Savannah State University, the oldest public historically black university in the State

125 years of Growth and Transformation

1890 Georgia State Industrial College for Colored Youths was established in 1890 in Athens, Georgia, as a result of the Second Morrill Land Grant Act, which mandated that southern and border states develop land-grant colleges for black citizens of Georgia. Later that year, the Georgia General Assembly passed legislation creating the Georgia State Industrial College for Colored Youths, which served as Georgia’s 1890 land-grant institution until 1947.

1891 Major Richard R. Wright, Sr., was appointed the first president of the institution, which opened with five faculty members and eight students.

Relocated to donated land in Thunderbolt/Savannah 1898 The college awarded its first degree to Richard R. Wright, Jr., son of Richard R. Wright, Sr.; and first

alumnus to earn Ph.D. 1921 Mr. Cyrus Gilbert Wiley, class of 1902, was the first graduate of the college to become its president

First women students were admitted as boarders 1926 Dr. Benjamin F. Hubert was appointed third president of Georgia State Industrial College. 1928 Transitioned to four-year, degree-granting institution. 1932 Joined the University System of Georgia (USG) and was renamed Georgia State College (GSC). 1947 Mr. James A. Colston was appointed forth president of GSC. 1949 Dr. W.K. Payne was appointed fifth president of GSC.

The GSC National Alumni Association was founded. 1950 The name of the college was changed from Georgia State College to Savannah State College (SSC). 1955 SSC received initial SACS accreditation. 1963 Dr. Howard Jordan was appointed sixth president of SSC. 1968 SSC established the city’s first Master of Science degree program in elementary education. 1971 Dr. Prince A. Jackson, Jr., was appointed seventh president of SSC. He was the second alumnus to

become president of SSC. Naval Reserve Officer’s Training Program (NROTC) began at SSC. SSC became the first institution in Savannah to receive accreditation from the National Council for

Accreditation of Teacher Education (NCATE) from 1971-81. The SSC Foundation was founded for the purpose of generating private support for the SSC.

1978 Dr. Clyde W. Hall was appointed acting president of SSC. 1979 Dr. Margaret C. Robinson established the undergraduate program in Marine Sciences.

The teacher education program was transferred from SSC as part of a federally mandated USG desegregation plan.

1980 Dr. Wendell G. Rayburn was appointed the eighth president of SSC. 1981 Historic Hill Hall is added to the National Register of Historic Places. 1988 Dr. Wiley S. Bolden was appointed as interim president. 1989 Dr. William Gardner, Jr., was appointed the ninth president of SSC. 1991 Dr. Annette Kennedy Brock was appointed acting president of SSC. 1993 Dr. John T. Wolfe was appointed the tenth president of SSC. 1996 Savannah State College was granted university status. 1997 Dr. Carlton E. Brown was appointed the eleventh president of Savannah State University (SSU). 2000 The SSU baseball team set the NCAA baseball record for the most consecutive wins: 46. 2001 The master’s degree in marine sciences is authorized by the Georgia Board of Regents.

Collegiate Schools of Business International. 2007 Dr. Julius Scott appointed interim president.

Dr. Earl G. Yarbrough, Sr., was appointed the twelfth president of SSU on May 30, 2007. The Mass Communications program is accredited by the Accrediting Council on Education in

Journalism and Mass Communications. 2010 In partnership with the SSU Foundation, obtained financing to construct three residential halls,

restore Morgan Hall, Adams Hall, and Camilla Hubert Hall. 2011 Georgia Board of Regents appointed Dr. Cheryl Davenport Dozier as interim president.

Enrollment doubles between 2001 and 2011. The university received state approval to offer secondary teacher education preparation programs in

biology, civil and electronics engineering technology, and mathematics. 2012 Georgia Board of Regents appointed Dr. Cheryl Davenport Dozier as 13th president of SSU, and the

first woman named permanent president of the university. 2014 The Space X-3 rocket launched from Cape Canaveral, Fla., transporting cutting-edge research from

SSU laboratories to the International Space Station thanks to a $275,000 award from NASA. The SSU Board of Visitors was organized with Robert S. Jepson as the founding chairman.

2015 The SSU Lady Tigers basketball team earned the program’s first-ever Mid-Eastern Athletic Conference (MEAC) championship title and the first NCAA Division I Women's Basketball Championship Tournament berth with a 65-47 rout of Maryland Eastern Shore.

Today:

SSU is the oldest public historically black college or university in the state of Georgia and the oldest institution of higher learning in the city of Savannah.

SSU is one of the top 25 employers in both the City of Savannah and Chatham County; and contributes $162 million to the economy of the Coastal Region area.

The Marine Sciences Program is nationally recognized as a top producer of degrees and a resource for our coast.

SSU students and faculty participate in exchanges and study abroad programs with more than 26 institutions in 14 countries.

