Observations of the Monitoring Institute

There are three monitoring Institutes for Rajassthan which have submitted their reports for the period from 1st April, 2014 to 30th April, 2014.

The major findings of these MIs are as under:

Introduction:

The Mid-Day-Meal-Scheme (MDMS) is under implementation in the state of Rajasthan

under the administrative control of the Panchayati Raj Department, Government of

Rajasthan (GoR). The mid-day-meal-directorate at the State level is responsible for

effective implementation and monitoring of the MDMS in the State of Rajasthan.

Mid-Day-Meal(MDM) is provided to all students of Class I to VIII studying in

73199Government schools, Government of India(GoI)-aided schools,Special Training

Centers (STC) {EGS and AIE centers, national childlabour projects (NCLP) centers} and

minority based institutions (Madarsas&Maqtabs). T

The State Government of Rajasthan started providing cooked meal to the children in

schools under the mid-day-meal-program from July 2002. With this beginning, the state

government of Rajasthan provided all the resources, physical as well as financial from its

own state budgetary resources. The state government started with allocation of Rs.

00.50 per student per day (per meal) as the “cooking-conversion-charges” since July

2002 itself. The content of the cooked mid-day-meal served to the school students in the

beginning was ghooghri/dalia etc.

Subsequently, from January 2005 onwards, the cooking- conversion- cost wasenhanced

to Rs. 1.50 per student per day (per meal) (central share Rs. 1.00 & State share Rs.

0.50) from the initial cost of Rs.00.50 per student per day. With this enhancement some

new recipes such as Dal-Bati, Dal-Roti, Roti-Sabji, sweet/ namkeen Rice, Khichdi, Dalia,

Pulav etc. were also introduced to the mid-day-meal-menu in the state of Rajasthan.

Further enhancement in the cooking-conversion-cost was made effective from March

2006 and it was again increased to Rs. 2.00 per student per day (per meal) (central

share Rs. 1.50 & State share Rs. 0.50) for the primary students.

In October 2007, the state government started implementing Mid- Day- Meal-Scheme

(MDMS)for the students in classes from VI to VIII in educationally backward blocks of

Rajasthan. In the same year, the MDMS was made effective and began implementation

in all the blocks of Rajasthan state with the enhancement in cooking-conversion-cost of

Rs. 2.50 per student (central share Rs. 2.00 & State share Rs. 0.50) for upper primary

students.

Further in the year 2008 the Government of India (GOI) also enhanced itscentral-share

of funding by 4% and with this increase the cooking-conversion-cost was supported with

central share of Rs. 2.08 for primary students (central share Rs. 1.58 & State share Rs.

0.50) and Rs. 2.60 for upper primary (central share Rs. 2.10 & State share Rs. 0.50)

students in the state. In the year 2008, itself the mid-day-meal-menu in Rajasthan also

included with a provision to provide seasonal fruits once a week along with cooked Mid-

Day-Meal (MDM).

The Government of India (GOI) introduced a yearly cooking-conversion-cost revision and

enhancement system in the year 2009-10. Since then the GOI and GOR has been

increasing this cooking-conversion-cost every year (financial year) @ 7.5% per year. The

GOI-guidelines of MDM now prescribe with a cost sharing system between the

Government of India (GOI) and Government of Rajasthan (state) (GOR). This cost

sharing system runs with a ratio of 75%:25% respectively.

Part-B: Review of Performance in 2014-15 (01.04.14 to 31.12.2014)

2. Based on the information provided by the State administration in its AWP&B 2014-15, the performance during 2014-15 (01.04.14 to 31.12.2014) was reviewed. The major issues in implementation during 2014-15 are summarized as under: -

2.0 Coverage of Institutions

2.2 FOODGRAINS (PRIMARY + UPPER PRIMARY)

2.2.1 Level of Opening balance as on 01.04.14: (Refer Table 3.2 of the Analysis Sheet).

The State has 37721.28 MTs of food grain as an opening balance as on 1st April, 2014. The total allocation of food grains during 2014-15 is 124455.45MTs. The opening balance at the beginning of the years is 30% of the annual allocation of 2014-15. Thus each district had enough stock of food grain at the beginning of the year.

