Since IR theory is informed by the realpolitik, it is useful to track the major events in the international system from the birth of the modern state system to the current 21st century. SECULAR AUTHORITY Multi-ethnic empires No ethnic or cultural link → the Emperor Empires progressively supplanted the authority of the church
