OF SPORTS ON 06.02.2 017 AT 10.00 AM AT SHASTRI BHAWAN. 2. Secretary (Sports) chaired the meeting. List of officials who attended the meeting is annexed. 3. Initiating the discussion, AS & FA submitted the 'Details of budget allocation and utilisation of fund in respect of the department' to Secretary (Sports). After having gone through the details, Secretary(Sports) reiterated that as per extant rules, not more than one-third (33%) of the allocation to be spent in the last quarter of the financial year, besides, the stipulation that during the month of March the expenditure should be limited to 15% of the Budget allocation as per Revised Estimates. Thereafter he reviewed the expenditure details of various schemes of the department. 4. Secretary (Sports) instructed DG NADA and Secretary SAl to up the matter immediately. MINUTES OF THE 9th REVIEW MEETING HELD WITH SR. OFFICERS OF DEPT. OF SPORTS ON 06.02.2 017 AT 10.00 AM AT SHASTRI BHAWAN.

2. Secretary (Sports) chaired the meeting. List of officials who attended the meeting is annexed.

till now. He advised immediate release of Rs 50 lakhs for the project which has been developed by Sports Science Department of SAI NSSC Bengaluru on Using sports science for scientific evaluation of athletes. SAI must be advised to submit a proposal.

NISSR (National Institute of Sports Science and Research): Secretary (Sports) observed that Rs 50 lakhs has been allocated, but no expenditure has been incurred till now. He instructed that immediate steps must be taken for release of Rs 50 lakhs for creation of Project Cell and appointment of Project Director as already decided in 2nd SOM held on 05.12.2016. JS (Dev.) informed that Search- cum-Selection Committee has been constituted and a Eol, was floated, but there was poor response and those applicants are not matching with QR. Secretary (Sports) advised that somebody with hands-on experience would be preferable. He observed that Dr G L Khanna, former Sports Scientist of SAI, who was responsible for setting up sports science department in Malaysia, currently working in Manav Rachana University may be approached.

NSU (National Sports University): JS (Sports) informed that suitable applications as per QR for Project Director have not been received. Secretary (Sports) suggested some of experts such as Dr L S Ranawat, Prof. Gupta from Chandigarh, Maj. Gen. Mukherjee(Retd.) and Sh Sarajit Pawar and they can be approached by the Committee.

Promotion of sports among Disabled: Under this scheme, it is noticed that 90% of budget allotted has been incurred. JS(Dev.) informed that balance 10% fund would be released against the pending proposals under the scheme.

National Coaching Development Framework: Under this scheme, Rs 50 lakhs still pending which may be immediately released to SAI for the purpose.

Action: (Sports)/ JS(Dev.) 2. Cadre Restructuring Secretary, SAI to finalise the cadre restructuring proposal

in SAI as observed by the FC within one week and convene FC meeting.

3. Special Development IS (Dev.) informed that tender for for upgradation of Bakshi package for J & K Football Stadium at Srinagar has been floated. However, State for sports scope of works have been finalised and estimates have been promotion received from NPCC on 03.02.2017 with respect to M A

Cricket Stadium at Jammu. In this regard, Secretary (sports) advised that IS (Dev.) to have regular meeting with PMC every 15-days and Secretary (Sports) will review the progress on monthly basis.

JS (Sports) also informed that we have released Rs 40 crore to J & K Sports Council through SAl and regarding work, no progress in the interior part of the State whereas there has been progress in the construction of multi-purpose hall. Secretary (Sports) advised IS (Sports) to visit the J & K and monitor the work progress closely, have regular meetings with State officials and keep apprising.

Action: JS (Dev.) /JS (Sports) 4. NPFP(National It was decided that we may write to Chief Secretaries of

Physical Fitness States/UTs regarding implementation and importance of Programme) revamping NPFP (National Physical Fitness Programme)

based on the five parameters such as endurance, speed, strength, flexibility and body mass index. We may also write to MHRD proposing to dovetail the said programme with SSA ( Sarva Shiksha Abhiyan) and MSA(Madhyamik Shiksha Abhiyan). JS(Dev.) to review the progress fortnightly.

Action: JS(Dev.) 5. OC BRICS FT 2016 Shri Rajiv Bhalla, Advisor informed that OC BRICS will wind

up in two weeks time as soon as all the pending issues are cleared including payments to the vendors; and for internal audit, matter will be taken up with CA from CAG panel. Further, letter will be written for CAG audit also.

Action: Shri Rajiv Bhalla, Lt. Gen (Retd.)/ CEO OC BRICS 6. U17 FIFA Football Secretary (Sports) outlined the importance of the

World Cup 2017 tournament being hosted for the first time in India. We should ensure the release of fund in time; Physical infrastructure both training & competition venue are in place as per FIFA standard. JS(Sports) should have full grip over the arrangements being made and to be made. Secretary (Sports) further indicated that we have also

written to various ministries regarding requirement for conduct of the tournament and in this regard, JS(Sports) to have regular follow up with these Ministries.

It was also discussed about the arrangements to be made for opening ceremony on S t" October, 2017 at MDC National Stadium, New Delhi. JS (Sports) to meticulously make plan in consultation with AIFF and be in touch with PMO for finalising the minute-to-minute programme. The following are suggested for the ceremony:

a) We may replicate 'Bharatiyam Concept' for cultural part. The necessary documents including photographs and film may be obtained from National Achieves of India.

b) Army band, Air-Show, Exhibition matches between celebrities.

c) We may also explore the possibility of engaging Shri A R Rahman on cost-recovery basis.

d) Services of an eminent artist/consultant may be enlisted for coordinating the ceremonies.

JS (Sports) to convene a meeting of Shri Praful Pate! with M0S(IC) YAS for finalising the plans for opening ceremony. We may also prepare responsibility matrix for opening ceremony. Quickly JS(Sports) to have meeting with various stakeholders such as PMO, Delhi police, SPG, Traffic, AIFF and NDRF etc., each and every details should be decided now.

Action: JS(Sports) 7. Cash Awards for US (RKG) reported that the achievement details of Squash

players players have been verified by SAl and for Coaches yet to be verified. It was directed that to get the verification report from SAL immediately and submit the file.

Action: JS(Dev.) B. e - Office Secretary (Sports) asked Director (SPH) to assess

implementation requirement on scanning and take up with Director (Admin.).
