ABSTRACTThis document presents the results of a study made by
the Joint Committee .on Higher Education on the systems of governanceat institutions of higher education in Washington state. The studydirects particular attention to the role and function of students andtheir organizations in the goyernance process. The main conclusion ofthis report is that students should be an integral part of governanceorganizations and should have ample opportunity to, discuss theirviews on governance within the higher education community. Students met with the Joint Committee during regular meetingsat the state's institutions of higher, education. In addition, theCommittee received written input from students, faculty, and admin-istrators and held legislative workshops to discuss student-relatedconcerns.
The main conclusion of this report. is that students should bean integral part of governance organizations and should. have ampleopportunity to discuss their views on governance 'within the highereducation community. The legislative proposal:is directedtowardinsuring student involvement.in decisions regarding the uses ofthe student services and activities fee.

STUDENT PARTICIPATION IN INSTITUTIONAL GOVERNANCE
PURPOSE
The purpose of this report is to comply with requests tostudy the broad'area of student affairs in Washington State asrequested by the Joint Committee on Higher Education's 1971report on Student Unrest in Washington, by House Resolution72-76, and by Senate Resolution 72-51. The Joint Committee onHigher Education's report on student unrest recommended inFebruary, 1971, that the Committee continue its study of studentoriented issues. House Resolution 72-76 requested the study of
systems of governance, at institutions of higher education inWashington State ..." with particular attention to the role ofstudents. Senate Resolution 72-51'requested a study of "... thefeasibility of including students as full participants in tenurereview processes." (See Appendix A)
RECOMMENDATIONS
It is recommended that:
_Z. The Joint Committee on Higher Educaticn should continueto meet with students to discuss higher educationpolicy issues of mutual interest. Possible meetingapproaches,: in addition to regular Joint Committeeon Higher Education meetings, could include informalmeetings, and regular conferences which emphasizestudent-legislator communications.
2. Considerable differences in opinion exist over currentlegislative intent for useof the services and activitiesfee. The Joint Committee on Higher Education recommendsthat:
a. The Legislature authorize any project whichrequires borrowing against the services andactivities fee. (Appendix B, section 1)
b. Services and activities fees remain in the fundto which they were originally designated; unexpendedbalances'shall not revert to general fund or otherfund, but may be re-appropriated. (Appendix B, section3)
c. The student association or associations at each insti-tution, as designated by the governing board, shall havean opportunity to recommend uses of the services and-activities fee to the governing board." (Appendix B,section 4)
d. The governing board, after reasonably seeking studentassociation recommendations, will determine thoseactivities which propezly constitute student activi-ties and programs. (Appendix B, section 5)
3. Questions contic,ually arise as to who represents "thestudents." A student association or associations should berecognized by the governing board as the representative ofstudent views (see Appedix B, section 2).
4. Student involvement in the governance of the institutions ofhigher education in the State of Washington is of criticalimportance. The voting participation of students in institu-tional decision making organizations, for example, studentparticipation in an all-campus senate, presently occurs atmany institutions of higher education. Governing boards atall institutions shoUld take action to insure student parti-cipation in'these institutional governance organizations.
5. Students' views in faculty hiring, firing, promotion, andtenure review and award decisions are important. However, noconsensus on statewide policy could be reached as to how studentviews 'should be included in these decisions. Each institutionis encouragee1 to develop a process appropriate to its individ-ual situation, which will include student views in the decision-making process.
POLICY QUESTIONS
1. Should 'students participate in institutional governance?
2. How should the participation of students be developed?
3. What aspects of governance should include student involvement?
4. What role does the formal student government have in campusgovernance as well asHstudent activities?
5. What is the role of statewide student organizations?
