Italy11 April 2018: The Carabinieri of the Provincial
Command of Milan have carried out an arrest
warrant, issued by the Milan Public Prosecutor,
against five citizens held responsible for carrying
out thefts. The investigation allowed the
dismantling of a criminal group active in Milan and surrounding
areas that specialized in the theft of goods from shipments. As
a result of the investigations of the Carabinieri, the criminals are
believed to have carried out thefts valued at over €300,000.

6 April 2018: A security guard from Palermo was
arrested on charges of having been involved in a
violent robbery on a valuables carrier that yielded
close to €1.6 million. The State Police carried out
an order for the arrest of the 53-year-old security guard with a
local transport company from Palermo. The incident occurred
back on 12 August 2016 when armed criminals stole money
from a security van which the arrested security guard was
driving. Investigations have led to the discovery of his part in the
incident.

United Kingdom12 April 2018: A new rail freight service through
the Channel Tunnel was launched, shuttling
between London and Duisburg. From the
German hub, it then connects to other services
running to Poland and eventually China. The new intermodal
service transports containers between London Gateway and
Duisburg on a weekly basis. “The introduction of this service
and its connection to the new Silk Road (One Belt, One Road)
is further proof of Eurotunnel’s determination to relaunch rail
freight”, said Getlink (formerly Eurotunnel), operator of the
Channel Tunnel.

12 April 2018: NaVCIS in the U.K. have
informed the SCIC of an incident on
Thursday 12 April at 01.45 hrs. A driver was
parked insecurely in an Industrial Estate, on
Maidstone Road, Kingston, Milton Keynes. The driver awoke
as he had heard/felt movement in his semi-trailer. Three or four
masked suspects subdued him and pushed him against his
truck with a torch in his face and a knife to his throat. They had
cut side curtains and stole high-value sportswear. The driver
then heard a vehicle flee from the scene.
11 April 2018: The U.K. faces being left out
in the cold after Brexit unless the Government
takes urgent steps to prepare for life outside
the customs union and consequent potential
disruption at the ports, experts have warned.
Victoria Hewson, of think tank Institute for External Affairs, made
her remarks in the wake of reports that ferry companies were
opening up new direct routes between the Republic of Ireland
and mainland Europe - effectively by-passing Britain as a result.

April 2018: In 2018 NaVCIS have had
numerous reports of cargo theft incidents at
Hartshead Moor Motorway Services on the
M62, J25-26, Brighouse (West Yorkshire). The most recent
ones were overnight between 29-31 March 2018. Three parked
and attended HGV semi-trailers were attacked and tobacco
products were stolen from one of the trucks.
France11 April 2018: A truck driver was travelling to
Champagne-sur Marne (east of Paris) when
a car overtook him and blocked the road.
Two armed criminals jumped out and forced the driver from his
vehicle. They then escaped with his cargo of tobacco products.

10 April 2018: A delivery driver arrived at a
consignee’s location in Saint-Bonnet-de-Mure
(east of Lyon) early in the morning. When he left
his vehicle he was attacked and subdued by five
masked criminals. They transferred the cargo
(unknown product type) from the truck to their own vehicle
before making their escape.

9 April 2018: The SNCF strike in France has hit
the European rail freight industry hard, and as
a result, seriously affects the European market.
International rail transport towards Switzerland,
Italy and Spain is almost impossible and no extra network
capacity is available in France during the days when there is
no strike. Rail operators suffer important financial losses, but
moreover industrial customers face difficulties in provisioning
and/or keeping up stocks. Three months of rail strikes by union
organisations of French rail operator SNCF started last week.
Strikes will be held every two out of five days until the end of
June.

Spain/Portugal7 April 2018: Spanish and Portuguese
authorities announced that they have taken
down a criminal network that has been making
large profits by smuggling glass eels to Asia.
Authorities across the continent have been trying to tackle the
smugglers, who take European glass eels to Asian countries,
where they are raised into adults and their meat commands
high prices for local delicacies. The trading of the European eel
has been restricted since 2009 under the rules of the CITES
convention for the international trade of endangered wildlife.

Germany11 April 2018: Carriers and drivers are being
urged to be vigilant along the A9 motorway
between Bayreuth and Nurnberg in both directions.
Cargo thefts have recently been reported from
the Sophienberg-Ost rest area. Recently criminals
entered a fully loaded trailer and stole 250 new car tires.

Kenya9 April 2018: Kenya Revenue Authority (KRA) and
Kenya Ports Authority (KPA) are engaged in a blame
game over the theft of 124 containers at the Mombasa
port in 2016. So far, thirty-one employees from the two
State organisations have been charged with causing
colossal losses to the exchequer by allowing the containers
to leave the port without paying taxes. Early last week, State
witnesses testified that retired employees’ user accounts and
passwords from the information and security departments at
KPA were hijacked and used to release cargo without paying
duty. Apparently, these accounts remained active even after the
employees left the organisation.

