Guide of herbs and substances In the following guide the Medical Products Agency (MPA) provides information whether or not a product might be a medicinal product based on the contents of the product. The guide is mainly intended to be used to distinguish medicinal products from foods. The guide consists of substances and medicinal plants on which the MPA regularly receive questions, and thus is not comprehensive. The guide has no legally binding implication. In Swedish legislation, medicinal products are defined in the Swedish Medicinal Act. A product can be a medicinal product even though it is not an authorized/registered medicine. The MPA only conduct full assessments of products in cases of formal decisions from the Agency, such as when a new medicine is approved or when the sale of an illegal medicinal product is banned. Even so, considerable knowledge has been gained from these previous decisions and from shared information from foreign agencies. In order to facilitate for consumers, companies, and authorities, the MPA has compiled the information in the following guide. If your product contains any ingredient listed below, the guide may give you a lead on how the Agency most likely would assess the product based on that content. Please note, that the information in the guide is not conclusive, but for guidance only. In addition to the content of the product, other factors are important in the process of determining whether a product is a medicinal product or not. An overall assessment of each product must always be conducted based on the function of the product and how it is marketed. As an example, a product may be a medicinal product if it is put on the market with claims that it is able to cure or prevent a disease, or alleviate symptoms of disease.
