In order to fulfill the main objectives of the action the following activities were undetaken:
Sub-action 1
1. Evaluation of the suitability and reliability of the administrative registers of MES
The existing registers of the Ministry of Education and Science were investigated in
details.
Administrative registers of Ministry of Education and Science were analyzed to judge their
quality in input data, production process and output. The relevance to the data needs of NSI was
investigated I detail. Information system was studied at first step – relevance of population and
units, relevant keys, relevance of variables, reference dates, rules for updates, usable statistical
domains. The cooperation with expert form MES, responsible for different registers was with
crucial importance. As a result a complete report describing information system (registers) was
prepared, containing the following information:

At next step the project team analyzed microdata from the source – variables, possibilities for
statistical use, duplicates, missing or wrong values in the registers, over and under-coverage.
The following registers were approved for further use for the production of statistical
information:

Register of institutions within the system of pre-primary, primary and secondary
education – public register of the institutions within the system pre-primary, primary and lower
secondary education containing information on each school, kindergarten or service units in the
Republic of Bulgaria, as well as the profiles and professions studied by settlements, type of
school and method of financing;
Register of children and pupils in pre-primary, primary and secondary education – contains personal data on children and pupils covered by the pre-primary, primary and lower
secondary education, as well as data on education conducted;
Register of certificates and diplomas issued for completion of lower secondary and
upper secondary education, as well as for the level of professional qualification acquired –
maintained for documents issued after 1 January 2007. Contains data on: Diplomas for upper
secondary education, Certificates for lower secondary education completed, Certificates for
professional qualification (issued after 1.06.2008), Duplicates of diplomas on secondary
education, Annexes to diplomas on secondary education according to modules under article 59,
Certificates for successfully passed exam on disciplines that are not part of the secondary
education diploma, Certificates for completed basic education, duplicates of Certificates for
completed basic education (issued after 1.06.2009);
Register of recognised documents of Bulgarian and foreign citizens for completion
of basic and secondary education
Register of teachers, directors and other pedagogic staff – contains personal data, data
on personnel category, type of employment, education completed and qualification acquired by
teachers, directors and other pedagogical specialists;
MES is responsible for organisation, maintenance and update of the tertiary education
information system. The last is updated based on data provided by the tertiary education
institutions. According to article 10, para 2, p. 3 of the Law on Tertiary Education, the following
registers are maintained:
Register of tertiary education institutions and scientific organisations – contains data
on main sections, branches and professional fields and specialties available, as well as on
information on estimates (rates) and recommendations based on accreditation procedures;
Register of academic staff at the tertiary education institutions – contains data on the
academic staff working under permanent or another labour contract (civil contract for example)
and foreign lecturers engaged for at least one semester. Data on the administrative staff will be
added at the following stages of Register development;
Register on students and PhD students (actual and with interrupted formal
education) – by educational grades and professional fields. Contains personal data and data on
educational characteristics of students and PhD students;
Register of graduated students and PhD students – contains data on students
graduated educational-qualification degrees “bachelor” or “master” after 1 January 2012, as well

as educational and scientific degree “doctor”. Data is available on specialty followed,
professional field, type of education, as well as scanned diploma.
It was determined that the administrative registers generally are in compliance with the
requirements in respect reliability and accuracy, but also some problems were detected that could
hamper their use.

The main identified problematic issues were:
- Incorrect UINs. Any legal entity in Bulgaria has a unique identification number (UIN).
The same number is used in the statistical surveys as well as in all national registers in Bulgaria.
This allows linking the information from the statistical surveys with the information available in
the registers. Some educational institutions are given incorrect code according to UIN in the
administrative data base and the last cannot be linked to the statistical register. To achieve the
project goals, the Project team prepared and provided to the MES list containing the correct UIN
codes, which was used to correct the information in the MES database. It was agreed that in case
of emergency of new institutions the UIN codes is obligatory to be entered correctly and that NSI
will support updating of the list;
- Incorrect referring of branches of educational institutions was detected due to which the
enrolled and educational staff were referred to the location of main unit. Following the project
team suggestion, some changes were done in the database structure thus allowing branches of
educational institutions and data connected to them to be re-referred to the settlement of their
real location;
- Data on the existing three religious tertiary schools, created under the Law on Religions,
is not included in the administrative registers. Due to some legislative obstacles (only schools
registered according to the Law on Tertiary Education is provided to be included), at present the
last cannot be officially included in the administrative registers and that’s why no agreement is
achieved on their inclusion for the moment. A decision is taken that a compromise solution
should be searched;
- There is under-coverage of PhD students in the administrative register. The last is due to
the fact that some of the scientific institutions given a right to conduct education of PhDs during
the last year are not included in the register. Following the project team recommendation, the
missing scientific organisations were added to the register and during the next data collection,

