Indonesia program under Directorate General of Food Crops - Directorate of Cereal (Director Dr. Hasil Sembiring) The following are notes made during discussions with Dr. Hasil Sembiring on October 29, 2014, in Bangkok. Dr. Hasil is over-seeing a large project at the national level. The GOI is investing a lot of funds into promotion of best practices for rice production based on the national guidelines on Integrated crop Management (ICM). The new national initiative is known as GP-PTT (see below). He is keen to have close linkages with our CORIGAP initiative on closing yield gaps and reducing the ecological footprint of rice. GP-PTT project at District level with roll-out of 350,000 ha in 2015. GP = accelerate movement of PTT; PTT = ICM (based on area and includes all stakeholders from MoA & private sector) "Kawasan" PTT (2) = ICM (then progress to PTT 1) 500 to 1500 ha per max 4 Kecamatan in one Kabupaten) (District) [The levels of governance in Indonesia: Province, kabupaten (kota = city), kecamatan, desa] In Indonesia there are 483 Kabupaten, and 34 provinces. The project under the control of Dr. Hasil aims to establish large demonstrations of best practice for rice in different agro-ecological zones. The Directorate of Food Crops is working with dinas pertanian at all levels. The budget goes to province and to kabupaten. The aim is to have impact in order to achieve national and provincial targets. The national target for 2015 for rice is 73.4 million t. (milled); area covering 14.09 million ha of agricultural land with planted area 14.6 million ha. Can we link CORIGAP with GP-PPT to aim to meet targets for particular kecamatan. Select practices based on ICM Currently there is a "robust indicator" of increase yield by 1 t/ha How can BPTP and IRRI add value by providing "good doable" recommendations that have been shown to be effective? Link with Dinas Pertanian (setting up demos) and Extension (training). Each demonstration to be 200-300 ha with farmer group that has strong links with market. Need input into how to strengthen farmer groups. [There appear to be parallels with the small farmer, large field initiative in the Mekong delta of Vietnam] Indonesia needs protocols at each level; both technical and market models. Currently, those farmers involved in the program receive (per ha) 25 kg of extension seed (9720 Rp/kg; general price is 8,000 Rph/kg); 150 kg of urea; 300 kg NPK; 1 t organic fertilizer; they are directed to transplant/direct seed via drum seeder following the legowo pattern (650,000 Rp for labor).Proposed action:Arrange a meeting in January in Yogyakarta with BPTP, dinas pertanian and extension from Yogya and Central Java. Then move to South Sumatra.Possible schedule for January 12-17, 2015:1. Sunday Jan 11: IRRI staff arrive in Yogyakarta2. Monday Jan 12:IRRI staff meet with BPTP Yogya to discuss current CORIGAP project with emphasis on post-harvest issues. At end of day need 1.5 hr to meet with key BPTP staff to review progress under CORIGAP and discuss plans for 2015.(Action: develop LOA: outline of activities, timeline and budget for 2015)3. Tue Jan 13:Workshop led by Directorate of Food Crops attended by BPTP, Dinas Pertainian and extension staff (key staff only) from Yogyakarta and Central Java, staff from IRRI. (perhaps 1-2 key agronomists from ICRR as well?) The aims of the workshop:(i) To share information on initiatives under GP-PTT and CORIGAP(ii) Establish interest from different parties to attend respective field days/initiatives(iii) Explore linkages - with an aim of some joint operations in late 2015.4. Wed Jan 14:AM: Flight to Palembang via JakartaPM: meet with BPTP to review progress in 2014 and plan activities for 2015 (Action: develop LOA: outline of activities, timeline and budget for 2015)5. Thu Jan 15:Repeat workshop for South Sumatra (as per Jan 13)6. Fri Jan 16:IRRI staff interact with BPTP including visit to field site in Kelang delta; meet with University of Sriwijaya late afternoon. (IRRI staff could break into 2 groups; one goes to delta, other meets with UnSri). 7. Sat Jan 17:Palembang to Singapore to Manila

The schedule and rationale for the visit is attached. We wish to do three activities under our CORIGAP collaboration.1. Plan for post harvest activities for 2015 - this may or may not require site visits. Martin to discuss with Arlyna (Yogyakarta) and Budi (Sumatra) what he would like to do in this regard.

2. Review progress for 2014 and plan for 2015. Need half day set aside for this (afternoon of Monday 12 January in Yogyakarta and afternoon of Wednesday 14 January in Sumatra).

3. Conduct workshops on initiatives under GP-PTT & CORIGAP. Yogya - Tuesday 12 January; Sumatra - Thursday 15 January

Aim and tentative program for the 2 separate workshops:Workshop led by Directorate of Food Crops attended by BPTP, Dinas Pertainian and extension staff (key staff only)from Yogyakartaand Central Java, staff from IRRI and staff from ICRR (Nuning has met with Dr. Ali Jamil and hehas nominatedMs. Usyati (Plant Pathologist)and Ms. Gagad R. Pratiwi (Agronomist) to be involved in January2015 workshopand further CORIGAP activities).The aims of the workshop: (i) To share information on initiatives under GP-PTT and CORIGAP(ii) Establish interest from different parties to attend respective field days/initiatives(iii) Explore linkages - with an aim of some joint operations in late 2015.

Comments are welcomed; I will be particularly interested in comments from Pak Hasil and what he would like to get from the workshops. Do we need to have separate presentations from Dinas and extension?

We have three immediate actions:1. Finalize program of the workshops2. Identify where to hold the meeting (BPTP offices?)3. Send out invitations to key people to attend - to be decided by local committee nominated by Pak Hasil and invitations sent from Yogya and South Sumatra BPTPs?
