EDITORIAL

In this new stage of WOP-LAC, under the Secretariat of the Latin American Water & Wastewater Operators Association (ALOAS), we are launching our sixth Newsletter, continuing with the aim of making our Platform the nexus between operators in the region, so that through WOPs, they could find an instrument to improve its management and operation. From the WOP–LAC Secretariat we would like to thank the support received from the regional Operators that allowed us to reach the number of 78 members, and invite those who are not yet part of the Platform to adhere. We remind you that membership has no cost and lets be subject to funding for training and WOPs.

We take this opportunity to wish you a very happy holiday with your loved ones and an excellent 2015.

What are WOPs? Water Operators’ Partnerships (WOPs) are peer-support arrangements between two or more water or sanitation operators, carried out on a not-for-profit basis in the objective of strengthening their capacity. What is WOP-LAC? WOP-LAC is GWOPA’s Regional network of water and sanitation operators for Latinamerica & Caribbean, that help one another improve their collective capacity to provide access to water and sanitation services for all, through twinnings. WOP-LAC seeks to strengthen operators of drinking water and sanitation, through technical cooperation among them, nonprofit, and understanding that the one who knows one thing is the one that already does it, and does it with good results. At present, the Steering Committee is composed of the following 8 operators, and one representative of the Caribbean Regional Sub Platform (Cari-WOP).

The Secretariat is currently carried out by the Latin American Water & Wastewater Operators Association (ALOAS), with ongoing support from UN-Habitat.

WHAT’S NEW ? October - December 2014

WOP-LAC keeps growing… In the past 3 months WOP-LAC grew from 70 to 79 members, including water and sanitation operators in the region, but also from other countries such as Spain, France and Portugal, who see in the platform the opportunity to exchange knowledge with peers from other regions. We also have Operators Associations, Educational Institutions and Government Agencies, as members of the Platform.

WOP-LAC General Assembly 2014

On the 26th November 2014, the WOP-LAC General Assembly took place in the emblematic Palacio de las Aguas Corrientes building (The ‘Running Water Palace’) that belongs to the Argentinian operator, Agua y Saneamientos Argentinos S.A. (AySA), and is located in the city of Buenos Aires. The following WOP-LAC’s members were present: ACUACAR, Aguas Andinas, Aguas de Siguatepeque, Aguas del Norte, AHPSAS, AMB, ANEAS, AQUAFED, ASSA, AySA, CAESB, Cari-WOP, CASAL, COFES, COPASA, CORAAVEGA, EMSAPUNO, EPM, EPMAPS, FESAN, OSE, OSSE, Aguas de Puerto Cortés, SADM, SAGUAPAC, SANAA, SEAPAL, SEDAPAL. Representatives from GWOPA, Interamerican Development Bank (IDB) and World Bank were present too. The main objectives of the meeting were to: 1) review the results of the Platform during 2014, 2) Elect of 4 new members for the Steering Committee, period 2015/2018. In relation to the election of members for the Steering Committee, the 4 selected were: 1) Agua y Saneamientos Argentinos S.A. – AySA (Argentina) 2) Companhia de Saneamento de Minas Gerais – COPASA (Brasil) 3) Obras Sanitarias del Estado – OSE (Uruguay) 4) Corporación del Acueducto y Alcantarillado de La Vega – CORAAVEGA

WOP-LAC Steering Committee Meeting 2014

The main objectives of the Steering Committee meeting were to 1) review the state of affairs of the Platform following the move of the Secretariat to ALOAS, 2) present new members of the Steering Committee, elected by the General Assembly for the period 2015/2018, 3) Present and discuss the Work Plan for 2015, 5) Define the date and place of the next Steering Committee in 2015. THE INTERAMERICAN DEVELOPMENT BANK APPROVED A TECHNICAL COOPERATION TO SUPPORT WOP-LAC

The Inter-American Development Bank (IDB) approved last November 30, a Non Refundable Technical Cooperation to the Latin American Water and

Wastewater Operators’ Associattion (ALOAS), to support the implementation of the Bussiness Plans over the next three years (2015-2017). The Project, named as RG-T2541, is for a total amount of U$S 750.000. The IADB will contribute with U$S 450.000. The principal objetives of the Technical Cooperation are:

i) Identify and develop at least 16 WOPs; ii) Promotion of best practices through the implementation of 5

workshops on selected themes; iii) Management and promotion of the Platform by launching a website, a

newsletter and participation in international events.