6. Should students be full participants in tenure processes?How?
BACKGROUND
The Joint Committee on Higher Education has as an integralpart of its regular meetings, received input from and entered intodiscussion with college and university students. In 1970 the studyfocus of the Joint Committee was on problems and causes of studentunrest. As stated in the Joint Committee _report to the 1972 SpecialSession of the Legislature, ".., it now appears that the involvedstudent groups have chosen to work within the established frame-work." Recent news articles tend to support the findings containedin the Joint Committee's report to the 1972 Legislature:
"...there is a tremendous intolerance (to violence)...con-frontation tactics have been discredited. It does moreharm than good! Incoming freshmen are more concernedabout their careers than.causes and many are having togo in debt earlier to get an education.'. New studentsare more passive, apolitical and dedicated to studies."(Seattle P-I, October 15, 1972, Page F3)
The mood described continues to support the contention that"student behavior is in such flux that a case can be made foralmost any propositionthat the kids are apathetic, turned off,active in specific new ways or searching blindly for freshissues." (Newsweek, June 21, 1971)'
The study of the "... participation of students in theprocess of campus governance" was requested by House Resolution 72-76(see Appendix A). This follow-up study to the problems of campusdisruptions marks the transition into a positive evaluation and analysiEof the contribution to. higher education made by students and theirorganizations.
METHODOLOGY
Students, faculty, and administrators of the public higher,education institutions were initially requested to develop astatement outlining the role of students in institutionalgovernance. Guidelines (see Appendix C) were included in thisrequest to assist the respondents to organize their statements.Copies of the various papers received are on file at the JointCommittee on Higher Education's office. On the basis of the res-ponses received from the various representatives of the higher educa-tion community, a profile of the student role in governance wasdeveloped. Several appendices to this report (Appendices F, G,H, and I) comprise the profile ofthe various institutions.Appendix D outlines the sources of the position papers received bythe Joint. Committee on Higher Education.
In addition to these position papers, two workshops wereheld to discuss the major issues of student participation ingovernance; western Washington institutions participated in aworkshop at North Seattle Community College or' November 10, 1972,and eastern Washington institutions participated in a workshop atGonzaga University on November 16, 1972 (see Appendix .E for theworkshop agenda).
FINDINGS
Institutional governance. In most instances, student in-volvement in governance at Washing-LOA -tate institutions of highereducation has been viewed as important to the best interestsof the institutions. Statements representative of student in-volvement positions taken by the institutions vary as follows:
"Western Washington State College is committed to theconcept of involving students in decision making and arole in determining the goals and objectives of the insti-tution. The involvement of students generates additionalvitality and challenges to the campus atmosphere..."'
"Students have the maturity and expertise needed to bringa long-neglected perspective to the governance of aninstitution which-serves them."'
"... the student, except in very rare instances, does nothave the background and experience to actually control allphases of the institution. His role should be more toquestion and advise the staff in such matters as curriculumand budget while he quite possibly should have the ultimateauthority in such extra-curricular matters as athleticsand student organizations."3
"In general terms we feel that students should be involvedin all decisions that affect them, as follows:
1. Where the issue primarily affects students, majorityrepresentation on committees;
2. Where students share the consequences of a policywith other groups, equal input;
I. Where the issue primarily affects others, buttouches students, students should be consulted.
Furthermore, some-responsibility for the consequences ofdecisions should_rest with the body making them. Regentialauthbri'c_y shotld be delegated to appropriate groups so thatnot only would students and faculty 'be involved in thedecision-making process but would have some of the corollatyburden of the policies so instituted,"4
Nearly all institutions consider the student contribution togovernance important; however, concern about the mix of studentinvolvement was expreSsed as follows:

