We’re not just a software provider, we’re a social enterprise. Founded by Gary Pettengell, we provide a nationwide service used by support and enforcement organisations, assisting vulnerable individuals and their families.

Though the idea seems simple, Empowering-Communities is unique in our provision. We facilitate communication between organisations – from police to councils – creating a wide information umbrella of vulnerable individuals, preventing organisations working in isolation with limited data potentially administering incorrect management.

We enable partnerships to securely share their information on individuals to help them identify the true picture of a vulnerable person they are working with. Our solutions make it easy to identify an individual who has both mental health issues, is in a vulnerable domestic situation and could become involved in gang-related activity.

Under this broad web an individual can be enveloped in a multiorganisational blanket that can serve and protect them and allows agencies to work clearly towards an understood collaborative long-term solution which will be appropriate for the individual.

By doing so, it encourages greater participation as practitioners are free to invite everyone they need to. Our technology has been proven to save practitioners at least one hour per referral, which amounts to a considerable time saving when multiplied across the region throughout the year. So not only will you improve outcomes for some of the most vulnerable people, but you’ll also create efficiency savings along the way.

Our methodology of Identity, Refer, Engage, Divert and Support (I-REDS) gives local authorities, the police and their partners a means to take their community engagement and support of vulnerable people to a new level. The process helps all practitioners and the public to identify those at risk and improve outcomes by enabling support to be wrapped around them quickly and effectively.

Our I-REDS methodology (Identify, Refer, Engage, Divert, Support) is about empowering communities by establishing a solid foundation to support those most at risk and in need within your community.

The I-REDS principles can be applied to several business areas from those at risk of Child Criminal Exploitation, Sexual Exploitation, County Lines and gang exploitation to rough sleepers and those people with complex needs. It’s similar to building a pyramid, once the base is sufficiently wide you can elevate to the top. By creating a solid system’s base you, your colleagues and partners will be able to provide support for as long as the client journey may take.

The EC Connect Referral and Management platforms provide a cost effective solution for organisations needing a secure customer gateway to a range of different services. Encrypted, practitioner or public facing referral forms pass information quickly and directly into a secure triage management desk for faster and more effective decision making.

Interface with a multi-agency case management system

Each EC Connect Referral and Management Desk has a built-in secure interface with the national multi-agency case management system, E-CINS. This means that anyone in need of multi-agency, or more intensive single agency support, can be passed through to E-CINS for full case management.

It makes it possible for system users and analysts to discover new opportunities, make better decisions on a timely basis, and find answers to questions as they arise. Users are equipped with an end-to-end experience: from data preparation through to data discovery and simple reporting. Now users can easily transform disparate data sources into a single result set for visualisation. Once the result set is complete, an intuitive canvas interface, that includes drag-and-drop features, allows users to create, modify, and drill down on data visualisations which are displayed on a dashboard. As trends, outliers, and information are revealed in the data, users can easily drag dashboards into a chat window for immediate collaboration with others about strategy, opportunity, and undiscovered revelations.

Action and Support Plans

E-CINS’ built in Action and Support Plan can be person based, family based or location based with customisable time frames and tasking functionality.. Licence-free

Build your own risk assessments

Practitioners can design, build and save their own scoring and non-scoring risk assessments on E-CINS. Custom questions, which are mobile-ready, can be created, viewed and reassessed ata future date. And because the fields are pre-populated with the data from the previous assessment, there’s an efficiency saving each time an assessment is carried out. Scores can be compared with previous assessments, along with priority needs too, so practitioners can quickly get customers the support they need.

Integrating systems to maximise client relationship management and engagement

Victims, offenders and the vulnerable in need of full case management can have their cases ‘transferred’ to E-CINS from the EC Connect Referral and Management platforms. The integration of these systems enables those victims and people who are most vulnerable to receive tailored support from a range of multiple agencies who can securely share, task, evidence and audit information around their client in realtime to help improve positive outcomes. The combined support offered by the EC Connect Referral and Management solutions and E-CINS achieve a hitherto impossible-to-achieve level of support for victims and vulnerable people that revolutionises partnership approaches to victim support and service provision.

The diagram above outlines the Nottinghamshire Victim Services model that utilises the EC Connect Victim Services

Management Desk and the Multi-Agency Case Management System E-CINS. The victim export is from the Police Niche system. The diagram can be applied to explain the methodology behind our Referral and Management Solution to solve a range of complex problems from domestic abuse and sexual violence, gangs and serious youth violence to Anti-social Behaviour, Child Sexual Exploitation, Modern Day Slavery and Safeguarding. Referrals come in electronically to the MASH or MARAC Management Desk. The Teams can then transfer those that need to be referred to the MARAC meeting or for full case management or single/multi-agency support through to E-CINS. The EC Connect Referral and Management Solutions provide Local Authorities, the police and their partners with a unique software framework that takes their community engagement and management work to a new level. It provides a foundation within a secure private cloud on which teams and organisations can build and develop their projects and initiatives.

