ROBERT LEFLEY COSTIGAN GRAND FIRST PRINCIPAL

BIOGRAPHICAL SKETCH

Robert Lefley Costigan was born in Calgary, Alberta, Decembe r 19, 1923.

Raised and educated at Herrin, Alberta, he completed his high school education

at Drumheller and Calgary. He served in the Second World War R.C.N.V.R. as a

tele~raphist. He then began his thirty-two year career in accounting with

Royalite Oil and Gulf Oil. He took early retirement in 1980 and for the next

six years was a consultant-auditor in the oil patch. He fully retired in

1987.

On July 8, 1947 he was married to Lois Green of Dinsmore, Saskatchewan . They

have one daughter, Debbie, who resides in Calgary.

He has been a member of St. Matthew's United Church s i nce 1955 and had served

as an Elder for seven terms in the earlier years.

He is a torty-tour year member of the Royal Canadian Legion and the Army, Navy

and Airforce Club, and charter member of the North Calgarian Society as wei I

as a member of the Royal Canadian Naval Assoc i ation of Calgary.

M.E. Companion Robert L. Costigan then introduced the Most Worsh i pful, the Grand Master of Masons of Alberta, David A. Bruce, who brought the greetings of the Grand Lodge of Alberta, A. F. and A.M. He thanked R.E. Companion Robert E. Juthner for introducing him . He gave the Grand Chapter his best wishes in th i s our Seventy-Fifth Annual Convocation. He thanked M.E. Companion Costigan for accompanying him on so many of his visits throughout the Province. He sa 1d it was a great honour t o be able to introduce him at Lodge meetings as the Grand First Principal of Royal Arch Masons in Alberta and he applauded him for the enthusiasm and commitment that he has for Freemasonry a.nd certainly fo r his position as Grand First Principal of Royal Arch Masons. He said, "You have portrayed the image extremely wei I and alI members oi this Convocation should be proud of your outstanding efforts ." He also thanked R.E. Companion Norman F. Oslund for his many kindnesses, support and encouragement while he travel led this Jurisdiction in the Northern part oi the Province. He thanked R. E. Compan ion Tony Aspeslet who accompanied him on all his visits to the Southern part of the Province. He said he was saddened by the absence of his good friend and Brother, Most Excellent Companion Dr. Philip Kendal who had suffered a severe heart attack three or four weeks ago, but who certainly is on the road to recovery. He presented to him his 50 year j ewel in Freemasonry just five weeks ago. He wished us well in this Convocation and p !edged his supper t to R. E. Companion Norman F. Osu I und who would shortly be the Grand First Principal of Royal Arch Masons of Alberta. He said, "To all of IIY Co11panions, as you leave this Convocation late Saturday or early Sunday morning, I challenge each and every one of you with t he zeal and the determination that you have in your hearts , to spread the cement of peace, of har11ony and virtue to a II around you, to Masons and non Masons alike. It will be through your efforts that the beautiful message of Freemasonry, of Brotherly Love, of Relief and Truth will have its greatest impact upon society. Thank you, Most Excellent Sir, for your very kind invitation to be with you on this Seventy-Fifth Anniversart, and may the Great Architect of the Universe bless you all and all your endeavours in life and in Freemasonry. Before entering upon the business of this Annual Convocation, it i s fitting that we pause for a few moment.s in silent prayer and spoken word, to pay tribute to t he memory of those whose 8arthly la.bours have ended and who have entered into their eternal rest.

Almighty God our Father, with whom are the issues of lif e and death, we have come together to honour the memory of our brethren who have gone before. We thank Thee f or the testimony of their lives, for the manly qualities and the brotherly instincts which prompted them. Though they walk no more among us iri the flesh, yet are their spirits with us, heartening and inspiring us along life's way. May their dreams of a better world and a larger brotherhood live again in us and be brought another step toward realization. ln this hour may we be persuaded not only of the immortality of memory, but also of the immortality of the human soul. I present to you the Auditor's Statemen t with a brief review ot the accounts:

The statements reveal excess o f expenditures over income of $1,213 and most of this is attributable to the Jo ss on last year's Grand Convocation . Steps have been made to minim iz e the possibility of this recurring in the future. There has been an improvemen t in the receipt of chapter dues wi t h only $2,061 outstanding on Feb ruar y 26t h of this year as compared with $4,755 las t year. I trust that next year t hat will be a zero figure. The Companions' equi ty during the year reduced from $59, 663 in 1988 to $58,471 in February, 1989 but this, of course, is a very neg! igible difference. The sale of supplies, dues and interest are the main sources of revenue - a total of $25,899 received this year. Supplie s for resale, t he Grand Convocation, honorariums, office supplies, postage a nd printing are the largest expenditures with total expenses being $25,912. This accounts for the Joss I mentioned of $1 ,213.

1./ith respect to the You t h Endowment Fund, our Capital Fund increased from $18,885, a year ago, to $20, 172 at the end of February. Interest received during the year was S2,292 and grants were made total! ing $2, 750. The intarest to date , since the f und started, amounts to $10,419, Jess total grant s made to tha end o f February of $8,455, leaving $1,954 in tha interest account sti II tor distribution. As a matter of interest, the figure at th e end of April amounts to $2, 114 .

REPORT OF THE GRAND SCRIBE EZRA

Mos t Excellent Grand First Principal, Officers and Exce ll en t Companions of this Grand Chapter:

I present herewith my report for the year ended February 28 , 1989 .

