Minutes of the Regular Meeting of the Greater Vancouver Water District (GVWD) Board of Directors held at 9:48 a.m. on Friday, February 26, 2016 in the 2nd Floor Boardroom, 4330 Kingsway, Burnaby, British Columbia.

It was MOVED and SECONDED That the GVWD Board: a) amend the agenda for its regular meeting scheduled for February 26, 2016
by adding Item C. 1. Delegation - John Gould, Dominion Power Washing; and
b) adopt the agenda as amended. CARRIED

1. January 29, 2016 Regular Meeting Minutes
It was MOVED and SECONDED That the GVWD Board adopt the minutes for its regular meeting held January 29, 2016 as circulated.

C. DELEGATIONS
1. John Gould, Dominion Power Washing John Gould, Dominion Power Washing, on behalf of 40 commercial power washing/window washing companies operating in Metro Vancouver, informed the Board of the economic impacts that the Water Shortage Response Plan had on regional power washing businesses in summer 2015 and requested the Board consider changes to the Water Shortage Response Plan to permit commercial power washing/window washing companies to operate in stage three in order to mitigate these impacts.
9:55 a.m. Directors Deal and McEwen arrived at the meeting.
On-table executive summary titled "Summary Presentation to the GVRD Board by John Gould Dominion Power Washing RE: Proposed Amendments to the Water Shortage Response Plan" is retained with the February 26, 2016 GVWD Board agenda.

E. CONSENT AGENDA The following item was removed from the Consent Agenda for consideration under Section F. Items Removed from the Consent Agenda: 1.1 Consultation Results and Proposed Amendments to the Water Shortage

F. ITEMS REMOVED FROM THE CONSENT AGENDA
1.1 Consultation Results and Proposed Amendments to the Water Shortage Response Plan Report dated February 2, 2016 from lnder Singh, Director, Policy, Planning and Analysis, and Lisa Moffatt, Program Manager, Public Involvement, Water Services, providing an update on the Water Shortage Response Plan (the Plan) review process, including consultation results, and seeking GVWD Board authorization to amend the Plan as proposed in the report.
10:09 a.m. Director Meggs arrived at the meeting.
Discussion ensued on the impact of restrictions in the Plan on businesses, overall water usage and consumption, and the extent to which aesthetics is a priority.
Distinct Propositions Chair Moore requested that the recommendation be separated into distinct propositions.
Proposition a) was before the Board:
It was MOVED and SECONDED That the GVWD Board receive for information the report titled "Consultation Results and Proposed Amendments to the Water Shortage Response Plan", dated February 2, 2016.

Proposition b) was before the Board:
It was MOVED and SECONDED That the GVWD Board authorize amending the Water Shortage Response Plan as follows:
i. Amend Stage 2 to allow water to be used by commercial cleaning services for aesthetic cleaning; and
ii. Amend Stage 3 to allow previously issued local government exemption permits to water new lawns or for treatment to control the European Chafer Beetle to remain valid.

being considered relates to or is one or more of the following: (g) litigation or potential litigation affecting the regional district."
