Dear Sir,

The Gujarat Industrial Development Corporation (GIDC) vide its letter dated 2o-1 0-

201 S· has approached this Department seeking recommendation from the Gujarat

Coastal Zone Management Authority to Ministry of Environment Forests and Climate

Change, Govemment.._of India to grant of CRZ clearance for proposed development of

various activities in @3374 ha of land at: Vagra and Bharuch Taluka, Dist: Bharuch.

The GIDC has submitted that it is proposed to develop Petroleum, Chemical and Petro­

Chemical Investment Region(PCPIR) in an area of 45298 ha at Dahej-VagraJ>ist:

· Bharuch. The --cHDC has applied for obtaining Environmental Clearance

· Certificate(ECC) from the Ministry of the Environment, Forests and Climate Change,

Government of India and ,lhe Ministry has asked to submit the recommendations from

the Gujarat Coastal Zone Management Authority for CRZ point of view.

The Ministry of Environment. Forests and Climate Change, Government of India was

requested on 26-11-2015 to proceed for EC. as recommendations from GCZMA was

not possible , as the tenure of the GCZMA was over.

The OIDC has submitted following documents alongwith application:

The proposal of the OIDC was scrutinized by the Technical Committee in its 21st

meeting, which was held on 19-02-2016, wherein, representative of MIS GIDC made

a presentation about various activities to be carried out in the CRZ area, EIA report

prepared by the National Environmental Engineering Research Institute(NEERI),

Nagpur and Institute of and CRZ map prepared by the Institute of Remote Sensing.

Anna University. and Chennai. Based on the presentation made by the representative of

the GIOC, it was decided by the Technical Committee to obtain certain details from the

GIDC •

. The OIOC, vide its letter dated 09-03-2016 has submitted the ~~Js as asked by the

Technical Committee alongwith undertakings that GIDC would carry out only those

activities. which are permissible activity in CRZ areas as per CRZ Notification 2011.

The representative of the GIDC made a presentation before the GCZMA and submitted

that the GIDC has proposed development of Gujarat Petrole~ Chemicals and Petro­

Chemicals Investment Region(PCPIR), spread over the talukas of V agra & Bharuch of

Bhanlch Oi.strict, which is surrounded by the Gulf of Khambhat in the West , Narmada

River and Aliyabet._lsland in the South, villages ofYagra and Bharuch Taluka in the

East and Dahej- Samni-Bharuch railway line in the North. The Government ofOujarat .,____

has notified 45-298.58 Ha area of 44 villages in Bharuch District as "'ujarat

Petroleum. Chemicals and Petro-Chemicals Investment Region(PCPIR) vide

notification ~ted 9th June, 2009.

As per the CRZ maps prepared by the Institute of Remote Sensing, Anna University,

Chennai. out oftotal42298 ha area, 3477 ha area fall under CRZ area. Out oftotal44

villages, 23 villages are partially falling under CRZ area. The name of villages are

Dahej, Lakhigam, Luvara. Jageshwar, Ambheta, Suva, Rahiyad, Koliad. Vengani,

Kaladara, Bhensali, Khojbal, Kersol, Eksal, Sankhwad, Amleshwar, Ssdathala,

Kothiya. Mahegam, Manand, K.asava, Bhadbhut and Vadva, etc.

As per CRZ maps prepared by the Anna University, Chennai the classification of CRZ

areas, is as follows:

• CRZ-I(A)- 62 ha

• CRZ-I(B)- 1062 ha

• cRz:rrr- 1552 HA

• CRZ~IV - 80 I ha

The GIDC submitted that only those activities would be carried out in the CRZ areas

which are permissible under CRZ Notification 20 ll. All necessary mitigation measures

would be adopted to ensure that there would no significant impacts on marine

"-'- environment due to the proposed activities in CRZ area. It was further submitted that

all individual activities would be carried put only after obtaining necessary clearances

from the competent autority/ics. The OIDC has submitted an undertaking for the same.

As per the CRZ map prepared and duly imposed for the proposed route of pipeline,

prepared by the Anna University, Chcnnai, proposed activities falls in CRZ-l(A),CRZ-

1(8), CRZ-m and CRZ- IV categories.

5. Mls GIDC shall take an necessary precaution so that no soil banks are fonned as

a results of pipeline laying. Also it shall be ensured that minimum alteration of

sedimentary patterns of the flowing water bodies take place.

6. The GIDC shall make sure that no structure obstructing natural flow of water

will be raised. Land shall be brought back to the original position after the work is

completed.

7. All the recommendations and suggestions given by the NEERJ, Nagpur in their

Comprehensive Environment Impact Assessment Study report and EMP prepared

by the Gujarat Cleaner Production Centre shall be implemented strictly by Mls

GIDC

8. Comprehensive Environment Impact Assessment report shalt be subibitted to this

department- and the recommendations/suggestions given in it shall be

implemented. The construction debris and sewage generated during the

construction phase shall not be discharged into the creel4 sea, estuary or into the "".

CRZ area. The debris shall be removed from the construction site immediately

.after the .s:onStruction is over and shall be disposed off as per the guidance of the

GPCB

9. The constru,ction camps shall be located outside the CRZ area and the

constructiori' labours shan be provided with the necessary amenities, including

sanitation, water supply and fuel and it shall be ensured that the environmental

conditions are not deteriorated by the construction labours.

1 0. The groundwater shall not be tapped to meet with the water requirements during construction or operation phase in any case.

11. A Disaster Management Plan to meet with any eventualities that may arise during

construction and/or operation phase shall be prepared implemented.

12. Necessary permissions from different departments/ agencies Wlder different laws/

acts shall be obtained before commencing any activity for the proposed PCPIR .

13. A separate Environmental Cell with qualified personnel shall be created to

implement the Environmental Management Plan and a separate budget shalt be

provided for this purpose.

14. The cost of the external agency that may be appointed by this department for

supervision I monitoring of the project activities during construction/ operational

phases shall be borne by M/s GIDC

1 S. A large scale socio-economic upliftment program in consultation with the District

Collector/ DDO shall be canied out. A separate budget shall be provided for this

purpose and details be furnished to this Department from time to time.

16. A six monthly progress reports regarding the compliance of the conditions shall

be submitted to this department.
