Why do we need technical education policy and where do we stand?

In India there are 1,346 engineering colleges with intake capacity of 4,39,689 seats and 1,244 polytechnic institutions with intake capacity of 2,65416 seats.

Bihar has only 8 engineering colleges with intake capacity of 1,905 and 13 polytechnic institutions with intake capacity of 2,745 seats.

Bihar shares 8% of total population of the country but it shares only 0.6 % Engineering Colleges in no. and 0.4% in terms of intake capacity and 1 %Polytechnics institutions in no. as well as intake

VisionTo provide dynamic, demand driven and quality technical education to all sections of the society at affordable cost for ensuring technological and socio-economic development of the state.

Objective :

To bridge the gap between demand and supply to the extent possible. Bihar should produce approx. 40,000 engineering graduates against intake capacity of 1,905 and approx. 24,000 diploma holders against intake capacity of 2,745 in view of its share of country’s population.

Setting our house in order.Creation of enabling environment for attracting major players in the field of technical education to set up institutes in Bihar under PPP/Private sector.Empowerment of women in technical education. Establishment of Technical/Professional Institutes for minorities.To run existing as well as new startup Technical /Professional Institutes on ‘Revenue surplus’ model in Government sector.Citizens Charter.To create ‘Corpus/Endowment’ funds to meet part of the running expenditure of Government institutions.Optimum utilization of stipend/scholarship fund granted by GoI/GoB.

2.Meeting shortage of facultyThe regular appointment procedure of faculty will be expedited.As a short-gap arrangement, till the regular appointment, faculty will be appointed on contract basis.Through Technology Enhanced Learning, video and Web based learning resource(e-Learning) package will be developed based on the syllabi to meetacute shortage of faculty in discipline like Computer sciences, Electronics, Electrical engg. Information technology etc.

A status report of shortcomings of existing institution is being prepared and a action plan will be chalked out on priority basis

Setting of our house in order: Strengthening of Existing Polytechnic/Engineering Colleges under Public Private Partnership (PPP)Framework.

PPP structures will impart flexibility to focus on market needs/demands and tailor courses to enhance the supply of technical professional as required by the market.

Under this scheme the managerial efficiency and resources of the private sector would be utilized and the existing infrastructure could be used/upgraded under PPP framework on the basis of mutually worked out agreement.

The Private operator would be responsible for developing, operating, maintaining of the facilities at his expenses.

A detailed Methodology for operationalisation of the scheme would be developed in consultation with state Govt. & potential private operator.

Creating an Enabling Environment Public-Private-Partnership

Why public-private-partnership scheme ?

Government funding (State and Central) in this sector has also grown from 33.17 crore in the first five year plan to Rs 7,716.17 crores. The central allocation alone in the 10th plan was 8,876.50 crores. As envisaged in the 11th plan to expand our Higher and Technical education and raise the quality to the highest global standard so that India can become and remain a knowledge power, it requires around 90,000.00crores In case of Bihar based on national average our requirement could be Rs7200.00crores and further to manage the short fall of the previous year we’ll need double the outlay.

The objective of PPP Model in Technical Education is to strike the right balance through appropriate policy interventions, financial support, project implementation, bureaucratic support, etc on a regular basis. To that effect, the Department of Science and Technology has evolved the following PPP Model in Technical Education for the State of Bihar.

(B) Desirable incentives (applicable to PPP/private)A relaxation up to 50% will be granted in respect of the stamp duty and registration fees of the land purchased / taken on lease / transferred.

The road, electricity and water facilities will be made available to the institution at one single point up to the boundary. For a timely start of the institutions, the connection process will be completed by the State Electricity Board within the period of 30 days in case of LT Connection and 45 days in case of HT industrial connection.

