Energy Union strategy

= one of key political priorities of Juncker Commission

= adopted on 25 February

= discussed by the Energy Ministers on 5 March across Europe

= agreed that it is now time to act to make the Energy Union happen

= European Council on19-20 March → the Commission expects to receive strong political endorsement from the Heads of States and Governments.

• Energy Union = based on the three long-established objectives of EU energy policy: – security of supply, sustainability and competitiveness.

• Focus on five mutually supportive dimensions: – Energy security, solidarity and trust; – the internal energy market; – energy efficiency as a contribution to the moderation of

energy demand; – decarbonisation of the economy; – and research, innovation and competitiveness.

• More integration and coordination• 15 action points annexed to the strategy

(framework) to be prepared and implemented:

– 1. Full implementation and strict enforcement of existing energy and related legislation is the first priority to establish the Energy Union.

– 4. The right infrastructure is a precondition for completing the energy market, integrating renewables and security of supply.

• 9. The EU has set itself the target of reaching at least 27% energy savings by 2030.

– In 2015 and 2016, the Commission will review all relevant energy efficiency legislation and will propose revisions, where needed, to underpin the 2030 target.

– Member States and regions should make more use of European funds for renovation of housing.

• 10. Buildings have huge potential for energy efficiency gains = Retrofitting existing buildings to make them energy efficient and making full use of sustainable space heating and cooling

– The Commission will develop a ‘Smart Financing for Smart Buildings’-initiative to make existing buildings more energy-efficient, facilitating access to existing funding instruments.

– The Commission will propose a strategy to facilitate investment in heating and cooling.

• 11. The EU needs to speed up energy efficiency and decarbonisation in the transport sector, its progressive switch to alternative fuels and the integration of the energy and transport systems.

• • 13. The EU has agreed the target of at least

27% at EU level for renewable energy by 2030. – The Commission will propose a new Renewable

Energy Package in 2016-2017. This will include a new policy for sustainable biomass and biofuels

• EU imported 53% of its energy at a cost of around EUR 400 billion, which makes it the largest energy importer in the world.

• Six Member States depend on a single external supplier for their entire gas imports and therefore remain too vulnerable to supply shocks.

• 75% of our housing stock is energy inefficient. • 94% percent of transport relies on oil products, of which

90% is imported. • Collectively, the EU spent over EUR 120 billion per year

– directly or indirectly – on energy subsidies, often not justified.

• Over EUR 1 trillion need to be invested into the energy sector in EU by 2020 alone.

• Wholesale electricity prices for European countries are at low levels, though still 30% higher than in the US. Wholesale gas prices are still more than twice as high as in the US.

• European renewable energy businesses have a combined annual turnover of €129bn and employ over a million people.

• EU companies have a share of 40% of all patents for renewable technologies.

Review of the energy labelling Directive

• Ecofys report and key recommendations:– revision of the energy label is needed, – market surveillance must be addressed, – Increased support should be given to the

regulatory process (including through the creation of a product registration database),

– methodologies (MEErP) should be updated and

– scope extension should be postponed.

Review of the energy labelling Directive

• Common position paper with refrigeration, air-conditioning and heat-pump industry, GCP Europe on:– EE is top priority and support the EU legislative

framework – Energy label for B2B products is not necessary and

would lead to confusion. Use professional knowledge/expertise of installers

– No installer label at system level (tailor-made solutions, high number of variables, multiple brands, switching of components…)

 Evaluation of national regulations on access to professions

• Up-date and follow-up:– AIE position introduced just before Christmas break – Contact with Commission in February and March– Still working on the revised report and need to check

different information transmitted by Member States.– “I read your position paper with great interest, but you

know that the report will mainly reflect the discussion between the Member States.”

Proposal for renewing the AIE websiteand database

• Request / Idea Allan– Reinforce existing AIE website with ‘Members Only’

Library of Information– To have in addition an ‘indexed output’ that is cross

referenced to other sections on the website ~ annual budget.

– Both resulting in ‘value for money’ service for national associations and no more/less concerns over budget contributions.

– Less ‘clicking’ for members

• ...it’s time to update after 4/5 years– More efficient updating ~ efficient workload– Agree with idea to broaden Members Only and

select the public pages = apart from news, most important to members are working docs and related EU Directives.

– Beholding Home page as major public viewer with news and events/hot topics

– Website are viewed on new Devices – adapted technology (Mobiles, I-pad...)

• Improve members’ only by regrouping pages and creating four majors:– Doc station working groups (GS, PCC, TF’s)

system or request for archive pages?) – if we want to have a result-based system

• Less ‘clicking’ for both parties

– + new ‘sorting widget’ (= functionality) that enables our members to look up documents (= very simplified DMS system on the website). These widgets are placed on pages, sorting on title and date when asked for. It can be run by the administrator and the members.

Report on the Task Force Energy

• List of possible energy efficient measures and ideas of possible financing of renovation

• The Task Force suggests:• To gather case example from other

countries in a basket per sector (tertiary, industry, domestic);

• For this purpose a dropbox will be created (by Oddvin) with an internal structure (also including PEF).

• According to the ‘dropped’ content, the task force will decide what to do with it.
