This supplement provides guidance and clarification of certain issues regarding the maintenance,
preventative maintenance, and alteration of aeronautical products certified and operated under
Brazilian registry.
This guidance is supplemental to the UAE GCAA MOE (E0101) by Etihad Airways Engineering (EYEng) as
a requirement of regulation (CAR 145 General Civil Aviation Authority).
When conflicting issues result between UAE GCAA and the RBHA/RBAC, this supplement and the
RBHA/RBAC will take precedence over UAE GCAA Regulations.
Revisions on this supplement that falls into the situations described in UAE GCAA Part 1, Section 1.11,
before their incorporation, will be submitted for acceptance by the ANAC and will be sent to the
following address:

Brazil ANAC Approval is based upon full compliance with UAE GCAA Regulations and Requirements.
Brazil ANAC approval is limited to the work scope listed below, and as indicated in the ANAC Approval
Certificate Operational Specifications.
In any case whatsoever it must not exceed the scope of work cumulatively permitted by the UAE
GCAA CAR 145, EASA PART 145 and 14 CFR PART-145 approvals.
In case of extension of the approved scope of work, EYEng shall appropriately substantiate the
capability and submit the present Supplement reflecting the extended scope of work together with
an application to the ANAC to amend the Operations Specifications.

55 AAPPPPRROOVVAALL TTOO RREETTUURRNN TTOO SSEERRVVIICCEE ((AAPPRRSS))
Persons authorized to certify maintenance of a completed aircraft and aircraft equipment to return
Brazilian aeronautical products to service must be qualified iaw UAE GCAA MOE Part 3, Section 3.4.
Certificate of Release to Service may only be issued by personnel authorized by Snr. Manager Quality
Assurance (SMQA) in accordance with the relevant requirements of this Maintenance Organization
Exposition Part 3 and compliance of UAE GCAA requirements; and it has been verified that there are
no non-compliance which are known to endanger flight safety.
All technical personnel assigned to return to service a Brazilian aeronautical product must be
familiarized with UAE GCAA MOE and the procedures of this Supplement.
Prior to return to service, the Quality Control Inspector will perform an audit of the Work Order
package for the aircraft to determine that all work was performed in accordance with this inspection
system required by UAE GCAA.
In compliance with the requirements of RBAC 39 and IS 39-001, this inspection will also include any
applicable Brazilian Airworthiness Directives (Diretrizes de Aeronavegabilidade)
website https://sistemas.anac.gov.br/certificacao/DA/DA.asp) and State of Design Airworthiness
Directives relative to the work performed.
The return to service process shall be in compliance with UAE GCAA MOE to the work accomplished
and any special requirements of the Operator.
No aircraft component or material, except a standard part, shall be installed on a Brazil registered
aircraft unless, accompanied by an airworthiness release certificate, certifying airworthiness as
follows:

* As per Section 43.17(b) of RBAC 43, for components with class 2 (except aircraft, engines and
rworthiness release certificate to be issue by an organisation
geographically located outside of the USA or EASA Member State, as long as the country where the
airworthiness release certificate is being issued has a bilateral agreement with Brazil.
The maintenance record entry shall include the following documentation:
A copy of the Work Order including the signature of the Technician who performed the work, as well
ished.
A signed maintenance release statement with the Certified Maintenance Organization number along
with the ANAC Certification number. In case of APRS of aircraft, the maintenance release must include
as repaired and inspected in accordance with the

Major repairs performed by this Maintenance Organization to any Brazilian registered aircraft (or
related ae
data or in accordance with any data approved by state of design civil aviation authority or ANAC
(RBAC 145.201(2) (2)). This documentation shall be referenced on ANAC Form F-400-04 (SEGVOO 001)
(similar to FAA Form 337). ANAC form SEGVOO 001 must be filled out in two (02) copies (one copy to
the operator and the other for Maintenance organization). The forms are available on
http://www2.anac.gov.br/certificacao/Form/FormE.asp
Major Alterations performed by this Maintenance Organization to any Brazilian registered aircraft (or
related aeronautical product) shall be accomplished in accordance with data previously approved in
Brazil. This documentation shall be referenced on ANAC Form F-400-04 (SEGVOO 001).
For an STC that is not approved by Brazilian Authority, before the installation on a Brazilian aircraft,
the STC holder must apply for a Brazilian STC issued by ANAC.(See
http://www.anac.gov.br/certificacao/CHST/CHSTE.asp) following the procedures state in the IS 21-
010 (Or FAA AC 21-2) and IS 21-004 or their latest revisions.