Last year in my report, requested that the Scribes E submit their Annual Returns to this offic e by the ti me required by the Constitution, Januar y 31st. Thi 1; year e I even of twenty seven Chapters, or 48" did not do this. Two returns were not re ceived ti II March 31st, and one was received in Apri I. Companions, again I ask you to prepare your returns well in advance so that they may be in my hands before the end of January. Late filings create many prob l ems in this off ice and delay t he preparations tor the Grand Chapter Annu~l Convocation. I suggest that if a late iiling penalty was possibly imposed, there may be an incentive to speed up their submissions. In addi t ion, the Grand Super intendent s could monitor the Chapters in their Dist ricts to ensure that this is done.

Thls Grand Chapter co ntlnues to experience losses in membe r ship, and this year the net decrease is sixty. Six Chapters gained a total ot twenty-six members,

nineteen Chapters lost a total of eighty-six members and two Chapters remained static. There is, however, a bright spot in that Hi! !vue Chapter No.15. Hanna Chapter No.28 and Lebanon Chapter No.38 each increased their net membership by 10" or more and will be receiving a Certifieate attesting to that at this Grand Convocation. In addition, it should be noted that admissions were greater by twenty-four from the previous year. If the Chapters were able to control the number of Demits and Deletions, our membership would not decrease at as great a rate. Last year the total of these t•"o categories amounted to 116 members.

It has come to my attention that some of the Chapters are not directing ai I of their requirements for regalia and other items through this office. In order to ensure that the standards of our regalia remain identical among the Chapters, i t is necessary that it be ordered through this office. The revenue of the Grand Chapter is derived from sales to the Chapters and without it. per Capita dues would have to increase dramat ically .

The financial report will be presented by the Grand Trea.surer, but I should note that for the first time in many years there is a deficit i n our operations. \lhile it is not great, most of the loss was due to a deficit of $1,151 in last year's Grand Convocation, and should not appear again in t he current year.

I want to t hank the Scribes E of the Chapters for their untiring efforts on behalf of their Chapters. A good Scribe E is the backbone and guiding light of his Chapter and seldom receives the credit he deserves. R.E. Companion Arthur L. Swindells has been most co-operative in his assistance to me and I thank him most sincerely for his expertise in keeping our financial records in excellent condition. R.E. Companion \/alter Paylor, our Grand Registrar, is always eager and wi II ing to give me whatever assistance l may require, and l am very grateful for his support. This is t he sixth consecutive year that M.E. Companion Robert L. Costigan has supplied the recording equipment for our Grand Convocation as well as at the Executive meetings in Red Deer, and this has helped immensely in retaining a permanent record of our Annual Convocation. Thank you, Most Excel lent Sir.

the Grand Chapter year of 1989-1990. 3. The Proceedings for the Grand Chapter Annual Convocation of 1989 be

printed. 4. The per capita dues for 1989-1990 remain at S3.00. 5. A budget for the Grand Chapter Convocation expenditures be prepared

and presented to the Audit and Finance Committee in sufficient time prior to the Convocation for the Committee to study it.

6. As far as possible, pre-registration of at I Companions and Ladies. 7. Pre-sale of the tickets to the various functions, with no ticket sales

at the Convocat i on. 8. The ticket price be set to cover the cost of gratuities and

complimentary courtesies. 9. Detailed account s of Grand Convocation expenditures be submitted to

the Grand Scribe E.

In addition we present the following suggestions to the Grand Third Principal when arranging fo r Grand Chapter Convocation:

I. Establish the cost of the Music Tariff Fee with the hosting hotel. 2. Establish the cost of the Public Address System with the hosting

hate I. 3. Wine at the head table should not be provided by Grand Chapter. 4. Table Centers for the Ladles' Luncheon are traditionally donated by

the Grand First Principal. 5. Coffee and so f t drinks supplied by Grand Chapter at the Registration

desk only to those working at the desk. 6. Reistratlon fee was Instituted to cover, in a large part, the cost of

meeting rooms and not entirely for the cost of the Friday evening reception .

I have prepared the accompanying Balance Sheet as at February 28 , 1989 and the

statement of Revenue and Expenditure and Receipts and Payments for the year

then ended from the records of Grand Chapter of Royal Arch Masons of Alberta

and from other information supplied to me by the Grand Scribe E. In order to

prepare these financial statements I made a review, consisting primarily of

enquiry, comparison and discussion of such information. However, in

accordance with the terms of my engagement I have not performed an audit and

consequently I do not express an opinion on these financial statements. I did

not confirm balances due from or to Constituent Chapters at February 28,1989.

The Trust Fund - Youth Endowment Program derives a portion of its revenue from

donations. Verification of these donations was limited to ensuring that

amounts recorded as received were deposited in the Trust bank Account.

M.E. Comp. David Volkman, D.G.H.P. Northwest Region, Genera l Grand Chapter of Royal Arch Masons International brought greetings f rom the General Grand High Priest, M.E. Comp. Albert A. Remington I I I and said he was particularly pleased to note that we were celebrating the 75th Anniversary of this Grand Chapter and he was a I so ab I e to preside ove r t he Grand Chapter of Idaho' s Diamond Jubilee in 1983.

