values of                                   Reconciliation (respect, recognition, rights and responsibilities) into ReconciliACTION.  

    Kristin specializes in creating and strengthening strategic relationships to inspire stakeholders to work together                           to develop culturally-responsive policies, curriculum and programs that meet the diverse needs of Indigenous                           entrepreneurs and communities. She draws from a Masters of Indigenous Education Degree and experiences as                             a co-founder a drone software company and Director with Canada’s national drone industry association to                             strengthen our team’s business, education and social tech savviness.

     Candace Campo, Expert Advisor Associate Consultant, Four Our Future Indigenous Economics Ltd. Candace, ancestral name xets’emits’a (to always be there), started her company in 2002.  Trained                           as an anthropologist and school teacher, sharing outdoor education and culture was a dream made                             possible by growing up on the land and being taught the stories and history of her people by her                                     parents and elders in the community.  Candace is a head kayak guide, storyteller and                           educator-facilitator.  She also works with her community, shíshálh (Sechelt) as a cultural director.                         Candace studied Fine Arts and now provides art workshops, painting, screen printing, Salish art                           form, storytelling, digital storytelling to schools throughout Vancouver, Squamish and the Sunshine                       Coast. She also owns a screen printing shop in West Vancouver in the Squamish Nation                             community. Candace brings her experience of incorporating shíshálh culture and language into the                         Sunshine Coast School District curriculum, which will be an asset to this project.

      Four Our Future is well-known for simplifying complex               economic, community and organizational strategies.  We understand the importance of thinking ‘big picture’               yet breaking down issues and opportunities into             key-themes that can be graphically represented,           measured and supported by multiple stakeholders.  This graphic of our Indigenous Economic Lens breaks               down into complex strategies for each regional             economy and/or organization we work with. We look               forward to developing SD50’s core values and pillars.

    The Project This proposal outlines a plan to implement the strategic planning process and produce a five-year                             strategic plan by: 

    ● Identifying and engaging with key stakeholders. This includes, but is not limited to: ○ The SD50 Trustees, Superintendent and key management; ○ Principals of Schools, School Counsellors and support staff; ○ Haida Gwaii community leaders and stakeholders from various departments who are                     

    often critical to student success yet not consulted (from health, business, etc.), and; ○ Students and their caregivers.  

    ● Identifying key themes and best practices upon which to build short- and long-term goals,                           create momentum and simplify communications and reporting (both internal and external). 

    ● Providing long term continuance processes that can carry the strategic plan beyond the                         five-year strategic plan. 

     ● Outlining key performance indicators or success benchmarks for each year in both text and                           

    graphical formats. ● Identifying reporting requirements and delivering effective, consistent accountability               

    systems. 

    Methodology 

    Approach The approach for the SD50 Strategic Planning project involves identifying priorities and confirming                         key activities to be completed in order to meet the project objectives. The approach for conducting                               the necessary strategic planning activities includes comprehensive engagement, research and                   analysis.  The final strategic plan will be authored based on the development and implementation of                           informational activities with SD40 management and Trustees, key contacts across Haida Gwaii,                       School Principals and Counsellors and other staff or programs as recommended by the SD50                           Trustees.

    Four Phases to Success The Strategic Planning process will be conducted through an integrated methodology that involves                         a variety of research, analysis, and stakeholder engagement activities. In addition, we will identify,                           develop and implement related events with direction and ongoing input from the Superintendent                         and Trustees.  

    Upon being awarded this contract, a detailed project work plan will be created and shared with the                                 SD50 leadership team within one week. The work plan will be based upon the approach described                               in this proposal, which will be finalized through discussions between the SD50 Leadership Team. 

    The project will be conducted in four phases: 

    I. Management and Literature ReviewII. Communications and Outreach Tools FinalizationIII. Stakeholder EngagementIV. Strategic Plan Development

    PHASE I: Project Management and Literature Review Tamara Goddard, the Project Manager, will meet with SD50’s Superintendent and Trustees at the                           beginning of the project. This initial meeting will be held via Zoom video conferencing or by                               conference call, whichever is best suited by all relevant parties. All relevant reports, literature and                             best practices identified by SD50 as additional resources will be submitted to Four Our Future or                               sourced by our team. The project objectives, priorities, key activities, and timelines will be                           identified, discussed and, when agreed upon, built into a detailed work plan. This work plan and all                                 associated materials and documents will be uploaded into the Four Our Future online project                           management platform. 

    Reporting procedures will be established, including dates and communication methods for further                       meetings, focus groups and interviews. A Phase I summative report will be submitted that includes: 

    1) Summary of Literature Review with emerging key attributes.2) Interview Guidelines.3) Identification of key groups or individuals to interview and appropriate surveying practices.4) Suggested agenda for two-day strategic planning session.

