    Governor Message Governor Message Dear Fellow Rotarians,

    March is Literacy Month and the week that includes 13 March observed as World Rotaract Week. Rotarians are well aware that poor reading comprehensioncondemns adults to the lowest rungs of society. We are thus strongly committed to improving literacy and promoting early childhood reading. The ultimate objective is to hand over the torch of future and social responsibilities to the literate and healthy new generations.

    Our service activities in this respect are myriad and vividly pertinent: building & rebuilding school libraries, handing out scholarships for students, making every mother and child count in our healthcare efforts, and administering anti-polio oral vaccines to children under ve in risk areas.

    To enhance our service capacity we need increased membership. One helpful means to recruit new members is to rstly include volunteer-minded people in our community service activities and thereby enhance their understanding and appreciation of our Rotary movement.

    Our 2012 RI Convention in Bangkok is fast approaching. We anticipate a record huge turnout of 33,000 delegates from around the world plus 5,000 from the host country. In addition to a wide variety of meeting programs, breakout sessions, keynote speakers, and successful project exhibits, I would recommend that you invite your fellow overseas Rotarians to feel and touch the grandeur of the ticketed event Host Hospitality Night on Monday 7 May, 2012 @ IMPACT Exhibition Hall 1-4. Kitchen of the World is the theme and each ticket costs USD10 (actual cost is USD100), offering lavish world cuisines freshly prepared and cooked by leading hotel chefs on site.

    I earnestly look forward to welcoming you and your families to our 2012 District Conference for fellowship and showcasing our service successes on Saturday 17 March at Chulabhorn Research Institute Convention Centre near Vibhavadee Laksi.

    THIRD. The application of the ideal of service in each Rotarians personal, business, and community life

    FOURTH. The advancement of international understanding, good will, and peace through a world fellowship of business and professional persons united in the ideal of service.

    The Object of Rotary

    In the rst message I wrote for this magazine, last July, I quoted Mohandas K. Gandhi, who said, You must be the change you wish to see in the world. And in the months since, I have had incredible opportunities to travel the Rotary world and see how Rotarians everywhere are bringing those words to life.

    Creating positive change means, at its simplest, using our knowledge and resources to solve a problem. But when we are talking about solving humanitarian problems in a real and lasting way, knowledge and ideas and resources are not enough to ensure results. We have to remember something else that is no less important: sustainability.

    A sustainable solution is one that will continue to work even after the Rotarians who proposed and facilitated it are gone. This means that even though the project might have come from Rotary originally, the community will take ownership of it. That, of course, means that when a part breaks on a water pump, there will be a process in place to repair it and to keep that pump functional carried out by the community, and without further recourse to Rotary.

    The rst step toward sustainability is understanding the need for example, the cooking fuel problem common in much of the developing world. In many regions, solar ovens are a wonderful solution: They are inexpensive; they rely on a source of energy that is free, nonpolluting, and inexhaustible; and they are simple to use and maintain.

    But before we step into a community and attempt to solve its fuel problem with solar ovens, we have to fully understand its situation and look beyond the problem we see. Perhaps the local foods need to be cooked at a temperature higher than the solar oven can provide. Perhaps the area is windy, and the solar ovens would blow away. Perhaps its traditional in that area to begin cooking before dawn, which, of course, you cannot do with a solar oven. These are issues

  • you simply might not have thought of, but that could soon leadto the solar ovens being used to patch roofs or keep animal feed dry instead of for cooking.If we are trying to bring about change, its not enough to say, My way is the better way. We have to be listening and watching, not just talking. We can only help others if we reachout with an open mind and with the knowledge, the commitment, and the perseverance to deliver on what we promise.

    I am still occasionally asked why we decided to develop ourFuture Vision Plan. The question is, if the Foundation wasntbroken, why x it? The truth is that our Foundation, which has served Rotary and the world so well for over 90 years,was becoming dated. We were reacting to a changing worldby adding yet another program or altering our rules, which made the Foundation increasingly complicated and expensive to administer. It was time to face the reality that we must change or see our impact on the world diminish.

