The GCB Training Center team up with the
municipality of Tagana-an to pool resources in
conducting training for the Shielded Metal Arc
Welding (SMAW) to the interested townsfolk of
the said municipality.
GCB Center Director Grace Natad-Conde and
Municipal Mayor Cesar Alsong Diaz recently
signed a memorandum of agreement (MOA) to
effect the partnership arrangement.
“The GCB as part of our Park and Train
Program to community-based areas will
provide technical vocational trainings to
qualified individuals of Tagana-an who
are interested to enroll on SMAW compe-
tency course and provide trainees/
graduates certificate of completion af-
ter completing the required num-
ber of hours of training,” Conde
said.
Conde added that the municipal-
ity of Tagana-an through
Mayor Diaz
agreed and fully support with the GCB’s program.
Mayor Diaz granted to use its motor pool/ welding
shop located at their old gymnasium as the train-
ing venue at anytime throughout the training
duration and assist GCB in facilitating the conduct
of training and other relevant activities.
The GCB is expected to train some 35 individuals
on SMAW and assist them for the TESDA compe-
tency assessment later to grant them with the
SMA NC II. The training duration is
304 hours which culminated on
June 4, 2013 and undergone the
SMAW competency assessment
on June 6-9, 2013.

F ifty-nine (59) trainees under the Expanded Training for Works Scholarship Program (E-TWSP) in Tagana-an and Alegria
successfully achieved 100% passing rate on the two Shielded Metal Arc Welding (SMAW) competency assessments held recently.
Engr. Gerson T. Estay assessed the 34 trainees from Tagana-an, Surigao del Norte where there were 5 females and 29 males who completed and passed the SMAW competency assessment held
on June 6-9, 2013 at the stock and welding area of the said municipality with the presence of Lilian B. Tiorosio of TESDA-Surigao del Norte.
Meanwhile, Daylinda S. Buico assessed the 25 trainees (2 females and 23 males) from Alegria, Surigao del Norte on June 20-22, 2013 held at the GCB Training Center this municipality with the presence of TESDA-Surigao del Norte representative Judith L. Yamson. ◙

G lobal Competency-based Training Center (GCBTC) has been providing competency-based training services for more than six years. GCBTC Alegria branch located at
Alegria, Surigao del Norte has been regularly offer-ing short competency-based courses like Shielded Metal Arc Welding (SMAW), Consumer Electronics Servicing (CES), Bookkeeping, and Computer Hard-ware Servicing (CHS). There were already numbers of trainees both regular and scholarship grantees who enrolled on these competency courses. Many grab the opportunity as scholarship grantees-trainees while others preferred to take as regular trainees like me. But you may wonder why I prefer to be a regular trainee? What is different between regular trainees and scholarship trainees at GCBTC?
Both the scholarship grantees and regular trainees shall undergo on the same training methodology that is 20% theory and 80% practicum at GCBTC. The training is based on curriculum from the competency standards developed by the industry so the learning is competency-based or modular in structure where all training programs are nationally approved and accredited by Technical Education and Skills Devel-opment Authority (TESDA). The training delivery is individualized and self-paced. At GCBTC trainees are demonstrate their progress by performance and work outputs. Training materials are directly related to the competency standards and the curriculum. The institutional entry assessment of incoming train-ees is based in the collection of evidence of the per-formance of work to the industry or organizational required standards. At GCBTC, the system allows Recognition of Prior Learning (RPL).
Scholarship trainees and its benefits The scholarship grantees are those that were funded by TESDA and other donor person or institu-tions preferably to assist interested person and out-of-school youth to learn and undergo competency-based trainings. Usually, the scholarship donor or sponsor will directly pay the training costs to the training center like GCBTC where their scholarship grantees are enrolled; hence one of the benefits of the scholarship trainees is that they have free train-ing cost. Other scholarship may provide free tools and materials, fares and allowances depending on the type of scholarship and its coverage.
The time arrangement of training classes for scholarship grantees is fixed. Hence all scholarship
grantees are required to attend regular class which is eight hours every day until the completion of re-quired training hours like 356 hours or 45 days for CHS course. here is actually hectic schedule for the scholarship grantees but manageable once every-body cooperates with their trainer and drive them-selves heartily to complete the training course with all their power and strength. What about regular trainees? The regular trainees on the other hand, will be the one to personally pay their training cost to the train-ing center where they enrolled. But unlike the schol-arship grantees, the regular trainees at GCBTC have flexible time arrangement with their trainer. In this case, a regular trainee has given the right to choose freely on the time of the training schedule he or she wanted to undergo within the training pro-gram with favorable consent or agreement with his or her trainer and provided that the training program he or she enrolled is within the required training hours. This allows the regular trainee set a particular training schedules like after office hour, Saturday or even Sunday or holiday especially if the regular trainee is an employee. Moreover, there is a training system that GCBTC is implemented to all regular trainees called the Multiple Entry, Multiple Exit. This system allows the learners to enter and exit training programs at different times and levels and to receive an award for modules (competencies) attained at any point.◙

(GCB) informed interested individual to avail the
free TESDA assessment and certification which
starts on August 19 and ends on December 15, 2013.
GCB Center Director Grace Natad-Conde revealed that
the TESDA program known as the National TVET Compe-
tency Assessment and Certification (NATCAC) which is a
synchronized conduct of competency assessment and
certification in identified techvoc key qualifications
throughout the country will be conducted to all TESDA
Regional Offices/ Regional Training Centers and/or
selected private Technical Vocational Institutions (TVIs),
Provincial Training Centers (PTCs), TESDA Technology
Institutions (TTIs) and selected TVIs providing simultaneous
assessments for the identified qualifications.
“Since GCB training center is a TESDA registered training
institution and accredited competency assessment
center, we can recommend for any interested individual
who want to avail this free assessment and certification
that have the skills on computer, electronics, program-
ming, bookkeeping or welding. Anyone who will pass the
competency assessment will be given a National
Certificate (NC) and Certificate of Competency (COC)
depending on the competency assessment an individual
is taking with,” Conde said.
At GCB, the following are competency assessment for
NCs and COCs that will be conducted:
♦Computer Hardware Servicing NC II
♦Consumer Electronics Servicing NC II
♦Bookkeeping NC III

their application to GCB main office with the following
requirements:
• Duly Accomplished Application Form
• Self-Assessment Guide (SAG)
• Three (3) passport size pictures in white back-
ground with name written at the back
