Specific Conditions
i. The mining operations shall be restricted to
above ground water table and it should not
intersect groundwater table . Prior approval
of the MOEF and CGWA shall be obtained
for mining below water table.
Not applicable as selenite mining does not
intersecting permanent ground water table. Present
depth of excavation is 1.67 meter. Maximum depth
of mine pit will be 2.1 meter; Permanent ground
water table varies at the depth of 50 to 100 meter
from the surface.

ii. Top soil should be stacked properly slope
at earmarked sites only with adequate
measure and should be used for reclamation
& rehabilitation of mined out areas.
Wherever the top soil is available it will be
concurrently backfilled and leveled in the mined
out area and adequate measures is being taken to
maintain the quality of the top soil.
iii. The project proponent should
concurrently backfill the mined out area,
level it completely and restore the land for its
future use. Compliance status should be
submitted to the ministry of Environment and
forest and Regional Office Lucknow on six
monthly basis.
The mined out land is concurrently backfilled and
leveled with overburden soil for restoring its future
use.
iv. There shall be no external dumps. The mined out land is concurrently backfilled and
leveled with overburden soil.
v. Catch drain and siltation ponds of
appropriate size should be constructed to
arrest silt and sediments flows from mine
working, soil and mineral dumps. The water
so collected should be utilized for watering
mine area, roads, green belt development etc.
The drain should be regularly desilted and
maintained properly.
Garland drain of appropriate size, gradient
and length shall be designed keeping 50%
safety margin over and above peak sudden
rainfall(based on 50 year data) and maximum
discharge in the area adjoining the mine site .
Sump capacity should also provide adequate
retention period to allow proper settling of
silt material. Sedimentation pits should be
constructed at the corner of the garland drain
and desilted at regular interval.
The area falls under Arid Zone and have a low
average annual rain fall and therefore the said
condition is not applicable.
vi. Plantation shall be raised in an area of
55.92 ha. Including a green belt around ML
area , unworked area , roads etc. by planting
the native species in consultation with local
DFO/ agricultural department . The density
of the trees should be around 1000 plant per
ha.
Selenite as a hard pan under thin soil cover is
available at mines.
The selenite bearing land (hard Pan) is not fit for
plantation as well as for cultivation.
vii. Regular water sprinkling should be
carried out in critical areas prone to air
pollution and having high levels of SPM and
RPM such as haul road, loading, and
unloading point and transfer points. It should
be ensured that the AAQ parameters conform
to the norms prescribed by the CPCB in this
regard.
Regular water sprinkling is being carried out on
haul road and other dust generation point so as to
ensure AAQ parameter conform to the prescribe
norm.
viii. The project authority should implement
suitable conservation measure to augment
ground water resources in the area in
consultation with regional director, central
ground board.
The area falls under Arid Zone and have a low
average annual rain fall and therefore the said
condition is not applicable.

ix. Regular monitoring of ground water level
and quality should be carried out by
establishing a network of existing wells and
constructing new piezometers at suitable
locations by the project proponent in and
project area in consultation with Regional
Director, CGWB. The monitoring should be
four times a year pre-
monsoon,(April/May),monsoon(August),
Postmonsoon(November) and winter
(Jnuary). Data thus collected should be sent
at regular intervals to MOEF and Regional
Office, Lucknow, Central Ground Water
Authority and CGWB.
Not required during mining activity excavation of
selenite does not intersecting permanent ground
water table. Present depth of excavation is 1.67
meter only .Maximum depth of mine pit will be 2.1
meter. Permanent ground water table varies at the
depth of 50 to 100 meter from the surface.
X. Prior permission of the competent
authority for drawal of grounwater if any
require for the project.
Not Applicable. Water requirement is receiving
from PHED supply.
xi. Mineral handling area shall be provided
with the adequate number of high efficiency
dust extraction system. Loading and
unloading areas including all the transfer
points should also have efficient dust control
arrangements. These should be properly
maintained and operated.
Sprinkling of water at dust generated point and like
haul road, Mineral handling area etc. is regularly
being maintained.
xii. Vehicular emissions should be kept under
control and regularly monitored. Measures
shall be taken for maintenance of vehicles
used in mining operations and in
transportation of mineral. The vehicle should
be covered with tarpaulin and shall not be
overloaded.
Hydraulic excavator machine regularly being
maintained by our contractor, the emission in air is
well within the limit.
Mines manager dispatched only those customer
truck whose truck covered with tarpaulin sheet and
truck are not being overloaded with selenite.
xiii The proponent shall not carry out drilling
and blasting.
Selenite being soft in nature shall be excavated by
hydraulic excavators without any drilling and
blasting.
xiv. Consent to operate should be obtained
from SPCB before starting enhanced
production from the mine.
Permission for consent to operate has been granted
from SPCB. Period for Consent to operate for
Thob-I selenite mines is valid upto 31.07.2016
xv. The project proponent should take all
precautionary measures during mining
operation for conservation and protection if
endangered faunas such as Indian gazelle
wolf etc. etc. spotted in the study area.
Action plan for conservation of fauna and
flora shall be prepared and implemented in
consultation with the state forest and wildlife
department. Necessary allocation of funds for
implantation of the conservation measures
shall be made and the funds so allocated shall
be included in the project cost. Copy of
action plan may be submitted to the ministry
and its Regional office within 3 months.
Mining operation does not make any effect to
endangered faunas such as Indian gazelle wolf etc.
and flora found in study area.