    We asked over 10,000 Rotarians what changes we should makeand then began to work on a Foundation that is simpler and easier to understand, that involves clubs and districts more in spending and stewardship, and that builds more sustainability into our activities.

    Just as polio eradication has dened Rotary to the international community in recent years, in the future, our six areas of focus will dene us. We will have lifted ourselves above the multitude of little projects that felt good but addressed symptoms, not causes, and too often had a short-term impact. We have demonstrated through our polio efforts what we could do, and we will show the world that there are answers to other major issues, and that Rotary is prepared to lead the way. We cant do it on our own, but we can and will make a difference.

    The pilot districts are saying that Future Vision is exciting, leads to greater engagement and enthusiasm, is more ecient, is creating more interaction between clubs, is making Rotarians more aware of opportunities, has scaled up the size of projects,and is leading to greater giving to the Foundation. As chair of our Foundation, I can only agree!

    Dear Members.As we are in the fourth quarter of this Rotary year and my time as Membership Chair draws to a close, I want to thankeach of you for your support. Time goes by faster than we can catch up with completion of our tasks. Our membership committee has not performed well. We fail in all categories. No new club has been found. Several clubs are still small and weak. Some clubs may have to pay the required dues just to stay alive. Not to mention the Districts ideal wish ofthe 25 member-minimum for each club. Special training program, so called STAR, has been successfully organized twice out of four times of the plan. And due mainly to the last year worst ooding in our region we did not have sucient time to do our recruitment and considered it as a failure. Instead of a membership gain as planned, we have lost 24members. We were not be able to do a district-wide surveyon profession, sex and age as originally planned. And, nally,due to immediate activities of the District, we may not be able to do any more membership programs except standing by, be ready to support the RI Convention which is scheduled in the second week of May.

    District Rotaract representatives and sponsor Rotary clubs should encourage Rotaract club ocers, directors, and committee chairs to attend district-level leadership training meetings. In addition, the Board decided that it will not amend the age range for Rotaract members and will not collect annual dues from Rotaract clubs. These decisions grew out of recommendations from the 2011 Rotaract Council.

    Want to have your next Rotaract or Interact meeting online? Recent changes to RI policy give Rotaract and Interact clubs more exibility in how to hold their biweekly meetings. The Standard Rotaract Club Constitution and Bylaws and the Standard Interact Club Constitution and Bylaws have been amended to permit Rotaract and Interact clubs to meet in person, online, or a combination of both. These recent board decisions offer all clubs exibility to connect with their members. Is your club considering an alternative meeting model? Do you want to try out an e-meeting during a school break? Whether your club holds most of its meetings face-to-face with an occasional e-meeting, or meets most of the time online, its following Rotaract and Interact policy. Discuss your plans with your sponsor Rotary club, and be sure to communicate any changes with fellow Interact or Rotaract club members.

    A decade of promoting peace Since 2002, the Rotary PeaceCenters program has been preparing more than 600 future leaders to pursue peace around the world. The February edition of TheRotarian includes a prole of ten peace fellows.

    Rotary clubs worldwide meet US$200 millionfundraising challenge for polio eradicationRotary clubs worldwide meet US$200 millionfundraising challenge for polio eradication

    Despite a stagnant global economy, Rotary clubs around the world have succeeded in raising more than US$200 million in new funding for polio eradication.The fundraising milestone, announced today at Rotarys annual International Assembly in San Diego, was reached in response to a $355 million challenge grant from the Bill & Melinda Gates Foundation. All funds have been earmarked to support polio immunization activities in countries where this vaccine-preventable disease continues to paralyze children.Well celebrate this milestone, but it doesnt mean that well stop raising money or spreading the word about polio eradication, Rotary Foundation Trustee John F. Germ told the annual conference of Rotary leaders. We cant stop until our entire world is certied as polio free.In recognition of Rotarys great work, and to inspire Rotarians in the future, the [Gates] foundation is committing an additional $50 million to extend our partnership, said Jeff Raikes, chief executive ocer of the Gates Foundation. Rotary started the global ght against polio, and continues to set the tone for private fundraising, grassroots engagement and maintaining polio at thetop of the agenda with key policy makers.Since 1988, the incidence of polio has plummeted by more than 99 percent, from about 350,000 infections annually to fewer than 650 cases reported so far for 2011. The wild poliovirus now remains endemic meaning its transmission has never been stopped in only four countries: Afghanistan, India, Nigeria, and Pakistan. However, India on January 13 marked a full calendar year without a case, paving the way for its removal from the endemic list.But other countries also remain at risk for polio cases imported from the endemic countries. In Africa in 2011, Chad and the Democratic Republic of the Congo had signicant outbreaks. Alsoin 2011, a small cluster of polio cases in China, which had been polio-free for a decade, was attributable to a virus from Pakistan.