the respective PhD students will be included. It was taken into consideration that such cases
should be included in due time on a continuous basis.
2. Evaluation of the possibilities for using the MES registers for production of
statistical information for Educational statistics
Possibilities for using the MES registers for production of statistical information for Educational
statistics were evaluated. Currently the administrative registers could provide approximately
80% of the required data, under the Commission Regulation (EU) No 912/2013 of 23 September
2013 as regards statistics on education and training systems (UOE data collection). Thus NSI
could replace the conducted 5 exhaustive statistical surveys with administrative data. However
there are still some issues based on the problems with coverage described above, which should
be resolved. The reference dates for pre-primary and school education are the same for NSI’s and
MES’s data, but there is a difference in the reference periods for tertiary education. The project
team decided that the reference date from the administrative register could be used, as a
compromise, which would not impact significantly the time series.
The compliance with the UOE was checked and following methodological discrepancies were
identified:

The overall conclusion based on the review done is that the administrative registers can replace
partially the NSI surveys and are a basis for filling in the UOE questionnaires (Commission
Regulation (EU) No 912/2013 of 23 September 2013). For the purpose additional tests and
comparisons of data have to be done.
The following issues are to be solved soon:
- Inclusion of the three religious tertiary schools in the administrative registers;
- Adoption of the classification of fields of education and training;
- Addition of new fields in the administrative registers on personnel categories at tertiary
schools and credit student mobility.
Solving these problematic issues will make possible replacement of the NSI surveys with data
from administrative registers.
3. Integration the registers data into IS Demography
Information system Demography comprises the whole process of data collection, editing,
processing and storage of row data, as well as production of statistical outputs on population
number and structures and demographic events in the country (births, deaths, marriages,
divorces, internal and international migration, change of citizenship).
The information is organised in statistical registers of the demographic events. Individual
microdata from administrative sources is uploaded on a monthly basis. These are edited, coded
and validated following classifications, rules and checks settled in advance.
The system maintains a statistical register of persons initially created based on 1992 census data.
The validated microdata on demographic events automatically update persons’ records stored in
the statistical register of persons.
Linkage of data from separate registers is based on unique person identification – PIN (personal
identification number) for Bulgarian citizens and third country national granted long-term or
permanent residence in the country; PNF (personal number of foreigner) for third country
nationals granted continuous residence status; PN (personal number) for EU citizens.
Statistical data on population number and structures is derived from the Statistical register of
persons at 31 December of the reference year. Breakdowns by sex, age, citizenship, country of
birth, territorial distribution (LAU2) and juridical marital status are available.
After 2011 population and housing census, Statistical register of persons is updated with census
data. Variable “Level of education completed” is added, the last derived from the census
questionnaire and referred to the census reference date. Variable coding is done according to
ISCED 2011. Due to different administrative and bureaucratic obstacles, within the period
following the 2011 census up to present days, no possibility is ensured for annual update of the
variable.