xvi. Digital processing of the entire lease area
using remote sensing technique should be
done regularly once in three years for
monitoring land use pattern and report
submitted to MOEF and its Regional Office,
Lucknow.
Efforts are being made with concerned department.
xvii. A final Mine closure Plan alongwith
details of Corpus fund should be submitted to
the MOEF 5 years in advance of final mine
closure for approval.
Final Mine Closure Plan will be submitted at the
time of surrender of mines.
General Conditions
i No change in mining technology and scope
of working should be made without approval
of the ministry of Environment and Forest

working is being made since the commencement of
production as per our mining plan of Thob-I
selenite mines.
ii No change in calendar plan including
excavation , quantum of Selenite and waste
should be made.

iii. Periodic Monitoring of ambient air
quality should be carried out for RPM,
SPM, SO2 and NOX. Location of stations
should be decided based on the
meteorological data, topographical features
and environmentally and ecologically
sensitive targets in consultation with the State
Pollution Control Board. Data on ambient
Air quality (RPM, SPM,So2 and NOX)
should be regularly submitted to the Ministry
including the regional office located at
Lucknow and SPCB/CPCB once in six
month.
Mine is not in operation during compliance period.
iv. Measures shall be taken for control of
noise levels below 85 dBA in the work
environment. Workers engaged in operations
of HEMM etc. should be provided with ear
plugs/muffs.
Necessary measures are being taken. Ear
plugs/muffs provided.
v. Industrial waste water (workshop and
waste water from the mine) should be
properly collected, treated so as to conform
to the standards prescribed under GSR
422(E) dated 19th May, 1993 and 31
st
December, 1993 or as amended from time to
time. Oil and grease trap should be installed
before discharge of workshop effluents.
Not Applicable.
vi. Personal working in the dusty areas
should wear protective respiratory devices
and they should also provided with adequate
training and information on safety and health
aspects.
Occupational health surveillance program of
the workers should be undertaken
periodically to observe contradiction due to
exposure to dust and take corrective
measures, if needed.

vii. The project authorities should inform to
the regional office located at Lucknow as
well as to the MOEF regarding date of
financial closures and final approval of the
project by the concerned authorities and the
date of start of land development work

viii The funds earmarked for environmental
protection measures should be kept in
separate account and should not be diverted
for the other purpose. Year wise expenditure
should be reported to the Ministry and its
regional office located at Lucknow.
Rs. 3.27 lac has been provided to Gram Panchyat
for community center at village Thob .
ix. The regional Office of this ministry
located at Lucknow shall monitor compliance
of the stipulated conditions. The project
authorities should extend full cooperation to
the officers of the Regional Office by
furnishing the requisite
data/information/monitoring reports
Mine is not in operation during compliance period.
x. The project proponent shall submit six
monthly report on the status of
implementation of the stipulated
environmental safeguards to MOEF, its
regional office, Lucknow, CPCB and SPCB.

xi. A copy of the clearance letter will be
marked to the concerned Panchayat/local
NGO, if any from whom
suggestions/representation was received
while processing the proposal

xii. The State Pollution Control Board
should display a copy of the clearance letter
at the Regional office, District Industry
Centre and the Collectors office/ Tehsildar?s

xiii. The project authorities should advertise
at least in two local newspaper widely
circulated around the project, one of which
shall be in vernacular language of the locality
concerned within 7 days of the issue of the
clearance letter informing that the project has
been accorded environment clearance and a
copy of clearance letter is available with the
SPCB and also at the website of MOEF and a
copy of the same should be forwarded to
Regional office at Lucknow.
