Here comes summer…the Super Bowl is now
history, March Madness has been completed, and the Masters
has been finalized. As the Beach Boys stated so many years
ago “Here comes summer” the season that we have all been
waiting for.
With the coming of summer, also comes the repair of
buildings and grounds that could not be completed during a
Wisconsin winter. The building guys (Jerry Beatty and Ken
Schultz) are already scheduling much of the work that is to be
done over the next few months. Generally speaking, the
association (that means your friends and neighbors) takes care
of issues related to the outside of the buildings, of course this
always includes sky lights that leak, sliding screen doors that
don’t slide, windows that don’t crank open, and all those
“fixer upper” issues that are the reason that we all purchased
condominiums in the first place. In an effort to conserve on
costs, Jerry and Ken are trying to schedule work in batches.
We don’t want to bring in someone to repair one sky light,
only to bring that repairman back next week for a different sky
light. So, if your unit is in need of a repair that the association
would address, please get a concern form completed and
turned in A.S.A.P.
Up until two years ago we had a resident of Hartford
Square, Mr. Frank Tumianiec, who functioned as a paid
contractor, attending to many of the building repairs. Frank
has chosen to retire. More recently arrangements have been
made with a local handy man to do some of these smaller jobs.
Knowing that there has been a somewhat significant change
over of owners within Hartford Square, I am thinking that
there must be someone that likes “puttering around the house”
that would be willing and able to work with Jerry and Ken to
complete much of the necessary repair work. This would
clearly be a paid position, allowing lots of freedom with
regard to scheduling, and may even lead to requests by
neighbors for some direct repair. Please step forward as we
would rather keep this work “in house”.
Within a recent board meeting we came to realize
that some neighbors would prefer a permanent white wooden
wall between their patio, and the neighbor’s patio instead of
the arborvitae trees that presently fill those spaces. The boards
thinking at this point, is that we would not pull out healthy
growing trees prematurely just to be replaced by a wall, we
would however, subject to the approval of the neighbors on
both sides of the divider, replace dead or dying trees with such
a wall. The board would like to hear from residents; just to
get a feel for what might be implemented going forward.
Along the issue of patios, and for the benefit of newer
residents, the area directly behind each unit and for a distance
of twelve feet out from the building is defined within Article
V of the declaration as “limited common area”. As such, a
resident may do pretty much whatever they want (within
reason) with that space, however Article VI section 6.04 does
require the resident to obtain written consent of the Board of
Directors for any alterations. This consent has never been
unreasonably withheld, and can be requested by completing a
“Modification Request” form available from the shelf outside
the club house office.
A question also arose related to the published
directory of owners / residents. A little research disclosed that
state law requires a condominium association to maintain a
record of the actual owner and mailing address of the actual
owner of each unit. There is nothing that requires such
information to be published in any form. We will therefor
change the heading on the published directory of Hartford
Square Condominium Owners Association, Inc. to clearly
indicate that to be a directory of “residents”. We will also
however, endeavor to develop a record of actual owners. It is
realized that in several cases, for tax and estate planning
purposes, a condominium is occupied by mom and/or dad but
is owned by the kids. Additionally a few units might be owned
by a trust document, also for tax purposes. Seems there’s
always something that, while overlooked forever, suddenly
comes to light and must be dealt with.
You may have noticed that several of the replacement
mail boxes installed over the past few years are not holding
up, especially the plastic ones. Some years ago John Quesnell
and Myron Pehlke upgraded all of our mail boxes with plastic
covered numbers and stabilized support posts. In doing so they
obtained the official specifications from the post office to
make sure that we were in compliance. Over the subsequent
years I am thinking that weather, quality of the box and other
issues have visited the mail boxes and they now need
attention. Myron has again agreed to take on this project, and
will replace bad boxes as needed and replace whatever lumber
is required to bring these things back into compliance. While
he didn’t say so in accepting this project, I am sure that Myron
would welcome any help that becomes available.
Also, the years have not been kind to the six lamp
post street lights of Hartford Square. We have spent countless
hours and many dollars repairing these posts and fixtures, and
must come to the realization that they are just getting old and
should be retired. Toward that end Rod Burger working with
our outside electrician, has agreed to investigate alternatives
that would be suitable for our situation. Upon gathering
whatever information Rod can provide there is a good chance
that we will have new lights within a few months.
Over the last few months Claudia has been soliciting
for a storage cabinet to be placed in the club house office for
the purpose of securely storing the excess Charter cable
television equipment. While no actual cabinet has come forth,
Sherry Bain (unit 517) has offered to purchase such suitable
cabinet and donate it to the association. We thank Sherry very
much for this most generous gift.
One more note, more of a reminder. If you are
considering bringing the grandchildren, (or any children) to
the pool, and in an effort to “keep peace in the family” please
re-read the rules related to the allowable hours for the kids to
enjoy the pool. The allowable hours have not changed,
however we may have forgotten just what those hours are.

