Executive Summary

1. Patel Tonra Ltd. (PTL) was commissioned to undertake an environmental noise survey in the vicinity of the Murphy Environmental Hollywood Ltd (MEHL) Facility at Hollywood Great, Nag’s Head, Naul, Co. Dublin. The noise survey is required on an annual basis in order to satisfy the conditions of the Waste Licence (No. W0129-02) that apply to this facility. This document reviews the survey data and presents it in a form suitable for submittal to the Environmental Protection Agency (EPA) on behalf of MEHL.

2. In line with the requirements of condition 6.12 of the Waste Licence, noise surveys have been undertaken at a number of noise sensitive locations in the surrounding area of the facility. 2017 noise monitoring was conducted on 18th/19th May.

3. During the daytime survey, noise levels exceeded the EPA noise limit values of 55dB LAeq (30 Minutes) as per Schedule B.4 of the Licence at noise monitoring locations N4, N5, N6, N7 and N8. The dominant noise source at all locations, during daytime time surveys, was road traffic along the local road network. Site operations at the MEHL facility were not subjectively audible at any of the monitoring locations.

4. There were no night-time noise emissions associated with the facility as it was not operational during the night-time period.

5. There were a number of noise measurements recorded that could be classified as tones (i.e. the difference in LAeq measured between ‘adjacent’ octave-band centre frequencies being greater than 5 dBA) during the survey, but it was not considered that they could be attributable to the subject site.

6. In light of the results of the noise surveys, it is concluded that the MEHL facility is in compliance with the noise limits contained within Schedule B of its Waste Licence.

1.0 Introduction

1.1 Background 1.1.1 Patel Tonra Limited (PTL) has been commissioned to conduct a noise survey in

accordance with the EPA’s requirements for the Murphy Environmental Hollywood Limited (MEHL) facility at Hollywood (EPA Waste Licence W0129-02), in order to establish whether the facility is operating in compliance with the criteria outlined below.

1.1.2 The noise criteria specified in the Waste Licence are as follows:

Schedule B.4 of the Waste Licence stipulates the following Noise Limits for emissions associated with the development, at the nearest noise-sensitive receptors.

Daytime (08:00hrs to 22:00hrs): 55dB(A) LAeq (30 Minutes) Night-time (22:00hrs to 08:00hrs): 45dB(A) LAeq (30 Minutes)

2.0 Environmental Noise Survey Details and Measured Noise Levels

2.1 Introduction 2.1.1 An environmental noise survey was conducted in order to quantify the noise

environment. The survey was conducted in general accordance with ISO 1996: Acoustics – Description, measurement and assessment of environmental noise as recommended in the EPA published document Guidance Note For Noise: Licence Applications, Surveys and Assessments In Relation To Scheduled Activities (revision, January 2016). Specific details are set out below.

2.2 Measurement Locations 2.2.1 The Waste Licence (Schedule C.2.1) criteria relate to noise levels at five noise

sensitive locations which are indicated on Figure 1. The five locations are described below.

Position N4 is located close to a residential dwelling to the north of the MEHL

facility. Position N5 is located close to a residential dwelling to the west of the facility. Position N6 is located along the local road beyond the southern boundary of

the site at a point close to a number of residential dwellings. Position N7 is located along the local road beyond the southern boundary of

the site, close to a residential dwelling. Position N8 is located along the local road beyond the southern boundary of

the site in the gateway to a dwelling.

2.3 Survey Periods 2.3.1 Measurements were conducted as follows:

Daytime 07:50 hrs to 16:45 hrs on 18th May 2017

Night-time 23:00 hrs to 04:45 hrs on 18th and 19th May 2017

2.3.2 During the daytime survey period the facility was in normal operation. 2.3.3 The weather during the survey period was mainly dry, and cloudy, with a breeze.

Temperatures ranged from 10-15 oC. Wind speeds of 3-4 m/s were noted. The breeze dropped to 1-2 m/s for the night-time survey; temperature dropped to 6-8 oC at night.

2.4 Personnel and Instrumentation 2.4.1 Noise monitoring was conducted by Dr. Conor Tonra.

2.4.2 For the survey, the measurements were performed using a Quest Technologies Sound Level Meter (Type 1) SE/DL and Real Time Frequency Analyser. Before and after the survey, the measurement apparatus was check calibrated (at 114 dB(A)) using a Quest Technologies QC 20 Calibrator.

2.4.3 The calibration certificate for the instrument is included in Appendix 1. 2.5 Procedure 2.5.1 Measurements were conducted on a cyclical basis where practicable. Sample

periods were 30 minutes during the surveys, as per the requirements of the Waste Licence. The results were saved to the instrument memory for later analysis where appropriate. Survey personnel noted all primary noise sources contributing to noise build-up.

2.5.2 Field monitoring records are attached in Appendix 2. 2.5.2 Third-octave band frequency data for all monitoring points is reported in

Appendix 3 to this report. 2.6 Measurement Parameters 2.6.1 The survey results are presented in terms of the following three parameters:

LAeq is the equivalent continuous sound level. It is a type of average and is used to describe a fluctuating noise in terms of a single noise level over the sample period.

LA10 is the sound level that is exceeded for 10% of the sample period. It is

typically used as a descriptor for traffic noise. LA90 is the sound level that is exceeded for 90% of the sample period. It is

typically used as a descriptor for background noise.