He spoke on the General Grand Chapter being a service organization to provide services to those Grand Chapters which are in the constituency of the General Grand Chapter. Their philanthropy in the Royal Arch Research Assistance which provides research into the cause of auditory perception deficiency. The General Grand Chapter also provides some medals, as follows: the Bronze Award is designed for those who have served in the Royal Arch with distinction without going through the chairs of the Grand level. There are ten Si Iver medals for the General Grand High Priests to award each triennium throughout the area of the General Grand Chapter- one medal f or each of the seven regions, three held in reserve as silver medals at large. Those are given out at his discretion. If a Grand Jurisdiction has a feeling that they have a Companion who qualifies for this exceptional award, a nomination is sent to the D.G.G.H . P. for that region. There is also a program of certificates for

membership increase . They also publish the Roya l Arch Magazine.

He presented a Commission of General Grand Ambassador to M.E. Gomp. Allen L. wadstein as personal representative and ambassador for the trienni al, September 1987 to August 1990, to fo ster and promote the spirit of goodwill, brotherly love, fraternal courtesy and ties between the Grand Chapter and the General Grand Chapter keeping them strictly informed of the progress of Cap itular Masonry in the Jurisdiction to which he is credited.

He presented M.E. Camp. Robe rt L. Costigan with a Past Grand High Priest Certificate and a Past Grand High Priest pin- the first one in the Prov ince of Alberta.

REPORT OF THE COMMITTEE ON CAPITULAR MASONRY

To The Most Ex cellent the Grand First Principal, Off icers and members of this Grand Chapter:

Your Committee has reviewed the reports of the Grand District Superin t endents for the year 1988-1989 and reports as follows:

DISTRICT 11

R.E. Camp. Frank Gerzanich reports t hat he observed degree work at several Chapters on his official visits.

These he evaluated as being well done. He commends the Edmonton Chapters for their inter-chapter visitation and regrets that, living at Grande Prairie, he was too far away from these Chapters to be a regular visitor to their meetings.

He reports that although Wapiti 134 has had attendance problems, the new slate of off icers appears to have begun a resurgence which he hopes wi 11 continue through the next few years.

District 11 held a church service at St. Mary's Anglican Church in Edmonton. This event was wel 1 attended by area Companions.

The District meeting was held at Grande Prairie, on which occasion , R.E. Camp. Raymond E. Burke was elected as Grand District Superintendent for 1989-1990 and Companion E. Elston was elected as District treasurer.

DISTRICT 12

R.E. Camp. H.J. <Bert> Dueck reports that he visited each of his Chapt ers officially during the year and although the majority of the Chapters in his District are fairly active, he notes that Eheyeh 127 has a serious attendance problem which must be rectified if the Chapter is to survive . He also adds that even though Hanna 128 has had a good influx of new members the attendance is "spotty". He feels that more frequent, regular meetings - rather than three or four a year - would increase t he interest and encourage re gular attendance from the members.

The District meeting was held on October 8, 1988 and V.E. Camp. Mel Quantz of Lebanon 138 was elected as Grand District Superintendent for the ensuing year.

DISTRICT 13

R.E. Camp. Bryce Dougan reports that he made official visits to each of his Chapters as well as many unofficial ones. He reports that Otuskwan 19, the

largest Chapter in Alberta, is very active but that the attendance does not reflect the membership size. Assiniboia *3 requires new members to encourage the active participation of the current membership. Bow Valley ij)Q has very serious attendance problems and is currently considering the option of amalgamation with another Chapter in the District. In this matter, it would be wise for the officers to seek advice from the Grand Executive through the Grand Scribe E's office.

The District meeting was held at Strathmore. A decision was made to establish an office of District Treasurer, and a fee of $.50 per member was to be assessed in order to produce needed funds. V. E. Camp. Art Montgomery was elected as Grand District Superintendent for the next year.

DISTRICT •4

R.E. Camp. John Drysdale reports having had a very active and pleasant year as G.u.S. of District 14. All his area Chapters are functioning well, with only Kether •6 being a question. Since this ia.tter Chapter has had an influx of new members, he hopes that this wi II cnfuse interest and new activity into that Chapter. He recommends, also, that all Chapters try to be innovative in their approach to meetings so as to increase interest and member participation.

The District meeting was held in Calgary on October 15, 1966. The District Treasurer's report was submitted with recommendation that a $1.00 assessment per member in the District was sufficient to cover approved expenses of the G.D.S.. Ex. Camp. Curtist M. Osborne was elected G.D.S. for 1969-1990. A collection for the Youth Endowment Fund was taken.

DISTRICT #5

R.E. Camp. Kenneth McCrea reports having visited each of his Chapters officially and having attended them each again on the occasion of the visitations of the Grand First Principal, M.E. Camp. R.L. Costigan. He too decries the attendance in this area but comments that smal I numbers of dedicated Companions do keep each Chapter functioning in good order. He states that Mount 01 ivet H7 has good attendance, is innovative in the meetings and has had a resultant increase in the number of Companions at the meetings.

He strongly urges more inter-Chapter visitations. A highlight in the District is the "camp-out" weekend held annually in early July - a function to which all members of t he fraternity are cordially invited.

The District meeting was held on October 29, 1966 and R.E. Camp. Art Measor was elected as the incoming Grand District Superintendent.

COMENTS:

1. The Grand District Superintendents submitted comprehensive accounts of their year's activities which had to be summarized for t his report. We stress again that their activities must be reported at the Grand Executive Meeting in February with written copies for the Grand Scribe E and for the Chairman of this Committ..e.

