Review of Scottish Public Sector procurement in Construction report
• Report Paragraph 6.2.32
• Design and whole life costing should be afforded appropriate priority in any construction procurement process. A comprehensive business case and procurement strategy focusing on desired outcomes and whole-life costs should be developed.

Whole life costing
Thinking through the whole life impacts and costs of products or services will help shape the procurement option that best meets the requirements and reduces sustainability risks.

2 versions of the tool
Large orgsSuit organisations with
larger estates (up to 1000 buildings)
- There are over 3000 rows of input data
available
Small OrgsSuit organisations with
up to 40 buildingsEstimate the number of rows you require before use; if you require more than 190, use the Large

• Consider carefully the data resolution – what do you want to be able to do with the data
• Generally, the better the resolution, the better the pattern spotting
• Consider future changes to estate e.g. moving into a new headquarters from 3 existing buildings – you can have a future building operation set to come on line e.g. in 2016/17 and you can close the other three buildings fully or partially over a future timescale
• Again, better data resolution allows more subtlety• Use the ‘User notes’ column frequently

Growth that doesn’t cost the earth.www.resourceefficientscotland.com
• Range of projects should be mapped against the emissions distribution and the future of the estate
• You can use information about buildings, energy consumption of different end uses and technology efficiencies to estimate savings e.g.
• Don’t be afraid to start with estimates that are refined over time
Office – Headquarters
uses 1,130,000 kWh per year
UK-wide data on lighting as end use of
electricity in commercial office
sector = 32%
Estimated savings of technology for
5W LED replacements of
35W halogen spots = 86%
Amount of light fittings to be replaced =
approximately 20%
Electricity saving
62,000 kWh
Getting the most out of the Project List

• How to choose the correct waste category; this might require organisations to check the original DCF carbon factors spreadsheet (waste disposal) to see which factor describes the waste stream/disposal route most accurately
• Some factors we need aren’t available; new factors can be added but this is tricky. However, factors that are not used can be overwritten with alternative factors (ask RES for instructions). Also in the DCF factors, many offer a similar EF for many recycling waste stream
• RHI / FiT revenue does not autocomplete? Yes, it needs to be filled in manually
