    Background

    • The TEIN projects have grown since 2001 and became an integral part

    of the research and education communities in Asia-Pacific region.

    • The Asi@Connect project is a 60-month project beginning 1 Sep. 2016,

    which is jointly funded by the European Commission, the development

    and aid funding, and 23 Asian partners.

    • The Asi@Connect will provide and further develop a dedicated

    regional high capacity, high quality Internet connectivity using TEIN

    network, also leverage the e-infrastructure for public service projects.

    Objectives

    • to build a long-term exchange platform for tech-culture fusion that connects applications, data, people and processes

    quickly from anyone to anywhere

    ◈ To build a tech-culture fusion platform

    • to increase the success of teams addressing how different people between disciplines facilitate collaborative activities

    ◈ To create cooperative work

    • to provide good technical training programs for those who are engineers, technicians and artists, and interested in not only

    cyber performance but also culture technology, such as A/V transmission system operation and audio-visual handling,

    image composition and projection mapping, multi-channel audio processing, human body sensing, computer-generated

    avatar, and so on

    • to exchange practical experiences, such as haw to overcome network delay including latency, how to set camera angle for

    eye-contact between performers, how to manage the show regarding main-sub relationship between stages, etc

    • to pioneer new application using TEIN network, such as educational exchange system like master class or remote audition,

    digital heritage system like virtual museum, broadcasting system like live sports broadcasting using TEIN network, and so

    forth

    The ultimate goal of this proposal is to build up a sustainable basis of discussion and collaboration with

    beneficiary and non-beneficiary countries involved in tech-culture fusion issues using the TEIN network.

    Cyber Performance

    • A cyber performance is to transmit signals through networks to another place uni/bi-directionally

    as well as to shoot a performing art using AV system in real-time and to display images using

    interactive technologies.

    • There are three important components of CP. One of them is stable gigabit network infra-structure

    (engineers), another is research group who should understand performance technologies with AV

    equipment and transmission system (technicians), the other is contents by performing arts teams

    (artists).

    • The people in this area are trying to find the best solution to overcome obstacles, such as a main-

    sub relation between stages and between actors due to network delay including latency, eye contact

    with actors, limited camera angle, music synchronization between remote sites, communication

    with audiences and so on.

    CP System

    • The base configuration for Cyber Performance consists of three parts: video, audio and network.

    Video equipment includes camcorder, beam projector and screen; audio equipment microphone,

    audio mixer and speaker. A communication can be opened between two places using laptop,

    software solution and internet. There are various different types of applications: DVTS(Digital

    Video Transport System), ConferenceXP, H.323, UltraGrid, LOLA(LOw LAtency audio visual

    streaming system) and so on.

    • UltraGrid which will be used in this project is a Software for low latency and high-quality video

    network transmissions developed by Czech R&E network in 2002. UltraGrid uses uncompressed

    or very low compression-ratio streams to achieve up to 8K resolution with as low as 100ms end-to-

    end latency. UltraGrid is supported on PCs with Linux operating system and Macs with MacOS X.

    UltraGrid is used, among others in areas like cyber performance, collaborative environments,

    medical cinematography, broadcasting application and various educational activities.

    Activity 1

    ① Preparatory meeting for 1st Tech-Culture Fusion Workshop ② Training Program for the operation of CP system

    The main things of the 1st activity for 3 months from JUL to SEP 2017 were to build a cooperative system as a

    human network and to promote our project to the other beneficiary countries as well as participating nations.

    There was the three-day schedule (29~31 AUG) with this purpose during the APAN44 held at Dalian

    International Finance Conference Center, CN. About 30 persons attended the three-day schedule and the 1st

    activity was successful.

    Aims of the Activity 1 in the proposal Outcomes

    ▪ To meet many people for building up humannetwork

    ▪ To discuss on the establishment of a tech-culturefusion platform

    ▪ To learn how to set up the CP systems and toknow how to proceed the tests

    ▪ To find out the solutions for technical problems

    ▪ To learn how to run the programs

    ▪ To experience the collaboration between theengineers, technicians and artists

    ▪ Besides persons in this project, many other peoplewere present, people from Nepal, Sri Lanka,Kyrgyzstan, Bhutan etc.