    Rotary members not only reached into their own pockets to supportthe Gates challenge,but engaged their communities in a variety of creative fundraising projects, such as a fashion show in California that raised $52,000; benet lm screenings in New Zealand and Australia that netted $54,000; and a pledge-supported hike through Kilimanjaro, Tanzania, that brought in $38,000. Many events were planned around October 24, widely observed as World Polio Day.To date, Rotary club members worldwide have contributed more than $1 billion toward the eradication of polio, a cause Rotary took on in 1985. In 1988, the World Health Organization, UNICEF and theU.S. Centers for Disease Control and Prevention joined Rotary as spearheading partners of the Global Polio Eradication Initiative. More recently, the Gates Foundation has become a major supporter. In 2007, the Gates Foundation gave Rotary a $100 million challenge grant for polio eradication, increasing it to $355 million in 2009. Rotary agreed to raise $200 million in matching funds by June 30, 2012.Reaching children with the oral polio vaccine in the diseases remaining strongholds is labor and resource -intensive due to a host of challenges, including poor infrastructure, geographical isolation, armed conict and cultural misunderstanding about the eradication campaign.Promote the success of the US$200 million challenge in your community To help you publicize your club or district efforts to ward meeting the US$200 million fundraising challenge in support of polio eradication, a news release template will be available for download in eight languages by Wednesday, 18 January at www.rotary.org.In addition to distributing this news release to your local media, share it through social media such as Facebook and Twitter, and include it in your club or district newsletter.

    March is Literacy Month on the Rotary calendar, a time to consider what your club could be doing to boost literacy rates in your community and in communities around the globe.

    Our Foundations Humanitarian Grants Program is at work throughout the worldhelping many disparate groups gain lifechanging literacy skills.

    At the beginning of this month there will be Multidistrict PETS at PhitsanulokProvince and there will be nearly 300 clubs from Thailand participate in the trainingto be President of Rotary Club for the year 2012-13. Staffs from the Rotary Centerwill be helping to assist in arranging various documents and registration, translatingthe Presidents Manual and RI leaets to be distributing at the meeting. Those who are interested can download from Rotary website www.rotarythailand.org.

    Flood relief money from Japan had been distributed in to Clubs in Nakornsawan,Lopburi, Ayutthaya and Nakorn Pathom areas. So far the committee had approvedalmost THB10 million toward the ood relief projects and details can be seen onour website as well.

    Please accept my personal invitation to join me and our fellow Rotarians in Bangkok, Thailand, 6-9 May 2012, for the 103rd Rotary International Convention an incredible event in one of the worlds most fascinating cities.

    Thailand is a spectacular destination, truly the Land of a Thousand Smiles. I would particularly urge Rotarians who have never visited Asia before to consider this your chance. Bangkok is a fantastic gateway to explore Southeast Asia and a wonderful experience on its own for a shorter trip. For those who hail from countries closer by, take the opportunity for a great getaway with all the dining, shopping, and sightseeing opportunities of a major cultural capital. Indeed, for those who have been there already, you know that you can never get enough of Bangkok.

    But the best reason to visit Bangkok, of course, will be the Rotary convention itself: the highlight of the Rotary calendar and an opportunity not to be missed.

    All through the year, we reach out to Rotary communities across the globe. At the convention, we have the chance to see all those communities represented in one place to hear all the languages, see all the people, and learn about all the projects of the past year. Nothing brings home the internationality of Rotary like a Rotary convention, and nothing else has the same power to inspire.

