Grant program guidelines

About Zero Waste SA

The South Australian Government established Zero Waste SA to promote waste management practices that as far as possible:

eliminate waste or its consignment to landfill

advance the development of resource recovery and recycling.

South Australia’s Waste Strategy

Zero Waste SA’s Waste Avoidance, Reduction and Reuse grant program aims to assist projects that support the objectives of South Australia’s Waste Strategy and the target to ‘reduce waste to landfill by 35% by 2020’ identified in South Australia’s Strategic Plan.

The waste hierarchy

The Zero Waste SA Act 2004 sets out the framework and principles that guide us in the Waste Strategy. The framework is the waste management hierarchy that is recognised internationally as an aspiration framework for sustainability.

It sets out the preferred order of waste management practices from the most preferred to the least preferred.

Aim of the program There is a limit to the reduction in waste that can be achieved through improved recycling rates, as not all waste can be recycled, and material inputs to the economy will likely continue to grow, driven by rising population and increased consumption. Recycling achieves a partial offset of the ecological impact of consumption, by reducing the demand on virgin materials and avoiding the disposal of pollutants. However, initiatives higher up the waste hierarchy can achieve even greater reductions and reduced environmental impacts (see figure 1).

Waste Avoidance, Reduction and Reuse Grants 2011–12

Zero Waste SA developed the Waste Avoidance, Reduction and Reuse grant program to promote and facilitate the more sustainable use of consumable materials and resources. The program will assist in guiding a transition to sustainable resource use within the economy. It is seeking projects that operate at the ‘avoidance’, ‘reduction’, or ‘reuse’ levels of the waste hierarchy and that can reach a large number of people.

Increasing the reuse of materials, reducing the production of waste, and avoiding waste generation represent further steps in the evolution of a zero waste economy.

Zero Waste SA grant funds may be useful for projects, programs and infrastructure that support:

Avoidance and Reduction: design for environment

campaigns, publications, exhibitions, public displays, education and training

leaner production and maintenance, materials substitution and efficiency

sustainable consumption and procurement

Reuse: repair and remanufacture,

redistribution of goods

alternative uses.

Funding priorities for 2011–12 The Waste Avoidance, Reduction and Reuse grants target the following materials:

Food waste

Writing and printing paper arising from the commercial sector

E-waste such as personal computers, printers, televisions, VCRs/DVDs, telephones

Cardboard packaging

Carpet

Leather and textiles (e.g. clothing)

Household furniture

Mattresses

Used or unwanted paint

Industrial residues

Other materials may be considered based on environmental, social and economic benefits and impacts.

Eligible applicantsThis program is open to all organisations that are based in South Australia or that collect, produce, manufacture or sell products in South Australia.

Zero Waste SA welcomes collaborative applications with project partners such as other industry organisations, associations and representatives from targeted market segments.

Project criteriaEligible projects must:

target at least one of the funding priority materials listed on page five

operate at a higher level than ‘recycling’ on the waste hierarchy, i.e. ‘avoidance’, ‘reduction’ or ‘reuse’

contribute at least 50% of funding (excluding in-kind contributions) from sources other than Commonwealth or State Government funds

be carried out in South Australia

have a clear implementation timetable including necessary approvals, commissioning, operation, monitoring and evaluation and be implemented and reported on within 18 months of the grant being offered

can demonstrate measurable outcomes and return on investment.

Ineligible activitiesGrant funds will not be available for:

retrospective projects (activities for which funding is matched must start after applications are received and assessed)

waste avoidance, reduction or reuse activities that are required by law

projects focusing on export/overseas recycling commodity markets

staff development, interstate or overseas travel, conference tours

day to day costs associated with running an organisation

research and development activities

motor vehicles or trucks (specialised collection vehicles may be considered)

advertising costs

salaries of any kind.

Waste Avoidance, Reduction and Reuse Grants 2011–12

Available funding Zero Waste SA has allocated $100,000 for the Waste Avoidance, Reduction and Reuse Grants in 2011-2012. Applications for grants in the range $20,000 up to a maximum of $50,000 (excluding GST) per project are sought. As the grant is available throughout the financial year but must be implemented and reported on within 18 months, applicants are advised to submit an application only when proposals are fully developed.

Open call grants for this program are also proposed in 2012-13 and 2013-14 with indicative funding for these years highlighted in Zero Waste SA’s Business Plan (refer www.zerowaste.sa.gov.au).

Matching the Zero Waste SA GrantThe grants will pay a maximum of 50% of eligible project costs. You must be able to demonstrate that you can, at a minimum, match that funding from other sources (excluding any government funding). You may not include ‘in-kind’ (non-financial) payments as matching funds.

Zero Waste SA reserves the right to waive the requirement for matching funds for community groups and not for profit organisations.

Access to intellectual propertyYou must be able to demonstrate that you have access to any intellectual property necessary to carry out your project. It is expected that in most cases there would be joint ownership between Zero Waste SA and the applicant of any intellectual property resulting from the project.

Privacy and commercial-in-confidence considerationsAll applications will be treated as commercial-in-confidence. Zero Waste SA reserves the right to include third party evaluations as part of the assessment process. Zero

Waste SA has the ultimate discretion in relation to publicity for successful applications. Applicants are not permitted to publicise their projects without the approval in the first instance of Zero Waste SA.

InsuranceFor the duration of the project, the proponent must maintain workers compensation insurance, public liability insurance for a minimum of $10 million per claim and personal accident insurance of $100,000 per participant.

Certificates of current insurance should be included with the application.

Assessment Applications that meet eligibility criteria will be assessed against the funding priorities and the following criteria:

Reach: the extent to which the project reaches a large number of people.

Behaviour change: the extent to which the project helps to guide social change towards models of sustainable consumption.

Waste hierarchy: the extent to which the project applies principles of waste avoidance, and/or reduction and/or reuse.

Multiple benefits: the extent to which the project delivers multiple benefits beyond reduced consumption of resources / materials e.g. deliver social, other environmental and economic benefits.

Financial viability: the extent to which the application demonstrates the financial viability of the company / organisation and the project including relevant experience of the people involved

Innovation: the extent to which the project demonstrates new and innovative approaches.

Timing: the extent to which the project can be implemented and reported on within 18 month of the grant offer (signed grant agreement).

Assessment process and timeframesApplications must be submitted to Zero Waste SA according to these guidelines.

All applicants will be notified by Zero Waste SA within two weeks of submission to confirm receipt of application.

Zero Waste SA staff will determine eligibility and completeness and will screen applications.

Following this initial screening, eligible applications will be evaluated against the assessment criteria.

To assist in that process and in order to ensure that the assessment is as complete and as fair as possible, Zero Waste SA may request additional information from the applicant or include third party evaluations as part of the assessment process.

Projects may be referred to other government agencies for comment.

The Office of Zero Waste SA will recommend projects to be supported to the Board of Zero Waste SA.

The Board determines decisions on the provision of project grants.

It is anticipated that applicants will be advised of the status of their funding application within 10 weeks of submission.

Funding agreementSuccessful applicants will be required to enter into a funding agreement with Zero Waste SA. This agreement will set out the terms of the grant, conditions, payment schedules, project timing, key performance indicators, reporting requirements and other matters.

Zero Waste SA must be acknowledged in all media and promotional activities relating to the project, for example by the statement ‘this project has been partly funded by Zero Waste SA’. All publicity must be approved in the first instance by Zero Waste SA.

A copy of the Zero Waste SA standard funding agreement can be provided on request.

The funding agreement must be signed within 30 days of receipt to guarantee the grant acceptance.
