A green line to report domestic vio-lence cases is now available to Tirana citi-zens. On 8 March 2013, on Internation-al Womens Day many urban bus lines inTirana carried the slogan Tirana againstviolence against women which providesinormation on ree telephone lines wherethey can report domestic violence and

seek help. The Community Centres Net-work (Useul to Albanian Women As-sociation) and Tirana Municipality areproviding specialized psychologists and

social workers to answer the calls and re-er domestic violence cases to appropriateservices.

The usual passengers o Tirana e Re busline were greeted this morning by a groupo volunteers carrying mimosa branchesand the campaign ribbon o the UN Sec-retary Generals UNiTE to End Vio-lence Against Women!. They providedinormation about Tirana CoordinatedResponse Mechanism, what this Mecha-nism can do or survivors o domestic vi-olence and how citizens can contact themembers o the Mechanism to seek help,including a toll-ree green number.

Having a toll -ree telephone numberis very important or women survivors.They have a place to report domestic vio-lence cases and have access to appropriateservices, - UNDP Resident representa-tive, Zineb Touimi--Benjelloun highlight-ed.

French Ambassador Ms. ChristineMoro noted that action is the rightword as violence is one o the major issuesamongst women. German Ambassador,Carola Mller Holtkemper amongst

others said that it is important to not or-get that womens rights are not ully metwhile violence against women is a very

serious issue. Thats why I am happy tocontribute to this project that will giveassistance to women through telephonelines.

United Nations Development Pro-gramme (UNDP) in Albania, with thesupport o the Swedish government, isassisting Tirana Municipality, and par-ticularly its Gender Equality Oce, thelaw enorcement agencies, justice, health,education and employment structures, aswell as non-prot organizations provid-

ing services, to jointly respond to domes-tic violence cases. In collaboration withthe Ministry o Labour, Social Aairsand Equal Opportunities, UNDP is help-ing to spread the model o inter-disciplin-ary collaboration against domestic vio-lence and many other local governmentunits as required by domestic legislationand international standards ratied bythe Republic o Albania.

On 8 March 2013, the Albanian Insti-tute or Social Innovation (AISI) launchedthe results o a public perception surveyon Womens Participation in Politics andDecision Making in Albania, conductedbetween September 2012 and January2013. The survey was supported by theUN Women and Government o Sweden,in collaboration with the European Uni-versity o Tirana and presented on the In-

ternational Womens Day.Around 2,986 persons rom the 12 re-gions o Albania participated in the sur-vey. The survey aimed to pinpoint thepublic perception concerning genderequality and womens participation inpolitics, women as voters, voting o wom-en candidates and the pervasive opinionon the gender quota. With this survey,we intended to identiy the actors andactors that inhibit and encourage wom-ens participation in politics and decision-making as well as to trigger a debate on

nding the most eective mechanisms toachieve this goal, Sokol Haxhiu, AISIExecutive Director said or the partici-pants during the survey launching organ-ised in the European University o Tirana.Attending the event were representativesrom political parties, civil society, inter-national organisations, students and pro-essors, media, etc.

At the eve o National Elections inJune 2013, political parties, decision mak-ers as well as other stakeholders shouldbe inormed that the majority o people/interviewees arm that women are un-der-represented and 82% o those inter-viewed believe that women can become

MPs. This is a very positive developmentin anticipation o the general elections o

June 2013, the UN Resident Coordina-tor in Albania, Zineb Touimi-Benjelloun,said. She added that the survey indicatesthat women have stronger willingnessand eel ready to be part o political deci-sion making regardless o the prevailingaggressive political environment. This isa very good message to be celebrated onwomens day.

First Secretary o the Swedish Embas-sy in Tirana, Robert Nygard, noted thatater 10 years o incessant support to thecivil society and government or the at-tainment o gender equality, it is timethat women and girls are heard more.We hope that the results o this surveywill encourage the representatives o poli-tics and society in Albania to refect andtake action that change our behaviourand that reinorce social interplay and de-mocracy. One o the co-authors o the

survey, Dr. Klea Faniko said that the sur-vey represents a gold mine in terms o re-search data or all stakeholders seeking toenhance womens participation in politicsand decision-making.

Ms. Fiorela Shalsi, National Coordi-nator in UN Women inormed on someollow-up steps to this survey such as lob-bying near the political parties and inclu-sion o media, universities and youth tomake sure that women are ull-rights par-ticipants in politics and decision-making.

On 8 March 2013, on InternationalWomens Day, the EU Ambassador to

Albania Ettore Sequi met with Women

Parliamentarians.

