4. Computerisation at Science Branch:Action: Spl. DE (IT)

JOE (IT) assured that the work of computerisation of Science Branch will becompleted by 31012017.

5. Taking Data of Aided School Students on MIS:

DE directed District ODEs to call a meeting of Heads of all aided schools andask them to feed data of all their students on Directorate's MIS so that theDirectorate can have exact data for post fixation and the menace of cash transfer offunds can be put to end.

Spl. DE (ASB) to report the progress in next fifteen days.

6. HoSslZonal ODEs Be Strict to Enforce Sanitation:

Although powers to impose penalty on sanitation vendors have been delegatedto HoSs/Zonal ODEs, yet the sanitation status in many schools/offices is not up tothe mark.

HoSs/Zonal ODEs to exercise their powers in the interest of students,judiciously.

7. All PETs Back to Schools:

Sports Branch 10 issue a Circular to the effect that all PETs reporting to SportsBranch for various duties shalt join their schools w.e.f 15.12.2016. Names of thosePETs whose services are still required for National School Games (with dates/venueetc.) should be specifically mentioned in this Circular so that HoSs know which ofPGTs (PE)IPETs are still required by Sports Branch. HoSs should properly utilisethe services of the PETsIPGTs (PE), thus spared, to Improve (a) the results ofPhysical Education in class XII and (b) the discipline scenario of the school

8. Training of PETsIPGTs (PE):

District DOEs to ensure that PGTs (PE) and PETs teaching class XII participatein the training starting w.e.f. 09.12.2016 at RPW Link Road (for Districts SW- A &B). From 13.12.2016 onwards, PGTs(PE) & PETs from the rest of the districts willbe trained at RPW, Raj Niwas Marg. The training is crucial because in quite anumber of schools, results of class XII have plummeted because both students &teachers did not take Physical Education seriously and systematically.

DOE Sports (Sh. Dharmendra Singh) was entrusted with the charge of completerestructure of the sports cadre of DoE ensuring DoPT Circulars w.r.t. cadreplanning/RRs etc so that students of Primary/Middle/Secondary Classes getseparate PETs (gender wise and having specialisations/achievements in differentsports disciplines). Additional Supervisory posts at Zonal/District/Headquarters levels

required, may be framed/amended with the help of experts. Services of Sh. M. L.Kaushik (DOE Zone-B) can be utilised for this purpose.

10. Gearing Up for National School Games:

Delhi has been allotted more than 12000 children for 22 sports disciplines inUnder 14 (classes VI to VIII), under 17 (Classes IX~X)and under 19 (Class- XI & XII)categories for which students from all over India will be coming to Delhi & staying inschools spread across districts North, North West~A, North West~B and West~B.Concerned district DOEs to ensure that all schools, earmarked as residential venuesfor guest players, provide:

I 24 hrs supply of water through a functional submersible pump.II Intact window panes & grills.

III Nutritious and tasty food (tasted by HaS/Staff before serving the children).IV. Hot water for bathing and, at least, one room (separate for boys & girls)

designated as 'bath room'V. Functional toilets (separate for boys & girls) with running taps & cisterns and

doors with intact latches.VI. Round the clock safai karamcharis and security personnel/chowkidars.

VII. Free Medical Assistance.VIII. Proper Lighting in rooms, corridors, stairs, toilets, bathrooms etc.

IX. Mobile toilets properly connected with sewer systemX. Properly covered electricity boardsl wirings.

XI. Sufficient number of mobile charging points.

No unauthorised outsiders (including private coaches, relatives of children,media persons etc) should be allowed inside the venues for security reasons. SportsBranch to prepare a dateline for different actions to be taken (e g. writing toPWD/DJB/HoSs etc) and then schedule another meeting with DE & all DOEs, atleast, one week before the contingents' arrival.

11. Suggestions on the New Admission Plan:

DE, once more, invited all officers to give comments I suggestions, if any, on thenew admission plan within 3 days so that it can be finalised.

12. Mentors Responsible for the Results of the Adopted Schools:

Out of 152 schools adopted by officers, reports have been sent to SchoolBranch by only 49 officers Least number of reports have been forwarded by ZonalDOEs and SPEs. DE warned that if the result of any of the Adopted Schools goesdown then apart from HoSs, the Mentors too will be held responsible

13. Put up Proposals for Starting Commerce Stream:

Out of 895 senior secondary schools, 629 have Commerce Stream already.District DOEs to explore possibility of starting Commerce Stream in the remainingSenior Secondary Schools and put up proposals for the same

14. All Officers (Above, DOE Level at HOs) to Attend Co-ordination CommitteeMeetings:

DE desired that, in future, all officers (at the HOs) above the rank of DDE,including Controller of Accounts, shall regularly attend the Co-ordination CommitteeMeetings. ROEs and District DOEs shall, however, continue to attend thesemeetings as usual

15. Reviewing Post Fixation Norms of Aided Schools:

DOE (ASB) to review and refix Post Fixation Norms for aided schools with thehelp of Post Fixation Cell Before embarking on this project, DOE (ASB) shall visit,at least, five aided schools with different enrolment brackets so that he can betterappreciate the issues involved.