If a defect or malfunction is detected during the maintenance and inspection process that could
result in an imminent hazard to the safety of flight for the aircraft involved, the ANAC shall be notified
within 96 (ninety-six) hours after the discovery of the defect as per RBAC 145.221(a), using the internet
the Supplementary Instruction (Instrução Suplementar) IS 00-001 (Service Difficulty Report) on its
latest revision.
The report shall be made under the responsibility of the Senior Manager Quality Assurance (SMQA)
-Pulse.

99 TTEECCHHNNIICCAALL DDOOCCUUMMEENNTTAATTIIOONN
EYEng shall maintain in a current status at all times a technical library for all articles for which it is
certified in accordance with IS 145.109-001. The website www.anac.gov.br will be checked monthly for
current information.
1100 MMAANNUUAALL PPRROOCCEEDDUURREESS AANNDD RREEGGUULLAATTIIOONNSS TTRRAAIINNIINNGG
In order to maintain compliance with Brazilian Certification Regulations, properly qualified individuals
shall conduct recurrent training. Training on the Brazilian IPM Supplement shall be conducted at the
same time as training on LATAM procedures is provided. In addition, whenever the Brazillian IPM
Supplement is amended it will be published in MyLearning via a Quality Bulletin. All staff holding a
company authorisation are required to complete Mylearning items on a continuous basis throughout
each calendar year.
A completed copy of the Technician Experience Record shall be maintained on file in the employees
training record in the office of SMQA.
A completed copy of these records must also be available to the ANAC.
1111 PPEERRIIOODDIICCAALL RREEPPOORRTTSS
All maintenance performed on Brazilian products shall be reported to ANAC when submitting
application for renew the certificate and upon ANAC request.
Upon ANAC request, a list of the Technical Personnel, assigned to return to service a Brazilian
aeronautical product, shall be provided.
Every six (06) months latest copy of Component Capability List shall be forwarded to

If it is necessary, to perform work away from EYEng such work shall not exceed the scope of the ANAC
Rating.
It is the responsibility of SMQA to assure that the work performed outside of EYEng facility is
performed to the same rules and standards as work performed at the main base.
It shall be assured, by SMQA that this work away from the main base is the exception and will not be
used to permanently perform work at other places than the main base.
To ensure the same Standards for work performed away from the main base, SMQA has to assure,
that:
The acceptable technical data are available at the location where the work is performed, to the
extent necessary, to perform this work and that this data is current.
The necessary tooling, test equipment and facilities are available at the site of the work. He / She
has to ensure that precision tooling and test equipment is calibrated.
The documentation for the performed work is kept in the same way like for work performed at EYEng.
He is responsible, that the wok records are prepared, as far as possible, before the work is started.
Appoint a person as inspector to inspect the work and assure that all required work and forms are
completed as necessary before he will return the engine or article to service. This person must be
included in the ANAC Roster as an employee authorized to make maintenance release of Brazilian
aeronautical products.

1133 EEQQUUIIPPMMEENNTT AANNDD MMAATTEERRIIAALLSS
EYEng is equipped to meet the requirements of RBAC. 145.109 (c).
All inspection and test equipment will be calibrated at regular intervals, specified by equipment
manufacturer or not exceeding 12 (twelve) months, with standards traceable to national standards
(UKAS/NPL, USNIST Germany PTB, OEM standards or equivalent international standard).