Secure Private CloudOur secure private cloud is restricted to single teams or organisations. The additional security offered by the ring-fenced, private, secure cloud model is vital for any any organisation or team that needs to store and process OFFICIAL and OFFICIAL SENSITIVE data, or carry out sensitive tasks.

Secure and Accredited InfrastructureOur data centre infrastructure meets the rigorous requirements for ISO20000, ISO27001 and ISO9001 accreditation.

Accredited Data ProcessorsEmpowering Communities are experienced ISO27001 accredited data processors, trusted by local government, police forces and organisations big and small across the UK. We are also ISO9001, Cyber Essentials Plus and Cyber Essentials accredited.

Data EncryptionCommunication is secured using TLS 1.2 or SSL encrypted sessions. The level of encryption is between 128-256bit depending on client capabilities. Military Grade AES-256 encryption of data is provided during transmission and whilst it is at rest within our data centre and on the users end point device. All data is encrypted at rest and must pass through a gateway network security zone before being transmitted to the client.

Empowering Communities employ a field level encryption on the E-CINS databases in addition to all data being stored on our Self Encrypting Drives (SED). The algorithm used is AES-256 which is the same level of encryption the National Security Agency (NSA) now use for anything protected up to Top Secret.

Keep Safe

The NearMyStreet web application has been developed as a customisable solution for service providers to promote local services and community events whilst improving a community’s health and wellbeing. But it goes beyond simply providing location information as it also offers a way for police, voluntary organisations and support services to help people improve their physical and mental health.

Through an innovative encrypted module called ‘MyPortal’ practitioners can securely engage with clients in realtime to securely share documents, surveys, support plans and action plans. Clients can also receive updates, text messages and secure communications from practitioners to help them through their support journey.

Thomas Pettengell MScSystems AnalystThomas has a Masters degree in advanced mathematics. He specialised in statistical analysis as well as fluid dynamics. This experience in high level analytical problem solving is a valuable asset to the Empowering Communities Solutions Team. Elle has extensive experience in IT and office management, gained predominantly within a retail property management environment. She has experience of team and customer management involving a significant amount of international client liaison.

Laura has 25 years experience in Local Government and, as Crime Prevention/Community Safety Consultant.  She successfully developed and managed Multi-Agency Action Plans to reduce ASB/crime in Parks, Tension Monitoring Process, introduced Body Cameras for Police and, sporting events as an avenue for combatting ASB and crime.

Gary PettengellCEO and FounderGary has worked on several local, national and international crime reduction and community engagement projects and won several awards. In April 2007 he was voted “Person of the Year” in Lithuania for work helping migrant communities and he is the only foreign national ever to be awarded the Angel Guard Medal of Honour in Lithuania. Through Empowering Communities he funds a number of projects around the UK.

Sarah PettengellDirector of Services

Sarah joined Empowering Communities in 2014 following a successful career that included leading Safeguarding Teams. This included managing high-risk domestic abuse teams, sexual violence and safeguarding children and adults teams. She has also had experience of chairing domestic abuse MARACs.

Paul Dunn MBEProgramme ManagerPaul has been responsible for delivering national approaches that reduce crime and manage safeguarding through partnership problem-solving approaches. He has won a number of awards including Public Servant of the year for Innovation and has been instrumental in tackling anti-social behaviour (ASB) across the country. Paul assisted in designing the Australian ASB legislation and is the partnership Ambassador for the Charlton Athletic Community Trust.

Heather Ette Marketing Manager

Heather has over 25 years experience of working in marketing gained in local government and the private sector. She’s built up a portfolio of work using traditional, digital and online marketing methods such as brand development, event planning, database management and segmentation, web design and online/offline promotional campaigns. An offender was being released from prison and my team had concerns that the offender would try to make contact with the victim, potentially affecting their safety.

A PCSO made a note on E-CINS that the offender was due to be leaving prison within the next few days. We would not normally be privy to that information but because it was flagged on the Victim’s profile we were able to quickly contact the victim and hold a face to face meeting to assess the level of risk to them. We contacted the victim and moved them to a place of safety within 24 hours and before the offender was released from prison.

Empowering-Communities’ bespoke export tool is enabling us to create reports with much richer data than we could provide before. The reports are allowing us to look at a very wide range of data provided by victims of sexual assault and sexual violence and get a complete picture of survivors based on detailed criteria such as medical backgrounds, age, ethnicity and vulnerabilities. This data will enable us to find trends and comparisons which we will then feed through nationally to the commissioning team and our local commissioners.