16. Centrally Sponsored Schemes on Top Priority:

30th November, 2016 was the deadline for putting online all data regardingbeneficiaries of Centrally Sponsored Schemes. Many schools are not taking thisseriously. In some schools wrong Adhar/ Bank Account numbers are being fed, dueto laxity. DOEs to take out scheme-wise & school-wise status of disbursal under thefour Major Plan Schemes and counsel I reprimand the defaulters, as per status. Inany case, disbursal should be compleled by this weekend I.e 10 122016.

As for disbursal in respect of Uniform Subsidy in Govt. Schools, JOE (Pig.)Informed that Distt. NW-A is yet to disburse 16% of funds; District Central is yet todisburse 11% and Distt SW-8 is still left with about 7%. In other districts, thesituation is, more or less, satisfactory

18. VKS Fund To be Linked to Number of Students:

19. School Magazine To Reach All Students:

JOE (Pig.) to move another file to Finance Department for removal of the upperlimit (or Rs. 80000) fixed for school magazines so that all students get a copy oftheir school magazine.

20. Arranging Aadhar Machines in Schools:

JOE (Pig.) to liaison with Divisional Commissioner office to provide Aadharmachines in those govt. schools where 200 or more students need Aadhar Card, sothat the work can be put on fast track.

21. Setting up Vocational Labs:

83 schools have stili not provided room/space to set up Vocational Labs.15 schools in district South, 11 each in districts West-B and NW-A & 8 schools inDistrict North and 7 in district Central & NE have not provided space. Distt. DOEs toeither arrange to open Vocational Labs or certify that there is absolutely nospace/corner available in the entire school to set up Vocational Lab. Cases withsuch certification by respective Distt DOEs be put up to DE by Vocational Branch sothat a final decision can be taken for these remaining schools.

22. Private Schools Which Don't Meet Even Relaxed Land Norms Under RTE:

Recognition files of private schools need to be processed in a timely andtransparent manner. There is clarity that schools which do not meet land norms(relaxed under RTE) cannot be given recognition. These may be rejected outrightwithout wasting time examining other facts.

23. Extension of Recognition Without Taking Concerned District into Loop:

DOE (Pvt Sch Branch) to send to DE's office files of all those schools whoserecognition was extended by Act/Private School Branch without taking theirrespective Districts into loop. Cases of District NW-B should be sent on priority.

24, Status of Pending EoRs to be Placed in All Co-ordination CommitteeMeetings:

Spl. DE (L&E) Branch to ensure that District-wise up to date status of pendingEaRs is placed and discussed In all Co-ordination Committee Meetings

Districts to delete all pending EoRs - which are not relevant any more - Inconsultation with L & E Branch within one week.

There are 29000 students who could not move ahead in recognising words/letters. despite best efforts by their teachers. 55 combined teams of EVGCs & Spl. Edn.

Teachers were constituted to devise tools to test these children to find out whetherthey have any learning disability (and if yes, which one). Having identified thedeficiencies, Individual Education Plans (IEP) will be drawn for each child by theSp! Edn. Teachers. The IEP will contain separate long term aims & short term goalsfor each child. Then Special Education Teachers will works with these childrentowards fulfilment of these academic aims/goals Distt DOEs to extend allcooperation in the process.

EVGC & IEDSS Cells to finish all work on Project Smile as per the timelinesupplied to the Director.

26. Transferred SPI. Edn.Teachers to Join Allottted Schools Immediately:

Distt DOEs to inform DE about the recently transferred Spl. Edn. Teachers whohave still not joined their newly allotted schools. Concerned branch to issue StandRelieved Orders immediately and IEDSS Branch to propose disciplinary actionagainst defaulters because special children can not be left at the mercy/convenienceof teachers.

27. Construction of Resource Centre:

Work for construction of Resource Centres has not started in distt North-East,West-B, New Delhi/Central. Joint inspection have been conducted in districts SW-A& SE. Land & Estate Branch to take up the matter with PWD for putting it on fasttrack.

28. Resolving PGMS Cases:

A review meeting in eM office is due on 14.12.2016 for review of PGMS cases.174 cases are overdue. Efforts should be made to minimise this number as muchas possible before the review meeting at CMO.

29. School DevelopmentPlan:

Some schools have still not put their school Development Plans of theproceedings year 2015-16 & 2016-17. In January (2017), the Department will beexpecting the SOPs for the session 2017-18 too Dlstt. DOEs to ensure thatdefaulter schools put the SOPs of these preceding years on-line without any furtherdelay.

30. SMC Sabhas:

Representatives of the NGO Saajha explained the concept. SMC Sabha is ameeting of all SMCs of one Assembly Constituency with officers of Education andother concerned Departments e.g. PWD, MCD, DJB, Police etc. During the Sabha,the SMC members raise their grievances and different departments try to resolve asmany issues, then and there, as possible. Timelines are fixed for resolving thosegrievances which cannot be resolved there itself. The Distt. DOE is the Chair Personof SMC Sabha. In case there are more than one district in a Constituency, then boththe distt DOEs will be present and the senior DOE will chair the Sabha. Distt DOEs togive proposals (with dates, venues etc) to Smt. Vineeta Shankar for conducting SMCSabhas for onward transmission to MoE's Office.