2. Reaffirmation Sunday is annually proclaimed by the Grand First Principal. Each G.D.S. should encourage the Chapter officers in his District to organize such an event and he should be an active participant in these services.

3. Each G.D.S. should advocate and include in his report, any outstanding activities within his District.

4. As the leader in his District each G.D.S. might suggest innovativE! approaches to Chapter meetings to encourage member participation. Some of these have already been successfully tried, such as inter-Chapter degree work,

Your Committee reviewed the decision of the 1986 Grand Convocation ~o~hich

decreed that the 1973 Edition or the Ontario Ritual !Work) be adopted for use in Alberta, nohithstanding the questionable logic of that decision, in that the 1983 Edition incorporates many valuable improvements.

The Committee considers that Grand Chapter is bound by its decision. lt also considers that the Committee has the authority to recommend changes for t he i mprovement of the Ritual for consideration of Grand Chapter and will proceed accordingly.

Some discussion has been undertaken with a printer who has provided several samples of the print which migh t be used and we ;;,re now seeking the cost of printing per one hundred units. The decision regarding purchase would be made by Grand Council who might consider:

al should only a limited number of copies be printed until revisions are approved?

bl should a larger quantity be purchased, at a lower unit cost, to be amended eventually by "stick-in" amendment pages ?

As Chairman of this Committee would first I ike to thank all those who contributed to this report for once more we had soma gains. Spacial thanks to R.E. Camp. Pater Halkett for while he was Chairman of this Committee, he gave it new life. Some of us have no luck in corresponding with our counterparts in other Jurisdictions. On the other hand, several have been more fortunate.

I had telephone contacts with M.E. Camp. Mark Hanna in Brit i sh Columbia who kept me informed.

R.E . Camp. Peter Halkett again reports excel lent contact s with his counterpart i n Queensland, Australia.

R.E. Camp. Vic Ramsbottom reports he is almost one of the tami ly with his Companions in California.

Due to his il I ness, H. E. Camp. AI len ~adstain and his wife, Lorna, ware unable to attend the Grand Chapter of Idaho in Lewiston.

R.E. Camp. Bergman went to a great deal of work and travel with his counterpart in Switzerland and we really appreciate his efforts.

R.E. Camp. Lawrence ~ebb has had successful contacts wi t h Nevada and also a most interesting visit to Australia.

R.E. Camp. Marvin Kuykendall of Medicine Hat en j oyed his visit to ~est Virginia and his visit with Companion Jonas. R.E. Camp. Kuykendall is in hospital this weekend and we wish him a speedy recovery and good health.

~e have some Companions who wish to be relieved of their appointments. These are: R.E. Camp. Paul Thomas, after many years in his appointment to South Dakota, wishes to be relieved. R.E. Camp. ~.A. Campbell, representative for Mississippi, wishes to be relieved of this appointment. E. Camp. T. Brown wishes to be rei ieved of his appointment to Delaware . E. Camp. R.H. Hi lis wishes to be relieved of his appointment to Alabama.

Our Committee recommends that these wishes be granted.

R.E. Camp. Jesse Carr, representative to Greece, said that he has had language problems as representative for Greece and would be most willing to step aside in favour of a Companion who speaks Greek. ~e feel that this is a reasonable request.

H.E. Camp. James asked H. E. Coap. Costigan if he would request J.ny visiting representatives to stand who had not already been identified. Two Companion~ from Sister Jurisdictions were acknowledged .

As has been done in the past four years, a letter was dispatched to every Chapter in the Jurisdiction of Alberta, on September -3, 1988, through the office of our Grand Scribe E, requesting nominees for the General Grand Chapter International Bronze Award. This award is designated for a Companion of no rank, on the side I ines, who has no aspirations for Grand Rank, but who has rendered exemplary service to Royal Arch Masonry, his Chapter, his Craft Lodge, his Community, his Fellowman and his Church.

Two names were submitted for this award, those of Companion John <Jackl Clifford McCuaig, member of North Star Chapter No.2, who lives at 7816- 158 Street, Edmonton ; and Companion Jim Carswell, from Assiniboia Chapter No.3, Medicine Hat, Alberta.

Both their resumes of accompl i shments are avai I able for your information. Your Committee had a very difficult time choosing between these two worthy Companions. lie wish that we could honour them both, but, that is not our task- we must come up with only one nominee. lie did this by unanimous vote of the entire Committee.

The Companion that was selected was John Jack Clifford McCuaig. General Grand Chapter International Bronze Award winner for 1989. and congatulate him, a distinguished and worthy Mason.

The second award is the Grand Chapter of Alberta, Distinguished Service Award, pr esented to a Companion of Rank who has rendered outstanding service to Capitular Masonry and who has all the necessary qualities mentioned in the first award.

Three names were submitted for this prestigious award as follows:

My Dear Companions:

It is with a great amount of pleasure and a distinct privilege, that I extend a hearty welcome to alI Royal Arch Masons to this Seventy-Fifth Annual Convocati on. In this our Diamond Jubilee year we should all reflect upon and cons jder the great pleasures we have received from this our Royal Craft. From its stormy beginning in 1914 to the present day of its 75th year, fioyal Arch Masonry in Alberta has had its many ups and downs, but we have progressed over the years to the vibrant craft of today.

I extend a hearty and cordial welcome to the representatives of the twenty seven subordinate Chapters in this Grand Chapter of Alberta. Many of you are attending Grand Chapter for the first time, and we sincerely hope that you enter into the proceedings of this Convocation. As members of Grand Chapter, it is your privilege and duty to exercise your district franchise in the best interest of the order.