Investigation of available information in the information systems of Ministry of Education is
done within the project frame, as well as its usage for statistical purposes. The main results from
the investigation are as follows:
-General overview
Diplomas issued for secondary education (ISCED 3), vocational education after secondary
(ISCED 4) and for tertiary education (ISCED 6 and 7) are registered. Diplomas of Bulgarian
citizens, as well as of third country nationals and EU citizens who have completed secondary and
tertiary education in Bulgaria are registered. Diplomas/certificates issued for basic (ISCED 1)
and primary education (ISCED 2) are not registered.
Diplomas of Bulgarian citizens who have completed secondary and tertiary education abroad are
not registered. Institution responsible for official recognition of diplomas for tertiary education
completed abroad (apostil) is NACID (National Centre for Information and Documentation).
These diplomas are used at labour market and educational institutions. NACID can provide
information on annual basis, which to be used for updating persons’ educational status, but a
coverage problem prevents the last. The problem is due to the fact that official legalization of
diplomas issued abroad is not compulsory for private employers i.e. not all persons issued
diplomas abroad legalise their diplomas in Bulgaria and no information is available if such
legalisation is not done. For the regulated professions, legalisation of diplomas on education
completed is done by the respective ministry or institution (i.e. diplomas of medical doctors are
legalised by the Ministry of Health) and the last information is not available at NACID as well.
NACID maintains register of persons who have ISCED 8 level of education completed, but
personal identifier (PIN, PNF, PN) is not available in it. Due to the last persons’ records cannot
be linked to IS Demography. Meetings and discussions are conducted between experts working
on the project and representatives of NACID on possibility to include persons’ identifiers into
the register, but due to administrative obstacles the last cannot be realised at this stage. The
problem is expected to be discussed again in the future and in case the persons’ identifier is
included into the register, the last will be used to link information with NSI information systems.
Registers of diplomas operate since 2012 and the final data available in IS Demography are
based on 2011 population census, which reference date is 1 February, i.e. there is a period of 11
months, for which data on persons who have completed secondary and tertiary education is not
available.
-Timeliness
Possibility to update persons’ records in the Statistical register of population as of 31.12. is
investigated in order to ensure comparability over the time of variable “level of education
completed” with the rest available persons’ characteristics.
-Content
Persons’ identifier (PIN, PNF, PN) is maintained in the NACID register, allowing linkage of
administrative data on diplomas issued with data on the same persons in the IS Demography
Statistical register of population.

Necessary data for elaboration of a statistical register of diplomas for education completed is
available. There is also coherence between the classifications used by both systems.
-Conclusions
Investigation results show that the information available in the registers maintained by the
Ministry of Education cannot be directly used for production of statistics on population by
education completed, due to lack of information for lowest and highest educational levels. That’s
why additional actions should be undertaken for estimation of missing data, searching of
additional data sources or application of other statistically meaningful methods.
Lacking some data could be also overcome through publication of aggregated information at
lowest and highest levels of education, but the last will decrease the accuracy of output data.
Nevertheless, Ministry of Education registers information will be integrated into IS
Demography. After signing and entry in force of an agreement between NSI and ME, the
following actions will be undertaken:
Data on registered diplomas within the period 2012 – 20хх will be analysed in advance
and processed to identify the highest level of education completed for each person.
Initial upload of the field “level of education completed” in the IS Demography
Statistical register of persons will be done based on data on diplomas registered up to the
moment. Procedure is already elaborated and tested.
Statistical register of diplomas of education completed will be elaborated containing
procedures for data validation, as well as functionality for updating of the field “level of
education completed” in the IS Demography Statistical register of population.
One of the main directions in the development of the national statistical system of the wider use
of data from administrative registers. Use of administrative data considerably decreases the
burden of national statistical offices as well as financial burden for conduction of surveys.
There is also an expected user need for more frequent census-like data, especially on population
topics. Integration of administrative data on registered diplomas on education completed into IS
Demography will contribute considerably provision of information on the population educational
status.
Successful integration of these data will also influence positively the social surveys in the
households and of persons, due to the fact that general population used as basis for sampling is
updated annually with data from IS Demography. Availability of data on education completed
and its annual update will lead to decrease the respondents’ burden and increase the quality of
output data.
4. Testing a procedure for implementing the administrative data on education as an
additional source of information in 2021 Census
In general, NSI of Bulgaria has an experience in usage of data form administrative registers from
2011 Census. During the census, the Population register data, data from registers of the National

Social Insurance Institute and of the Ministry of Interior are used for checking and correction of
the census coverage, as well as for provision of information on economic activity and profession
topics.
In particular, Ministry of Education registers data is used for checking the definition on “Place of
usual residence” of some special population categories and namely “Primary and secondary
school pupils and students and Tertiary students”.
National Statistical Institute of Bulgaria is planning the next, 2021 census as a traditional one,
using two methods for registration - paper and on-line questionnaires.
Following provisions of Commission Regulation (EU) of implementing Regulation (EC) NO
763/2008 of the European Parliament and of the Council on population and housing Censuses as
the technical specifications of the topics and their breakdowns, topic “Education” will be
included in the census programme, covering the following questions:
Educational attainment - refers to the highest level successfully completed in the educational
system of the country where the education was received. All education which is relevant to the
completion of a level shall be taken into account even if this was provided outside schools and
universities.

