Publication of the Ventilation & Occupational Environment Engineering in Mines text book officially launched at the 10th International Mine Ventilation Conference on the 5 August 2014 at Sun City South Africa.

The Book titled “Ventilation & Occupational Environment Engineering in Mines” was, edited by Prof JJL du Plessis from the Department of Mining Engineering from the University of Pretoria. This is the flagship publication of the Mine Ventilation Society of South Africa and is an update of the previous edition entitled Environmental Engineering in South African Mines (last published in 1989).

Greetings from Incoming Chairman

I want to thank the members for electing me as the MVS Colliery Branch Chairman for 2014.

I’m conscious of the duties and tasks ahead and it is with excitement that I look forward to the coming year.

Hard work, dedication and commitment will be required to live up to the standards that was set by the previous Chairman and committee.

I am proud and honored to be part of an excellent committee that never backs down for any challenge. We as a committee look forward to serve our members and make 2014 an exiting year!!

The Committee arranged the annual Long Visit during August and visited CFW Fans in Cape Town on 15 August 2013.

MOSH: Mine Occupational Safety & Health

The MOSH Leading Practice adoption system was developed to assist industry in its efforts to meet the Tripartite agreed Occupational Safety and Health milestones.

The milestones were agreed to in 2003 and in 2005 the CEOs of the major mining companies committed their companies to achieve the 2013 milestones.

The MOSH Adoption system was developed in 2007 and piloted in 2008.

The Task Force is comprised of senior executives from mining companies. It decides on the major areas of risk to be addressed by the adoption system.

The MOSH Adoption Teams are led by experienced persons seconded to the Learning Hub by mining companies. The teams, which include representatives from the mining companies, are supported by a specialist secretariat.

Leading Practices having the greatest OHS improvement potential are selected at a workshop involving technical experts drawn from the mining companies and other organisations as appropriate.

Exam Question and AnswerMines Rescue Service Provider

16.5(2) For the purposes of regulation 16.5(1)(c) and (d), a mines rescue service provider must-a) be an organisation/institution which has personnel with specialist knowledge and experience in mines rescue and emergencies and which has access to rescue equipment and training facilities, including facilities for Heat Tolerance Testing, Workload Testing and Simulated Training;b) render an emergency rescue service on a co-operative basis;c) provide mines rescue services with emphasis on mobilisation of mine rescue teams, quantity or access to rescue teams, emergency communication, additional emergency resources, back up facilities and transport;d) ensure that any breathing apparatus that may be used by mine rescue teams continually complies with SANS 50145:1997/EN 145:1997 “Respiratory protective devices - Self-contained closed-circuit breathing apparatus - Compressed oxygen or compressed oxygen-nitrogen type - Requirements, testing, marking”;e) ensure that their personnel is competent to check and maintain any rescue equipment used by it in accordance with the Original Equipment Manufacturer’s specifications;f) test and maintain the functional performance of any other rescue equipment used by it in accordance with the Original Equipment Manufacturer’s specifications; andg) ensure that the rescue team members used by them to provide mines rescue services meet the qualification requirements as prescribed in Chapter 22.

3. What are the measures that must be put in place where a main fan is installed where there is a significant risk of a flammable gas or coal dust explosion. 8 marks

1. State the requirements with regards to the number of rescue teams that must be kept on a mine. 8 marks

Employer Responsibility - Mine Rescue Teams 16.5(1) The employer at every underground mine

must-(a) provide and maintain, readily available at the

mine, mine rescue teams, consisting of at least five competent persons, per mine rescue team, in the following minimum proportions determined by the maximum number of persons who could be underground at any one time-

i) where there could be between 100 and 1100 persons underground, at least 1 mine rescue team;ii) where there could be between 1101 and 3600 persons underground at least 2 mine rescue teams;iii) where there could be between 3601 and 8100 persons underground at least 3 mine rescue teams; andiv) where there could be more than 8100 persons underground at least 3 mine rescue teams and at least 1 additional mine rescue team for every additional 6300 persons who could be underground; 2. State the requirements of a Mine Rescue

Service provider as detailed in the regulations. 10 marks

Exam Question and Answer8.6(2) The employer must ensure , where significant risk of an explosion od flammable gas or coal dust exists, that measures are in place to ensure that there is always a supply of clean air to all underground working places. Such measures must include:a) Installing the main fan on surface;b) providing an effective means of protecting the

main fan against damage caused be explosion;c) Ensuring the main fan is readily accessible to

effect emergency repairs; andd) Having a back up system in place to provide

clean air should the main fan become inoperative.

4. State what the regulations specify with regards to early warning systems. 4 Marks

Early Warning Systems9.1(2) Where the risk assessment at the mine

indicates a significant risk of a fire and/or explosion and/or toxic release, that could lead to an irrespirable atmosphere or an atmosphere immediately dangerous to life or health, the employer must provide an early warning system or systems at all working places

5. State what the regulations specify with

regards to ventilation control devices. 4 Marks

Ventilation Control Devices9.1(3) The employer must ensure that polymer

underground ventilation control devices or appliances, which have' the potential for electrical

static discharge-(a) comply with the SABS standard specifications

1287: Part I and Part II; and(b) are of anti-static characteristics when used in

working places wherethere is a risk of igniting gas, dust or vapour.
