User Interface Platform of the Global Framework for

Climate Services (GFCS)

WHY?

Climate services often do not reach the

people who need to make “on-the-ground”

decisions.

WHAT?

UIP promotes mainstreaming of climate

information into the decision-making process.

UIP is a structured means for users, and

providers to interact


• Feedback - Identify the optimal methods for

obtaining feedback from user communities;

• Dialogue - Build dialogue between climate service

users and those responsible for the observation,

research and information system pillars of the

Framework;

• Outreach - Improve climate literacy in the user

community;

• Evaluation - Develop monitoring and evaluation

measures for the Framework that are agreed

between users and providers.

Provides the coordination and collaboration mechanism that will bring all relevant national stakeholders together in a permanent dialogue with a view to identify needs and priorities for

addressing the entire value chain for the production and application of climate services


• Legislation

• Inter-institutional coordination (Steering Committee)

• Platform for dialogue and engagement (i.e. NCOF)

• Communication and Outreach

• Advocacy


• The NFCS would be led by an existing national institution

• The NFCS would have a Steering Committee with the following main functions: o Decision making on issues identified by the NFCS

o Provide overall guidance and oversight to the work of the NFCS

o Advocate at the appropriate levels and structures the need and value of climate services


• Continuously identifying user needs for climate services • Communicating available climate products and services to

users in the relevant sectors • Obtaining feedback from users on climate products and

services • Identifying bottlenecks in improved delivery of climate

services • Making policy recommendations to the NFCS Steering

Committee • Considering appropriate mechanism for developing

climate services • Establishing communication channels with relevant

existing national coordination structures which function well (i.e. Disaster Risk Reduction platforms, etc).