In his speech he highlighted: You are

at once proof of what women in Alba-

nia and around the world are capable

of, and proof of their struggle to enjoy

equal rights and full their potentials.

You have gone through that struggle

yourselves you have had to win over

discrimination to represent voters in

Parliament. Your own struggle to be-

come advocates of your voters is also

the opportunity and responsibility to

break the glass ceiling for all women

in Albania. You need to continue the

struggle for gender equality until all

women in Albania are able to ourish in

all walks of life.

Ambassador Sequi concluded his

speech by saying This year is a partic-

ularly good year to demonstrate the im-

portance you attach to equality of men

and women. I urge you to pursue the

cause of womens rights, the cause ofyour rights within your parties, starting

with the list of candidates for the June

2013 elections.

On the occasion of 8 March - the Inter-

national Womens Day, the EU Info Cen-tre in Vlora, in close collaboration with

Reection, Useful to Albanian Wom-

en and Gender Alliance for Develop-

ment Center associations re-launched

the Exhibition 100 years of womens life

and contribution in Albania. The aim of

this exhibition was to present - through

historical facts - the achievements of the

Albanian women in different wakes of

life, arts and culture. It aimed to empha-

size the role and contribution of women

throughout the history, from 1912 until

2012, and showcase the women move-ment during these last 20 years. The ex-

hibition was of a great interest and was

visited by many women who were invit-

ed on the occasion of 8 March, teachers

and students from Vlora high schools.

The exhibition remained open until 13

March 2013.

On 8 March 2013, as part of Interna-tional Womens Day activities, the EU

Info Centre in Shkodra, in close coop-

eration with the association Women

painters of Shkodra organized paint-

ing exhibition No EU Integration without

womens empowerment aiming to at-

tract the citizens of the region. This exhi-

bition aimed to present the best values of

our society, embodied in Albanian wom-

en, through the art of well-known women

painters of Shkodra, who artistically intro-

duced them in the context of the EU in-

tegration process. Special guests at the

event were the six authors of paintings,

all women. Mrs. Miriam Neziri Angoni,

in charge of the EU Information Centres

in Shkodra and Vlora, highlighted the

achievements, challenges and contribu-

tion of Albanian women in the countrys

EU integration and . During the opening

speech, she pointed out that this exhibi-tion represents the major value of the EU:

freedom of expression. Finally she called

for the need to encourage womens par-

ticipation in decision-making and further

promotion of equality between men and

women as a priority for EU integration.

The Centre or Legal and Civic Initia-tives (CLCI) supported by UNDP is im-plementing an initiative on strategic litiga-tion or womens rights and monitoring ocourt decisions on their application o gen-der equality related legislation. This initia-tive is unded by Sweden through the UNCoherence Fund and it is part o the Gov-ernment o Albania - United Nations Pro-gramme o Cooperation 2012-2016. CLCI

launched on 13 March 2013 some prelim-inary ndings o this monitoring, aimingto promote discussion among legal proes-sionals on some issues women ace in theirinteractions with the justice system. Swed-ish Embassy Counsellor, Lisa Fredriks-son, invited in this round table discussionhighighted in her opening remark: Re-spect womens rights! is not about rheto-ric - it is about real lie and situations. In the ramework o the OSCE Pres-ence in Albanias parliamentary support

activities or strengthening the account-ability and representative role o the As-sembly, a discussion orum was organizedon 12 March 2013 in Shkodra. The o-rum, which aimed at collecting inorma-tion and sharing ideas on current practic-es and interaction between MPs and theirconstituencies at local level, marked thebeginning o a series o meetings to take

place in two other regions in 2013. Topicsdiscussed included the participatory roleo MPs and interaction with their con-stituencies and dierent groups o inter-est at local level, ways to improve commu-nication between MPs and constituents,including how these relationships can bestrengthened to enable active citizen par-ticipation in the legislative process. ThreeMPs, two rom the majority and one romthe opposition rom Shkodra were invitedas panellists. Participants included a group

o 60 students rom the University oShkodra. The participants called on MPs

to hold requent meetings and discussionswith citizens, in order to listen to the voiceo the public and bring it orward to thelegislative and policy-making process.

The 2013 Human Development Report

powerment, and economic activity, Al-bania ranks 41st out o 148 countries,UN Resident Coordinator and UNDPResident Representative, Zineb Touimi-Benjelloun highlighted during her speech.