Directors Meeting Minutes April 11, 2016
UNAPPROVED
(Revision 1 – attendance/title correction 1st paragraph)
Present were: Bob Burgardt-President, Connie Speiser-Treasurer, Claudia Kollenbroich-Secretary,
Marjorie Krueger, Rod Berger, Ken Schultz, and Jerry Beatty
Vice President & Chief Financial Officer Jim Semler, Clubhouse Directors Lee Jones and Steve Otten
were unable to attend.
Mike Malley, unit 513, was also present
President Bob Burgardt called the meeting to order at 7 p.m.
Mike was at the meeting to ask the board to approve his unit modification by owner of his patio doors.
Details were presented and the appropriate form was submitted. A motion was made by Connie to
accept Mike's request, second by Jerry. Motion carried. At this time, Rod took the opportunity to inform
Mike and the board as to where the lot line is behind building number 15 as there have been concerns
about privacy with the construction of new buildings in Hartford Square II. It is currently a wait-and-see
approach that will be determined by the end result of that construction. It can be addressed again at a
later date when construction is complete.
SECRETARY'S REPORT Claudia presented the meeting minutes for approval from the months of January,
February and March 2016. The minutes were unanimously approved as presented with revisions to
February and March.
TREASURER'S REPORT Connie presented the Treasurer's report. All financial reports are normal for the
month. Quarterly information is not reflected because the statements are not sent to us until mid April.
There was an investment of $10,000 which was a move from the Money Market. Bob also distributed a
statement of income and expenses. This will help in preparing for a new 2016 – 2017 budget. The Board
accepted the reports as presented.
CONCERN FORMS/BUILDINGS AND ROADS The concern log was discussed. Calls are being made to
arrange contractor work. There is a leak under siding that needs to be taken care of for building 29 and
there are 4 units with skylight leaks. A few concerns have already been closed. A mailbox was damaged
by a vehicle and will be replaced. LANDSCAPE REPORT Rod said that Allar will be in the square soon to
do spring cleanup. There are a few dead arbor vitae. Alternatives will be looked at as a possible
replacement for unit partitions when arborvitae may have died out.

CLUBHOUSE During Steve and Lee's absence, Claudia gave the Clubhouse report. The fire suppression
system in the kitchen has been upgraded. However, the range hood needs to be cleaned. It has not been
cleaned since 2008 and should be done annually. Cost is approximately $200. An appointment will be
made with County Wide Extinguishers.
No one has offered to donate a cabinet for the office however one of our owners has offered to donate
the funds to purchase one. Claudia will continue to shop for the best bargain that will fit our needs.
The outside street light west of the clubhouse has been brought to the attention of Leroy Wolf for
repair. Rod mentioned that the south west light is out as well. Many repairs have been done on the 6
lights over the years. Rod will check into alternatives or upgrades during his next trip to Milwaukee.
Claudia also explained that attempts have been made to put the flag at half-staff when appropriate but
during the process, the plastic sleeves that keep the pole from folding into itself too far when lowering it
are impeding the raising and lowering. An inquiry will be made as to whether this pole can be retrofitted
to a pulley system instead.
It was mentioned that residents may have noticed some brown water coming through their faucets. The
Hartford Utility was called and a representative there stated that on the very first day of road
construction here in Hartford, a water line was struck and temporarily put some dirt into the line.
NEW BUSINESS Claudia asked what the requirements and guidelines are for our Hartford Square
resident directory. Many of our residents are using cell phones instead of landlines so we want to be
sure to accommodate those changes. It may require more space in the directory. Bob will look into the
condo law and relay that information to Claudia. Joanne Burgardt has kindly accepted the responsibility
of maintaining the directory.
PRESIDENTS REPORT It has been recently published that there is a tax lien on one of the condominium
units. Utilities are being maintained and dues are current so no further action by the board.
Motion made by Connie, second by Claudia to adjourn.
Motion carried Meeting adjourned at 8:08 p.m.
The next meeting will be May 9, 2016 at 7 p.m.

NEW ACTITIES TO START IN JUNE
It is hopeful that both Pickle ball and Shuffle Board
will get started on the tennis court sometime in
June. Last year many people expressed an interest
in both these activities. In fall, the HS Board gave
the go ahead, but it is going to take some effort to
get these going. Sign-up sheets are on the bulletin
board in the Club House. An organization meeting
will be scheduled in early June. Watch for it in the

We have noticed that many new pictures are
being put up on the picture boards. That is
wonderful. You can put up your own pictures or put
the pictures in the box under the billboard in the
Clubhouse hallway, and we will put them up for
you. So, any of you “Snow Birds” that don’t have
your pictures up yet, check out the picture boards
and get your picture up there.