    ▪ Attendees of the training program for theoperation of the CP system brought their ownlaptop in order to practice Send/Receive ofAudio/Video through network and discussed abouttrouble shoot.

    ▪ There has been a lot of competition amongparticipants to host the event suggested in theproposal.

    Activity 1

    At the preparatory meeting (TUE 29 AUG) of the workshop and live cyber performance,

    participants discussed the details about the host/sub venues of the CP, financial support, network

    issue, artist group, contact person, and so on. According to the meeting result, there was a CP

    hosted by Vietnam(VinaREN) connected to India(ERNET) and Pakistan(PERN) on NOV 8, 2017.

    On WED 30 AUG, participants gathered to check network and to set up CP system for the training

    program. The following day (THU 31 AUG), the training program for the operation of CP system

    went off well as planned. This program was designed to introduce practical skills, techniques and

    ideas in the field of CP using UltraGrid and JackAudio. All attendees were enthusiastic learner and

    exchanged their know-hows each other.

    As an extension of this project, there was a special event titled MYREN-X, a CP between MY-CZ-

    KR, for the celebration of the 100Gbps network establishment at University of Malaya on WED 4

    OCT 2017. Further details are in the appendix at the end of this document.

    Activity 2

    ③ 1st Tech-Culture Fusion Workshop④ Live Cyber Performance

    The main things of the 2nd activity for 3 months from OCT to DEC 2017 were to execute a 3-point cyber

    performance and to exchange practical experiences, such as haw to overcome network delay including latency,

    how to set camera angle for eye-contact between performers, how to manage the show regarding main-sub

    relationship between stages, etc.

    There was a three-day schedule (6~8 DEC) with this purpose at La Casa Hanoi Hotel, Hanoi(VN) connected to

    IIT Madras, Chennai(IN) and to Mehran University, Jamshoro(PK). About 70 persons attended the three-day

    schedule and the 2nd activity was successful.

    Aims of the workshop in the proposal Outcomes▪ To discuss the issues on the direction of the tech-

    culture fusion platform▪ To discuss the milestones and action plans▪ To share experiences and know-hows with others

    ▪ Eighteen persons attended the workshop (BD 2, MY 4, VN 4, KR 5, PK 2,AU 1), and there was a free discussion after 4 presentations. Participantsdiscussed about various ways to exchange cultural & educationalexperiences using network like live streaming introducing own culturalheritage, new cultural value utilizing ICT based on NREN etc.

    Key challenges of the CP Outcomes▪ Uni/Bi-directional transmission of high quality

    video and audio▪ Interactive communication between end-

    points(performers)▪ Realistic sound effects▪ Utilization of virtual stage▪ Collaboration with engineers, technicians and

    artists▪ Practical exercise and exchange of technical and

    cultural experience

    ▪ The biggest obstacles in the field of CP are delay and eye-contact betweenperformer and audience. The latest version of UltraGrid and JackAudio wasused in order to transmit A/V of HD level although bandwidth was low.High quality A/V with negligible delay could be transmitted bi-directionally under 100Mbps due to using MJPEG codec.

    ▪ All participants enjoyed live CP watching traditional performances of eachcountry. Especially there was an exchange of opinions between engineersand artists during the rehearsal across networks so that they could checkand expect their view at other venue.

    Activity 2

    At the 1st Tech-Culture Fusion Workshop (FRI 8 DEC), presenters and debaters discussed the

    details about tech-cultural exchanges between communities, between labs and between nations

    using RENs and TEIN and about Symposium on the tech-cultural exchange utilizing TEIN network

    in Dhaka(BD) around May 2018.

    The main event (FRI 8 DEC) was a live cyber performance. Each (VN, IN, PK) country showed

    their own contents one by one, and 3-point improvisational performance tried as a program. IN and

    PK joined this demonstration as a first time in cultural exchange, which was an initial endeavor for

    their cultural activities broader. Major equipment like laptop and HD convertor for the live cyber

    performance was delivered to each country and the rental cost for the audio and video system was

    supported by project budget.