Such institutions will be declared as Non-commercial and the electricity charges, land-rent, holding tax, non-commercial registration fees of the vehicle registered in the name of the educational institution, and the exemption of toll-tax thereof will be permissible for 05 years from the financial year of the

(C) Incentives (PPP)

CATEGORY- I:(BMO)Based on accreditation of competent authority (like NBA/UGC etc.), the guidelines and incentives for top forty Deemed Universities/NRIs of proven credential will be:

Land incentives Depending on the intake capacity and ultimate student strength of the institutions and the proposed location of such institutions, the Government may provide land on lease of 90 years on token amount of Rs. 1.

Financial Incentives(a) All the recurring expenditure would be arranged by the participating

non-government organization.(b) The Government may consider one time grant supporting 25 % of

the capital cost but not exceeding Rs. 15.00 crores, as per suggestion of consultant, for establishing such institutions

Conditions applicable:

Should be a charitable trust/society registered under the Societies Act of 1860/Company act under section 25. NRIs, having sound background in this field, may come forward with acomposite proposal for starting new technical/short time certification courses in collaboration with reputed Foreign Universities.Foreign Universities would be permitted as per the rules and regulation of Government of India. The State Government would be adequately represented in the Board of Management of the institute to ensure its proper functioning.A MOU incorporating all condition will be signed by the Government & the private promoters under PPP scheme.50% of the total intake will be earmarked for the students of Bihar.10% of the seats should be made available to economically weakersection at concessional tuition fees.Admission process/fee structure/ seat sharing would be as per directives of Supreme Court.

(C) Financial Incentives (PPP)

CATEGORY-II(BMO)For private promoters having credential of opening technical education of degree and higher level for more than 10 years:

(a) All the recurring expenditure should be arranged by the participating non-government organization.

(b) The Government may consider one time grant supporting 20% of the capital cost but not exceeding Rs. 10.00 crores, as per suggestion of consultant of establishing such institutions

CATEGORY –III(BMO) For private promoters having credential of opening technical education of degree and higher level for less than 10 years

(a) All the recurring expenditure should be arranged by the participating non-government organization.

(b) The Government may consider supporting 15% of the capital cost but not exceeding Rs. 5.00 crores, as per suggestion of consultant of establishing such institutions

Land incentive (applicable to category II, III): Land may be provided as per incentive policy of Department of Industries,Govt. of Bihar, vide letter no. 129 dated 16.01.06 for establishment of new technical institution

CATEGORY-IV(BOO)

In extremely backward/ naxal affected region of the state where there may be initial difficulty in attracting students as well as faculty, the Government may consider supporting 100% of the capital cost of establishing such institutions.To encourage women participation in the area of technical workforce, more Diploma/ Engineering exclusively for women, the Government may consider supporting 100% of the capital cost of establishing such institutions.

In case of private sector (BOO)

Desirable incentives: As stated earlier

Up to 50% of sanctioned seats will be filled at institute level by the concerned institute & fees norms will be decided on negotiation basis.

Institute level admissions may be allotted to other state candidates if seats remain vacant.

PROCESSES FOR SELECTION OF PROMOTERS UNDER THE PPP SCHEMES: There will be a committee at Department level, which will submit its recommendation for the received proposals to already constituted State Investment Incentive Board, for final decision as:

2. Director, Dept of Sc. and Tech.- Member3. Secretary, State Board of Tech. Education. - Member4. Deputy Director (Planning) ,

Dept of Sc. and Tech - Member5. Technical Consultant*- Member

6. Project Director,BCST- Member 7. Assistant Director,

Dept of Sc. and Tech Member Secretary

*to be appointed by the Department through open advertisement.

Functions and Powers of Committee

Applications will be invited and accepted by dept. of Sc. And Tech. Govt. of Bihar.The decision of Committee, under Chairmanship of Secretary Deptt. Of Sc. & Tech., shall be final in case of any clarification related to this policy.The benefits contained in the above paras shall not be permissible to the institutions working / conducting prior to the declaration of this policy.The Committee shall have the right to invite person of repute/expertise from any of the State or Central Department or a representative of any other institution, for adding value to their decision-making.The State Government will consider promulgating this policy along with necessary amendments after the midterm review.

