As you are aware, the National Human Rights Commission IS a~statutory autonomous body constituted under the Protection of Human RightsAct, 1993 for the protection and promotion of human rights. In furtherance ofsame, the Commission has been availing the services of very senior retiredofficers whose rich experience in particular areas of human rights would be ofimmense value.
2.Accordingly, Shri Sudhir Kumar, former Member, CentralAdministrative Tribunal has been engaged by the Commission as SpecialRapporteur for North Zone covering the States/Union Territories of Punjab,Haryana, Chandigarh, Delhi, Himachal Pradesh, Jammu & Kashmir,Uttarakhand & Uttar Pradesh for a period up-to 29th March, 2019 as perCommission's order dated 20th March, 2018, copy of which is enclosed. ShriSudhir Kumar will monitor and pursue on behalf of the Commission, variousissues relating to violation of human rights in the State.
3.Shri Sudhir Kumar, working as Special Rapporteur-NHRC for NorthZone would involve very close interaction with various functionaries of theState. I shall be grateful if Shri Sudhir Kumar is providedwith all possiblehelp andcooggrafjgn as dhcT~when he approaches, so inai ne couldsnccessTuHyand promptly discharge the tasks assigned to him by theCommission. All concerned Departments in the State of Delhi may also bedirected to extend similar assistance and cooperation.

Consequent on selection of a new Special Rapporteur for NorthEastern Zone, Shri Sudhir Kumar shall henceforth look after North Zone,comprising the States/Union Territories of Punjab, Haryana, Chandigarh,Delhi, Himachal Pradesh, Jammu & Kashmir, Uttarakhand & Uttar Pradeshwith effect from 1s' March, 2018 till his approved tenure up-to 29.03.2019, ortill further orders, whichever is earlier.
The terms of engagement of Shri Sudhir Kumar ds Special Rapporteur-NHRC for North Zone shall be as per the revised Scheme and Guidelines forengagement of Special Rapporteurs in the Commission, which shall be witheffect from 1s' January, 2018.
The expenditure involved will be met out of the grants-in-aid of theCommission under the head A-3 Professional and other services.