    Every year, I go to the RI Convention excited to see old friends and make new ones, to celebrate our successes and learn from our experience. And every year, I leave with a sense of pride in Rotary, eager to continue my commitment to Rotary.

    This year promises to be the best convention yet. I urge you to register now and to begin planning for our 103rd Rotary International Convention in Bangkok!

Modern hotels, restaurants, and banks stand next to ancient shrines and sacred temples.     Wat Phra Kaew and the Grand Palace

    The Temple of the Emerald Buddha is considered the most important temple in Thailand and the spiritual home of Thai Buddhism. With its shining spires and a Buddha image carved out of a single block of jade, Wat Phra Kaew is a must-see among several stunning wats in Bangkok. Adjoining the temple is the former residence of the royal family, the Grand Palace. Tour the grounds for stunning architecture and a glimpse of the culture of Thailands monarchy.

    The Floating Markets

    Floating markets, such as Damnoen Saduak, have become the symbol of Bangkok. Although they now cater mostly to tourists, floating markets provide a glimpse of how the city uses waterways to deliver food and other products to residents. From your vantage point on the canal sidewalk, youll also find goods such as traditional straw hats, coconuts, and sweets available from merchants floating by in narrow boats.

    The delights of Thai food

    Bangkok provides countless culinary choices. Food is deeply engrained in the culture, and a common way to say hello in Thai is Have you eaten rice yet? Thai cuisine is renowned for its delectable use of fresh ingredients, herbs, and spices. Snack on chicken satay or fresh coconut water from a street vendor, dine in a converted teak house at Ruen Mallika, or enjoy the city vistas from the rooftop restaurant Moon Bar at Vertigo.

    Nightlife, arts, and entertainment

    Whether you raise a toast and view the lights of Bangkok from one of the citys many rooftop bars or sip wine over quiet conversation at a local inn, there are many opportunities to unwind after a day at the convention. Music aficionados can enjoy live performances of pop, jazz, and blues in area clubs. Considered the art capital of Southeast Asia, Bangkok also boasts several galleries that are open until the early evening hours for your browsing pleasure. For an unforgettable evening of traditional art, dont miss the Thai masked dance drama at Sala Chalermkrung.

    Bangkok offers activities for the entire family, including water parks such as Siam City and Dream World. For an up close experience of Thailand wildlife, take a short cab ride just outside the city and visit the Samphran Elephant Ground and Zoo.     Thailand is a constitutional monarchy. His Royal Highness King Bumiphol Adulyadej, the worlds longest reigning head-of-state, is greatly revered and respected by the Thai nation. Negative commentary about the king or the monarchy is a social taboo.

    There is something for every type of shopper in Bangkok, from bargaining with street vendors to browsing luxurious boutiques. Visit one of the 150,000 stalls in Chatuchak Weekend Market on a quest for the best deals in clothing, gadgets, crafts, and almost anything else. If modern shopping centers are more your speed, head to one of Bangkoks air-conditioned Mahboonkrong, often referred to as MBK, for jewelry, fashion, and electronics. In the city center, Bangkoks chic crowd shops at Erawan Bangkok for designer fashions before heading to a tearoom to enjoy the view overlooking the Erawan Shrine.

    Rotary in ThailandRI President Bhichai Rattakul (2002-03) was the first Rotarian from the country to lead RI. Other Rotary leaders from Thailand include Past RI Director Noraseth Pathmanand, who serves as the Host Organization Committee chair for the convention, among other positions. Past District Governor Saowalak Rattanavich has helped expand concentrated language encounter (CLE), a literacy method first developed by Rotarians, to more than 30 countries using Thai universities as a training base.

    Ayuthaya, the ancient city

    A UNESCO World Heritage site just north of Bangkok, and the former seat of the Siamese Kingdom, Ayuthaya offers a glimpse of what Thailand was like hundreds of years ago.

