So what is the problem

• The real problem is that few governments take a systemic view of the innovation process – Bill Eggers, Deloitte Research

• The alibis

– We can’t because we are government

– The front page of the Herald Sun

– We don’t have the budget

– We can’t take risks

– We have a rigorous process we must follow

• Unblock internet and social tools in government

• Give us the data

• Open up and take our input

• We will build it for you faster and better

• The future is ambiguous – a river not a railway track, you have to start somewhere and learn by doing

• Prototyping and testing – contains scope, maintains focus, doesn’t cost the earth

• Open is better than closed
