Growing Griffith 2030 is a community strategic plan to capture the vision of the Griffith community and list the key goals we, as a community, would like to achieve. This important community document is a blueprint for the cooperative management of our city’s growth and sustainability.

It has been developed as a result of the NSW Government’s introduction of the Local Government Amendment (Planning and Reporting) Act 2009 which was assented to on 1 October 2009 that created what is now known as the Integrated Planning and Reporting Framework (IP&RF).

The new framework recognises that communities do not exist in isolation and that they are part of a larger natural, social, economic and political environment that influences and shapes their future direction.

Neither do council plans exist in isolation – land use and infrastructure planning produces social, environmental and economic outcomes, and vice-versa – they are connected.

This framework encourages councils to draw various plans together, to understand how they interact and to get the maximum leverage from their efforts by planning holistically for the future of the community.

The specific aims of the framework are to:

• improve integration of various statutory planning and reporting processes undertaken by councils as required by the Local Government Act 1993, the Department’s Guidelines and the Environmental Planning and Assessment Act 1979 • strengthen councils’ strategic focus • streamline reporting processes • ensure that the Local Government Act 1993 and the Integrated Planning and Reporting Guidelines support a strategic and integrated approach to planning and reporting by local councils.

This document has been prepared following consultation with the members of the Griffith Community across a period of two years using a variety of methods and was informed by elements from existing and draft strategic documents of Griffith City Council and other organisations within the Local Government Area. 4

Growing Griffith 2030 is a strategic plan which brings the City’s vision into existence. While Growing Griffith 2030 is a document that Council is required to prepare under the Local Government Act 1993, it is not a document solely for Griffith City Council. It is a plan for all who live and work within the Griffith local government area to create a sustainable, thriving community.

Growing Griffith 2030 is a blueprint for the cooperative management of our City’s growth and sustainability. It has been developed with reference to existing strategic plans including the New South Wales Government’s NSW 2021 Plan and the Commonwealth Government – through the Regional Development Australia - Riverina Regional Plan 2010-2015.

The resultant Growing Griffith 2030 is the initial step of the community’s vision for a sustainable future for this community, incorporating the principles of social justice and ecologically sustainable development.

Griffith City Council defines ecologically sustainable development as:

“Development that meets current social, economic, cultural and environmental needs without compromising the ability of future generations to meet their own needs”

(Griffith City Council, 2010, Environmental Sustainability Strategy)

This concept of sustainability evokes a “triple bottom line” approach to sustainability and recognises that we need to link development, protection of the environment and social performance in order to manage ecosystems and natural resources essential for fulfilling our basic standards of life.

These principles also helped to develop the core themes or pillars of Griffith 2030 – Love the Lifestyle, Valuing our Environment and Growing our City - with the inclusion of a further theme based on Civic Leadership – Leading by Example.

Growing Griffith 2030 has also been developed using the principles of social inclusion as outlined in the organisation’s adopted Community Engagement Strategy (August, 2010). Growing Griffith 2030 will be based on the social justice principles of access, equity, participation and rights.

These principles have steered the development of this Community Strategic Plan and helped to ensure it reflects the community’s aspirations and needs.

While the legislative framework for integrated planning and reporting is relatively new in New South Wales, Griffith City Council has been working towards the process for many years.

In preparing this current plan, Council referred to those documents that had already been developed using the concept of integration.

Those key background documents for formation of this plan are: 9 Griffith City Council Corporate Plan (1997) 9 Griffith Growth Strategy – GS 2030 (2000) 9 Griffith Community Action Plan (2010) which included:

• A review of Cultural Revival and the previous Social and Community Plan • Development of a Crime Prevention Plan • Alignment with the local Wiradjuri Community Working Party’s Aboriginal Social Action Plan

Growing Griffith 2030 is central to what we do as a whole community in that it:• Defines the long-term vision our community is working towards• Sets out the priorities for reaching that vision• Sets out principles and values that will guide our community• Provides a long-term structure to define what will be done

As such, Growing Griffith 2030 is the primary document for our community’s future direction and actions. It forms the basis for the planning and delivery of services, not just by Griffith City Council but by Federal and State government agencies, non-government agencies, community groups and individuals.

The key elements of this planning framework are:• Growing Griffith 2030 – The most important strategic document that provides broad based objectives and strategic directions for the whole city, not just Council’s operations.• The Resourcing Strategy - which details the long-term financial plans, asset management plans and workforce planning. All these plans will be based on Council’s Customer Services Plan that identifies the level of service to be delivered by Council.• The Griffith City Council Delivery Plan - Council’s four-year delivery program containing actions derived from Growing Griffith 2030.• The Operational Plan- a resource allocation plan which will contain the annual budget, works program and defined measures. Growing Griffith 2030 and its underlying plans such as the long term financial plan and Customer Service Plans will be the main drivers in the formation of the yearly program/plan. It will identify all of Council’s services and

the key initiatives to be delivered over the financial year.• The Annual Report – will provide an overview of the City’s progress towards the vision. The Annual Report will publish data on the objectives and indicators in Growing Griffith 2030 and Council’s Delivery Plan to track progress towards achieving the vision of a thriving and sustainable city.• End of Term Report – this document will be prepared at the end of each Council four-year term to provide an overview of the progress of the community against the priorities and strategies outlined in Growing Griffith 2030.