    PHASE II: Finalization of Materials for Outreach Four Our Future will reach out to the primary stakeholders as identified in Phase I using four main                                   approaches - Zoom group meetings, individual interviews and in-person focus groups that lead to                           a strategic planning session.  

    Once the project team has established lists of key contacts to perform interviews and engagement                             with, Four Our Future will develop a list of up to ten questions to guide the engagements. These                                   questions will be developed from initial engagement with the SD50 Trustees, Superintendent and                         the literature review. The interview guides and focus group sessions will be customized for each                             subject group.  

    Four Our Future will work with Carey Stewart to develop appropriate internal and external                           communications materials, such as announcements of strategic planning sessions, schedules,                   introductions, and project updates. The Four Our Future team has the capacity to provide key                             messaging, graphic design work and social media graphics as required. 

    PHASE III: Interviews and Engagement To address the safety of our team and our clients, Four Our Future has developed a                               comprehensive, proactive COVID-19 Safety Plan. Depending on community approval, Tamara                   Goddard and Kristin Kozuback are available to travel to Haida Gwaii to connect directly with the                               SD50 leadership team and community members. We find this is the most effective way to                             conduct or host  

    ● In person interviews and focus group sessions.● A two-day strategic planning session.

    Yet Four Our Future is equipped to handle all in-person meetings in a digital environment, should                               travel be restricted due to concerns about COVID-19.  

    A summative report of these Phase III engagements and the Strategic Planning session will be                             created, which will finalize the key themes and attributes of Haida Gwaii’s vision for education in                               the District to be discussed in the two-day strategic planning session.

    Facilitators Tamara Goddard and Kristin Kozuback, will deliver a two-day strategic planning                       session with the SD50 Trustees and Management. The delivery of the planning session will be                             hosted by Four Our Future, hopefully in-person in the community. The agenda will be customized                             based on the results of the literature review and engagement interviewees. 

    PHASE IV: Develop Strategic Plan The development of the five-year strategic plan is the key deliverable of this project, as other main                                 activities flow from this final outcome. Numerous sub-reports will be generated in each phase and                             will become the base analysis for the composition of the final report and strategic plan.  

    Four Our Future will present the final strategic plan in two draft stages. Assuming a December                               2020 start, the first draft will be presented to the SD50 Trustees and key management for review                                 and recommendations in late February 2021. Four Our Future will then update the draft plan with                               feedback and recommendations from the SD50 leadership team. The second draft will be                         presented for review before finalization and presentation in mid-April, 2021.  

    Once the final strategic plan is approved, graphics and images will be added; all subreports will be                                 included as independent papers in the final plan appendices. The Four Our Future team will                             present the subpreports, financial documents and final, comprehensive strategic plan through a                       shared, secure Google drive with all document files created in all four project phases.

    Relevant Experience 

    Aboriginal Education Department, District 43  Role: Project Lead - Facilitation, and Research to Develop a 5-Year Strategic Plan In August 2011, Tamara Goddard was contracted by the Aboriginal Education Department,                       District 43 to produce a five-year strategic plan that would chart the path towards improving                             programs and services to become better aligned with the needs of the district’s 67 schools.  

    As a result of this strategic planning research and report, a new Aboriginal-themed school was                             opened to service the Tri-Cities, Coquitlam, Port Coquitlam and Port Moody. The alternative school                           has been successful in reintegrating children in grade 8 to 12 back into the school system and                                 boosting their success rates. The school works with Aboriginal and Non-Aboriginal children and                         their families in a collaborative model to keep students engaged in education. 

    Shíshálh (Sechelt) First Nation Role: Community Engagement and Strategic Plan for Selma Park Subdivision 

    Four Our Future was engaged by the Shíshálh Nation in November of 2019 to review the planning                                 process for the Selma Park subdivision. The Nation has numerous departments providing services                         ranging from Public Works to health and cultural services to housing and employment and training.                             The new Selma Park Subdivision required multiple departments to provide input to assess then                           improve services to meet the needs of community members so that the new subdivision would                             interact with the community to provide housing, cultural space, food security and capacity/career                         building for nation members. Four Our Future is developing the project management plan from an                             Indigenous Economics Lens to ensure the subdivision supports the local shíshálh economic growth                         plans.

