• R50,00 per set for all services with a pre-estimated value from above R100 000 to R300 000.
• R100,00 per set for all services with a pre-estimated value above R300 000 to R2 000 000.
• R200,00 per set for all services with a pre-estimated value above R2 000 000.These amounts will not be refunded. Only cash or postal orders will be accepted.
7.1 No documents will be exchanged.8. Tenders must be on the official tender forms which must be filled in and completed in all respects.9. Tenders must be submitted in sealed envelopes.10. Separate envelopes must be used for each tender invitation.11. The address, tender number and closing date must appear on the front of the envelope.12. 1. The Gauteng Department of Health seeks an available and capable transaction advisor for the purpose of conductinga detailed feasibility study and possible PPP procurement process to assist the Gauteng Department of Health inPublic Private Partnership to revitalise Chris Hani-Baragwanath Hospital.
The process may entail the following:
• Erection of temporary facilities;
• relocation of existing services;
• construction of new facilities;
• relocation of service to the newly created facilities; and
• demolition of old or temporary facilities.
2. In accordance with the relevant National Treasury Regulations and National Treasury’s PPP Manual and StandardisedPPP Provisions, a suitably skilled and experienced transaction advisor is required to assist the Department of Healthwith—
• a thorough needs and options analysis;
• detailed feasibility study for Treasury Approval: I;
• production and fast tracking of all bid documents, including draft PPP Agreement, for Treasury Approval: IIA;
• PPP procurement and value-for-money report for Treasury Approval: IIB;
• negotiated PPP agreement and PPP agreement management plan for Treasury Approval: III;
• a close-out report and case study.
3. These terms and reference invites proposals from the transaction advisor representing a team of a suitably qualifiedand experienced financial, technical and legal advisor to assist the Gauteng Department of Health to:
• Phase 1: Conduct a thorough need and option analysis focusing on recommending best option for meeting theNeeds within the departments mandate and strategy for delivery.
• Phase 2: Undertaking a comprehensive feasibility study for the revitalization of the Chris Hani BaragwanathHospital.
• Phase 3: If required, provide advisory services for the appropriate procurement of the project.
4. The procurement phase will be decided by the Department of Health only on completion of the feasibility study, andthe Department of Health reserves the right to stop the process at any phase and terminate the appointment of thetransaction advisor. The contract for these services will be with a single transaction advisor, and all other teammembers must be hired by the transaction advisor via subcontract(s) or joint venture(s).
5. High quality expertise and experience is required in—
• Healthcare and related ancillary;
• financial analysis with relevant PPP and project finance experience;
• legal experience, with relevant South African experience in the drafting and negotiating of PPP agreements;
• BEE expertise with relevant PPP experience;
• negotiation skills;
• contract management experience;
• project management experience.

1. Introduction
The National Productivity Institute (NPI) seeks to invite proposals from suitably qualified researchers/research companiesto undertake a study on the impact of the proposed taxi industry recapitalisation on productivity and the economy.
The study will cover the following provinces: Gauteng, KwaZulu-Natal and Western Cape. The following are terms ofreferences which should be covered by the study:
• An analysis of factors which have inhibited productivity and an efficient operation of the minibus taxi industry.
• An analysis of the impact the minibus taxi industry has on the economy, i.e. GDP, taxation, employment, skills transferetc.
• An analysis of the impact of minimus taxi transport on the productivity of commuters at work.
• An analysis of the possible impact the recaptitalisation programme will have on taxation, employment, skills transferand economic growth.

The National Productivity Institute (NPI) invites Business Consultants with the relevant understanding, experience andcontacts to submit proposals for establishing proactive Future Forums in stable enterprises within South Africa
BACKGROUND
The NPI’s Social Plan Technical Support Facility (SPTSF) is tasked with assisting enterprises to formulate and implementstrategies that prevent job loss. Over the past 5 years, the SPTSF has assisted distressed organisations turn themselves aroundusing Future Forums, a collaborative forum consisting of management and employee representatives. This forum focuses onidentifying causes of organisational decline, developing and implementing solutions as well as structuring agreements on themanagement of job losses.
The success of Future Forums as a tool for enterprise turnaround has prompted the SPTSF to consider the use of a similarstructure to prevent enterprise decline in stable companies. The SPTSF therefore wishes to conduct a pilot to determine theefficacy of such a strategy and develop the necessary support tools and infrastructure. The forums, to be referred to asProactive Future Forums, will focus on:
• Creation of a collaborative relationship between management and labour.
• Development of an enterprise level early warning system.
• Development and implementation of strategies to prevent enterprise decline.
• Development and implementation of proactive strategies that equip employees with skills to develop alternativeemployment opportunities in the event of unavoidable job losses.
TIMEFRAMES
20 Proactive Future Forums should be established by 30 March 2006.
The Study should be completed by 30 September 2006.
Proposals will be evaluated using the following criteria:
• Methodology.
• Qualifications and proven track record.
• Broad Based Black Economic Empowerment.
• Cost.

Interested parties (firms/consortiums) are invited to submit proposals to develop a cooperatives development model andimplementation plan of a pilot project in a specified area in Gauteng.
Services required from the successful service provider will include:
1. Cooperative institutional development, design and implementation.
2. Training of cooperators on worker-owner guides development, profile document development, policy development,problem solving techniques, etc.
3. Registration of cooperatives.
4. Implementing a pilot project/s on behalf of the department.

5. Develop engagement policy for the department, i.e. with other directorates within the department, other provincial andnational departments; municipalities, development agencies, private sector financial institutions and other role players;

8. Build coops in the identified communities.
9. Enter into strategic partnerships with other consultants/role-players on the above tasks.
10. ID beneficiaries’ bmo, amongst others, the council’s indigent data-base and in consultation with the local stakeholders,major beneficiaries being women, youth, disabled and indigent families.
11. ID sources of additional funding for cooperators.
12. Building the necessary capacity for the coops.
13. Developing mentoring strategy for cooperatives.
14. Production of resource material.
15. Ensure skills transfer to such communities as part of capacity building.
Proposals must include detailed and comprehensive cost and financial implications, clear delivery milestones and precisetimeframes.
