Whereas, the Executive Engineer JICA, O/o theProject Director JICA Project, PWD, Altinho, Panaji--Goa vide letter dated 14-01-2015 has informed thatit is planned to take up the work of installation of30 Nos. of manholes along Gogal circle to Ramnagariroad within a length of 900 metres and requestedto issue permission for diversion of traffic duringinstallation of sewer manholes along the roadleading from Gogal Circle to Ramnagari at HousingBoard Colony, Gogol, Margao.

And whereas, the Superintendent of Police,South Goa, Margao vide letter dated 16-02-2015 hassubmitted no objection for closure of road for alltypes of vehicular traffic during execution of theabove work.

And whereas, the Executive Engineer, WD VI(R),PWD, Fatorda, Margao has given NOC dated11-03-2015 to execute the above work.

And whereas, it is revealed that the workmentioned above is of urgent nature and it requiresto divert the traffic for smoother movement of traffic.

And whereas, I am satisfied that the diversion oftraffic is essential during installation of sewermanholes along the road leading from Gogal Circleto Ramnagari at Housing Board Colony, Gogol,Margao.

Therefore, I, Sachin Shinde, IAS, DistrictMagistrate, South Goa, Margao do hereby permitupon urgency of the work for closure of road for all

types of vehicular traffic leading from Gogol Circleto Ramnagari at Housing Board Colony, Gogol,Margao in order to install 30 manholes within alength of 900 metres by diverting the flow of trafficupto 10-04-2015.

And also Order under Section 115 and 116 of theMotor Vehicles Act, 1988 (Central Act 59 of 1988)read with Government Notification No. 5/28/88//TPT (part) dated 26th September, 1989 beingsatisfied that it is necessary in the interest of publicsafety and convenience to temporarily divert thetraffic as per annexed route map and erect thesignages accordingly subject to compliance withthe conditions mentioned below:-

1. The applicant/contractor is directed to ensurethat the regular movement of pedestrian//vehicular traffic on the road at the manholesinstallation site is not disturbed/blocked.

2. The applicant/contractor is directed to informexact date of commencement of work to TrafficCell, Margao well in advance.

3. The applicant/contractor is directed to displayproper signages, indicating flash light fordiversion/closure/work in progress for aware-ness of the motorists, particularly during night.

4. The applicant/contractor is directed to deputesecurity guards/traffic marshals with retroreflective jackets for diversion of traffic.

5. The site of installation of manholes is properlybarricaded and illuminated to prevent fromcommission of any untoward incident.

6. The applicant/contractor is directed toapproach Incharge Traffic Cell, Margao fordeployment of Traffic Police, if required, onpayment of requisite charges as per prevailingGovernment rates.

7. The applicant/contractor is directed topublish an advertisement well in advance inthe local newspaper about the date of closureof road for commencing the said work to createawareness among the general public.

8. If any untoward incident arises due to poorbarricading/non-applying of glowing//reflective tapes then the concernedcontractor/PWD authorities shall be heldresponsible for the same.

9. The applicant/contractor is directed to obtainprior permission from other concernedcompetent authorities.

10. The repair work should not be carried outduring school hours and peak traffic hours,and extra manpower should he engaged tocomplete the work at the earliest.

11. The original condition of the roads includingtarring of road should be restored after thecompletion of the work.

12. The applicant is directed to carry out the workin phases and after completion of one phasethe same should be asphalted for usage ofvehicular traffic and thereafter the next phaseof work may be undertaken for installingmanholes.

13. The applicant/contractor is directed to hiresufficient machinery and manpower and tocomplete the desired work within thestipulated time frame.

14. The applicant/contractor is directed toensure that there are no leftovers on theroad/shoulder of the road after the completionof the work.

15. All rules and regulations in force should beadhered.

16. The Senior Officer, PWD, National Highway,Government of Goa not below the rank ofExecutive Engineer should supervise the work.

17. The Senior Representative of the consultantsengaged in execution of the above workshould supervise the work at the time ofexecution.

18. Necessary permissions and clearance shouldbe obtained from the owners of land PublicWorks Departments, National Highways of GoaState Government before commencement ofthe above work.

19. Absolute care should be taken that no damageof any kind is caused during the course ofexcavation. The Executing Agency andSupervisory Agency should take precautionsin this regard.

20. A detailed report should be submitted tothe District Magistrate, South regardingcompletion of the work successfully.

21. Extra care should be taken while carrying outthe above work and no damage should becaused for the other utilities.

22. If the applicant/contractor fails to abide bythe conditions laid above or if the NOC issuingauthority feels so, the NOC is subject tocancellation/revocation at any given time.

Whereas, the Assistant Engineer, PWD, SD IV,WD VI, Fatorda, Margao, vide report dated27-01-2015 has informed that the culvert on theroad from Joecon’s Resort to Varca Beach via ClubMahindra requires to be demolished andreconstructed as it is in a very dilapidated conditionand requested for closure of road from Joecon’sResort to Varca Beach via Club Mahindra.

And whereas, the Superintendent of Police,South Goa, Margao vide letter dated 17-02-2015 hassubmitted report for the above mentioned work.

And whereas, it is revealed that the workmentioned above is of urgent nature and it requiresto divert the traffic for smoother movement of traffic.

And whereas, I am satisfied that the diversion oftraffic is essential during re-construction of theabove culvert.

Therefore, I, Sachin Shinde, IAS, DistrictMagistrate, South Goa, Margao do hereby permitupon urgency of the work for temporary closure ofroad from Joecon’s Resort to Varca Beach via ClubMahindra and diversion of traffic on alternate routeduring re-construction of culvert upon 31-03-2015.