    Thailands great templesBuddhism has been practiced here for centuries and more than 90 percent of Thais are Buddhists. Offering more than just views of stunning architectural wonders and beautiful relics, Buddhist temples, or wats, are a window into the spiritual heart of the country where non-Buddhists are welcome to visit. When entering a wat, dress respectfully (no shorts, sleeveless shirts, or skirts above the knee) and remove your shoes. Dont miss these Bangkok temples:

    The Temple of the Dawn, facing the river, is known for offering sublime views at dawn and sunset.

    Adjacent to the Grand Palace, Thailands oldest temple is home to a giant reclining Buddha statue.

    Make friends with Thai Rotarian hosts by greeting them with the traditional wai. Place the palms of your hands together in front of your chest and bow your head gently until your nose is level with your tallest fingers, keeping your elbows tucked to your side. Traditionally, Thais wai each other based on social structure. For example, children always wai an elder first. It is polite to return or acknowledge a wai.     The 2012 convention will take place at: Impact Exhibition & Convention Center99 Popular Road, Banmai Subdistrict, Pakkred District, Nonthaburi 11120, Thailand

    The Impact Center, one of Asias largest convention centers, will be the main site for all plenary sessions, the House of Friendship, booth exhibits, and most RI-related official meetings. Located approximately 30 minutes from Bangkoks city center, the convention center offers modern amenities such as the Royal Jubilee Ballroom, where special luncheon events will be held.

    Host eventsThai Rotarians will warmly welcome visitors to the Land of a Thousand Smiles. A series of host events planned by the Host Organization Committee will foster greater fellowship, networking, and fun for visiting Rotarians.     Peace symposiumThe third Rotary Peace Symposium will offer an opportunity for current and former Rotary Peace Fellows, Rotarians, and friends to discuss ways in which RI and the Foundation work to advance world understanding, goodwill, and peace through diverse initiatives. The meeting will spotlight the work of the six Rotary Peace Centers, including the center at Chulalongkorn University in Bangkok.

    At the 2012 RI Convention

    Networking opportunities. Looking for an international partner for your service project or Matching Grant? The RI Convention offers an ideal opportunity to network in person with fellow Rotarians who have similar goals and a commitment to Service Above Self. Visit the Projects Exhibition to view Rotary projects and gather ideas.

    Fellowship and groups. Every RI Convention features several Rotary Fellowships and Rotarian Action Groups, and this year will be no exception. Browse these booths and get involved in an international group, based on hobbies, profession, or service interests.

    Make new friends. At a Rotary convention, you will have an opportunity to meet like-minded individuals from every continent. Many Rotarians also use the convention as a chance to see old friends. Your district or region could even sponsor its own event, such as a meeting, breakfast, or luncheon (see Expand your horizons opposite).

    Plenary sessionsDuring five plenary sessions, youll be inspired by the RI president and other leaders, who will share success stories that highlight how fellow Rotarians are setting examples of Service Above Self globally. The Rotary Foundation will also present the latest news about club and district efforts in polio eradication. Guest speakers and lively entertainment will round out the plenary sessions. Simultaneous interpretation will be offered in English, French, Japanese, Korean, Mandarin Chinese, Portuguese, Spanish, and Thai.     Breakout sessionsHeld on Monday, Tuesday, and Wednesday afternoons, breakout sessions offer an excellent chance for Rotarians to share best practices and project ideas.     House of FriendshipMeet and mingle with fellow Rotarians while sampling Thai food in the House of Friendship.     Make plans earlyFollow these tips to better enjoy your experience of the RI Convention.

    1. Register early

    Take advantage of special preconvention pricing by registering early. Dont delay: The early registration deadline is Thursday, 1 December 2011.

    2. Apply early for visa

    Do you need a visa to enter Thailand? Upon registration, RI automatically sends a letter of invitation to those who are residents of countries requiring a visa. RI processes all forms on a first-come, first-served basis, so please register early and apply for your visa well in advance to allow adequate time to complete the visa application process. To check if you need to have a visa to enter Thailand and to get related information, visit www.mfa.go.th.

    3. Sign up for first-timer orientation

    If youre new to RI conventions, dont worry. RI has organized two orientation sessions on Saturday, 5 May. Hosted by the International Fellowship of Rotarian Convention Goers, the session will give you insider tips for getting the most out of your convention experience. Its also a great opportunity to meet new Rotarian friends from around the world.