\le feel highly honoured in having with us many distinguished guests from Sister Grand Jurisdictions and other Grand bodies of the Masonic family. We thank you for taking time from your busy schedules to be with us and l extend to you, the warmest of welcomes to our fair City of Foothills. \le hope that your stay with us, brief as it may be, will be pleasant and enjoyable. The time has come that I must de liver to you my report of stewardship to this Grand Chapter. One year ago I received from your hands, one of the greatest gifts that can be bestowed upon a_ny Royal Arch Mason. You honoured me by electing and placing me in this Royal chair, culminating two great years as Third and Second Grand Principals. I have endeavoured to justify this great privilege by being in touch with every Chapter in Alberta at least once, with several local Chapters receiving additional visits.

NECROLOGY

During the past year our order has suffered grievous losses in the promotion to Grand Chapter Above of many of our dedicated and stalwart Companions, who had devoted so much of their time and t a le nts to our betterment and to the good of the Order. ~e a r e greatly grieved by the untimely passing o f one of our most revered Past Grand First Principals, M.E. Companion Char les M. Laverty. His devotion to our cause and his con tinued service has le~t a great void, and his sharp wit and his eloquent responses that he gave s o often at our Grand Convocations, wil I be sorely missed. The other Companions with whom many of us had a great rapport a nd whose expert guidance many of us her e today profited thereby, was Edward H. Rivers, The Grand Secretary of the Grand Lodge o·f Alberta for many years. lola shall revere their memory. The Memorial Tribute given by our Grand. J, R.E. Companion A.D. Aspeslet last evening, with each Chapter participating in this time honoured event, was a great tribute. Invi tations were received to attend the following Convocations: The Grand Chapters of British Columbia, Saskatchewan, Manitoba, Canada in Ontario, Nova Scotia, Idaho, Washington and the General Grand Chapter Northwest Regional Conference in Boise, Idaho.

was pleased to visit the Grand Chapter of Saskatchewan at Estevan, accompanied by the Grand Scribe Ezra, M.E. Companion S.H. Scott and his wife Phy!! is. For two days, May 27 and 28, 1988, my wife Lois and I. and the "Scotts•, were royally treated and we left feeling that our stay there was most pleasant and productive. I was honoured by being elected as an Honorary Past Grand First Principal of Saskatchewan, which I was pleased to accept.

I accepted the invitation of the Grand Chapter of Montana on June - 4 , 1988 and the •scotts• and "Costigans• were honored guests of their Grand York Rite sessions held in Bi I I ings, Montana. Montana and Alberta have many thin gs in common, what with the common bonds of oil, cattle, farming, and fraternally, with the great love of Masonry, the ties that bind our two great Jurisdictions a re strong. lie were in troduced in full form by M. E. Comp. C. Tesch, Past Grand High Priest of Montana, who is a frequent visitor to this Grand Jurisdiction. ~hile in Montana we were in attendance at the Grand Council of Cryptic Rite Masons and The Grand Commandery of Montana.

A brief stop in Lethbr i dge on our way home enabled us to attend the opening ceremonies of the Grand Chapter of the Order of Eastern Star. I was given an opportunity to address their assembly, thanking t hem for their kind invitation and expressing a few thought s on mutual concerns- that of declining memberships.

On June 10, 1988, attended the Grand Chapter of British Col umbia in Vancouver. I was warmly welcomed at their Official Opening and received an Honorary Membership into their Grand Chapter. The bond of fraternity remains strong between our two great Jurisdictions and harmony prevails.

I regret that I was unable to attend to all of the invitations but in each case, they were notified of my inabi I ity to attend and given my regrets . In some instances 1 was able to assign someone to represent me on behalf of this Gr and Jurisdiction.

I was most pleased to be Introduced at the Grand Lodge of Alberta as the Grand First Principal of Alberta and then to take my place as Grand Historian and Past Grand Master of the Grand Lodge of Alberta A.F. ~ A.M.

I was p leased to accept the invitation to be present at the Official Opening of the Grand Bethel, International Order of Job's Daughters, in Medicine Hat 3nd was greatly pleased to make a present,.tion of a cheque in the amo•.mt of S500.00 to be used by the Alberta Job 's [,aughters, on behalf of ou r Y~uth Endowment Fund.

Although inv i tations are not exchanged, a. group of Royal Arch Masons irom Alberta, makes an annual pilgrim<>.ge to Montana each February , to partake in the George \iashington ceremonies in the-.t Jurisdiction. This year , a iull bus loa.d of Royal Arch 11asons and their wives, and others who travelled by ca r, were hosted by the Companions of Conrad, ~lantana. The Canadians exemplified the M.M.M. degree while the Americans put on the P.M.'s Degree and the M.E.M. and Royal Arch Degrees. Upon being officially re>ceived, I brought gre>etings on be half of the Companions of all Alberta. The Companions of Montana have promised a reciprocal visit in October of 1989.

HONOURS RECEIVED

I am very pleased to report that I was in receipt of two great honours during my term as Grand z. The first was in Seattle, \iashington on July 29, 1985, when the York Rite Sovereign College of Nor th America conferred upon me the Order of the Purple Cross. The next great honour occured in Vancouver, September 8, 1988, when the Supreme Counci I of the Ancient and Accepted Scottish Rite for Canada Coronetted me as Honorary Inspector General of Supreme Counci I 33 degree. Both of these honours I humb I y accepted and was recognized i n each instance as the Grand First Pri ncipal of Royal Arch Masons of Alberta.