The intra-district availability of the opening balance as on 01.04.2014 indicates that Banswara (48%), Bikaner (62, Dausa (41%), Dholpur and Madhopureach (46%). Jaipur (44%), Kota (34%), Nagaur (39%), Rajsamand (38%) and Tonk had food grain for more than three months.

2.2.2 Level of unspent balance as on 31.12.14: (Refer Table 3.3 of the Analysis Sheet).

The State level closing balance of 7297.28 MT (6%) on 31.12.14 against the total allocation of 124455.45 MTs indicates that there is 6 % unutilized food grain Thus the State had food grains to implement the scheme during next quarter of FY 2014-15.

2.2.3 Availability of Food grains: (01.04.14 to 31.12.14) (Refer Table 3.5 of the Analysis sheet).

Considering that three-fourth of the year was over by 31.12.2014, the districts should have availability of at least 85 % of the annual allocation of food grains (10% for buffer stock and 75% for three quarters of the year). The State level availability as on 31.12.14 was102393.29 MTs ( opening balance of 37721.28MTs+ 64672.01 MTs lifted during the three quarter) of the total allocation. Thus the State had availability of 82% of food grains during the three quarters.

2.2.4 Utilization of food grains: (Refer Table 3.7 of the Analysis sheet)

An analysis of the utilization of food grains during 2014-15 shows that the State has utilized 95096.01 MTs ( 76 % ) of food grains against the allocation of 124455.45MTs.

2.2.5 Payment of cost of foodgrains to FCI: (Refer Table 3.9 of the Analysis sheet)

The FCI has submitted bills for Rs. 3513.09 lakh during 1.4.2014 to 31.12.2014 towards cost of food grains lifted from FCI. All the districts in the have made100% payment to FCI and no FCI bill is pending as on 31st December, 2014.

2.3 COOKING COST (PRIMARY + UPPER PRIMARY)

2.3.1 Level of Opening balance as on 01.04.14: (Refer Table 4.1.1 of the Analysis Sheet)

The State had opening balance of Rs. 2180.48 lakh towards the cooking cost as on 01.04.2014. The annual allocation of cooking cost to the State is Rs 44618.78. lakh. The intra-district availability of opening balance as on01.04.2014 indicates that Jalore and Baran had 24% and 21% opening balance which is the highest. On the contrary Banswara, Dungarpur, Hanumangarh, Jhunjhunu, Jodhpur and Partapgarh had negative opening balance which means that cooking cost was not avaialable in these districts at the beginning of the FY 2014-15.

2.3.2 Level of closing balance as on 31.12.14 :(Refer Table 4.1.2 of the Analysis Sheet)

The State had closing balance of Rs. 5013.38 lakh (11% of annual allocation) towards cooking cost as on 31.12.14. This indicates that cooking cost was available in the schools at the end of third quarter of the year. But Alwar, Ajmer, Baran, Chittorgarh, Jalore, Sikar, Sirohi and Tonk had negative closing balance as on 31.12.2014 which means that cooking cost was not available in these districts.

2.3.3 Utilization of Cooking cost :(Refer Table 4.5 of the Analysis Sheet).

Considering that three-fourth of the year is over by 31.12.2014, the districts should have utilized at least 75% of the allocation of cooking cost. The State has utilized 75% of the cooking cost.

2.4 Reconciliation of utilization and performance during 2014-15 (1.4.14 to 31.12.14)

2.4.1 Mismatch in utilization of Food grains vis-à-vis cooking cost: (Refer Table – 5.1 of Analysis Sheet)

Ideally the percentage utilization of cooking costs and food grains should tally with each other. The data furnished in the AWP&B reveals that the level in utilization of cooking cost (75%) and food grains (76%). Thus, there is a mismatch of 1% in the utilization of cooking cost and food grains.

2.5 Cook-Cum-Helper (PRIMARY + UPPER PRIMARY):

MDM-PAB has approved 136009 cook-cum-helpers for engagement during 2014-15 but the State has engaged 119071 cook-cum-helpers. The State had negative opening balance of Rs. 474.11 lakh as on 01.04.2014 for payment to cook-cum-helpers. The annual allocation of the State is Rs. 14189.88 lakh out of which Rs.13126.80 lakh (93%) were made available to the districts.The State has utilized 8930.38 lakh (63%) of the annual allocation. Thus the State had unutilized amount of Rs.4196.42 lakh (30%) of the annual allocation. (Refer Table – 6.2 of Analysis Sheet).

