Achievements

Air quality keeps improving, with concentrations of SO2,

NO2 and PM10 in the ambient air down by 77%, 24.3% and

42.5% respectively in the past 15 years

� Promote the use of natural gas: consumption up from 300 million to 10.5

billion m3; coal consumption down from 26.78 million to 21 million tons;

17,000 coal boilers and 260,000 household coal stoves in urban area now

use gas;

� Develop renewables, including geothermal, solar and wind energy;

� Encourage the use of exhaust heat from power generation and other

sources are encouraged.

greenbelt areas basically completed

� A 1 million mu (67,000 hectares) forestation program in

3 years, 93% finished

� Forest coverage rate of 40% and green coverage rate of

economic incentives including higher levies on

pollution discharge, 33 new most stringent

environmental standards in China;

� Large scale Public Campaigns for Clean Air;

� Hotlines for pollution control established, public

supervision over polluting activities encouraged.

New Program and Expectation

� 2013-2017 Clean Air Action Plan, 84 air pollution

control programs under way, of which 41 programs are on

energy supply and use, targeting at a 25% decrease of

PM2.5 concentration in 5 years.

� Build and strengthen smoother and efficient cooperation

with local governments in central and eastern European

countries through this meeting; strive to make our cities

cleaner, more sustainable and agreeable.