I received two honours from my Companions in two Chapters in Alberta. On May 18, 1988 I was elected for honorary membership into The Hiram Chapter No.19 in Youngstown, Alberta, and on February 28, 1989 I was honoured to receive an honorary membership from the Companions of Mount Olin•t Ch~.pter No.17 in Camrose , Alberta. I shall cherish these two memberships always.

Each District meeting was well conducted a nd wei I attended, with the Companions indicating their continuing interest by the interesting questions asked and by the constructive discussion that followed the excellent talks given by our Grand Lecturer V.E. Comp. Robert E. Juthner. Each talk was individually unique in that each was timely and appropriate to current situations. The District t5 meeet ing in Vermilion provided spirited discussion on the issue of dec! ining and del iquent membership. Perha.ps th" Dis trict report wil I enlarge upon this instance.

R.E. Companion Kumlin was elected to Grand District Superintendent for District t3 in October of 1987 but, because of ill health, and on doctor's orders, s ubmitted his resignation. R.E. Compan ion Bryce Dougan, Grand District Superintendent 1987-1988 had suff ered serious burns as a result of il

farm accident and was unable to complete many of his visits. Owing to the resignation of R.E. Comp. Kuml in, an emergency District Meeting was held fo r District 13 and R.E. Companion Dougan was elected and installed at the Grand Convocation in May, 1988.

During the course of the District Meetings and other meetings, I had the great pleasure of watching ou r Grand Superintendents in action and I would, at this time, like to congratulate each one of them on the superb manner in which they have represented their Districts and this Grand Chapter. I am pleased to confirm their elections and I wish for each of them a most pleasant, rewardi ng and productive year of service to this our Royal Craft. Although the District meeting is intended to be a day in which the G~and District Superintendent is the predominant figure, it is my thought that the Craft appreciates the attendance of Grand Officers. I chose, therefore, to attend all District meetings in order to meet and greet as many of the Companions as possible.

VISITATIONS

On the assumption that would be elected a Grand Z, plotted my Official Visits to each Chapter and received confirmation from most of them. There were several last minute changes after 1 had printed an itinerary and subsequent dates ware sat. I was able to visit the complete number of twenty-seven Chapters on their regular meeting nights, thus having the best opportunity for a maximum attendance. The weather cooperated superbly and I was able to complete a! I visits by December 15. I have had the great privilege to be appointed as Grand Historian .of t he Grand Lodge of Alberta for the past several years and my mandate is that I should accompany the Grand Master on as many of his visits as possible. I have followed this commission by attending meetings with Most Worshipful Brother David Bruce on numerous occasions and was introduced i n each instance as the Grand First Principal Royal Arch Masons of Alberta, thus solidifying our ties in the Masonic family.

might add here that each Representative has a responsibility that charges him to contact his counterpart and submit a report to the Co mm ittee on Fraternal Correspondence each year prior to the Executive Meeting in February. Fai 1 ing to attend to all communications wi 11 put commission in jeopardy and by missing more than two Convocations wi 11 cause his Representative Status to cease. 1 would remind all Representatives to sign the "Representatives Register."

APPRECIATION

For several years now we have been working on a Ritual t hat would be satisfactory to all the Companions in this Grand Jurisdiction. We had hoped at one time to have a Ritual that was uniform in content for all Western Provinces. Under the Chair manship of Most Excellent Companion Jack Lee, an extensive study was made with each Province, and in each case, the various Jurisdictions decided not to change. It was then decided to go it alone. After many months of dedicated effort, a rough draft was prepa red. But, this was put aside when a new , revised version of the Grand Chapter of Canada in Ontario Ritual appeared on the scene. This 1987 version could be made avai !able to us at a reasonable cost, but it did •liminate a great portion of the Opening and Closing Ceremonies, which proved· unpopular with many of the Companion&. At our 1988 Convocation a motion was passed to reprint the 1973 Ritual of the Grand Chapter of Canada in Ontario. The current status of this Ritual will be expressed in the Report of the Committee on the Work.

Most Excellent Companion Lee felt that he had fulfilled his duties in trying to establish a unique Ritual for Alberta and felt that because of ailing health he would tender his resignation. I accepted it with much regret and 1 now wish to thank him publicly for his dedicated service

over the many years that he has been Chairman of the Committee on The work . The current Chairman of this Committee is M.E. Companion Tyler.

I am also deeply appreciative of the hospitality of all t he Chapters in the Province while on my Offic ial visits. especial l y Ve rmil ion Chapter and a particular Companion. A special bouquet to R.E. Companion Lawrence Webb for the fine hospitality shown to me on my two visits. R.E. Companion Don Dygert at Cold Lake Chapter opened his home to my wife and me and I am deeply grateful fo r his thoughtfu l ness. M. E. Companion Bert James has seen to my every comfort when v isiting in the Central Alberta Region. Many thanks Most Excellent Sir.

My visit to Hanna on the 6(1th Anniversary of the Chapter, was most pleasing. It was well planned and well presen t ed. My sincere "Thank you" to the First Principal and h is Officers for a fine aay.