SSU has been approved for funding for two College of Sciences and Technology (COST) buildings. The $20.5 million project received a green light for its second installment by the Georgia state legislature in the 2015 session. The university purchased property on Livingston Avenue where a new, 17,000 square foot marine sciences laboratory facility will be constructed. And on the main campus, there will be a new two-story, 30,000 square foot building to house engineering technology and chemistry laboratories.

SSU received approval from the USG Board of Regents and Georgia Professional Standards Commission to offer a degree of Bachelor of Science in Education (BSED). This program, offered by the School of Teacher Education, will create a BSED degree in the following areas:

o Biology education o Mathematics education o Engineering and technology education

ACADEMIC REGALIA Derived from the ecclesiastical dress of the Middle Ages, modern academic regalia has evolved from apparel prescribed by English Medieval Universities to distinguish their schools from the lay person in dress at a time when everyone wore robes or gowns. When American colleges and universities desired to adopt a suitable system of academic apparel a half century ago, it seemed best to agree on a definite system which all might follow. Accordingly, this attire has consisted of the cap, the gown, and the hood, the latter two now differing according to the degree the wearer has received.

The modern cap, in academic dress, has the same design for all degrees: black and square-shaped with a tassel hanging from the center. However, the color of the tassel usually differentiates the field of study for which the degree was granted, the gold tassel being worn by doctors or by presidents of colleges and universities; however, the black tassel is correct for all degrees.

The gown, unlike the cap, differs in design according to the degree conferred. The gown for the bachelor’s degree has pointed sleeves. It is designed to be worn closed. The gown for the master’s degrees, worn open or closed, has an oblong sleeve, open at the wrist, like the others. The sleeve base hangs down in the traditional manner. The rear part of its oblong shape is square cut, and the front part has an arc cut away. The doctor’s gown, worn open or closed, has long sleeves faced with velvet; three bars of velvet are midway on the sleeves. The trimmings of the doctor’s gown may be black or the color associated with the field of study.

The hood, while not an article of dress, is however, the most distinctive feature of the academic attire. It is a black, crow-shaped badge or adornment with an oval opening and worn down the back. It enables one to quickly determine not only the degree held by the wearer but also the college or university from which he or she is graduated. The colors lining the hood and the size and the shape of the hood make this distinction. The bachelor’s and master’s hoods are three feet and three and a half feet in length, respectively; the doctor’s hood is four feet in length and is made with a wide panel. Hoods may be worn for only those degrees actually held by the wearers.

Members of the governing body of a college or university, and they only, whatever their degrees may be, are entitled to wear doctor’s gowns (with black velvet), but their hoods may be only those of degrees actually held by the wearers or those especially prescribed for them by the institution.

In some colleges and universities, it is customary for the president, chancellor, or chief officer to wear a distinct costume as is the custom of some foreign universities.

The chief marshal may wear a specially designed costume approved by the institution. For all academic purposes, including trimmings of doctor’s gowns, edging of hoods, and tassels of caps, the color associated with different subjects as prescribed by the revised American Intercollegiate Code is as follows:

Dr. Shirley Malcom

Shirley Malcom is head of Education and Human Resources Programs at the American Association for the Advancement of Science (AAAS). She works to improve the quality and increase access to education and careers in STEM fields as well as to enhance public science literacy. Dr. Malcom is a trustee of Caltech, a regent of Morgan State University, and a member of the SUNY Research Council. She is a former member of the National Science Board, the policymaking body of the National Science Foundation, and served on President Clinton’s Committee of Advisors on Science and Technology. Malcom, a native of Birmingham, Alabama, received her PhD in ecology from The Pennsylvania State University, master’s degree in zoology from UCLA and bachelor’s degree with distinction in zoology from the University of Washington. She holds 16 honorary degrees. Malcom serves on the boards of the Heinz Endowments, Public Agenda, the National Math-Science Initiative and Digital Promise. Internationally, she is a leader in efforts to improve access of girls and women to education and careers in science and engineering and to increase use of S&T to empower women and address problems they face in their daily lives, serving as co-chair of the Gender Advisory Board of the UN Commission on S&T for Development and Gender InSITE, a global campaign to deploy S&T to help improve the lives and status of girls and women. In 2003, Dr. Malcom received the Public Welfare Medal of the National Academy of Sciences, the highest award given by the Academy.

THE SIGNIFICANCE OF THE ACADEMIC MACE

Observing the centuries-old tradition, each Marshal in the Savannah State University academic procession carries an official mace, which indicates the power, dignity, and authority vested in the University. The mace is a club-shaped staff derived from the weaponry of the Middle Ages. Eventually, it gained a ceremonial character and is presently employed most often in legislative forums and academic rituals.

The official mace and stand of Savannah State University were designed and made from mahogany wood by Dr. Ernest S. Brown, Associate Professor Emeritus of Civil Engineering Technology.