CariWOP Steering Committee Meeting 2014

On the 7th October 2014, the Second CariWOP Annual Steering Committee Meeting took place in the Atlantis Resort, Paradise Island, Bahamas, The Meeting was organized in the framework of the 23rd Annual CWWA Conference and Exhibition which takes place from 6 to 10 October. The following participants were presesent: GWOPA/UNHabitat; WOP-LAC;

CWWA; CAWASA; BWSC; CARPHA; CaribDA; FSAWWA; PAHO/WHO; GIZ; DINEPA.

The meeting noted the potential for several WOPs: Arising from the Disaster Risk Management Workshop held on October 6,

2014, there were expressions of interest for a WOP between Trinidad & Tobago and Costa Rica;

DINEPA and multi-partner WOP for Haiti; SANEPAR, WASCO (Saint Lucia) and St. Vincent & the Grenadines

GWOPA will host a webpage for CariWOP with links to CWWA, CAWASA, and CaribDA. In addition, it was agreed that a knowledge database should be established by the CariWOP and will be hosted by GWOPA. CariWOP will be responsible for collection of resource materials including manuals, guidelines, toolboxes, proceedings of workshops, conferences etc, for transmitting to GWOPA. GWOPA proposed a framework for exchange between the two Associations in the Caribbean and the Pacific Water and Wastewater Association (PWWA) which was an outcome of the SIDS Samoa 2014 meeting. An MOU will be signed between the Caribbean and the Pacific during the World Water Forum in South Korea in April, 2015. The MOU will not be activity specific, but will identify areas of possible cooperation including the formation of WOPs.

WOPs in LAC !!!

As noted in each of our newsletters, the amount of WOPs keeps rising in the region. 16 WOPs have been initiated since ALOAS took over the Secretariat of WOP-LAC, confirming the belief of regional operators that cooperation among peers is an useful tool for improving management. Training & Workshops

Water Operators Strategies in preserving their sources: Challenges and Opportunities

The Conference took place on 25 and 26 November 2014, in the Palace of Running Waters of the City of Buenos Aires, Argentina, in the framework of the 4th Meeting of ALOAS. The overall objective of the Conference was to provide tools and experience to guide operators of drinking water in their involvement in Protection of their Water Sources.

2014 Workshops

“Risk Management and Natural Disasters – Best practices from Water Operators in Caribbean Countries”

6 October 2014, Atlantis Paradise Island Resorts, Paradise Island, The Bahamas

A workshop on "Risk Management and Natural Disasters" for Water Operators in the Caribbean was co-organized by the regional platform of Water Operators' Partnerships in the Caribbean (Cari-WOP), WOP-LAC and GWOPA/UN-Habitat. The workshop was organized in the framework of the 23rd Annual CWWA Conference and Exhibition which takes place from 6 to 10 October in the Atlantis Paradise Island Resorts in The Bahamas. The objective of the workshop was to share knowledge and best practices on how water operators deal with natural disasters and risk in the Caribbean region, from a management and planning perspective. Eight countries from the region were represented in the workshop (Belize, Costa Rica, Dominica, Grenada, Haiti, Saint Lucia, St. Vincent and the Grenadines and Trinidad and Tobago) in addition to two major contributions from two water operators from Florida (USA) and Fiji in the Pacific. In the workshop, opportunities to initiate Water Operators' Partnerships (WOPs) in the Caribbean on the theme of Risk Management and Natural Disasters were identified. New Logos for LAC Platforms GWOPA designed and made available to the LAC Sub Regional and National Platforms, new identificatory logos to be used in their documents. These new logos follow the aesthetic guidelines that is already used by WOP-LAC and GWOPA. Below we present them: Caribbean Sub Regional Platform - CariWOP (Coordinated by CWWA y CAWASA) Mexico’s National Platform – WOP México (Coordinated by ANEAS). Argentina’s National Platform - WOP Argentina (Coordinated by COFES). Honduras’ National Platform – WOP Honduras (Coordinated by AHPSAS).
