TENDER NOTICE FOR RATE CONTRACT FOR EXHIBITION WORK & ITEMS
The Directorate of Extension (DOE), Department of Agriculture, Cooperation & Farmers Welfare, Ministry of Agriculture & Farmers Welfare, Government of India intends to invite online (only through www.eprocure.gov.in) bids in two bid format to have the Rate Contract for exhibition work and items with professional Exhibition Designers/Fabricators/Agencies having sufficient experience and good reputation for designing, fabricating & organizing exhibitions and supplying exhibition display material for the same for at least 05 (five) years. No manual bids will be accepted. Tender Form containing Terms & Conditions and detailed numerical criteria for evaluation of Technical Bids (Annexure –A & B) & Qualification and other information (Annexure – C) and Financial Bid Format (Annexure – D ) may please be seen in CPP portal and www.vistar.nic.in and www.agricoop.nic.in. The payment of Rs.1, 000/- in the form of Demand Draft/Pay Order in favor of ‘Drawing & Disbursing Officer, Directorate of Extension’, New Delhi payable at New Delhi is required to be furnished as a cost of tender in addition to the Earnest Money on or before 08.08.2016 at 12.00 noon to Joint Director (Exhb.), Directorate of Extension, Room no. 203, Krishi Vistar Sadan, Pusa New Delhi. Interested agencies may submit tender online through www.eprocure.gov.in and required documents along with a Bank Draft/Pay Order of Rs.3.00 lakh as Earnest Money in the name of Drawing & Disbursing Officer, Directorate of Extension, New Delhi payable at New Delhi so as to reach the Joint Director (Exhibition/FI), Room No. 203, Directorate of Extension, Krishi Vistar Sadan, Pusa, New Delhi – 110 012 latest by 12.00 noon on 08.08.2016. The tender will be opened on the same day (on 08.08.2016) at 3.30 p.m. in Syndicate Hall, Krishi Vistar Sadan, CTO, Pusa, New Delhi- Pin Code -110 012. A pre-bid meeting will be convened on 20th July, 2016 at 11:00 AM in Room No. 138-A at Krishi Bhawan, New Delhi. Interested agencies may attend per-bid meeting on the said date & time. Terms & Conditions for submitting the Tender for Execution of Exhibition Work and Supply of Exhibition Items/Material in India
(Delhi/NCR & Outside Delhi)
TERMS AND CONDITIONS OF TENDER ( ToR)
1. The Rate Contract shall be valid for 3 years from the date of award. The job shall be completed under
the direct supervision and direction of the officer/officers deputed by the Directorate of Extension/Department of Agriculture, Cooperation & Farmers Welfare (DAC&FW).
2. The contract shall be reviewed annually by DOE with respect to the work done and services provided by
the agency. If the work/services of the agency are found unsatisfactory on any account, the contract may be terminated by the Directorate of Extension.
3. The period of contract/rates could be further extended for two more years on mutually agreed terms
with a maximum increase of 5% from base/ quoted price subject to satisfactory performance of the agency.
4. The contractor/bidder/agency will not be allowed to alter or modify their bids after expiry of the
deadline for receipt of bids. 5. THE MANDATORY ELIGIBILITY CRITERIA ARE AS UNDER:
5.1. Professional designers/fabricators/agencies that are in the field of exhibitions/fairs for a minimum period of 05 years are eligible. 5.2. The agencies should have organized/executed minimum 05 (five) exhibitions in the last 05 financial years with a value of more than 20 lakh each (i.e. 2011-12, 2012-13, 2013-14, 2014-15, 2015-16) out of which at least 2 should be large exhibitions involving budget of at least Rs. 50 lakhs each
5.3. Sub contracted or sublet job, not on their name will not be considered towards eligibility. The agency which has the work order shall only be considered for this purpose.

5.4. The minimum turn over from work related to supply of exhibits and display material for exhibitions/fairs should not be less than Rs. 5.00 crores during the last 05 ( five) financial years i.e. (2011-12, 2012-13, 2013-14, 2014-15, 2015-16).The turnover pertaining to advertisement, rental of super structures & film making will not be considered. 5.5. The bidders should submit online Technical and Financial Bids through CPP portal as mentioned above. 5.6. Cost of the tender (Rs. 1000/-) and Rs. 3.00 lakh as an Earnest Money should be deposited in the form of Account Payee Bank Draft/ Bank Pay Order in favour of Drawing and ‘Disbursing Officer, Directorate of Extension, payable at New Delhi on or before last day of bid i.e. 08/08/2016 before 12.00 noon to Joint Director (Exhibition), Directorate of Extension, Room no. 203, Krishi Vistar Sadan, Pusa New Delhi, failing which bids document will be treated as incomplete and rejected without any notice.
6. The following documents should be attached along with tender bid documents. The bids without
valid documents required for evaluating eligibility shall be summarily rejected without any notice. The page no. must be filled in following mentioned column by the bidder itself, without which application may be treated as deficient and rejected and/ OR not evaluated as the case may be.