And also Order under Section 115 and 116 of theMotor Vehicles Act, 1988 (Central Act 59 of 1988)read with Government Notification No. 5/28/88//TPT (part) dated 26th September, 1989 beingsatisfied that it is necessary in the interest of publicsafety and convenience to temporarily divert thetraffic as per annexed location/site plan and erectthe signages accordingly subject to compliancewith the conditions mentioned below:-

1. The applicant is directed to ensure that noannoyance is caused to the general publicand nearby residents.

2. The applicant is directed to obtain necessarypermission from other competent authorities.

3. The applicant is directed to ensure that themovement of vehicular traffic on all sides ofroad during demolition and re-construction ofculvert is not disturbed/blocked.

4. The applicant is directed to ensure that novehicles of the applicant/contractors areparked along the road blocking the signagesor on the curves which would obstruct theflow/clear visibility of motorists.

5. The applicant is directed to ensure that thediversion roads available are not blocked andthe smooth flow of vehicular traffic is also notdisturbed through the diversion road.

6. The applicant is directed to ensure to deploysufficient number of traffic marshals//volunteers with retro reflective jackets toregulate the traffic on both ends of roadsduring demolition and re-construction ofculvert.

7. The applicant is directed to adhere to all therules and regulations in force.

8. The applicant is directed to ensure that areaaround digging should be properly/stronglybarricaded to prevent accident fall ofpedestrians, motorists and cattle and it shouldbe properly illuminated and red light,glowing/reflective tapes.

9. The applicant/contractor is directed topublish an advertisement well in advance inthe local newspaper about the date of closureof road for commencing the said work to createawareness among the general public.

10. If any untoward incident arises due to poorbarricading/non-applying of glowing//reflective tapes then the concernedcontractor/PWD authorities shall be heldresponsible for the same.

11. The applicant is directed to make necessaryarrangements to restore the original conditionof the road after completion of work.

12. The applicant is directed to ensure that thereare no leftovers on the road/shoulder of theroad after the completion of the work.

13. The applicant/contractor is directed to informexact date of commencement of work to TrafficCell, Margao well in advance.

14. The applicant/contractor is directed todisplay proper signages, indicating flash lightfor diversion/closure/work in progress forawareness of the motorists, pedestrians andother road users particularly during night.

15. The applicant/contractor is directed toapproach local Police Station for deploymentof staff for traffic regulation, if required.

16. The Senior Officer, PWD, National Highway,Government of Goa not below the rankof Executive Engineer should supervise thework.

17. The Senior Representative of the consultantsengaged in execution of the above workshould supervise the work at the time ofexecution.

18. Necessary permissions and clearance shouldbe obtained from the owners of land PublicWorks Departments, National Highways of GoaState Government before commencement ofthe above work.

19. Absolute care should be taken that no damageof any kind is caused during the course ofexcavation. The Executing Agency and

Supervisory Agency should take precautionsin this regard.

20. A detailed report should be submitted tothe District Magistrate, South regardingcompletion of the work successfully.

21. Extra care should be taken while carrying outthe excavation work.

22. If the applicant/contractor fails to abide bythe conditions laid above or if the NOC issuingauthority feels so, the NOC is subject tocancellation/revocation at any given time.

Whereas, the Executive Engineer, W.D. VI,P. W. D., Fatorda, Margao-Goa vide letter dated17-02-2014 had submitted that the re-constructionof damaged culvert at Devote-Loutolim and the roadtraffic at this stretch of road at Devote will have tobe diverted via the Don Bosco Orgao road fromLoutolim Church and to be close the concernedDevote road in order to take up the work ofconstruction of the damaged culvert.

And whereas, Orders dated 22-04-2014 and11-08-2014 were issued by this office for taking upthe above work.

And whereas, the Sarpanch, V. P. Loutolim,Salcete-Goa vide letters dated 05-12-2014 and10-02-2015 has reported that the above work couldnot be taken up by the PWD authority as scheduledand further submitted that the road traffic bediverted for the above said work.

And whereas, the Supdt. of Police (Traffic), South,Margao vide letter No. DYSP/TRF/MAR/266/2015dated 28-02-2015 submitted that there is noobjection for the re-construction of damaged culvertat Devote-Loutolim from 20-03-2015 to 20-05-2015.

And whereas, the Executive Engineer, vide letterdated 20-03-2015 has reported that as work couldnot be completed as per this office orders, as theexisting water supply line were required to beshifted before demolition of culvert for re-construction and requested to issue freshnotification for diversion of road traffic.

And whereas, after satisfied with the proposalsubmitted by the above authorities, I am of the

opinion that in the interest of public safetyre-construction of damaged culvert in Devote,Loutolim, Salcete-Goa is required to be carried out.

Now, therefore, in exercise of the powersconferred under Section 115 and 116 of the MotorVehicles Act, 1988 (Central Act of 59 of 1988) readwith Government Notification No. 5/28/88//TPT(PART) dated 26th September, 1989, I, SachinShinde, IAS, District Magistrate, South Goa, Margao,being satisfied that it is necessary in the interestof public safety and convenience to divert the trafficfrom 20-03-2015 to 20-05-2015 as per the planenclosed with this order and erect the signagesaccordingly subject to compliance with theconditions mentioned below:

1. The applicant is hereby directed to obtainprior permission from the competentauthorities including NOC of local PoliceStation i.e. Maina-Curtorim Police Station.

2. The applicant/contractor is hereby directedto display proper signages, indicating flashlight for diversion/closure/work in progressfor guidance to the motorists, particularlyduring night.

3. The applicant/contractor is hereby directedto depute security guards/traffic marshalswith retro reflective jackets for diversion oftraffic.