Kazakhstan/Azerbaijan 11 April 2018: On 5 April, the first-ever feeder
vessel carrying containerised cargo departed from
the Port of Aktau in Kazakhstan, on its way to
Baku in Azerbaijan. Until now, container traffic on
this part of the Middle Corridor was not possible. The service is
described as a major milestone for the alternative route on the
New Silk Road. Previously, Port of Aktay handled mainly dry bulk
with general goods such as grain crops, and metals.

China6 April 2018: One person was killed when a
cargo ship sank in the waters off east China’s
Zhejiang Province. According to Donghai Rescue
Bureau of the Ministry of Transport, thirteen
people were onboard the ship Dapujiang when it sank in the
early morning in waters near Zhoushan City. A rescue vessel
from the bureau arrived at the scene and found ten of the crew
on board a life raft with three missing. A helicopter joined the
search and located two of the missing, who are said to now be
in a stable condition. Rescuers later found a body in the water.

5 April 2018: A 4.9-magnitude earthquake hit
Yuli County in northwest China’s Xinjiang Uygur
Autonomous Region at 11:08 p.m. Thursday
(Beijing Time), according to the China Earthquake
Networks Center (CENC). The epicenter, with a depth of 12 km,
was monitored at about 41.10 degrees north latitude and 87.65
degrees east longitude, the center said in a statement.

Singapore/China11 April 2018: As China pushes for a more open
economy, companies in Shanghai can use Singapore
as a platform to support their outward expansion
along the Belt and Road, said Prime Minister Lee Hsien Loong
during a meeting with Politburo Member and Shanghai Party
Secretary Li Qiang. During the meeting, Mr Lee noted the
developments in Shanghai since his last trip in 2010 when he
visited the World Expo.

India11 April 2018: Four persons were arrested from
Jewar in Greater Noida on Wednesday for looting
a truck loaded with silver worth 3.5 crore on
Yamuna Expressway, the Gautam Budh Nagar police said. They
claimed to have recovered 518 kg of the stolen 600 kg of silver.
The four suspects wanted to sell the silver and go to Dubai. The
courier company truck was transporting consignment belonging
to several jewellers from Agra to Delhi at the time of the incident.
The police said the accused impersonated Sales Tax officials to
loot the truck.

11 April 2018: The Uran police have arrested the
driver of a container trailer who had stolen two
tonnes of aluminum coils worth Rs 3.50 lakh out
of 24-tonne consignment imported from China. The driver had
committed the crime on 24 March during transit from Nhava
Sheva to Uran. The stolen goods are yet to be recovered and
the cops suspect that there is a bigger gang involved.

Brazil11 April 2018: Police arrested three people
who were diverting fuel cargo in the Senador
Canedo region. Police found that many drivers
leaving the region’s fuel distributors, instead of
heading straight for the stations, stopped at a car wash in the
Novo Mundo neighborhood. The drivers stopped at the site with
the excuse that they would wash and clean their vehicle. Then
acting in collusion with the owner of the establishment, they
would take some of the fuel that was in the tank. Subsequently,
this fuel was resold by the owner of the truck/car wash facility.

11 April 2018: A police operation arrested
nineteen people related to cargo theft on the
Anhanguera, Bandeirantes, D Pedro, and Luiz de
Queiroz highways in Campinas region. Members
of the gang impersonated police officers by
wearing fake uniforms; they then approached truckers on the
road, asking for a ride, or saying they needed to do a survey of
the vehicle. Other members of gang arrived armed, announced
the robbery, and took the whole load. The gang has been active
since 2015 and at least twenty robberies have been monitored
by investigators.

10 April 2018: According to the
Department of Social Defense of
Pernambuco State, there was a 19.4%
reduction in the occurrence of Hijacking (cargo thefts) in
Q1-2018 compared to Q1-2017. The drop in Pilferage, in the
same time period, was 14.3%. Despite the reduction, robberies
at petrol stations are frequent. Workers at gas stations in
the region of Greater Recife have protested, asking for more
security.

7 April 2018: Police arrested 142 people
in a militia-fighting operation in Rio de
Janeiro. Militias have currently been formed
by ex-traffickers and robbers. These groups charge tolls for
alternative transportation, and profit from the sale of gas
cylinders and the provision of clandestine cable TV signals
and internet. They carry out cigarette smuggling and also
authorize the cargo theft and the sale of drugs in exchange
for a percentage. The state’s largest gang of militiamen began
operating in the West Zone and recently expanded to the areas
of Baixada Fluminense and Costa Verde in the south of the
state.