OBSERVATIONS

I scheduled a church parade for September 25, 19BB at Ri verview United Church in Calgary and was very pleased that a good number of Royal Arch Masons were in attendance. But •.. we should have had an even greater number out to show our host church that we are a vibrant group and that Royal Arch Masonry is active and is a leading force in our community. I also attended the annual church parade in Forestburg and I can emphatically say that it was a resoundin1: success . There was a big turnout of Royal Arch Masons, their wives and friends that packed t he church and later assembled at the Masonic Hal I for a fine lunch.

It has been on my list of priorities that I, as Grand First Principal, would dress formally for each of my visits, both off i cia l and unofficial . It has been my belief that the Office of Grand Z is one of great distinction and honour and that I should endeavour to add to this distinction by my formal attire. Every man may do what he likes and I have chosen thusly. Other Grand Z's may choose otherwise, but for this year they had the Most Excel lent in his tux.

During the year have received notices from all of the subordinate Chapters, and I take great delight in reading ea.ch and every one of them. I shall be sorry, next month, when t his great privilege wi II end. I am, however, somewhat disappointed in the format of some of the notices. Some of them are so brief and contain little or nothing other than calling the meeting, that I suspect they are easily put aside and forgotten or even left unopened. The advent of higher printing costs and the Chapter dues that failed to keep up with the rising inflation of the 50's and 60's, and are now found to be inadequate to run the Chapter, have necessitated a change to the once-a-month notices which were filled with information regarding cur r ent preceding meetings. Some Chapters have instituted bi-monthly notices to offset the rising cost of postage, thus leaving less space for Chapter information and Royal Arch philosophy.

A disturbing thing to me is that some Chapters have found it necessary to omit the names of their Past Principals and the year in which they served. These dates and names are particularly valuable to all visiting Companions who may learn much about the Chapter. They are of great importance to your own Chapter, histor ica lly, and they note, with reverence, all the Past Principals who have contributed so much to the history of the Chapter.

A very unique meeting was held in Shekinah Chapter *4 in Lethbridge in April. After a delightful banquet and a brief Royal Arch Meeting, which was duly closed, the guests, which consisted of Master Masons from the area, friends and ladies were invited into the Chapter room. In four segments of ten minutes each, or less, the Royal Arch was explained as follows :

1. Origin of the Royal Arch Degrees. 2. Origin oi Royal Arch Masonry in Canada. 3. The history of Shekinah Chapter. 4. An explanation oi the Ro yal Arch Room

and a brief description of th e regalia and various offices.

This was warml y recei ved and comments were made to indicate that it was appreciated. Ferhaps this could be expanded upon in the future.

HONOURS ANO AWARDS

It has been a cus tom ior tn e Grand Chapter oi Alberta t o show recognition to outstanding Co mpanions of this Jurisdiction by presenting t wo medals. Fi rst is the Grand Chapter of Alberta Special Award medal, one given each ye ar ~o a Companion who does not seek Office, but who is the very heart of hi s Chapter .

The second is t he Bronze Medal! ion of Genera.! Grand Chapter International, one given per year, in recognition of a Companion who has served the Roya l Craft over and above the call of duty. Yo ur Honours and Awards Committee has chosen such Companions and both of these awards will be presented at our banquet on Saturday evening.

CONCERNS

During the past year we received a request for a review of the recommendations made by the Grand First Principals of the past ten years. It was suggested that t he reports of these Past Grand Z' s are going unheeded and action has been taken to have our Grand Registrar, R.E. Comp. Wa l ly Paylor, make a study of the situation. His very comprehensive report is now avai !able for anyone who is interested. Perhaps the new Grand Council of the Executive Committee will review this report and take such act i on as they deem necessary.

l have visited t wo Chapters i n our Jurisdiction that have a par ticular problem with attendance and availability of new Officers that would prevent the recycling of Past Principals, some of them several times. Bow Val l ey Chapter 110 in Gleichen has taken steps to amalgamate with Harmony Chapter 126 in Sassano. These plans are proceeding smoothly. The other Chapter is Kether Chapter 16 in Pincher Creek. They are having considerable difficulty in conducting regular meetings. On my Official visit I spoke to them on the subject of Positive Thinking and of keeping ali ve such a fine and time honoured old Chapter that was one of the original Chapters at the time of formation of this Grand Chapter. I would sugges t that the Grand District Superintendent for the District take a special interest in th i s situation.

Another of my concerns is the slow growth of our Youth Endowment Fund. Again I enlisted the expertise of our Grand Registrar, R.E. Comp. Wally Paylor, to provide me with some figures that I might report to you. From its very humble beginings in 1976, when the sum of 1693.64 was put aside to assist our youth, to today, the Fund has grown. Our first contribution was made in 1960 when 1200.00 was taken from interest earned. Our capital fund was 52,096.51 by then. Each year after that, donations were made, all under 1500.00, unti I 1965 when 51,100.00 was used. By this time our Capital Fund was 511,753.00. The total Capital Fund as recorded in the 1966 Proceedings was 519,735.00 with a total membership of 2,636 contributing an average amount of 50.32 each, per year. The interest earned on the fund was almost double that of our individual contr ibutions. Only once did our average contibution to the Fund rise above $1.00 per member and that was in 1966 when it was S1.49. Perhaps we shou l d have more "$1.49" years. Companions ... remember, this is our only charity. This report wi II be avai !able to the Youth Endowment Committee and to anyone who would like it, upon request to the

My final concern is the insufficient numbers of Royal Arch ~ta. sons

present at Grand Chapter Church Parades. The truly dedicated Royal Arch Masons are ever present, but we must endeavour to spread the word we II in advance of each set date to show the congregation of the host church that we a re the great group of men that we profess to be. The local Chapter in each instance should have a good representation to its church parades and should provide good exposure to Royal Arch Masonry.