    Getting around townBangkoks residents use a wide variety of options to navigate the city, including a modern underground railway line, the MRT, as well as the BTS Skytrain and an elevated line running from the airport to the new City Air Terminal in the city center, operating daily. Taxis abound, offering a cool, clean ride. However, travelers should be prepared for delays in traffic; in a city of 16 million, traffic jams are hard to avoid. Bangkokians have invented some ways to beat the traffic, including river ferries, which are inexpensive, run frequently, and offer a great way to experience the city. A short ride in a tk-tk or motorized rickshaw can also be fun, especially at night when traffic is lighter.

    No public transportation is available to get to the Impact Center. Check www.rotary .org/convention as more details on shuttle buses and other transportation during the convention become available.

The cultural heritage and experiences within Bangkok offer only a glimpse of Thailand's splendors. Bangkoks central location makes it an ideal base for exploring beautiful island beaches, World Heritage sites, and national parks.

    Thailands beachesTo the south, Thailands beaches and coastal resorts offer stunning natural beauty and an unparalleled opportunity to relax. The beach resort town of Pattaya, in the Gulf of Thailand, is only about two hours from Bangkok. To the southwest, head to Ko Chang and enjoy the white sand beaches of Had Sai Khao. In the extreme southern tip of Thailand, visit Phuket for world-class resorts or Phang Nga Bay for snorkeling and coral reefs. On Khao Phing Kan island, explore marine parks and enjoy the bay views of Ko Tapu, an islet jutting out of the sea.

    IsanVisit the northeast region of the country, Isan, to experience rural Thailand and local Laos and Khmer cultures. The Khmer temple at Phanom Rung dates to the 10th century, while the wat at Khon Kaen is situated on a lake, offering spectacular views. Isans natural scenery can be enjoyed during a hike in the Phu Phan National Park or on a boat ride down the Mekong River along the Laos border.

    Chiang MaiNorthern Thailands largest city, Chiang Mai, sits at the foot of the Himalayas. For a scenic adventure, trek in surrounding parks and countryside. There, you can view waterfalls, ride on an elephant, or take a trip on a whitewater raft. Enjoy the regions unique culture and delicious cuisine, and shop for silk products and handicrafts of the indigenous hill peoples of the region. Chiang Mai also features many ancient temples to explore and golf courses to play.

    Gateway to Southeast AsiaA major hub in Southeast Asia, Bangkok can serve as your base to extend your trip to regional attractions such as the stunning temple of Angkor Wat in Cambodia or the bustling cities of Singapore, Hong Kong, or Kuala Lumpur. There are daily flights to major regional destinations from Bangkok.

    Thai etiquette

    According to Thai culture, the head is considered to be the residing place of the soul. Touching or reaching over anothers head is considered highly offensive. On the other hand, feet, being farthest from the head, are considered dirty and foul. Visitors should be mindful not to prop feet up on desks or show the bottom of their feet while crossing legs. Be prepared to remove shoes when entering a home.

    Passionate dancers and your partners are cordially invited to Dinner Dance Party, a fabulous entertainment evening of 2012 RI Convention in Bangkok, featuring a live music band, western set dinner, and dance shows in a relaxed, easy atmosphere on May 6, 2012 at Royal Thai Navy Convention Hall, Wat Arun, Bangkok.

    Chaopraya, the venue ballroom, is located on the second oor of the Convention Hall, with a total oor space of 1,632 square meters (28.85 x 56.50).

    Kawee Virojsailee, Organizing Chairperson of Dinner Dance Party, says ve solid hours will be devoted to nothing but dancing with the popular Sensation Band. There will be no Rotary protocol and the only interruption allowed is four eye-opening dance shows by three couples of award-winning dancers.

    To prepare Rotarians for this grand entertainment event, Dance Coach Phadungsak Talaengkarn has been appointed to train them on both ballroom and Latin dance moves and dance gures. The course includes such basics as timing & rhythm, body lines & poses, holding & movement, footwork, and oor craft.