ISCED level 1: Primary education;
ISCED level 2: Lower secondary education;
ISCED level 3: Upper secondary education;
ISCED level 4: Post-secondary non-tertiary education;

A pupil/student is every person enrolled in an educational programme of formal education according
to ISCED irrespective of the mode of attendance. Formal education includes the educational
programmes implement in the legitimate educational institutions created according to the existing
legal order.
Are you studying at present? – provides information on persons (regardless studying only or
studying and working) enrolled in state, municipality or private educational establishments,
irrespective the mode of attendance who acquire an educational level and/or professional
qualification at its completion.
Are you studying in the settlement you are living in? – provides information on persons
travelling for study on a daily basis to a settlement different from their usual residence.

Are you literate? – provides information on population literacy according to UN definition.
Based on the investigation of information available in the MES registers and possibilities the last
to be used for 2021 census purposes, the following can be concluded:
Regarding the question on “highest level of education completed”. Due to the limitations
detected and namely lack of information on the lowest and highest educational degrees, the
direct usage of MES registers as source of data is not seen as advisable and that is the reason to
decide inclusion of question into the census questionnaire.
Despite this limitation and in order to minimize the respondents burden, as well as to perform
control at self-completion of questionnaires, the question will be included in the on-line
questionnaire as the information will be prefilled in the application based on persons’ identifier.
Information will be used also for overall control of data collected through paper and on-line
questionnaires on the topic “education”.
Regarding the question „Are you studying at present?“ Information available in the MES
registers is quite enough, its coverage and quality are sufficient to identify persons who are
enrolled at educational establishment at the census reference date. The last is the ground to
suggest dropping out the question from the census questionnaire.
Regarding the question „Are you studying in the settlement you are living in?“ There is an
information in the registers on the address of educational establishment and the address of
persons’ residence, as well as on the mode of attendance. In theory, the last makes possible
identification of persons who are enrolled at educational establishment and travel on a daily basis
at the census reference date. Nevertheless, this information will not be gathered directly during
the 2021 census, due to necessity of additional investigation whether and to what extent the
registered residence of a person fulfills the usual residence definition.
Information will be used for overall control of data collected on location of educational
establishment reported by persons and the available data in MES registers.
Regarding the question „Are you literate?“ Even the question on literacy is a subjective one,
there is no other source of data on literacy existing in the country. The last, as well as the
necessity of comparable data between the censuses is the reason to keep the question in 2021
census.
In general, MES registers data will be used like during the previous census for checking
coverage and appropriate application of usually resident population definition for pupils and
students.
5. Testing a procedure for implementing the administrative data as an additional data
source for regular social surveys

Detailed review of the possibilities to used MES registers in the social surveys is done in three
directions:
-public health statistics domain;
-statistical use for core variables in sample households surveys: Survey on income and living
conditions (SILC), Adult education survey, European helath interview and ICT (households);
-detailed review and testing of the procedure for EU-SILC.
5.1. Evaluation of the possibilities for using the MES registers for improving data
quality in the field of Public Health statistics
Bodies of Statistics in the field of public health statistics are the National Statistical Institute, the
National Center for Public Health and Analyses at the Ministry of Health and "Medical
Activities" Directorates of Regional Health Inspections. The activity is performed through
conducting statistical surveys by the two administrations as well as by their regional offices.
The surveys carried out by the two institutions ensure information on the main public health
statistics domains as defined in the Regulation (EC) No 1338/2008 of the European Parliament
and of Council of 16 December 2008 on Community statistics on public health and health and
safety at work:
Health Care Statistics (incl. Health expenditure)
Health status and Health determinants
Causes of Death Statistics.
Health care statistics – non-expenditure data: includes data on health care resources (staff and
facilities) and activities (hospital and ambulatory services). Data are provided to Eurostat in the
framework of Joint Data Collection on Non-monetary Health Care Statistics –
OECD/EUROSTAT/WHO-EUROPE questionnaire. A focal point and responsible institution on
providing data to the three organizations is the NSI. The public health statistics experts work
continuously and try to fill the data gaps on different indicators. Furthermore, continues the work on
improving the quality of statistical information in the field. In this respect different possibilities are
investigated and administrative data sources are studied.
Register of institutions within the system of pre-primary, primary and secondary education
– public register of the institutions within the system pre-primary, primary and lower secondary
education containing information on each school, kindergarten or service units in the Republic of
Bulgaria, as well as the profiles and professions studied by settlements, type of school and
method of financing;
The register was studied as data source on kindergartens in the country. All kindergartens have
medical personal employed, which have to be covered in order to provide data on practicing
physicians, midwifes, nurses.