RECOMMENDATIONS

1. That the Companions of thi s Grand Jurisdict ion be provided, periodically, with information concerning the Youth Endowment Fund. The Chapters make frequent reference to i t and t hat it be kept continually before Chapter members.

2. Reaffirmation Serv ices, whether Grand Chapter or local Chapter, be given more publicity among the Chapters.

3. That all Chapter Meetings be planned and be kept interesting by providing a program that is pleasing and informative. ~hanavar a Degree i s not put on, soma other form of education could be brought forth. Good Ritual \.lark contributes to fine results and other Chapters will want to visit again and again.

4. That because our Craft has bean decreasing yearly, and that there are sti 11 man entering Masonry, we must sea that, eventually, all these young Masons are informed of the further light they can receive, and be to ld t he story of the Royal Arch Degrees and how they can partake of our wonde rful work.

CONCLUSIONS

Following the pattern of my Predecessors, I issued a Christmas message to wish everyone the best wishes for the f estive season and to remind each Companion of the true meaning of Christmas.

This year has marked a unique year in Royal Arch Masonry in Alberta, when three Past Grand Masters of the Grand Lodge of Alberta are serv i ng Offices of the Grand Counci I of this Grand Chapter. I must thank R. E. Companion Oslund and R.E. Compan ion Aspaslet for their fine contributions to the Royal Craft. \.lithout the complete support of t he Grand Scribe E, Most Excellent Compan ion Stanley H. Scott, my year would have been vary ordinary . Due to other Masonic commi tments , I was unable to attend the meetings of Districts 11 and 12 on October 1 and 8, 1988 respectively, and I am, therefore, indebted to you, H.E. Companion Cos tigan, for reading at these meetings papers which l had prepared for the purpose. On October 15, 1986, I attended the annual meeting of District 14 in Beaumont Temple, Calgary, where I could present a paper in person. I changed the format of my presentations for the remaining two annual meetings, that of District 13 on October 21, 1988 in Strathmore and of District 15 on October 29, 1988 in Vermi I ion, when it seemeo oppropriate to me to confront the Compan ions with some concepts regarding "absenteeism",

"persona l involvement", and a vision of utilizing Freemasonry as "a v iable force i n society" . In these cases t he Go mpan i ons were involved in the discussions and I am nappy to repor t excel l ent participation. Many a salient point was brought out, and it i s now up to us to act upon them.

I have also appreciated the opportunity to serve on t he Committee on The \iork, its main thrust t his year having been dea l ing with la.st year's decision regarding t he use of the 1973 Ontari o Ritual, as reported elsewhere in these Proceedings by the Chairman of that Committee.

As my predecessor in office tor the preceeding two years has noted, so I must echo for 1988-1989, that your Grand Lecturer has received no r equests f rom Chapters to offer instruct i on or t o t r y to answer questions. It seems that "all's well" wi th our Chapters and they already have all the answers.

REPORT OF THE COMMITTEE ON THE GRAND FIRST PRINCIPAL'S ADDRESS

We have reviewed the report of our Grand First Pr i ncipal, M.E. Comp. R.L. Cos t igan and join him in his warm welcome to our many members and distinguished visitors to this, the 75th Anniversary Convocation of the Grand Chapter Royal Arch Masons of Alberta held at the Alberta City of the Calgary Stampede and the "Flames".

We would congratulate our G.Z. on being able to visit all the Chapters i n Alberta as well as attending officially, and unofficially, many other concordant bodies within the Province. We also commend our G.Z. on his extensive travels to other Sister Grand Jurisdictions at which he represented our Grand Chapter.

The Grand First Principal has made excel lent choices in his appointments of earnest and active Companion s as representatives to other Grand Jurisdictions near the Grand Chapter of Alberta.

This Committee is pleased to note that Reaffirmation Sunday services have again been authorized by the G.Z. ~e join with him in his concern that only a small number of our Companions attend these important events in their areas. His proposal that a special effort be made by Chapter Officers to encourage their members to attend, is we! l advised.

Your Committee congratulates M. E. Companion Robert L. M.E. Camp. F.R.E. Mulder presented R.E. Camp. Arthur M. Brown, Grand Principal Sojourner of Iowa and Grand Representative of Alberta in Iowa, with a sash of the Grand Chapter of Alberta as well as a Coapanion's jewel of the Royal Arch Masons of Alberta.

M.E. Comp. Costigan requested the Grand First Principals of Hi llvue Chapter No.l6, Hanna Chapter No.26 and Lebanon Chapter No.36 to approach the East. M.E. Camp. Costigan presented each with a certificate for having achil!ved a lOll increase in membership over the past year. He congratulated them warmly for their excellent efforts in increasing their memberships. They were received with generous applause.

This was done in ve ry short order and he was ablE? to present and to thank many of them personally.

M.E. Comp. AI len Wadstein expressed his appreciation to the Grand Chapter for hi s appointment as 11mbassador. He thanked M. E. Camp . David Volkman for that honour and presented him with his certificate .

The business of the Grand Chapter ha.ving been comp leted, M. E. Camp. Costigan expressed his sincere apprecia tion to the Grand Assemb ly and said he had enjoyed every minute of his year immensely.
