Disaster Incidences (Recent):-

o A massive Landslide happened today at Siar Baba Waterfall in district

Reasi, where 07 persons died and about 31 persons injured who are

being treated at Shrine Board’s Super Speciality Hospital at Kakryal.

o An accident occurred today in Chilli area of Gandoh Tehsil wherein an

Alto car rolled down into a gorge in the morning with 05 members of a

family travelling in it. There was loss of 02 lives in the accident and 03

injured who are under treatment at District Hospital Doda.

o A poor child from Uttar Pradesh, living in Bijbehara, died today after

being admitted to GB Pant (Paediatric) Hospital Srinagar, from

Diphtheria, a rare disease, not common in J&K. As a precautionary

measure, to check further loss of life due to this rare disease in the

State, the availability and delivery of atleast 05 vials has been ensured

by the NDMA till Monday.

o An accident happened today at flyover Baribrahmna in which 04

Amarnath Yatries from Uttar Pradesh, were hit by a Light Motor Vehicle

(LMV) resulting on spot death of 01 Yatri, and 03 other injured who were

immediately shifted to GMC Jammu. The families of the victims have

been contacted. Deputy Commissioner Samba has ensured that the

patients will be provided all assistance in the hospital, besides monetary

help through Red Cross and Shrine Board. Also the MS GMC, Jammu

has been directed to alert staff in the emergency. The arrangement for

stay of attendants with the injured/deceased has been made in Red

Cross Bhawan, Maheshpura Chowk Jammu, with free boarding and

lodging. The travel arrangements back to their native place via train will

be made by District Administration Jammu. Also, as confirmed by the

UP Administration (DM Etah), immediate monetary relief of 2 lacs shall

be provided to the family of the deceased, besides 5 lacs from CMs

Sarvhit Bima Yojana. Also financial assistance of 50 thousand each to

the injured shall be provided.

o There was minor landslide today at Kheri 5 km from Udhampur on

National Highway. No loss of life was reported. The roads were cleared

and restored with traffic open for both lanes thereof.

o There was light shower/rain in some parts of both the Divisions however

the situation remained normal and No. loss of lives/livestock or

damages reported so far.

o A tempo traveller carrying 13 yatries on way from Jammu to Srinagar

collided with a truck near Birma Bridge on National Highway Byepass

Udhampur today resulting in injuries to the Yatries. Police reaches the

spot and immediately shifted injured to the nearby hospital. Two are

reported to be serious. Deputy Commissioner Udhampur has issued

instructions for providing proper medical care to the injured and those

who are serious be shifted to Jammu for specialised treatment. The

injured are mostly in the age group of 25 to 40.

o Another accident was report at Nowgam byepass (not yatra related) in

which six persons got injured.

o Yesterday an accident had occurred at Sanat Nagar in which two boys

of the age group of 15 years, residents of Batmaloo Srinagar died on

spot while riding a motor cycle.

(Floods from 28th

June to 6th

July, 2018) Due to increase in the water level in the river Jhelum some minor

breaches were reported at Galander Pampore, Pandrathan Lasjan

and due to timely intervention of the administration all the

breaches were plugged in and no loss/damage resulted.

Also some areas got inundated due to back flow of water like

Rakh-e-arth, Badami bagh, Rajbagh, Telbal.

After the flood threat was over the Valley experienced windstorm

on 03-07-2018 and besides human loss some property damage

was also reported. 8 Chinar trees also got uprooted as a result of

the incident.

Also cloud Bursts were also report on 03-07-2017 in the

Khidernallah Kund Tributary of Veshow Tral, however no loss was

reported.

Rescue and Relief Measures: Deputy Commissioners have been asked to expedite the process of

disbursement of Ex-gratia relief as per the norms immediately. As per

the reports received from them process of disbursement is under

process and relief cheques shall be issued very soon. However relief

cheque of Rs.1.0 lac was disbursed under Red Cross in District

Poonch where one death was reported.

Gaps have been identified and conveyed to Divisional Commissioners

for a report which is awaited.

At State EOC Gogo Humhama, Srinagar, Tents delivered: Divisional

Commissioner Kashmir (100), Red Cross (100), Army (40) Boats (04),

Wireless Tetra-11 established, (Water Bottles, Biscuits@5/pack

(1040), Kitchen Set=20-Redcross) LPG (26 Cylinders) Rice=89.90

quintals (CAPD) Relief Camps established: 02. Camp 01: Tents: 110,

Toilets= 25 (with water supply), Flood Lights: 04. Camp 02: Tents: 50

Toilets= 30(with water supply), Flood Lights: 02. Satellite Phone

already installed and functional, 06 labours/day for pitching of tents.

160 tents have been pitched in these two relief camps at SEOC

Humhama till now.

Sufficient funds have been kept at the disposal of the Deputy

Commissioners @ Rs.50.00 lac each and Rs.1.00 Cr. each with

Divisional Commissioner Jammu/Kashmir and Rs.2.00 Cr. with

Financial Commissioner Revenue.

12. Any Other Specific

Incidence

Following additional gaps have also been identified to tackle the disasters effectively. Stake holders have been asked to submit action reports.

1. Increasing water carrying capacity of River Jhelum and spill channels.

2. Strengthening the existing embankments to prevent breaches.

3. Raising the bund heights of the River at places where flood waters spill

over.

4. Availability of boats and life jackets for rescue operation at the rivers and

lakes.

5. Setting up of Emergency Operation Centers in all the Districts and

Divisional Headquarters.

6. Availability of food stocks and other essential commodities and the

additional requirement in cities and towns.

7. Availability of dewatering pumps and the additional requirement at

Divisional and District levels.

8. Search and rescue equipments at Divisional and District Levels

9. Advance warning and alert systems for timely response.

10. Other mitigation measures planned by the line Departments in their

respective Disaster Management Plans.