The NSI carried out an exhaustive survey ‘Crèches’ annually. Detached crèches as well as
groups in kindergartens are covered. Sources of data are detached crèches and groups in
kindergartens. Data on personnel, places in crèches and number of children as well as their
distribution by age as of 31.12. are collected. Crèches are set up to support families in raising
children up to the age of three years and to ensure their normal physical and mental development
in accordance with the Law on Health and Ordinance № 26/18.11.2008 of the Minister of Health.
Crèches are organizationally distinct structures, where medical and other specialists raise,
educate and train children aged from three months to three years. Groups for children aged
between 3 months and 3 years could be opened at daily and weekly kindergartens as the
organization of work there do not differ from the work of detached crèches.
The Register of institutions within the system of pre-primary, primary and secondary education
could be used in order to ensure complete coverage of the surveyed establishments.

The presence of correct unique identification number (UIN) is the most important precondition
for usage of the register as described in details above (see Sub-action 1, 1.).

Timeliness – the register is updated yearly in September. This allows using it for quality and
timely preparation of the survey ‘Crèches’ for the reference year (the information is collected via
electronic form).
Classifications used – standard statistical classifications are not used, but through additional
processing data can be used.
Relevance - data can be used for checking coverage of the survey as well as for quality and
timely preparation of the electronic form concerning public kindergartens.
5.2. Evaluation of the possibilities for using the MES registers for core variables in sample
households surveys
Sample household surveys are conducted in the framework of the European Statistical System on
a harmonized basis and with a high degree of comparability among EU Member States. All of
them are stipulated in the Commission Regulation.

All surveys’ questionnaire contain Background module on demography and socio-economic
status of the respondents. Information has to be collected on the so called Core variables. One of
them is the Highest level of education completed, based on ISCED-2011 classification

Investigation results show that the information available in the registers maintained by the
Ministry of Education cannot be directly used for production of statistics on population by

Demography). Additional actions should be undertaken for estimation of missing data, searching
of additional data sources or application of other statistically meaningful methods. However the
register data could be used for validation procedures (data checks) and as a source for data
imputations.
Further investigations of the data source will be performed in order to prepare procedure for
statistical use of the registers in sample household survey.
5.3 Evaluation of the possibilities for using the MES registers for EU-SILC
The project team choose EU-SILC (which periodicity is yearly) for more detailed review of
possibilities to use administrative data and to test procedures for implementing it.
It is identified that MES registers data can be used for EU-SILC purposes to receive data on the
following target variables:

• PE030: YEAR WHEN HIGHEST LEVEL OF EDUCATION WAS ATTAINED

• PY140G/PY140N: EDUCATION-RELATED ALLOWANCES
Combined method for data collection is introduced in 2016 based on use of CAPI and PAPI
interview. All households and persons from the previous survey waves are interviewed using
electronic devices, representing about 70% of households and persons participating the survey.
At preparation of data entry programme (DEP), part of data from the previous survey waves is
uploaded at the database of the electronic devices. During the interview, the interviewers just
confirm the existing information or make a change if necessary. The availability of individual