The 2013 Report makes a signicantcontribution to development thinking bydescribing specic drivers o developmenttransormation and by suggesting uturepolicy priorities that could help sustainsuch momentum, writes UNDP admin-istrator Helen Clark in the Reports ore-

word.The experience o many states in East-

ern Europe and Central Asia in managinga rapid transition rom centrally plannedto market economies holds useul lessonsor developing countries elsewhere, saysthe Report. A major lesson rom two de-cades o transition is that the state has acritical role in creating an environment orinclusive growth and societies. Abruptlyabandoning areas o responsibility by thestate or insisting on rapid privatization oall state-owned companies may prove verycostly or societies in the long run...But re-orms to strengthen national institutionstransparency and accountability and tolimit corruption are necessary to improvegovernance, the Report stresses. But theSouth aces shared challenges aging, theenvironment, political pressures and in-equality and countries will need newdomestic policy initiatives as well as inter-national action to continue human devel-opment momentum.

Many countries o the region - such asCroatia, Kazakhstan, the Russian Feder-ation and Turkey - have become increas-ingly important aid donors, with disburse-ments exceeding $4 billion in 2011. Theseemerging donors are also active in bilat-eral or trilateral exchange o knowledgewith countries with common heritage orbeyond. The Report argues that the emer-gence o a new South is shaking up exist-ing global institutions, creating new ones,and showing new ways that countries andregions can work together. The Report ar-gues that the South needs greater repre-sentation, but in reormed and reimaginedglobal institutions.

agementSystem were presented in a con-erence organised on this occasion on 7March 2013. By training sta, guiding theadoption o key legislation and EU stan-dards on air saety oversight, the twinningteam worked to bring Albanias civil avia-tion system closer to the EU one liber-alised, ecient, and sae. It remains up toAlbanian authorities to sustain and con-solidate the eorts o the twinning andensure aster, cheaper and saer travel orAlbanian passengers and goods, as well asinternational passengers and businesses.

During the closing ceremony, the Heado the EU Delegation to Albania, Ambas-sador Ettore Sequi noted the importanceo a modernised air transport system orinvestments, trade and tourism, and there-ore jobs and economic growth. Ambas-sador Sequi emphasised that without

showing that the rule o law prevails, Al-bania cannot properly adopt and imple-ment those EU standards that enable theEU citizen to know and demand his or herrights as a passenger i the fight is delayed

or the baggage is lost, those standards thatenable the EU citizen to fy much morecheaply, quickly and saely than the Al-banian citizen; those EU standards thatenable EU businesses to transport goodsmore cheaply and eciently than Alba-nian businesses; those standards that haveimproved lie in Europe. He concludedby saying that Your distance rom theSingle European Sky is determined by youalone by your will and concrete actionsto join us.

Through the EU integration process,which entails the adoption o EU stan-dards on air transport as well, Albaniawill be able to ensure more, shorter andcheaper routes, less delays and more sae-ty or passengers and businesses alike. Thetwinning with the Italian National CivilAviation Authority has worked to unlockthe potential o the air transport sector orinvestments, trade, tourism, and jobs bybringing Albanian legislation closer to thato the EU, and training the sta o the Civ-il Aviation Authority to carry out its saety

oversight responsibilities. Upon ulllmento the political criteria or membership andthe subsequent opening o accession nego-tiations, Albania will stand to adopt theEU standards that have made air transportin the EU a key source o growth.

The Twinning was implemented by theItalian Civil Aviation National Authorityin cooperation with its Albanian counter-part or a period o 30 months. Assistancewill continue through a new twinning osimilar value to be launched this year. EU

In the ramework o the EnvironmentalSecurity Initiative (ENVSEC), the OSCEPresence in Albania, in cooperation withthe Albanian Extractive Industry Trans-

parency Initiative Secretariat and the Cen-tre or Democratisation and Developmento Institutions organized an awareness-raising workshop on the importance o

public participation in the Extractive In-dustries Transparency Initiative (EITI),held in Pogradec on 19 March 2013. Rep-resentatives rom local government, civilsociety and the mining industry attendedthe event and shared their views on howto make use o this initiative as a strongmechanism to promote transparency inthe revenues received rom the extractiveindustries, thereby ghting corruptionand promoting a stable investment envi-

ronment. During the meeting, discussionsocused on the lack o transparency in thepublication o contracts signed betweennational and international companies andthe Ministry o Economy. The Presencehighlighted the link between EITI and theAarhus Convention and ostering trans-parency, accountability and good gover-nance in this sector. Additional regionalworkshops will be held in Kukes, Vloraand Tirana in the near uture.

