A National Conference was held on April 25-27, 2007 at Covelandia in Labrador, Pangasinan. The speakers during the Conference were Mrs. Corazon M. Nera, Chair, Board for Librarians, Mrs. Lourdes David, Director of Libraries, Ateneo de Manila University and Ms. Elvira Lapuz, College Librarian, University of the Philippines-Diliman.

Mrs. Jocelyn Balangue, Acquisitions Librarian, De La Salle University and PAARL’s Treasurer was the speaker in the 2nd forum which was held on July 26, 2007 at the SM Megatrade Hall. The event was a joint undertaking of PAARL and ABAP (Association of Booksellers of the Academe and the Professions) on the occasion of the 11th Philippine Academic Book Fair.

The Association conducted the 3rd forum in conjunction with the Manila International Book Fair with Mrs. Fe Angela M. Verzosa, 2006 PRC Outstanding Professional Librarian, as the speaker on August 29, 2007 at the World Trade Center.

A public forum on the Final Draft of the Standards for Philippine Libraries was conducted by the Board for Librarians in coordination with PAARL and various library associations. It was held on October 10, 2007 at The National Library.

The 2nd National Conference was hled on October 17-19, 2007 at Hotel Sea Breeze, Bacolod City. Ms. Florina Don Santos, Economic Development specialist, NEDA; Mrs. Loreto Garcia, Chief Librarian, Jose Rizal University and PAARL’s Vice-President, and Ms. Hinie Gonzales, University Librarian, University of St. La Salle were the speakers. PAARL joined the National Book Week Celebration in November 24-30, 2007 with our very own President, Mrs. Marietta Molina, as Chair of the Ways and Means of the

NBW. The Board attended the Fun Walk and Opening Ceremonies on November 26, 2007. PAARL’s founding member and 1st Secretary, Fr. Paul de Vera, OSB celebrated the mass and Atty. Adel Tamano, President, Pamantasan ng Lunsod ng Maynila delivered the inspirational message during the opening rites. PAARL had a free forum in cooperation with San Beda College on November 27, 2007 with Dr. Conrado Iñigo as speaker. The Outreach program of the Association was held on December 5, 2007 at Sibol School in Banyuhay, Silangan, San Mateo, Rizal. The year was capped with the votes canvassed by Mrs. Rebecca Jocson, Chief Librarian, PLM and NOMELEC Chair. Indeed, another enhancing and fruitful year was achieved and experienced by the participants and the officers of the Association.

New Standards for Philippine Libraries Lourdes D.C. Roman

The Board for Librarians (BFL) of the Professional Regulations Commission (PRC), together with the Philippine Librarians Association Inc. (PLAI), Philippine Association of Academic and Research Librarians (PAARL), Intramuros Library Consortium, and the Mendiola Consortium Committee on Libraries sponsored a public forum on “Standards for Philippine Libraries” last October 10, 2007 at The National Library. A final draft of the standards for academic libraries was presented by Dr. Nora J. Claravall, Professor of Library Science; for school and media center libraries by Dr. Mary Orendain, Professor of Library Science; for public libraries by Mrs. Prudenciana Cruz, Director of The National Library; and for special libraries by Ms. Luz Salting representing Ms.

Milagros Santos-Ong, Director of Libraries, Supreme Court of the Philippines. Mrs. Corazon M. Nera, Chair, Board for Librarians and Mrs. Elnora L. Conti, Member, Board for Librarians spearheaded the discussion of the public forum with the views from Fr. Paul de Vera, OSB, Coordinator of Libraries, San Beda College; Atty. Antonio Santos, Chief Librarian, U.P. Law Library; Dr. Teresita G. Hernandez, Head, Department of Library and Information Science, Centro Escolar University; and librarians from different institutions. Ms. Vicky Baleva, Librarian from Centro Escolar University, emceed the activity.

PAARL Goes to Bacolod Lourdes D.C. Roman

PAARL’s second major national activity is a seminar-workshop on “3rd Generation Library Management: Realities and Challenges to Deal or not to Deal.” It was held on October 17-19, 2007 at Hotel Sea Breeze, Bacolod City. Sr. Ignatius Tal Placido, Chief Librarian of St. Paul University and 2006 PAARL President, opened the seminar with an inspiring invocation. Mrs. Loreto T. Garcia, PAARL Vice-President graciously welcomed the participants. The Keynote Speaker- Dr. Rogelio Balo was ably introduced by Ms. Hinie Gonzales. Dr. Balo represented Honorable Evelio R. Leonardia, City Mayor of Bacolod, who graced the occasion in the afternoon. Mr. Axel Cabarles of Electronic Information Solutions provided a product demonstration. Mrs. Florina G. Don-Santos, Chief Economic Development Specialist of NEDA delivered the first paper. She highlighted the description of planning as a process for accomplishing purpose. The tools of planning are balance scorecard which checks what is working and what is not working on people, process, customer and finance; SWOT analysis which involves the evaluation of strengths, weaknesses, opportunities and threats of an organization; work and financial plan. The lecture pointed out that accuracy, brevity and clarity are the ABC’s of good writing. The vibrant Ms. Christine Arellano, PAARL Auditor, enticed the audience with her emceeing on the first day. The second day of the Seminar started with the prayer led by Ms. Purita Uson, Assistant University Librarian of Philippine Women’s University. Mrs. Loreto Garcia, Chief Librarian of Jose Rizal University lectured on “Intensifying Library Resources in an Environment of Change.” She outlined the events that have affected the creation and development of