    Native Education College (NEC)  Project: Develop NEC’s Five-year Strategic Plan (2013-2017) Kristin Kozuback was asked to develop the college’s five-year strategic plan to guide the                           repositioning and growth of Canada’s longest-standing and largest Indigenous-led                 post-secondary institution. She drew from her seven years of experiences teaching at NEC in                           various courses in their Aboriginal Tourism Management, Applied Business Technology, Small                     Business and Northwest Coast Jewelry Arts Diploma programs to deliver a strategy that increased                           student enrollment and success rates, improved employee retention and satisfaction, and initiated

    or strengthened relationships with many urban Indigneous organizations and First Nations                     communities,  

    Indigenous Tourism Association of BC (ITBC) Project: Digitizing Educational Paths and Resources for Indigenous Tourism Operators 

    Four Our Future was engaged by ITBC to manage the development of a dynamic, interactive                             online platform to support Indigneous Tourism BC’s goal to continually improve programs, tools                         and training for member businesses, individuals and communities looking to launch or grow a                           tourism venture. The online platform serves its network of partners and members working to start,                             promote, and nurture a culturally-rich Indigenous tourism industry. An easy to navigate,                       culturally-relevant and interactive online platform was designed as an effective roadmap to guide                         Indigenous entrepreneurs, businesses and organizations through the journey of exploring, starting,                     maintaining, and then growing tourism-related products, services and businesses. 

    Squamish Nation Employment and Training Centre Role: Project Management, Research and Coordination of a 3-Year Development Strategy for 4 Indigneous Communities In January 2015, the Squamish Nation Employment and Training Centre contracted Tamara                       Goddard to compose a 12-month training and employment strategy for four local communities::                         the Musqueam Indian Band and Tsleil Waututh, Squamish and Kwikwitlem First Nations. The                         strategy helped the communities to secure $3 million for training programs over 2 years. 

    Tamara and her team sought to identify key themes in employment and training (E&T) from each                               stakeholder group. An outreach strategy was also created to invite corporate stakeholders (from                         Crown corporations to small or medium-sized local businesses) to partner with these communities                         to: 

    1. Source Indigenous community members and First Nations to staff local projects2. Partner with First Nations to increase their success rates of obtaining contracts on their

    traditional territories

    Douglas First Nation Role 1: Five Year Strategic Plan for TTQ Development Corporation 

    Four Our Future was engaged by TTQ in January 2020 to produce a Five Year Strategic Plan,                                 which included an environmental scan of potential industry development on or around Xa’xtsa                         Territories. The strategic plan outlines TTQ’s direction and relationships with Industry in the area

    and can be referred to in order to communicate future opportunities and, therefore, training and                             education needs for Xa’xtsa community members. The Strategic Plan included the framework to                         develop a full, five-year business plan and annual budget, each with achievable goals and                           benchmarks that can be approved by the Xa’xtsa Chief and Council then overseen by the TTQ                               Trustees once approved.  

    Association of Aboriginal Friendship Centres BC  Role: Project Lead BC Sector Human Resources Strategic Plan for Workplace Wellness In August 2012, Tamara Goddard was contracted by the BCAAFC to conduct a BC-wide                           research and community engagement project. The research and feedback gathered from                     community engagement activities shaped a strategy for the Aboriginal non-profit sector to improve                         workplace wellness. The Workplace Wellness and Quality of Work-life Strategy document and                       learning materials developed provided key insights, best practices and guidelines to inform                       development of a collective sector-wide strategy for inclusivity and workplace wellness.    Thank you for the opportunity to submit this proposal.

    Re: Tlell/Port Clements student bus

    Dear School Board Chair Denooij & Trustees,

    Since the board cancelled the school bus run between Tlell and Port Clements our school has suffered.

    We’ve lost a third of our students and a third of our PAC. We’ve lost connections with families and people in

    our nearest islands community that have been built over decades. We’re now worried about losing our

    elementary school, as with fewer than twenty students and with four-grade splits it is harder each year to

    create a positive learning experience for staff and students.

    Right now, we have one student in Grade 7. In September 2021 he will be bused to high school. If he goes

    to Queen Charlotte, he may reconnect with Tlell students that he hasn’t been at school with since June

    2018. Otherwise, he will be entering a new environment alone, leaving behind all his classmates.

    The Covid-19 pandemic has brought a host of extra challenges. It also makes us question the wisdom in

    having elementary school students from Tlell who can be as young as 4-5 years old on a bus with high

    school students from Port Clements, Tlell, Skidegate, Sandspit and Queen Charlotte for up to three hours a

    day when these students could be on a bus serving only elementary school students from Tlell and Port

    Clements for less than an hour a day. Yes, a 72-passenger bus allows for spacing, but it is still a closed

    space occupied for much longer than necessary.

    The Port Clements Elementary School PAC is asking that you show your support for our students, our

    families and our communities by reinstating the school bus run between Tlell and Port Clements as soon as

    possible.