4. A certificate from registered CA clearly indicating the amount of Turnover only from supply of exhibits and display material for exhibitions/fairs for each year i.e. 2011-12, 2012-13, 2013-14, 2014-15, and 2015-16) in support of turn over figure indicated in the work orders as mentioned above.
5. Self attested Photo Copy of Firm/ Company Registration Certificate for the purpose.
6. Self Attested Photo Copy of valid Service Tax/VAT registration certificate issued by the service tax/ Income Tax Department and must be valid during the claim period and up to at least 2017.
7. Self Attested Copy of final Income Tax Returns alogwith their Acknowledgement of each year from 2011-12, 2012-13, 2013-14, 2014-15, 2015-16)

8. Self Attested Copy of PAN CARD.
9. Self Attested Copy of Receipts and Statements of Service Tax & VAT deposits for each year from 2011-12, 2012-13, 2013-14, 2014-15, and 2015-16.

Items mentioned at Sr. No.1 to 10 are mandatory for consideration of application. Without these documents tender will be treated as deficient and rejected without any further notice. The items mentioned from sl. no. 12 to 14 * are essential for technical bid evaluation (if claimed). 7. The Financial Bid (Tender Form – Annexure – (D) would be submitted mentioning the rates of different work and items. The contractor / bidder/Agency are required to quote the rates for all items/services/works for Delhi and outside Delhi in separate column of Tender Form (Annexure-D). The rates are to be quoted for all items and in the manner as specified above otherwise the tender/bid is liable to be rejected by the tender committee constituted for the purpose without any notice. 8. Bids/quotations received without earnest money will be rejected and their Technical and Financial Bids would be returned unopened. 9. Every bid shall be accompanied by a Bank Draft/Pay Order of Rs.3,00,000/-(Rupees three lakhs only) duly endorsed in favor of ‘ Drawing & Disbursing Officer, Directorate of Extension, New Delhi ‘ and payable at New Delhi as Earnest Money. The security shall be valid for a period of 60 days beyond the final bid validity period.
10. The selection of the contractor/bidder will be done on the basis of cost-cum-quality formula of marks obtained for Technical (Tb) and Financial Bids (Tn). The calculation of marks will be done with the weightage of 30% marks (weight of 0.3) for Technical Bid and 70% marks (weight of 0.7) for Financial Bid out of 100 marks. Minimum 60 % marks are required in technical bid for consideration and opening of financial bid as per Terms & Conditions. The marks for Technical Bid will be calculated on the basis of technical presentation, length of experience, turn over and past work, etc, as per criteria/mark matrix given in the enclosed Annexure – B. The agency getting overall maximum marks (technical and financial) will be selected for award of work on L1 basis.
11. The contractor/bidder will have to make his/her own arrangements for the procurement of materials for the execution of the assigned work/jobs in the events. The Directorate of Extension will not make any advance payment for execution of any of the job/work.
12. No excuse will be entertained for non-compliance of the job in the stipulated time frame. If at any stage it is found that the work done by the contractor/bidder in any area is substandard or not up to the mark, the Directorate of Extension will have full power/right to get the job completed from any other agency at the risk and responsibility of the contractor/bidder and deduct the expenditure so incurred from the bill and also forfeit the Performance Security money.

13. The successful bidder will be required to deposit a Performance Security of Rs.12.00 lakh (Rupees Twelve lakh only) or 15% of the order value whichever is more by way of Bank Guarantee from a Scheduled Commercial Bank.
14. The Performance Security so deposited shall remain valid up to 60 days beyond the expiry of period of rate contract or completion of all contractual obligations, whichever is later. The Performance Security of additional amount required for any particular work will have to remain valid for a period of 90 days from the date of completion of work.
15. The rates quoted for the tender shall include transportation charges, packing and unpacking, loading and delivery of the material at the exhibition site/Directorate of Extension as the case may be. VAT, Service Tax or any other Government levies as applicable should be indicated separately for each item in the final bill/vouchers after work is over. VAT & service tax shall be paid as per rates prevalent at the time of award/execution of work.
16. The goods supplied shall be of ISI (BIS) standards. 17. The responsibility of safety and security of the material of the contractor/bidder at the exhibition site will rest entirely on them. The Directorate of Extension will not be responsible for any loss or damage to the items. 18. The bid shall be valid for acceptance for a period of ninety days from the last day of its submission. 19. The Directorate of Extension reserves the right to accept or reject any or all the tenders or accept only part of any tender or entrust the entire work to one or more contractors on item wise/or lump sum basis without assigning any reason or explanation therefore to the bidder/bidders. 20. The Financial scores (Tn) will be calculated on the basis of lowest financial quote (Fm) by awarding maximum financial score (i.e 100) to the lowest bid i.e. Fm. The scores awarded to other bidders with a bid value of Fb will be Tn = Fm/Fb x 100.
21. Final selection of the agency will be done on the basis of final score of the bid i.e. (0.3xTb) + (0.7xTn). The bid with the highest final score calculated in this fashion shall be considered as the best value bid. In case of a tie, the bid that scored a higher Technical score (Tb) will be considered the best value bid.
22. If an item is executed not to the satisfaction of the Physical Verification Committee (in terms of quality & workmanship) and the Committee has no option but to accept it due to paucity of time, penalty of up to 50% may be imposed on such item as may be deemed appropriate by the Committee if defects are not rectified even after giving opportunity to the contractor to rectify the defects.
23. If certain items included in the work order are not completed at all, a penalty of 50% of the value of such item may be levied in addition to withholding payment for such not completed items.
24. If execution of certain items is delayed up to a period not exceeding 30% of duration of the event, penalty @ of 10% per day of the value of such items will be imposed. After expiry of period of 30% of the event duration, the work will be deemed to be incomplete and will be dealt with as per terms & conditions of this ToR.
25. The material/items prepared/provided on lump sum/turnkey/purchase basis such as digital prints for display, flax, photographs, model, translites, rotogloves, diorama, storytelling board, electronic signage, etc other than on hire basis after the exhibition will belong to Directorate of Extension and the agency will have

