    Conclusion

    Premiermemberhospitalsandcontractedsuppliersinvolvedintheinitialphaseofthe

    PremierGLNTransactionProgramwillcontinuetobuildupontheexperiencesandlessons

    learned.PremierisexpandingitsGLNTransactionProgramtoincludeadditionalmember

    andsupplierpartnerpairings. Healthcareprovidersandsuppliersshouldbeginpreparingfor

    Introduction

    Manylargeindustries,includingtheretail,

    groceryandmassmerchandiseindustries,have

    beenusingGS1datastandardsforidentifying

    locationsandproductsintheirtransactionsfor

    severalyears,and,asaresult,haverealized

    significantoperationalefficienciesintheirsupply

    chains. TheU.S.healthcareindustryhas

    declaredstandardsfromGS1asitschoicefor

    describingbasic

    information

    needed

    to

    improve

    patientsafety,reducecostsandenablean

    efficientsupplychain,andhasthusestablished

    adoptiondatesofDec.31,2010fortheGS1

    GlobalLocationNumber(GLN)andDec.31,

    2012fortheGS1GlobalTradeItemNumber

    (GTIN).

    ThePremierhealthcarealliancesPurchasing

    PartnersdivisionhasalsoendorsedtheGS1

    Systemof

    standards,

    and

    has

    developed

    programstohelpitsmembersimplementand

    Sunrise

    is

    to

    use

    standardizedlocationidentification(GLNs)

    byDecember2010,whichmeans:

    GLNsareassignedbylocationowners. GLNsareusedinappropriatebusiness

    transactionsandprocessesbetween

    tradingpartners.

    GLNhierarchyisdefinedandmaintainedbylocationowners.

    GLNRegistryforHealthcareisusedtofacilitatecorrectlocationidentification.

    Accuratelocationinformationisanecessityfor

    allsupplychainpartners,includinggroup

    purchasingorganizations(GPOs).Ifahealthcare

    organizationisassociatedwithaGPO,itiscrucial

    thattheGPOsrosterofhospitalscontainsallof

    thenecessary

    location

    information

    in

    order

    to

    ensurethataccurate,consistentlocation

    informationisbeingsenttodistributorsand

    manufacturers. GPOsmayalsoencounter

    problemsinmanaginglocationinformationin

    theirrosterofhospitals.Forexample,their

    rostermaynotreflectthedifferencebetween

    corporateidentityandphysicallocation.In

    addition,itmaynothavepreciselocation

    informationforeachofthevarioushospitals

    affiliatedwith

    the

    healthcare

    parent

    organizationorforeachofthevarious

    departmentswithinahospital.Iftherosterisnot

    accurate,ahospitalmaymistakenlyreceive

    rebatesmeantforother,similarlynamed

    facilitiesorrebatesmaybeappliedtothe

    incorrectreceivinglocationwithinthehospital.

    Asaresult,rebatesandclaimscanbedelayedor

    evenlost.

    Althoughhealthcare

    constituents

    across

    the

    supplychainhavecreatedtheirownproprietary

    numberingsystem[s]inanefforttosolvesome

    oftheseproblems,doingsocreatednew

    problems. Somanylocationnumbersystems

    werecreatedthatmaintainingallofthevarious

    numbersbecamedifficulttomanage. In

    addition,providersnowhadtocreateand

    managemapsbetweenallofthevariouslocation

    identificationnumbersintheirsystems. Theend

    resulthas

    been

    an

    error

    prone,

    inefficient

    approachtolocationidentificationthathasdone

    littletopromotepatientsafetyanddrivesupply

    chainefficiencies.

    Overthepastfouryears,numeroushealthcare

    organizations,includingproviders,GPOsand

    industryassociations,havecalledforindustry

    implementationofacommon,universaland

    globalsetofdatastandardsforlocationand

    productidentification,aswellasasystemto

    synchronizethisdata. Inaddition,withthe

    passageoflegislationinthefallof2007,theU.S.

    Congressmandated

    the

    use

    of

    aunique

    device

    identificationsystem

    AdvantagesoftheGlobalLocationNumbers

    Without a standardized approach, supply

    chain partners often assign their own

    proprietary location identification numbers

    resulting in numerous numbers to manage

    andmaintain

    for

    the

    same

    location,

    creating

    inefficiencies and confusion related to

    party/location information in the supply

    chain. The use of GLNs avoids those

    problems and provides companies and

    healthcare organizations with a method of

    identifyinglocationsthatis:

    Simple:aneasilydefineddatastructurewithintegritycheckingthatfacilitates

    processingandtransmissionofdata.

    Unique:

    GLNs

    are

    globally

    unique.

    Multisectoral:thenonsignificantcharacteristicoftheGLNallowsany

    locationtobeidentifiedforanycompany

    andorganizationregardlessofitsactivity

    anywhereintheworld.