Griffith is located in the heart of the Wiradjuri Nation – the largest nation of Aboriginal and Torres Strait Islander people in Australia. Griffith City Council recognises the position of Aboriginal people in the history and growth of Griffith and its surrounding villages. As such, Council acknowledges the Wiradjuri people as the traditional owners of the land and pays respect to Wiradjuri Elders past, present and future.

Griffith City Council also acknowledges the contribution made to this community by the many and diverse cultural groups that have greatly contributed to the social and economic wealth of this region.

The people of Griffith place great significance on the friendliness and sense of family and community that is frequently exhibited by those who live and work within this city. The people of Griffith demonstrate generosity, support, compassion, integrity and resilience. They value our community’s diversity, employment opportunities and the overall environment of Griffith as well as value for money, quality of products, honesty and opportunity.

The vision we have for the future of Griffith is to live in a community that recognises and celebrates the myriad of cultures that enrich the fabric of our society. This community will be one that nurtures itself and its future generations by building on existing employment opportunities as well as expanding local education and health facilities. The overarching aim is to have a happy, healthy and resilient community.

How is this going to be achieved?This vision will be achieved through the implementation of the strategies based on the four core themes of Growing Griffith 2030. Those themes are:• Leading by example• Loving our lifestyle• Valuing our environment • Growing our city

These themes are clearly interwoven and impact upon each other. They are the cornerstone for our community’s progress and success. Civic leadership is a key pillar to establishing an ecologically sustainable future embracing the principles of social justice. As such, it is integral to the ongoing prosperity of our community today and in the years ahead.

In order to develop our vision it is critical we understand the core systems and processes shaping and impacting Griffith.

The core systems are: The local, regional and international trade and industries Our community and lifestyle Our environment, best defined by our catchment ecosystem The current (and future) assortment of infrastructure and servicesThe core processes shaping and impacting Griffith are: Availability of water Economic activities (value adding activities) Cultural diversity and social justice issues Infrastructure delivery and maintenance State and Federal government policies

Overall, it is the people of our community, the cohesion and the big family atmosphere that makes us unique from the rest. It is important our vision contains quality of life, prosperity and connectivity

Vision Statement

The community’s vision for Griffith is captured in this simple statement:

“Griffith is a leading regional centre, embracing its diversity while nurturing a happy, healthy and resilient community, today and into the

future.”

While Growing Griffith 2030 is a long-term document for the future of our community, it is important to have tangible, measurable milestones for the short-term. Achieving these objectives will confirm that Council has moved forward with its plan to deliver appropriate services to the community as well as engaging stakeholders to deliver those programs that are not Council’s responsibility but are essential to the community’s wellbeing.

As local government moves in four-year cycles, due to the timing of local government elections, the milestones within this document will set-out those goals Council intends to achieve by the year 2016. The Plan will then be revisited for the community to determine whether we are on track with the existing plan or whether we need to review and amend some of the key objectives and strategies that have been outlined in this document.

Milestones have been set as Short – less than two years, Medium – three to five years and Long – more than five years.

Our Community’s ValuesOur community provides a “fair go” for all within Griffith by acknowledging, planning for and delivering initiatives to meet the diverse needs of our people.

Our community values underpin the direction we will take to achieve the vision we have set. These same values will guide the way we work together as a community to ensure the outcomes we are striving for will be met. To help guide the course for the community, those elected to represent the community will follow Council’s key corporate principles highlighted in the following paragraphs. These principles will be used to measure all Council’s activities.

Evidence-based We will ensure decisions are based on clear evidence and information.

Sustainability We will take care that our community’s growth is ecologically sustainable to provide for future generations.

Social Justice and Equality We will ensure that services delivered to our community are appropriate, relevant and accessible. In doing so, we will strive to improve everyone’s ability to access new and existing services by developing ways to include those with a diverse range of needs from mobility issues to language concerns, from cultural groups to those faced with socio-economic barriers.

Accountability Through this process we will make ourselves answerable to the communities and the people of Griffith.

Participation We will actively involve the people of Griffith to share in the work of planning the future of Griffith.

Communication We will keep everyone in Griffith informed of and seek their views on what we are doing.

Partnership We will work together with the community and other partners in business and government to achieve our vision for Griffith.

Griffith City Council staff and elected representatives will act as a conduit between the community and other tiers of government to lobby and advocate for the delivery of services to the local community. Council, with assistance drawn from community input, will co-ordinate those responses to ensure that adequate resources and services are available to make certain the community’s goals are achieved.

This section of Growing Griffith 2030 represents a shared vision of sustainability among Griffith City Council and the community. Furthermore, it highlights the Griffith community’s concern for the environment and their willingness to preserve and protect it so it will be enjoyed by future generations.

Growing our City

Griffith has a strong local economy that draws on, but is not completely reliant upon, an agricultural base. Our community provides opportunities for its young people to pursue their chosen career and education options at a local level, while attracting skilled and professional workers from other areas.