All subcontracted work for Brazilian registered aircraft shall be accomplished by UAE GCAA / FAA/
EASA or ANAC certified Maintenance Organisations.
List of Contracted Maintenance functions is mentioned in EYEng/QA/764.
1155 MMAAIINNTTEENNAANNCCEE OORRGGAANNIIZZAATTIIOONN RREEQQUUIIRREEMMEENNTTSS FFOORR AANNAACC
The ANAC Maintenance Organization Approval Certificate shall be prominently displayed in an area
accessible to the general public. This certificate shall be made available for prompt presentation
whenever requested by the ANAC.
EYEng shall submit for acceptance by ANAC the changes to the ANAC SCS that might affect Brazilian
requirements prior to work performed.
Records for all personnel with release to service authority of Brazilian aeronautical products shall be
maintained by Quality Assurance Department. Records shall show the training and experience
required to perform such duties.
In the event of a Management or Supervisory personnel change, this Maintenance Organization shall
notify in writing the ANAC informing of the change.
EYEng shall notify the ANAC upon any change to the existing facility floor plan (RBAC 145.105).
EYEng shall apply to ANAC the renewal certification at least one (1) month prior to the Certification
expiration date. This will be accomplished in order to complete any requirements prior to the
Certification expiration date. This process shall ensure that all applicable arrangements can be made
prior to the arrival of the Brazilian ANAC Inspectors (RBAC 145.55 (c)).
EYEng, upon receipt of a written request, shall grant access to this facility by the ANAC for inspection
purposes (RBAC 145.223).
EYEng shall have a staff (that is not required to be an employee) who shall be able to read and have
basic comprehension of the Portuguese language (RBAC 145.145 (e) I).
Any material released by EYEng for Brazilian public domain as far as and including any maintenance
release documents, advertisements and other company literature, shall display the Brazilian COM
Maintenance Organization Number.
Portuguese national, Mr. Bruno Conceicao, employed by EYEng QA department is able to read and
comprehend the Portuguese language.

1166 CCOONNTTRROOLL OOFF CCRRIITTIICCAALL TTAASSKKSS
EYEng has established procedures to minimise the risk of multiple errors by capturing and rectifying
maintenance error during accomplishment of maintenance tasks on critical systems, as defined by
the customer in their General Maintenance Manual, EYEng
Maintenance data. A Critical Task is defined as a Maintenance Task involving some element of
disassembly and reassembly of several aircraft components of the same type fitted to more than
one system on the same aircraft during a particular maintenance check.
Maintenance tasks that involve the assembly or any disturbance of a control system that, if errors
occurred, could result in a failure, malfunction, or defect endangering the safe operation of the
aircraft should be considered as flight safety sensitive maintenance tasks requiring an Independent
Inspection.
Critical tasks and tasks requiring Independent Inspection shall be performed iaw the procedures
defined in EYEng GCAA -43.
In case the Brazilian Operator utilises a system based on the Required Inspection Items methodology
(RII), once notified of the specific RII EYEng shall accomplish those inspections utilising the
Independent Inspection Procedures described in MOE 2.23 and, TPM 4-43.
1177 CCEERRTTIIFFYYIINNGG SSTTAAFFFF AANNDD BB11//BB22 SSUUPPPPOORRTT SSTTAAFFFF QQUUAALLIIFFIICCAATTIIOONN
For work under the Airframe Rating, UAE GCAA CAR66 AME License endorsed with B1 and/or B2
and/or C may be used as the basis for granting an internal certification authorization for aircraft
types that the UAE GCAA is not endorsing in the National License due to these aircraft types not
being registered in the UAE civil aircraft registry.
In any case personnel holding a basic B1 and/or B2 and/or C CAR66 AMEL will need to have
accomplished aircraft type rating training (level 3) in compliance with EASA Part 147.
1188 AAIIRRCCRRAAFFTT TTEECCHHNNIICCAALL RREECCOORRDDSS
EYEng will provide the operator Certificates of Release to Service and other original maintenance
records performed in accordance with the work order / maintenance contracts.
EYEng shall retain copies of all maintenance records of performed worked for a period of three (3)
years from the date the work was performed.
English language shall be used to complete all certifications and records of maintenance performed.