data from MES registers will make possible to upload the last in advance, which will be quite
useful in validation of information on income from scholarship received by respondents who
point the last as a source of income. Initial data will be processed and based on the last an
estimation of the reliability of data will be done. Based on this estimation, a decision will be
taken whether to keep questions on education (uploading them in advance for confirmation or
correction by the interviewers) or to drop them from the questionnaire and to use administrative
data instead. If the reliability of data is estimated as good, the administrative registers will be
used in other social survey also.
Usage of administrative data will increase data quality and decrease respondents burden.
Additionally registered data would be used for the special weighting procedure:
The education is one of the most correlated with poverty variables. For that reason, the persons’
education is quite important. The last is also involved in the EU-SILC weighting procedure.
Every person in cross-sectional sample should have an individual weight. For the purpose,
personal base weights need to be created. Calculation of personal base weights is based on the
last year base weights plus adjusting for attrition at individual level. To do the last, response
propensities for each successfully surveyed person must be known. Estimation of these
propensities is based on a logistic regression model and the educational level is one of the
independent variables in this model. In case the information on a person education is missing,
this person should be removed from model i.e. response propensities and weight for this person
will not be available. To solve the problem, the education of a person must be imputed. In such
cases, availability of data on education from administrative sources could be very useful for
correction of missing. This information can be used as an auxiliary variable for calibration of
weights to removing the difference between persons’ education from different surveys.
6. Preparation of agreement for strategic partnership between NSI and MES for the
usage of administrative data.
Draft version of the agreement for strategic partnership between NSI and MES for the usage of
administrative data was prepared and already first round of the coordination procedures was
held. The agreement is modelled as a bilateral contract between two institutions and will be
signed by the president of NSI and Minister of education and science. The agreement covers data
that will be provided from MES to NSI as well as data from NSI to MES. The second round of
the coordination procedures will be performed next month for the determination of the final
version of the agreement.

1. Evaluation of the suitability and reliability of the administrative registers of NRA
and NSSI.
National Revenue Agency information systems were investigated, as well as applicability of data
for the statistical purposes. There is number of indicators and great amount of information stored
there, which can be used in different statistical fields. At the same time, it was determined that
the information available at the NRA databases is provided to the NSSI.
So, in order to spare resources, it was decided that the information needed for statistical purposes
will be derived from the NSSI registers thus avoiding double work of the experts from different
institutions.
That’s why finally data and indicators available at the registers of National Social Security
Institute were also investigated in details. Base on the last, it was decided that the following
information could be used for the NSI purposes:

2. Evaluation of the possibilities for better usage of the NRA and NSSI registers for
production of statistical information. Evaluation of the possible usage of these
registers to replace collecting some variables in the traditional census with a register
based one.
The new agreement between NSI and NSSI was signed. It covers not only detailed list of
information to be exchanged, but also type of data exchange. It is envisaged that individual data
will be exchanged, based on person’s ID (PINs). No direct access to the respective databases is
envisaged, but preparation and upload of the necessary information. For the purpose, both
institution will maintain specialized servers, where the information will be uploaded in an agreed
date and format.
After investigation, the project team decide that admiistrtive registers could be used for checking
the census coverage wit a relative procedure. A comparison will be performed with data received
from the following administrative registers:
• Register of Insured Persons,
• Register of Pensions;
• Register of Unemployed.

Information from those administrative registers will be processed as follows: merging in one
database; check and deletion of doubled records; check of codes according to NACE and ISCO
(national versions); checks of the nomenclatures and codes; re-coding if necessary; checks for
missing record’s elements.
The combined records from administrative registers will be compared with the census micro
database based on persons’ identifier and following predefined rules. As a result, a list of persons
who are not included in the census micro database will be created.
Administrative register will be also used for validation and imputation of the obligatory variables
“Occupation” and “Industry”.
Aditionally administrative data from NRA and NSSI could be used for estimation of the number
of practicing pharmacists in accordance with the Eurostat methodological guidelines and
definitions of the practicing medical specialists (Joint Data Collection on Non-monetary Health
Care Statistics – OECD/EUROSTAT/WHO-EUROPE questionnaire). Currently an exhaustive
annual survey ‘In-patient, outpatient and other health establishments’ is carried out by the
National Statistical Institute. The aim of this statistical survey is to provide data on health
network by type of health establishments, their regional distribution as well as on medical
personnel by specialty and categories. This survey provides information on pharmacists
practicing in health establishments, but all pharmacists practicing in pharmacies are not covered.
After first reciving of the individual data in accordance with the agreement, the possibility for
using a real data from the Register of Insured persons to estimate the number of practicing
pharmacists in the country will be studied in detail.
Furthermore, the data on number of all practicing medical specialist obtained through the NSI’s
exhaustive annual survey will be verified and the possibilities for improving the quality of the
statistical data will be investigated.
3. Testing a procedure for implementing the administrative data as an additional data
source of information for regular social surveys.
3.1. Evaluation of the possibilities for using the NRA and NSSI registers for core
variables in sample households surveys
The registers maintaned by the NRA and NSSI were investigated in order to use them to derived
information on some Core variables applied in population based sample surveys like EHIS,
AES, ICT-HH and SILC.