6 April 2018: A police operation arrested three
people in Governador Valadares who belonged
to a gang that operated in cargo theft. The gang
operated in Minas Gerais, São Paulo, Bahia,
and Espírito Santo States, taking the cargo to a warehouse in
Governador Valadares. They would leave the truck and only take
the trailer using their own truck, to avoid being located. Different
types of cargo were targeted by the gang. Police recovered
in the warehouse, cargo valued at 1 million reais (about USD$
321K) which contained computers, shoes, and other products.

Mexico12 April 2018: Cargo thieves have been operating
on highway Arco Norte in Tlaxcala by placing
pieces of dipsticks to puncture the tyres on cargo
trucks, forcing the drivers to stop and allowing
them to steal the cargo.
10 April 2018: Two cargo thieves from a
criminal group operating on highway Mexico-
Veracruz (MEX-150D) in the city of Tepeaca,
Puebla were arrested after stealing a 3½-ton
van loaded with Pharmaceuticals.
8 April 2018: In the city of San Martin
Texmelucan, Puebla, a truck was found
abandoned with a man dead inside, who was
shot after the truck he was driving was hijacked
on highway Mexico-Veracruz (MEX-150D).
6 April 2018: Federal Police seized a criminal
warehouse in the city of Texcoco, State of
Mexico, where a truck and trailer loaded with
groceries was found which had been stolen a few
hours before in Circuito Exterior Mexiquense.
U.S. & Canada12 April 2018: A California state senator is proposing
a bill aimed at holding major retailers accountable
for using port truck companies that have a history of
engaging in wage theft of drivers who are misclassified
as independent contractors. Specifically, SB 1402
would create a list of trucking companies with unpaid final
judgments for labor violations, especially wage theft and
misclassification of drivers who meet the criteria for being an
employee. If a retailer or any other company later hired one of
those companies, either directly or through a third party, it would
be jointly liable for future judgments.

11 April 2018: Two men are accused of trying
to steal at least $10,000 worth of marijuana from
a warehouse outside Ashland, Oregon, and
injuring a driver when they rammed an occupied
vehicle with their SUV. They each face attempted aggravated
theft charges alleging they entered a warehouse and attempted
to load a white SUV with cannabis, according to documents
filed by the Jackson County District Attorney’s Office and the
Jackson County Sheriff’s Office.

11 April 2018: Governments worldwide need to
do more to combat the illegal crude oil and refined
product trade at sea, according to a report by the
consultancy I.R. Consilium and the Atlantic Council.
Off the coast of Venezuela, for example, the prevalence of
smuggling and “an increasing degree of instability” could
increase oil cargo hijackings, the report states. The report
recommends several efforts to counter illegal trade, including
increased monitoring, global maritime-security cooperation and
new technology.

10 April 2018: A 43-year-old man has been
detained following last month’s robbery of a
truck at the port of Port of Spain. The suspect,
who is from Moriah, Tobago, is expected to be charged and
brought before a Port of Spain Magistrate before the end of the
week. He was detained last week during a police exercise by
officers of the Port of Spain Division.

9 April 2018: Elad Gadot, founder of security
firm Corposec, doesn’t smoke, but he stood
drinking coffee from a paper cup outside the
security corridor—the last place for warehouse
workers to grab a smoke before heading back
inside. Gadot listened in to the casual conversations of workers
killing time before starting their shifts. Why, with security
technology more advanced than ever, was Gadot still listening
in on idle chatter between truck drivers and forklift operators?
“It’s one of the best ways to really find out what’s happening
on the warehouse floor,” he said. “People tend to talk during
smoke breaks.” This winter, he spent a lot of time in Mexico City,
conducting two security validations and navigating a complex
web of technological and human factors to ensure that his
clients are employing the most stringent security protocols.

6 April 2018: Last month, Transport Minister
Marc Garneau announced that Transport
Canada will undertake a review of Canada Port
Authorities. The study will focus on making
the ports more innovative and competitive in a global context,
but will also consider safety, security, port governance and
community sustainability. It’s not clear how much economic
benefit the government is prepared to forgo to ensure ports
are safe and secure. Despite the government rhetoric, without
a more deliberate effort to enhance safety and security at
ports, important vulnerabilities will go unaddressed. In 2007,
the Senate observed that Canada’s ports are “riddled” with
organized crime and nobody seems to be doing much about it;
these problems, the report said, are typically shrugged off as the
cost of doing business.

28 March 2018: A man convicted for his role
in the 1989 shooting of a New Jersey State
Trooper was planning a daring jewel heist
that involved tranquilizing and kidnapping security guards in
Manhattan and driving $3 million in precious stones to Brooklyn.
Stanley Rogers, who was out on parole for the attempted
murder of the trooper in Gloucester County nearly thirty years
ago, was arrested by New York authorities. Rogers’ scheme
to rob a truck hauling the millions of dollars in diamonds and
other precious stones was busted by an undercover NYPD
detective whom he had recruited to help him pull off the robbery,
according to the complaint.