    Global:implementedaroundtheworldandsupportedbyGS1USandthe

    internationalnetworkofotherGS1

    MemberOrganizations,coveringmore

    than100

    countries,

    in

    the

    local

    language.

    organizations

    also

    requiring

    identificationstandardsinordertosecure

    contracts.

    PremierannouncedinJulyof2008thatsuppliers

    thatsignitsnationalcontractsmustadoptGS1

    standardswithinfiveyears,startingfirstwiththe

    GLNin2010. Premierdecidedtoissuethis

    requirementbasedonyearsofinputfrom

    memberhospitals

    and

    its

    own

    participation

    in

    industrystandardsefforts. Premieralsoissued

    therequirementinordertohelpaccelerate

    industrywideimplementationofthestandards

    (seetimelineandroadmapgraphics).

    Asanationalhealthalliance,Premierbelievesit

    hasasignificantroletoplayintheacceleration

    ofstandardsimplementation. Itbelieves

    implementingthesestandardswillhelpits

    memberhospitalsimprovepatientsafetyand

    reducecosts. Tothatend,Premierlaunchedthe

    GLNTransactionPrograminMay2009.

    structureusedinthePremiermemberroster,

    wereseveralstepsthatwereconsistentforall

    theparticipants:

    housedintheRegistrywasnotalways

    consistentwithhowtheythemselveswould

    ascribeGLNsfortheirorganization.

    cleanse

    reconcile

    theinformationintheRegistryeither

    directlywiththeRegistryorwithPremier.

    TheprocessresultedinanaccurateGLNat

    thehighestlevel,withthatinformation

    matchingwiththePremierRoster. Providers

    inthisprogramreportedthatthisprocess

    tookapproximatelyfivetoeighthours.

    data before you build your GLN

    hierarchy. No one knows your

    hospitalsystemlikeyoudo,somake

    sureyourGPOandtheGLNRegistry

    areinsyncwithhowyouwantyour

    organizationalstructuretolooklike,

    andhave themmake corrections if

    needed.

    GLNscanbeusedformanybusiness

    purposes,including,butnotlimitedto:GPO

    rostering,distributorsalestracingsande

    commercetransactions.

    4. CommunicatewithyourGPOandthoseorganizationsenablingyourecommerce

    transactionstomakesureyourGLN

    hierarchyisinalignmentacrossallparties.

    ThisisanimportantsteptoensurethatGPO

    reportingisaccurate,rebatesaresenttothe

    correctfacilityatthecorrecttime,and

    orders

    sent

    via

    electronic

    commerce

    have

    accurateinformationforshippingandother

    supplychainrequirements.

    By using a consistent numbering

    andnamingconvention,suchasthe

    GLN, providers can be assured

    purchases that qualify for rebates

    will be accurately captured with

    communicatedandmatchedwithsupplier

    accountnumbers. OnceaGLNmaintenance

    processisinplace,providersfoundthat

    approximatelytwohoursaweekneedstobe

    dedicatedtotheeffort.

    AllparticipantsfeltthatprovidersshouldstartsmallandbasicworkonLevel1inthe

    GLNRegistry(parentorganizations)and

    establishthecorrectshiptolocations.

    ProvidersalsoagreedthatestablishingaprocessformaintainingGLNinformationin

    theRegistryisextremelyimportant. GLN

    maintenanceneedstobecomearoutine

    businessprocessandsecondnatureto

    ensurelongtermsuccess.

    Providersalso

    felt

    that

    selecting

    astrong,

    customerorientedsupplierpartnerforthe

    initialGLNimplementationisimportant. As

    GLNexpertiseisnotestablishedin

    healthcare,thereisafeelingofwereallin

    thistogether,andstartingtheGLN

    implementationwithagoodsupplierpartner

    willhelpinidentifyingchallengesand

    solutionsinusingtheGLN.

    ParticipantsfeltstronglythathospitalsshoulddriveGLNimplementationwith

    supplierpartners. Inmostcases,suppliers

    willcomplywithcustomerrequestsand

    collaboratetofigureouthowtoovercome

    implementationchallenges.

    Despitethefactthat2ofthe3pairingswereunabletocompleteatransaction,providers

    feltthat

    the

    exercise

    in

    preparing

    for

    GLN

    implementationwasvaluableand

    important,andoverwhelminglyfeltthat

    theywerereadytogo.

    AllparticipantsfeltthatprovidersshouldgetstartedwithGLNimplementationrightaway.

    Bydoingso,themystiqueinvolvedwith

    GLNswillbecomemanageable. Oneofthe

    biggestbarriersidentifiedissimplythe

    unknown,

    which

    quickly

    disappears

    once

    theprocessisstarted.

    ParticipantsfeltthattherewasnoreasontowaitonGLNimplementation. Evenifa

    provideriswaitingforasystemsupgrade,or

    desirestoultimatelyhaveallhospital

    deliverylocationsenumeratedwithGLNs,

    implementationcanandshouldoccurina

    phasedapproach.