Conclusions
The presence of correct unique identification number (UIN) is the most important precondition
for usage of all registers maintaned by NSSI as described in details above (see Sub-action 1, 1.).
Coverage – Full coverage of Register “Pensions” and „Register of benefits paid under Code of
Social Insurance“; Register of Insured persons – covers persons with registered labour contracts.
In thes respect, under-coverage is observed.
Timeliness – Registers are updated on continiuos basis, at event occurrence. Information from
Register “Pensions” and Register of Insured Persons is provided to NSI one month after the end
of reference year, the last considered fully satisfactory. As provided in the Agreement signed
between both institutions, preliminary data from the Register of Insured Persons will be provided
on a quarterly basis also. At present these data are not available due to problems with safety
connection between institutions. Timely provision of administrative data will make possible the
qualitative and timely preparation of the sample surveys, which mode of data collection is CAPI.
Classifications used – standard statistical classifications are used. Main disadvantage is the usage
of different NACE and ISCO Revisions in one field. In order to be used, the information have to
be additionally processed.
Relevance - Information can be used for validation and imputation.
As a general conclusion, linkage of information from the investigated NSSI registers and
statistical data is possible based on PINs. However, it have to be taken into account that
according to Core variables definitions, the information on economic activity of surveyed
persons should be collected based on self-determination. In other words, NSSI register data can
be used for validation and imputation of missing information.
Evaluation of the possibilities for using the NRA and NSSI registers for EU-SILC
The project team decide to to test the procedure for EU-SILC, as it collects data for income
(salary, benefits, penssions and other income).
Main purpose of EU-SILC is to collect information on persons and household income necessary
for calculation poverty and social inclusion indicators. In practice, part of the respondents is not
inclined to declare or misrepresent their income for the reference period. The last is mostly

referring to self-employed persons and to employed pensioners. To improve the information
quality and to minimize lacking data, during the last years the NSI experts undertaken actions to
provide data from administrative registers of National Revenue Agency (NRA) and National
Social Security Institute (NSSI). For the purpose, an official letter is sent to both institutions,
requesting individual data. Information requested is as follow:
1. Annual data on retired persons (from register “Pensions” of the National Social Security
Institute)
• size of pensions received – by type and months;
• size of supplements to pensions – by type and months;
• size of extra benefits and allowances received – by type and months.
2. Annual data on persons receiving benefits and allowances under the Social Insurance Code
(register of benefits of the National Social Security Institute)
• size of benefits received – by type and months;
• size of allowances received – by type and months.
3. From the declaration “Data on insured person” by months
• type of the insured;
• economic activity of insured person;
• profession of insured person;
• gross remuneration;
• net remuneration;
• income on which social insurance contributions for the State Public Insurance are due;
• social insurance contributions
• due by the employer (to the State Public Insurance funds)

Up to 2015 data received from NRA and NSSI registers is used for validation of information
gathered through paper questionnaire or to accomplish missing information. In 2016, at
introduction of the electronic interviewing, part of this information was uploaded in the database.
A message was also provided if data from administrative sources is available and the last was
only to be confirmed or corrected in case of discrepancy. Based on the interviewers’ feedback,
the information provided in advance has been used in great part of the interviews.
4. Enlarging the scope of the existing agreement between NSI and NRA, as well as
between NSI and NSSI, with inclusion of new data to be supplied by the two bodies
The agreement already signed between NSI and NSSI on provision the entire information
maintained in the NSSI registers will ensure regular information on persons receiving pensions
(by type and size), as well as information on insured persons (type of insured, insurance income,
size of contributions paid). Concerning the agreement with NRA, data based on the annual tax
declarations is envisaged to be received, thus increasing quality of data on income from rental of
a property or land and income from interest dividents, profit from capital investments in
unincorporated business.