The committee shall decide on any application under PPP within the maximum time-limit of two months from the date of receipt of the application on following criteria:

Experience in running technical Institution. Financial credibility.Grading as per accreditation.Qualification & experience of the member of Governing body.Placement Record of the last five years of institution run by them.

* As per need, a Special Purpose Vehicle /BCST will act as a funding agency.

Conditions applicable to all

Should be a charitable trust/society registered under the Societies Act of 1860 having rules and regulation in line with those existing in NITs.

NRIs, having sound background in this field, may come forward with a composite proposal for starting new technical/short time certification courses in collaboration with reputed Foreign Universities. The State Government would be adequately represented in the Board of Management of the institute to ensure its proper functioning.The account of the institutes will be open to audit by the agency designated by Govt.A MOU incorporating all condition, will be signed by the Government & the private promoters under PPP scheme.

Empowerment of Women in Tech Education

To encourage women participation in the area of technical workforce, Diploma/ Engineering College will be established under PPP exclusively for womenIn extremely backward/ naxal affected region of the state where Tech. institutes are to be established for women, the Government may consider supporting 100% of the capital cost of establishing such institutions.For women’s technical institute, quantum of loan will be 15 % over & above what has been proposed under different models of PPP for others.Govt. may grant full free-ship to women in Tech. institution and one time grant of Rs. 5000 for the purchase of books etc. if admitted through govt. centralized admission process.

Minority Institutions

Establishment and administration of Minority institutions are guaranteed by Article 30(1) of the Constitution Admission process/fee structure /seat sharing and other incentives, if any, in minority Technical institutions would be in conformity with the constitutional rights and as per Supreme Court directives.Dovetailing the different welfare schemes of GoI and GoBfor the welfare of socially and economically backward section among religious and linguistic minorities. The Government’s existing schemes, incentives and initiatives, under PPP scheme, may be integrated with community driven effort of minority groups.

Ownership of the Property

In all cases of Govt. support, the Government would be owner of all the assets created in the proportion of support provided by it.In order to ensure that the Government support in terms of finance and infrastructure is utilized for achieving the objectives, the Private promoters will have to sign a Performance Guarantee/Bond with respect to achievement of the pre-agreed targets in terms of outcomes and deliverables.

Quality Control

A self appraisal format will be developed by department of Sc. And Tech. in which concerned institute will be required to submit report so that state Govt. is kept abreast of developments.As per AICTE norms all such institute will be subjected to annual inspections. All technical institutes will be required to get accredited within stipulated time as per AICTE norms.

Dovetailing the Different Welfare Scheme for Meritorious, Socially - Economically Backward Students for optimum utilization of fund.

Govt. may grant full free-ship/scholarship to women/SC/ST/other backward classes in Tech. institution by dovetailing the different schemes of the GoI & GoB granted for the welfare of women/SC/ST/OBC/others The State Government would tie-up with NIT/IIT to provide scholarship to students of socially and economically backward class/SC/ST/Minority belonging to Bihar.

PHASEWISE IMPLEMENTATION PLAN The total project period will be of five years which will be implemented in two phases:

FIRST PHASE:In the first phase of initial two years following targets are

proposed.Establishment of ten engineering colleges under Govt/PPP/Private sector.Establishment of ten Diploma level colleges under Govt/PPP/Private sector.Up gradation of ten existing technical institutes as centre of excellenceAccreditation of at least ten existing technical institutes.

SECOND PHASE:

In the second phase of last three years following targets are proposed.Establishment of engineering colleges, at least, in all districts under Govt/PPP/Private sector.Establishment of Diploma level colleges, at least, in all districts under Govt/PPP/Private sector.Up gradation of remaining existing technical institutes as centre of excellenceAccreditation of remaining existing technical institutes.

Service of consultant/consulting agency/program management agency of national repute in the field of technical education can be engaged to work out different modalities to :

(a) implement the policy

(b) identify suitable PPP partner.

(c) to prepare DPR for turn around of the existing institutions on Turn-key and Project Management basis.