"The average student is enrolled in this institutionfor approximately four quarters. Such a short tenure wouldmake it impossible to develop sufficient knowledge of the.complexities of total institutional governance...."5
"In sum, members of what is called the university com-munity have very dissimilar roles to play as members ofthat community. No one can say as well.as the studentwhether what he iscptting from his edtcation interestshim at the moment and meets his current needs as well as hisexpectations.... It is reasonable to assume, however, thatmany students are not aware of all the possibilities and poten-tialities of their ambitions.... The steps to the accomplish-ment of educational purpose must in the long run be directedunder the general. authority of the Regents by the faculty interms of concepts, the interdependence of means and thedesired end, and the relationship of the student's personalinterests to the, broader interests of society as a whole."'
While these statements indicate the predominate intention ofthe institutions of higher education, many different channels existfor the impeMentation, of student involvement in governance. Probablythe most unique system for involvement of students in the totalaffairs of higher education governance is exemplified by the "allcollege/university senate" system. Washington State University,Western Washington State College, North Seattle Community College,and. Big Bend Community College are among those institutions whichhave already moved in the direction of a systeM which brings repre-sentatives.of the entire community together for decision making. Theoperation of the.all-campus governing body is best reflected by thefollowing descriptions:
"Our Senate consists of 9 students, 6 faculty, 3 classifiedstaff people, 3 administrators, a community ex-officio repre-sentative, and the College President_ The expressed purposesof the Senate are to initiate, review and recommend policy andprocedures to the. North Seattle Community College President onall matters within the furisdiction of North Seattle CommunityCollege and to facilitate cooperation through communicationamong all component. groups at NSCC."7

"A Senate shall be' the legislative body for recommendingpolicies to the Board of Trustees. It shall review andrecommend internal policy. It shall recommend to the Boardof Trustees and the Presidents procedures, for implementingpolicies.The elected Senators shall be chosen from the four major con-stituencies of the academic community of Western WashingtonState College: faculty, students, administrators, and staff."
"The purpose of the University Senate is to provide a repre-sentative body of the University community to consider and tomake recommendations to the President and appropriate administratiiNofficials of the University, and through the President to theBoard of Regents, on matters affecting the general welfare ofWashington State University and its educational, research, andservice activities."9
"... an All-College Forum (ACF)... will be composed oftwo administrators (one of which will be the Presidentor Dean of Instruction 'or Dean of Student Services andPersonnel), two individuals from the classified staff,four faculty members and four students.
"The ACF will act as the administrative decision-makingbody for the institution by providing an open forum andwill be concerned with decisions involving instruction,new programs, budget, maintenance and operation, studentactivities

necessary.
While this type of formal governance model has been increas-ingly utilized on many campuses across the state and nation, itmay not fit the needs of each campus. For, example, student parti-cipation in the governance affairs of the institutions can occurthrough the student government'association. Under this type ofgovernance system (the predominate structure inMashington Stateinstitutions), the student association becomes the channel throughwhich students participate in major campus governance 'affairs.Involvement occurs through studentsi often selected by the studentassooiation, for service on major governance committees'related tosuch policy areas as academic affairs, student affairs, financialaffairs, and program developint.
The Evergreen State College' has developed a unique systemof governance created upon' thebelief that consultation andcoordination ought to be concerned with issues and should involve