2.6.2 The “A” suffix denotes the fact that the sound levels have been “A-weighted” in order to account for the non-linear nature of human hearing.

2.6.3 All sound levels in this report are expressed in terms of decibels (dB) relative to

2x10-5 Pa. 2.6.4 Note that the LA10 or LA90 values are statistical parameters, whereas the LAeq is an

equivalent value recorded over the period. The closer the LAeq value is to either the LA10 or LA90 value indicates the relative impact of the intermittent sources and their contribution. The relative spread between these values can give an indication of the impact of intermittent events on the ambient noise.

2.7 Survey Results and Discussion

Position N4 2.7.1 The results of measurements taken at Position N4 are summarised in Tables 2.1

and 2.2.

measurement period. Occasional noise was recorded of: vehicular traffic noise, noise from overhead aircraft and birdsong/leaf rustle. Site operations at the MEHL facility were not subjectively audible.

2.7.3 The dominant source of noise at this location during the night-time measurement

period was distant motorway noise and birdsong (during the second sample, near dawn); no local traffic was noted during either survey period. Site operations at the MEHL facility were not active during the monitoring period.

2.7.4 The highest average daytime noise levels (LAeq) during this survey were found

during the morning (first) sample; the traffic noise level measured (LA10) was also highest during the morning sample. The highest background noise level measured (LA90) was during the third (afternoon) sample. LAeq, LA10 and LA10 noise levels found in 2017 were similar to those measured in previous surveys.

2.7.5 The highest average night-time noise levels (LAeq) during this survey were found

during the later sample.

period was distant traffic noise ; other notable (occasional) noise sources included: local traffic, aircraft noise, and leaf rustle. Site operations at the MEHL facility were not active during the monitoring period.

2.7.9 The highest average daytime noise levels (LAeq) during this survey were found

during the morning (first) sample, as were both the traffic and background noise

2.7.10 The average night-time noise levels (LAeq) during this survey were higher during

the later sample period; the LA10 and LA90 levels recorded were similar during both samples.

2.7.13 The dominant source of noise at this location during the night-time measurement period was occasional local traffic noise (though there was no local traffic during the second noise sample); other notable (occasional) noise sources included: a dog barking, aircraft noise, and leaf-rustle. Site operations at the MEHL facility were not active during the monitoring period.

2.7.14 The average daytime noise levels (LAeq) were highest during the afternoon (third)

samples; traffic noise (LA10) and background noise (LA90) were highest during the first (morning) sampling period. LAeq, LA10 and LA90 noise levels recorded were similar to those measured in previous surveys.

2.7.15 The average night-time noise levels (LAeq) and traffic noise (LA10) during this

survey were higher during the earlier sample period; the LA90 levels recorded were similar during both samples. Position N7

period was vehicular traffic noise; other notable (occasional) noise sources included: aircraft noise, birdsong, farm-machinery operating nearby, and distant motorway noise. Site operations at the MEHL facility were not subjectively inaudible at this location.

2.7.18 The dominant source of noise at this location during the night-time measurement

period was vehicular traffic noise; other notable (occasional) noise sources included: aircraft noise, distant motorway noise, and a visit from Gardai (during the first sample). Site operations at the MEHL facility were not active during the monitoring period.

2.7.19 The highest average daytime noise levels (LAeq) were found during the morning

(first) sample; the LA10 (traffic) was also highest during the first sample; the LA90 (background) levels was similar throughout. LAeq, LA10 and LA90 noise levels recorded were similar to those measured in previous surveys.

2.7.20 The earlier average night-time (LAeq) and LA10 (traffic) noise levels were

significantly higher than the later sample; the recorded levels for LA90 (background) noise were similar in both periods.

3.0 Discussion and Conclusion

3.1 At locations N4, N5, N6, N7 and N8 the measured daytime levels were in the range of 55dB to 67dB LAeq (30 Minutes); they were 49dB to 68dB in the 2016 survey. These levels (mostly) exceed the daytime noise criterion (of 55dB LAeq (30 Minutes)), however the dominant noise sources during the measurements were passing traffic on the local road network.

3.2 Site operations at the MEHL facility were subjectively inaudible at all of the

monitoring locations during the daytime survey. 3.3 Examination of the 1/3rd octave data (refer to Appendix 3) shows that there were

a number of noise measurements recorded that could be classified as tones (i.e. the difference in LAeq measured between ‘adjacent’ octave-band centre frequencies being greater than 5 dBA). The Daytime tones measured were at: (1) N5 during samples 1 and 3 at 100 Hz, (2) N6 during sample 3 at 100 Hz and (3) N8 during sample 2 at 80 Hz. The Night-time tone measured was at: (1) N7 during sample 1 at 200 Hz.

3.4 There are no records of similar measurements of any audible tones (at these

frequencies) during any of the more recent noise surveys at this facility. No records were noted during the 2017 survey of noise occurrences that could account for these tones found. As the subject site was not subjectively audible from any of the sampling locations at any point during the survey, it is not considered that it could be responsible for the tones recorded.

3.5 It is considered, based on the results of this survey, that this facility is in

compliance with the noise limits specified in Schedule B of its Waste Licence.
