History

In 1992, the U.S. Environmental ProtectionAgency launched Energy Star, a voluntary labeling programthat is designed to promote and recognize energy-efficiency in monitors, climate control equipment, andother technologies. This resulted in the widespreadadoption of sleep mode among consumer electronics.Concurrently, the Swedish organization TCO Developmentlaunched the TCO Certification program to promote lowmagnetic and electrical emissions from CRT-basedcomputer displays; this program was later expanded toinclude criteria on energy consumption, ergonomics, andthe use of hazardous materials in construction..

Regulations and industry initiatives

The Organization for Economic Co-operation andDevelopment (OECD) has published a survey of over 90government and industry initiatives on "Green ICTs", i.e.information and communication technologies, theenvironment and climate change. The report concludes thatinitiatives tend to concentrate on the greening ICTsthemselves rather than on their actual implementation totackle global warming and environmental degradation. Ingeneral, only 20% of initiatives have measurable targets, withgovernment programs tending to include targets morefrequently than business associations

Government

Many governmental agencies have continuedto implement standards and regulations thatencourage green computing. The Energy Star programwas revised in October 2006 to include stricterefficiency requirements for computer equipment,along with a tiered ranking system for approvedproducts.

By 2008, 26 US states established state-widerecycling programs for obsolete computers andconsumer electronics equipment. The statutes eitherimpose an "advance recovery fee" for each unit sold atretail or require the manufacturers to reclaim theequipment at disposal.