all those who are affected by and interested in the issues.Several identifiable procedures are used in governance; theInformation and Communications. Center is the clearinghouse fornecessary information; the College Forum, while not a decision-making group, meets regularly to discuss complaints, ideas, andproblems; and finally, the College Sounding'Board, with balancedrepresentation' of the Evergreen community., is charged with theresponsibility."... to facilitate coordination of activities amongall areas of the Evergreen community. "11 Special problem areasare handled by Disappearing Task Forces, cpmprising people selectedfrom the COmmunity Service List (a list of members of the Evergreen.community selected at random) .
In summary, it can be seen that students are included tovarying degrees in the governance process of institutions inWashingtOn State (see Appednix F). In no case,dO students havecomplete jurisdiction, nor in any case is student opinion com-pletely discounted. However,-the degree of commitment to studentinvolvement in overall campus'governance does vary, usually withthe type of student population. This variation is exemplified bythe difference of perspectives in the four-year institutions andthe community colleges. The community colleges have generallyexpressed more concern for a. lack of student involvement due priMarilyto the shorter tenure of the students and to the many students inintensive vocational programs,, Although many differences in opinionare held on the student role in governance, recognition of the needfor debate and discussion of the differing perspectives held by studentsfaculty, and administrators haS begun to develop within organizationsinvolved in institutional governance.
Self-governance of students. The organizational structure ofstudent associations provides a variety of student-oriented service'sand activities, as well as representing the interests of students inthe operation and policy development processes of the institutions.While student assocations have been the focus of institutionalgovernance questions for students, many other activities sponsoredby students through the associated students often go unnoticed.Student activities sponsored in this manner range from dances, con-certs, lectures, and film presentations, to athletics, social issueseminars and studies,,student life (dormitory and apartment problems),transportation, and new student orientation programs.
The structure employed by' the associated student organizationsis qUite varied, again based on local conditions and:upon tradition.As theoverall institutional governance systems Adapt to new govern-ance needs, the studentaSSobiations also adapt. For example, boththe University of Washington and Washington State University haveactive graduate and professional student associations which provideparticular attention to graduate student needs and concerns. organizations. At Washington State University and Western WashingtonState, College the student legislative function has been restructuredto focus primarily on student issues; broader governance issues arehandled by, the all-campus governance systems which will be diScussedlater.
Nearly all associated student organizations consist of anelected student legislative group. The student leg7ative groupsare for the most part representative bf the student population.Student election participation varies widely from nearly 50% of thestudent population to less than 10% (see Appendix G). Students areoften elected from varying constituencies on each campus; forexample, the University of Washington Graduate and ProfessionalStudent Senate membership is representative of academic departments,while at Grays Harbor Community College freshmen and sophomoresfrom vocational and academic fields are elected. Most campuseshold at-large elections, but some are divided into districts toinsure broader group representation.
The legislative body functions as a mechanism for relayingstudent views into institutional decision channels; those issuesusually concern governance, institutional administrative and/oracademic policy, and student affairs. (See Appendix H for a re-view of student association structures by institution.) Thestudent legiSlative body also controls the activities programs forstudents. This control functicn centers on staffing activitiescommittees, determination of priorities, development of fundinglevels, and exercising expenditure responsibilities. Finally,the student government association functions as the studentinterest grotp. Issues of student interest are researched andstudent positions are taken through resolution of thestudent legislatures. Execttive officers then negOtiatewith administrators and faculty in an effort to implement,policy acceptable to the student positions.
Services and activities fee. When 'the 1971 Legislaturecreated the services and activities fee, the definition for-itsuse was:
". fees, other than general tuition and operating fees,charged tO all students registering at the state's.colleges'anduniversitieS. Services and activities,fees shall beuSedias OtherwiSe provided by law or byrule :orregulation of the:board ofHtruStees or regentsof each of the state's colleges or universities for_the express purpOse: of funding Student activities andprograms,of-theirjoartictlarinstitttion';"
The intent of the:"student,activities and programs" languagein the law has ncytbeen clear;:an opinion of the Attorney Generalattempted 'to clariflv.the meaning of the law.; but conftSionstillexista.
'Ambiguity in legislative intent has led to a variety of
approaches to student participation in the allocation decisions
of the services and activities fee. Inconsistent application
of the student role, ranging from complete student participation
. in the allocation decisions to only minimal participation, hasdeveloped among the institutions. However, in all instances the
board of trustees or regents has retained the legal responsibilityfor authorization of expenditure of fees from this revenue source.See Appendix I for a summary of how students participate inexpenditure decisions at the various institutions.
It should be mentioned that differences do exist between thecommunity college system and the four-year institutions in the
use of the services and activities fee. The community collegesprimarily use the entire fee for student programs; in many
cases the student covernments determine the funding prioritiesand the board of trustees reviews and authorizes the expenditure.
The four-year institutions have over the years utilized the
services and activities fee as a source of revenue to support
the sale of bonds for construction of student services facilities,as authorized by RCW 28B.10.300. Student associations receive a
set portion of the services and activities fee for maintenance of
their activities -and service programs. Even with this difference
in use, the decision-making process, as well as the participants in
the process, contains variations.
The Joint Committee on Higher Education workshop discussions
on the services and activities fee structure focused on clarifi-
cation of the intended use of the fee. General reactions in the
workshop sessions centered around the need to retain flexibility
in the use of the fees for student activities. Most participants
felt that clarification of what qualified as a student activit or
program was essential. But the workshop participants also
'stressed the need for each institution to be able to developpriorities for use of the fees according to the different
institutional needs. Most participants agreed that students
should be a part of the process which places priority on which
programs and activities should be funded.
Student role in tenure decisions. Senate Resolution 72-51
reTlested the Joint Committee on Higher Education to study the