On 11 and 12 March 2013, GIZthrough the project Open Regional Fundor South East Europe Legal Reorm(ORF LR) organized in Tirana, the 3rdRegional Conerence o the Civil Law Fo-

rum, in which were presented the latestndings in the area o legal reorm.

In 2009, well-known legal scientists romSouth East Europe and rom Germany es-tablished the Civil Law Forum or SouthEast Europe (CLF). Since its establishment,the orum has accompanied the legal re-orm process in Albania, Bosnia and Her-zegovina, Croatia, Macedonia, Montene-gro and Serbia. Assisted by CLF members,young researchers rom the region engage

In the course o the conerence aconsiderable space was dedicated to thediscussions and networking o legal ex-perts and decision makers. The gatheringo law practitioners highlights the needo approximation o law with EU Acquisand also a coherence o laws in the regiondue to increase o cooperation in legal and

economic matters.

On 12 March 2013, to promote thetechnology o solar water heating in Al-bania, the Ministry o Labour, SocialAairs and Equal Opportunities/State

Social Service with support o UNDP Cli-mate Change Programme inaugurated theinstalment o solar water heating systemat the Orphan House in Tirana. The sys-tem installed is coupled with monitoringequipment, which enable accurate data onits eciency. Such data may be useul tourther promote the system in Albania.

General Secretary o the Ministry oEconomy, Trade and Energy, Dael Dervi-

shi, highlighted: During the period 2009 2013 the Ministry o Economy, Tradeand Energy supported by the UNDP/GEFproject has undertaken several tasks tomonitor the solar thermal systems areainstalled so ar in Albania and to predictthe uture market penetration or house-holds, service and industry (public andprivate sector) taking into considerationthe new legislation on Renewable Energy

PeakS O The balkanS hiking TrailThe World Travel & Tourism Council (WTTC) has awarded

the transboundery Peaks of the Balkans hiking trail the re-

spected Tourism of Tomorrow award.

The award ceremony took place in Abu Dhabi and was at-

tended by former US President Bill Clinton. The 192 km circuit

trail takes hikers through a contiguous mountainous region that

spans Albania, Montenegro and Kosovo. All three countries

have now granted national park status to the region. Workingon behalf of the German Government, the GIZ assisted with the

development and marketing of the hiking trail.

The World Travel & Tourism Council regularly recognises

best practices in sustainable tourism. The project executing

agencies in the three countries are proud to have been pre-

sented with the award, which they consider an acknowledge-

ment of the harmonious and constructive partnership between

the three regions in South Eastern Europe, once an area in cri-

sis. In his opening address Clinton underlined that tourism has

Inaugurated in late 2011, the hiking trail leads through largely

untouched landscapes, traditional mountain villages and gla-

cial lakes and crosses mountain ranges reaching altitudes ofup to 2,300 metres. Last year as many as 350 hikers had cov-

ered the trail on half or full day hikes. In 2013 a number of for-

eign tour operators also included the trail in their catalogues.

On behalf of the German Government, GIZ has supported

the development of sustainable mountain tourism in the West-

ern Balkans since 2010. Hiking paths have been prepared and

widened, markers and maps provided, and tourism services

on the trail, such as guesthouses, set up or improved. Local

hiking guides have been trained in cooperation with the Ger-

man Alpine Association. The competent authorities in the three

countries have teamed up with experts from GIZ to draw up

regulations that remove the red tape associated with crossingthe borders.

This improved access will not just make matters much easier

for the tourists who come to this remote area, but will also allow

inhabitants to benet from the resulting social and economic

opportunities, while preserving the regions natural resources

and cultural legacy.

Similar Solar Thermal Systems are in-stalled in several guesthouses in Thethi,in the building o the National Agencyor Natural Resources, in several Voca-tional Training Centres throughout Alba-nia, and expected to be soon installed in anumber o social public buildings in Tira-

na, Lezha, Shkoder, Fier, Berat, etc. withthe Elderly s House in Tirana being thenext one.

The Albanian Government with thesupport o UNDP through the GlobalEnvironment Facility is implementing aproject which acilitates the installation o75,000 m2 o new installed collector areaover the duration o the project, an annu-al sale o 20,000 m2 aiming to reach theset target o 520,000 m2 o total installedSWH capacity by 2020. The greenhousegas emissions reduction resulting rom

this alternative scenario has been esti-mated at 146,000 tons o CO2 per year in2020 or at the cumulative amount o over800,000 tons o CO2 by 2020.