2.6 Utilization of MME(Refer Table – 7.2 of Analysis Sheet)

The annual allocation for MME during 2014-15 is Rs.864.84 lakh. There was opening balance of Rs 34.56 lakh with the State on 01.04.2014. Rs829.23 lakh were released to the State which had total availability of Rs863.79 lakh against which the State has utilized Rs. 613.33 lakh (71% )

2.7 Utilization of Transportation Assistance(Refer Table – 8.2 of Analysis Sheet)

The State had opening balance of Rs.595.96 lakh on 01.04.2014. The annual allocation for Transport Assistance during 2014-15 is Rs. 933.21 lakh. The State had lifted 44672.01 MTs of food grain from FCI during the first three quarters of the year. Thus, admissible transportation assistance @ 75 per quintal for transporting 44672.01 MTs of food grains to schools is Rs. 708.45 lakh. The State has incurred the expenditure of Rs.535.13 lakh on transportation assistance which is 57 % of the allocation. This indicates that no TA bills are pending with the State at the end of December, 2014.

2.8 Construction of Kitchen-cum-stores (Reference Table -9.1.3 of Analysis Sheet)

The non- recurring central assistance of Rs.47135.15 lakh was released to the State during 2006-07 to 2009-10 for the construction of 77298 kitchen-cum-stores. The State has utilized the entire non-recurring central assistance of Rs. 30302.78 lakh for the construction of 49949 kitchen-cum-stores (65%). The State Government may indicate the time lines for the construction of incomplete kitchen-cum-stores.

2.9 Procurement of Kitchen devices (Reference Table -9.2.3 of Analysis sheet)

The non-recurring central assistance of Rs.5567.83 lakh was released during 2006-07 to 2014-15 for the procurement kitchen devices for 111357 schools @Rs. 5000/- each school. The State has utilized Rs.4815 lakh for procuring kitchen devices for 96299 schools. The kitchen devices for the remaining schools may also be procured immediately..

3. Data Entry Status on the MIS Web Portal

Ministry of HRD, MDM Division has developed web based monitoring system i.e. Web based MIS in collaboration with NIC. The State officials were given orientation training for data entry in the different formats used for data capture in the MDM-MIS.

3.1 Annual and Monthly Data Entry:

It is evident from the above table that the State has not made 100% Annual and Monthly data entries in the MDM-MIS portal. The State was advised to complete the data entries before the PAB-MDM meeting.

4. Release of funds

Fund released by GOI first arrives in the State exchequer in form of central release.After

receiving the allocation, MDM Department confirms the receipt of funds through the Govt.

website. After this the concurrence of Planning Department and Finance (Expenditure)

Department is taken for releasing the funds to Districts. Then, funds-release-sanctions are issued

by MDM Department. The funds are allocated to the districts in proportion to the enrollments

and average attendance. On the basis of this funds-release sanction the Finance (Budget)

Department issues financial sanctions for Budget Transfer to all the Treasury Officers. On

production of MDM funds-release-sanction and budget transfer letter issued by Finance (Budget)

Department the District Treasury Officers transfer the funds in respective P.D.A/c of the Zila

Parishad. Zila Parishad further releases the funds from its P.D.Accounts to the BEEO (Block

Elementary Education Officers) on the basis of enrollment of children in schools. The State

Government (GoR) has issued instructions to all districts to transfer the money at school level

either by E-Transfer or through RTGs so that the amount reaches in their accounts without any

delay and the payments could be done on time. In compliance of the instructions issued, some

districts have adopted this process. The BEEOs further release funds to respective SMCs

(School Management Committees).

Thus there is a delay of four months in receipt of funds by schools for ad-hoc release of central assistance, four months for balance of first instalment and two and a half month for second instalment.