tenure review processes.',," In addition to a comprehensive
review of tenure pulilished by the Council on Higher.EdUcation,12
the students' role in.tenure was discussed at the Joint Committee
workshops by students, faculty, administrators, and legislators.

Besides the inherent differences in faculty-studentperspectives, the concept of tenure has been the source ofcontinual study and disagreement. The intricacies of thesetenure issues are not discussed here because tenure was thesubject of a comprehensive analysis undertaken by the Councilon Higher Education. However, the conclusions of the Councilon Higher Education study address some of the important issuesin tenure aside from student involvement. These conclusionsinclude the following subject areas: the need to re-examineprobationary period requirements; the extension of notificationand hearing privileges to non-tenured faculty; the need fordevelopment of codes of faculty responsibilities; creating anoffice of complaints or an ombudsman position; and review ofthe tenure termination procedures is necessary. The report alsocomments on the need for due consideration of student opinionsin tenure decisions.
Most participants in discussion sessions at each JointCommittee workshops seemed to favor including student viewsin tenure decisions. At the same time, it was difficult todetermine how students should be involved. Most discussionsseemed to agree that legislative involvement could directstudent participation, but should leave the implementation atthe institutions, flexible to differing institutional needs.
The community college system currently operates within aframework of law that has established a tenure award process.Tte law also establishes the composition of the tenure reviewand award committees at each campus. Many community collegestudents felt that an amendment adding student members to thetenure review committees would be a solution to ensure studentinvolvement; others felt that individual institutionaldecision channels would be the most feasible channel todevelop student participation in tenure. The latter alternativeis also the main alternative applicable to the four-year insti-tutions' situation, unless the Legislature chooses developmentof a broad tenure, law for all higher education institutions.

The community college system had been served by a studentorganization known as the Washington Association of almmunityCollege,Student Governments (WACCSG) until the Fall of\ 1972.A loss of interest and dissatisfaction with the WACCSG organi-zation led to the creation of the Council of Representativesand Presidents CORP). CORP has *selected a student executivesecretary;.this person is responsible to the student body presi-dents of the community colleges. Although still in its initialorganization phase, it, appears that CORP will focus its activitieson communications with community college and student issues throughthe State Board for Community College Education and the Legislature.Inter-campus communication and improved accountability of studentsappear to be its other objectives.
The information input received from these statewide studentgroups is helpful to the Legislature as, well as state and campusadministrators. Information coordination organizations providean excellent resource for receiving student views on many public
ipolcy questions' faced by the state government.