no claim on it. The Items which cannot be reused will be retained by the Contractor at salvage of value of 10% of the cost of such items. The quantities/ nos. indicated in Annexure-Dare tentative. In the event of any reduction/increase there in, the agency shall be entitled to payment on prorata basis. 26. At any time prior to the deadline for submission of bids to DAC&FW, for any reason, whether at its own initiative or in response to the clarification(s) requested by Prospective bidders may modify the bidding documents by issuing amendments. 27. The bidders will be notified of the amendments on the DAC&FW/DOE websites (http:// agricoop.nic.in http:// vistar.nic.in) under the head “Tender” and these will be binding on them. Therefore Bidders are requested to visit the said website on regular basis for checking necessary updates.
28. The resultant contract will be interpreted under Indian Laws and all disputes emanating from the resultant contract shall be settled under the jurisdiction of the Delhi High Court. 29. The Agency will solely be responsible for insurance of all items provided by it. Damage, if any, due to theft/ fire/ or due to any other mishappening shall be borne by the Agency. In any such eventuality, the replacement of such damaged/stolen items will have to be done within 2 hours. Delay if any will attract penalty as per clause 26 above
30. The agency shall also be responsible for damage/loss, if any to the property of the Department on account of negligence/poor quality workmanship during preparation/installation/conduct and maintenance of exhibits.
31. The Department shall have the copyright for all the designs and material prepared for the exhibition. A copy of the same in soft form shall also have to be provided by the agency. Under no circumstances shall the agency use this material elsewhere without the permission of the Department.

33. MAIN FEATURE AND MAJOR OMPONENTS FOR EXPERIENCING DIGITAL EXHIBITIONS (DISPLAY SYSTEM & CONTENT & DESIGNS): Digital art is an artistic work where digital technology makes an essential part of a creative presentation and it can be used as per the purpose, more appropriately and effectively. Different digital components are used in the fabrication/decoration of a pavilion as these digital components are very efficient in delivering the message in appealing manner: Main components are as under:
i. TVs (with stands/ mounting facility): TVs are a popular choice for event displays and to draw attention
to booth at a exhibitions/show. TVs range from 24 inches to 80 inches and are well-suited as event displays for booths or exhibits. Also may be put screens on stands in key locations around event floor. TVs may also mount on a permanent or facade wall.
ii. LED Video Walls & Jumbotrons and Panels: Video walls and panels for indoor & outdoor hoardings for
overall experience of the audience. Jumbotrons are one of the priciest options for event displays. These displays are meant for outdoor venues and have a huge impact.
iii. Projectors- For creating event displays viewable by attendees at once. iv. Kiosks- A standing display kiosk Windows-based software for use to load images and video. v. Scroll Message LED: to running messages continuously on a screen mainly at Fascia visible to all. vi. Touch Screen: Touch Screen for display of message & information that can be accessed by the touch of
a finger for quite engaging for visitors. vii. Digital Signage: LED signage for seamless content integration, saving from manually-loaded content. viii. Clip on Display Board: handy Clip on Display Board and hassle free comparing to traditional sun
board/front lit panels. ix. Laptop & Dedicated PC: For connecting to a display via a shared input/output between laptop and the
display: HDMI, VGA, DVI, or Display Port required. x. Images and Video- Simple event display content management system (CMS) to show a loop of images
and video and designing of the images and video. xi. Social Media Walls- For using event displays as social media walls, streaming the conversation taking
place at the event on Twitter, Instagram, Facebook, etc. xii. CONNECTIVITY: Internet connectivity with WiFi connections: Wi-Fi internet connection for connecting
event displays to the network.