5. Management Structure

Management and implementation of the mid-day-meal-scheme (MDMS) in the state of

Rajasthan has two strata. The upper strata is at the state level that involves the ministry of

Panchayati Raj and the Directorate of mid-day-meal-scheme (MDMS).The lower strata includes

the district administration al ZilaParishad (ZP), block level at Block Elementary Education

Officer(BEEO). The preparation and serving of the mid-day-meal (MDM) to the students is

ensured by three cooking agencies namely the school management committees (SMCs),

NGO’s, the women based self –help-groups (SHGs) and Annapurna MahilaSahkariSamities

(AMSS).

MDM Implementation Structure

7. Capacity Building

Training programmes have been held for District level officers, data Entry operators, Centralized Kitchen

Managers and Nodal officers for Kitchen shed construction involved in MDM Programme. State

Education Department has been requested to incorporate Mid Day Meal Agenda as a part of Teachers

Training.NGOs running centralized kitchen have been requested to impart training to persons of nearby

area who are directly involved in implementation of MDM Programme.

In the school based cooking, it has been observed that cook cum helpers cook the meal. are illiterate

and belong to BPL family and Back Ward Classes, Government of Rajasthan decided to train

them about the knowledge Cooking Techniques, .Safety, Health and Hygiene, Food Storage, .

Preparation of nutritious food.The Training programme was organized in two steps:-

a) To train the cook cum Helpers working under MDM Scheme, Master trainers nearly 1100

were trained through ToTs with the help of Institute of Health Management Research

(IIHMR), Institute of Hotel Management (IHM), Food Craft Institute (FCI) and

AkshayaPatra Foundation.

b) To train all Cook cum Helpers, training programme were organized at block and nodal

school level. Till date nearly 1.17 lacs Cook cum Helpers are trained out of 1.25 Cook

cum Helpers.

MIS has been developed for compiling all relevant reports under the programme and is intended to be

used as a single point of collecting information. In order to increase the effectiveness of the software, time

to time training about feeding and using the software is provided to Mid-Day-Meal-Incharges and

computer operator of each district vide training programmes organized at the State Level. Further, this

training is carried forward and provided to the Block level officers by the district officers

/AMSS

8. Grievance Redressal Mechanism

The State of Rajasthan has completely complied with requirement of establishment of an

effective “Grievance Redressal System”. The irregularities, shortcomings and complaints are

always addressed to whenever reported and communicated.

i) Complaints published in newspaper or aired through Electronic Media

Copies of complaint (fax) are sent to the concerned CEO, ZilaParishad of the district

who is the district nodal officer for MDM and reply sought within immediately.

Factual reports are obtained by the Government with no delay and actions taken

immediately.

ii) Complaints Received Through Chief Minister’s Office and/or other Offices :

If the matter is of concern and serious nature and demands immediate action then a

factual response is sought from the district/block level at once. The Secretary to the

Government for this department conducts reviews the matter and ensures compliance

of such grievances.

iii) Complaints by an individual in person or by Post:-

Complaints received from an individual taken up on same day. A copy of the

enquiry/factual report sent to him compulsorily as soon as it is received by the

Government.

iv) Addressing Shortcomings:

As per the norms, monthly inspections in schools are regularly performed by District

Level Officers (DLOs) & Block Level Officers (BLOs) and by other officers during

their visits within the district. Prescribed formats for inspections are used for these

purposes. Inspection reports are routed up to the MDM directorate and if any

shortcomings are spotted out during any inspection, concerned authority always takes

up action immediately. Apart from this, sudden inspections are also carried out in all

districts and disciplinary actions have been taken immediately by the districts.

v) Addressing RTI Issues :

For information sought from the Statelevel, the Mid Day Meal Commissioner is appointed

as the State information officer, at district level CEO, ZilaParishad is responsible and at block

level BEEO is the answerable person. In case, there is any information desired from the school

level the Head Master of the concerned school is responsible for providing suitable information

in time.

9. Tasting of Meal

Directions have also been issued to all the districts to ensure a system of food testing by

teachers before serving to the students on daily basis

10. Testing of Meal by NABL accredited labs

Rajasthan currently does not have any food-testing laboratory that is capable of testing

the mid-day-meal across the state. There is a regular practice in the schools that before

serve the food to student teachers test the food to ensure quality and test.