5. sess. and RCW 28B.15.012; amending section 3, chapter 279,
Laws of 1971 ex. sess. as amended by section 1, chapter
(HB No. .), Laws of 1972 and RCW 28B.51.041; adding new
sections to chapter 279, Laws of 1971 ex. sess. and to chapter
28B.15 RCW; and creating new sections.
10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
11 Section 1. Section 288.10.300, chapter 223, Laws of 1969 ex.
12 gess. and RCW 283.10.300 are each amended to read as follows:
13 The .boards of regents of the state universities and the boards'
114 of trustees of the state colleges are severally authorized to:
15 (1) Enter into contracts with persons, firms or corporations
16 for the construction,-installation, equipping, repairing, renovating
17 and betterment of buildings and facilities for the following:
18 (a) dormitories
19 (b) hospitals
20 (c) infirmaries
21 (d) dining halls
22 (e) student activites
23 (f) services of every kind for students, including, but not
24 limited to, housing, employment, registration, financial aid,
25 counseling, testing and offices of the dean of students
26 (g) vehicular parking
27 (h) student, faculty employee housing, and boarding;

Purchase or lease lands and other appurtenances necessary
2 for the construction and installation of such buildings and
3 facilities and to purchase or lease lands with buildings and
4 facilities constructed or installed thereon suitable for the purposes
5 aforesaid;
(3) Lease to any persons, firms, or corporations such portions
7 of the campus of their respective institutions as may be necessary
for the construction and installation of buildings and facilities for
the purposes aforesaid and the reasonable use thereof;
10 (4) Borrow money to pay the cost of the acquisition of such
11 lands and of the construction, inStallation, equipping, repairing,
2 renovating, and betterment of such buildings and faCilities,
13 including interest during construction and other incidental costs,
14 and to issue revenue bonds or other evidence of indebtedness
15 therefor, and to refinance the same before or at maturity and to
16 provide for the amortization of such indebtedness from ((special
17 student)) services and activities fees or from the rentals, fees,
18 .charges, and other income derived through the ownership, operation
19 and use of such lands, buildings, and facilities and any other
20. dormitory, hospital, infirmary, dining, student activities, student
21 services, vehicular parking, housing or bOarding building or facility
22 at the institution;
23 (5) Contract to pay as rental or otherwise the cost the
2a acquisition of such lands and of the construction and installation of
25 such buildings and facilities on the amortization plan; the contract
26 not to run over forty years;
27 (6) Expend on the amortization plan ((special studeat))
28 services and activities fees and/or any part of all of the fees,
29 charges, rentals, and other income derived from any
and facilities30 revenue-producing lands, bUllAings,,
or all
of their
31 respective institutions, heretofore, or hereafter acquired,
32 constructed or installed, including but not limited to income from
33 rooms, dormitories,.dining rooms, hospitals, infirmaries, housing or

2 appurtenances thereon, and to pledge such ((special- stIdent))
3 services and activities fees and/or the net income derived through
4 the oWnership, operation p.Od use of any lauds, buildings or
5 facilities of the nature described in subsection (1) hereof for the
6 payment of part or all of the rental, acquisition, construction, and
7 installation, and the betterment, repair, and renovation or other
contract charges, bonds or other evidence of indebtedness _agreel to
paid on account of the acquisition, construction, ihstaliation or
10 rental of, or the the betterment, repair or renovation of, lands,
11 buildings, facilities and equipment of the nature authorited by this
12 section.
13 Each facility of the type authorized in subsection /IL of this
14 section which is to be constructed With borrowed fundS
15 amortized in whole or in part, from. revenue derived from the services
16 and activities fees, as authorized by subsections /4L through j6)_ of
17 this section shall reguire authorization from the legislature prior
18 to the commitment of these fees.
19 Sec. 2. Section 2, chapter 273, Laws of 1971 ex. sess. as
20 amended by section 1; chapter 149, Laws of 1972 ex. sess. and RCW
21 288.15.012 are