The nexus o water, energy and solidwaste is an innovative approach: By blend-ing organic waste with waste water, op-erative costs o utilities can be reduced by50-60 %. In act, rising electricity pricescontribute at present to about 50 % o theoperational costs o a waste water treat-ment plant, which could be reduced by theuse o biogas.

Thereore, in 2012, a delegation o in-stitutional and political decision makers

went on a study tour on biogas in the con-text o waste water treatment in Germany.This was ollowed by a training in Ger-many in March 2013, with the aim to in-stall a biogas laboratory at the Polytech-nic University in Tirana. Now, lecturers othis University can use the laboratory toconduct experiments and integrate biogasin the curriculum. They are able to pro-vide advice or urther initiatives and trainuture sta or this sector. Moreover, a co-operation agreement was signed betweenthe Polytechnic University in Tirana and

the University o Applied Sciences o Bre-men, Germany. Soon, a training will beheld in Germany, so that personnel owaste water treatment plants will betterunderstand the role o anaerobic process-es and the use o biogas. Due to the posi-tive eedback rom the Albanian partners,a regional workshop will be held in July2013 to promote this innovative approachon dierent levels.

The Technology Transer Biogasproject unded by the German GIZ with-in the Water Sector Reorm Programme(WSR) is part o the International ClimateInitiative (as introduced in the Govern-

Foreign Aairs, data on perormance pro-vided by MEI, workload analysis, under-taken through a specic short-term mis-sion, and analysis o similar organizationsin the ormer and existing EU candidateand potential candidate countries.

This proposal was carried out in twoseparated workshops with High Represen-tatives and managing director o Ministryo European Integration, on 15 March 2013,and with directors and representatives o theEuropean Integration Directories rom theMinistry o Foreign Aairs, Ministry o Inte-rior, Ministry o Agriculture, Ministry o Jus-tice, Ministry o Transport, Ministry o Tour-ism, Ministry o Labour, Social Aairs, andEqual Opportunities, Ministry o Economy,Ministry o Deense, Department o PublicAdministration and representatives o MEIDirectorate o European Secretariat, Inter-nal Market and Justice and Home Aairs.

The ndings o the unctional review pre-sented by SMEI 3 expert were well receivedrom the participants in the two activities,and there was a common agreement that

pationinCommunityProgrammes or-ganized in amiliarizing Albanian publicon citizenship and cultural programmes,the Executive Director o the Agency orSupport to Civil Society (ASCS), Rudi Bo-brati accompanied by the Head o the De-partment or Development o Programs,

International Cooperation and Commu-nication Isak Bilalli, received Mr. Maksy-milian Fras, expert in EU citizenship andculture programme. The aim was to dis-cuss and explore specics o this programand uture cooperation.

Mr. Fras elaborated on the core objec-tive o the Cultural programme highlight-ing the aim to enhance the cultural tiesshared by Europeans, based on a com-mon cultural heritage, through the devel-opment o cooperation activities amongcultural operators in European Countries.Albania is one o the eligible countries;thereore participation o CSOs and oth-er eligible entities is going to be benecialand valuable.

Details o the Europe or Citizens Pro-gramme were unveiled by Mr. Fras whichaims at bringing Europe closer to its cit-izens o Albania and to enable them toparticipate ully in the European con-struction. Through this programme, citi-zens have the opportunity to be involvedin transnational exchanges and coopera-

tion activities, contributing to developinga sense o belonging to common Europeanideals and encouraging the process o Eu-ropean integration, Mr. Fras pointed out.

The European Training Foundation, anagency o the EU (www.et.europa.eu),will carry out in 2013 easibility studies toset up multiunctionalcentres (MFCs) invocational education and training (VET)in Albania. Theupcoming EU IPA 2013VET project will then provide initial und-ing tosupport 4 or 5 such schools.

Turning relevant vocational schoolsinto MFCs is one o the key prioritiesothe Ministry o Education and Science(MoES), as mentioned in thenational VETStrategy 2013-2020. The 2011 Amend-ments to the VET law havepaved the wayor establishing such MFCs. MFCs shallbe established within the premises o ex-isting vocational schools; however, newbuildings or workshops and other acili-ties will be required. A ully-fedged con-cepto what presents a MFC still needs tobe agreed. The basic intention is toopen upVET schools or adult learners and to tai-lor education andtraining provision to thespecic needs o dierent target groups.MFCs could become valuable partners or

industry in specic economic areas oroc-cupational clusters i they are equipped ac-cording to industrys needsand managedin collaboration with the private sector.
