Smart Street Lighting – A Preliminary Business Case Study Gunjan Desai 3B Environmental Engineering

Street Lighting Applications under saveONenergy §  Before May 2014 §  All under the Custom track §  Very few in number

§  Currently §  Under the Prescriptive and Engineered Track §  Large number of applications from many municipalities

in Ontario §  Retrofit existing HID street lights to LED

Street Lighting – The Technology

§ Most Current Systems §  High Intensity Discharge Lamps

§  High and Low Pressure Sodium (HPS & LPS) §  Mercury Vapour

§  The new trend §  Light Emitting Diode (LED)

§  No ballast required §  Directional lighting

Why is the interest increasing? §  LED prices are falling Ø Reasonable pay-back periods with or without

incentives Ø Greater sale for LED than HPS street lights

§  Street light and traffic control signals represent over 13% of total electricity consumption of municipal corporations Ø Cost savings due to reduced:

ü  energy consumption (environmental benefit) ü Maintenance cost (economic benefit)

Smart Street Lighting §  Network Controlled Street Lights

§  solar panels §  sensors (traffic and pedestrian density, air and noise

pollution, etc) §  Smart metering §  Wi-Fi access §  Security Infrastructure (CCTV cameras, gunshot detectors)

Forecasted Sale of LED Street Light §  LED shipments to rise from fewer than 3 million in

2012 to more than 17 million in 2020

§  Generate more than $2 billion in annual revenue

§  Street lighting revenue will decline globally in 2018 as LED prices continue to fall

§  Invest in Smart Street Lighting

Case Study 1 – City of Los Angeles §  Scope §  Replace 140,000 of the existing 209,000 street lights

with LEDs

§  After pilot phase à approved for deployment in 2008 §  City replaced 20,000 fixtures within first year

§  Result: §  55% energy savings ($700,000/year) §  Pay-back of less than 7 years §  City forecasts to achieve $10 million annually

Main Lesson Learned by City of Los Angeles §  Municipality – Utility Partnership §  Work together to capture energy savings

§  Since metering Street Lights was out of scope §  Rebate per fixture as a result of LED installations §  Rate of existing street lights adjusted §  Savings monitored using GIS database

Barriers in implementing §  Large Capital Investment (upfront costs) §  Government standards and codes §  Lack of standardization §  Developing technology [power line or radio frequency

(RF)] §  Developed by large lighting companies, existing smart

city, dedicated lighting control company §  Public Acceptance §  Capturing energy cost and savings (most

municipalities DON’T meter streetlights)