amended to read as follows:
Whenever used in chapter .21313.15 RCW:
(1) The term institution" shall mean 3ublic university,
24 college, or community college within the state of Washington.
25 (2) The term "resident student" shall mean a student who has
26 had a domicile in the state of Washington for the period of one year
27 immediately prior to the time of commencement of the first day of the
28 semester or quarter for
29 and has in fact established a bona fide domicile in this state for
30 other'-than edUcational purposes PR()IDED,'That a nonresident student
31 enrolled for more than six hours per semester or quarter
32 considered as attending for educational purposes only,
shall
And for
33 : tuition and fee paying purpoSes only such period of enrollment shall
1 not be counted toward the establishment of a bona fide domicile of
2 one year in this state unless such student proves that he has in tact
3 established a bona fide domicile in this state for other than
educational purposes.
5. (3) The term "nonresident student" shall mean any student who
does not qualify as a "resident student" under the provisins of
288.15.011 through 2813.15.01t, is low eafter amended.
8 (4) The term "domicile" shall denote A person's true, fixed
9 and permanent home aiid place of habitation. It is the place where he
10 in,r.:ends to remain, nand to which he expects to return when he leaves
11 without intending to establish .a new domicile elsewhere.
12 (5) The:tterm "vinor" shall. mean a male or female pertob Who is
13 not deemed and taken to'be of Inll'age and majority for all purposes
14', under RCW 26.20104 as now law or hereafter amended; the term
15 "emancipated ipinor" shall mean a minor whose parentt have entirely
16 surrendered the right to the care, custody, and earnings of such
17 minor and whose p4rents no longer in any way support or maintain such
18 minor.
19 (6) The teem "gnalified person" shall mean a person qualified
20 to determine his -owmdomicile A:per-son of full age and majority fOr
21 all purposes mmder RCK,26.28.01"0, at-:7noW law or hereafter amended, or
22 am emancipated minor is so qualified.
(7) The term "pArent7,.gmalified student'.' shall mean a student
24 havihg a parent who has'adormicil.e.:.:in the state of Washington but who
25 does not have: legal custody of the student because of divorce or-
26 legal separation.

2 NEW SECTION. Sec. 3. There is added to chapter 279, Laws
3 1971 ex. sess. and to chapter 28B.15 RCW a new section to read as
4 follows:
5 Services and activities fees, or revenue generated from
6 programs or activities conducted with 'funds from services and
7 activities fees, which remain unexpended at the end of the budget
8 period shall be retained for use in support of student activities and
9 programs, as provided for by law or by rule or regulation of the
10 boards of trustees or regents of the state's colleges and
11 universities.
12 Sec 4. Section 3, chapter 279, Laws of 197 1 ex. sess. as
13 amended by section 1, chapter .. (88.,No. Laws of 1972 and RCW
14 288.51.041 are each amended to read as t011ows:
15 The term "services and activities fees" as used in this
16 chapter is defined to mean fees, other than general tuition and
17 operating tees, charged to all students registering at the state's
18 community colleges, state colleges, and universities. Services and
19 activities fees shall be used as otherwise provided by law or by rule
20 or regulation of the board of trustees or regents of each of the
21 state's community colleges, state'colleges or universities for the
22 express purpose of funding student activities and programs f their
23 particular institution((. individual beard of trustees er
24 regents shall determine what activities of the institution properly
25 constitute student activities and pregrams)) : PROVIDED, That the
26
27 to present their recommendations on the intended uses of the services
28 and activities fees to the board of trustees or regents of the
29
officers of the student association shall be granted the op2ortunity
state' community collgges, colleges and universities.
30 NEW SECTION. Zee. 5.: There is added` to chapter 279, Laws of
31 1971 ex. sess. and to chapter 288.15 RCW a new section to read as
.32 follows::
33 The board
community colleges, colleges and universities, after a reasonable
2 at' to seek the re lmmendations of the officers of a student
3 assccia-,:ion as defined in section 2(8) of this 1973 amendatory act,
4 shall determine what activities of the institution properly
5 constitute student activities and programs.
6 NEW SECTION. Sec. 6. If any provision of this 1973
7 amendatory act, or its application to any person or circumstance is
8 held invalid, the'reMainder of the act, or the application of the
9 provision to other persons or circumstances is not affected.