libraries, the impact of ICT on libraries, acquisition of information resources which is composed of the traditional collection such as print books and periodicals, non-print resources and the e-collection which consists of e-books, e-journals, online databases and i-collection which consists of web resources/documents and webibliographies. Ms. Hinie Gonzales, University Librarian of University of St. La Salle presented a paper on “High-Tech Marketing: New Way to Promote your Libraries.” She presented new designs for library structures, library facilities, furniture and fixtures. Marketing involves the process such as knowing the library, finding out about users, creating products and services that users want, developing a plan of action with promotion and making sure that it works. Marketing the library means promoting the library resources and services taking into consideration the new technologies around us. The energetic PAARL Secretary, Mr. Christopher Paras, Chief Librarian of Southeast Asian College, Inc. emceed the second day of the Conference. All of the speakers were a revelation as they presented comprehensive lectures. The knowledge enhancements of the participants have been completed with the tour of the University of St. La Salle Museum. The visit provided insights on the local history of Bacolod. It is worth to note the assistance extended by the gracious Ms. Hinie Gonzales who accommodated the Board and the participants from arrival until the group’s departure. Through the efforts of Ms. Gonzales, PAARL has been acknowledged in Bacolod City’s Awarding Ceremonies with Mayor Leonardia. Kudos to all those who made this activity, a worthwhile and memorable one!

PAARL Joins National Book Week Celebration

Fun Walk Purita Uson

As tradition would have it, PAARL, for the nth time, joined the Fun Walk and Book Character Parade held last November 26, 2007. The activity was part of the week-long celebration and observance of the 73rd National Book Week. A joint undertaking of the Philippine Librarians’ Association, Inc. (PLAI) and The National Library, the opening ceremony commenced at a little past eight in the morning with the traditional singing of the national anthem at the grounds of The National Library. The walkathon followed right away which started at the National Library. The participants walked past the streets of T.M. Kalaw, South Boulevard, Parade Avenue, Katigbak Drive, Padre Burgos, then back to The National Library.

Representatives from the National Library, PLAI, Quezon City Public Library, Polytechnic University of the Philippines, parents, relatives of school children and high school students from different participating schools of the Book Character Parade were there. PAARL officers who were in attendance were Mrs. Marietta Molina, Mrs. Loreto Garcia, Mrs. Jocelyn Balangue, Mrs. Lourdes Roman, Mrs. Veronica Jose, and this writer.

To lend support to the fun walk, PAARL shouldered part of the snacks distributed to the participants. The news of an impending storm that morning might have caused the low turnout of the participants but the gloomy morning allowed us to just walk leisurely. Gathering at Trinoma Purita Uson

There’s always a first time in every place. And it’s true with most of the librarians who attended the PLAI Fellowship Luncheon at Trinoma last November 30, 2007. Kamay Kainan, which was inside the mall, served as the venue of the Fellowship Luncheon. PAARL officers who came were: Mrs. Marietta Molina, Mrs. Loreto Garcia, Mr. Christopher Paras, Mrs. Lourdes Roman, Ms. Sonia Lourdes David, and yours truly. Notable personalities in the library profession were also present. It was heartwarming to see librarians hug each other or simply do “beso beso”. One could see joy and excitement written on their faces. The program started just in time and Fr. Angel Aparicio, O.P. and Prefect of University of Santo Tomas libraries, led the invocation and blessing of the food which was in abundance.

Mrs. Rebecca Jocson, Chief Librarian of Pamantasan ng Lungsod ng Maynila, was the Master of Ceremonies. Mrs. Fe E. Abelardo, Chair of Special Projects Committee, led the singing of the National Anthem. This was followed by the words of welcome by Mrs. Susima L. Gonzales, Philippine Librarians Association Inc. President. Mrs. Teresita C. Moran, Chief Librarian of Ateneo Professional Schools, introduced the guest speaker. The inspirational message of Prof. Corazon M. Nera, Chair, Board for Librarians, was full of nostalgia. She talked of how she got to enroll in the library science course, her college days, her favorite teachers, and a lot more. Mr. Gigi Renegado, librarian of Rizal Library, Ateneo de Manila University, serenaded the group with popular songs. The following were recognized and given awards: Service Award for Mrs. Rebecca M. Jocson, Mrs. Mona Lisa P. Leguiab, and Ms. Susan O. Pador; PLAI Hall of Fame Award for Atty. Antonio M. Santos; Eulogio B. Rodriguez Award for Dir. Prudenciana C. Cruz; and Cirilo B. Perez Award for Ms. Eva B. Brillo. In his response, Atty. Antonio M. Santos called on young librarians to aspire to hold key positions in PLAI. The Induction of PLAI NCR Librarians Council came after Atty. Santos’ speech. Inducted were Ms. Belen Vibar, Dr. Teresita G. Hernandez, Dr. Nora Claravall, and Mrs. Fe Abelardo. Ms. Belen Vibar, 2007 Overall Co-Chair of NBWC, delivered her closing remarks.

PAARL Forum in San Beda Lourdes D.C. Roman

PAARL conducted its fifth forum for the year last November 27, 2007 at San Beda College. It has been a tradition for PAARL to hold a free forum for members during National Book Week hence this forum. Dr. Conrado E. Iñigo, Jr., Dean of the Graduate School of Lyceum of the Philippines University tackled the theme “Strengthening Interpersonal Relation and Service Attitude Competencies of Library Staff.” It started with the Invocation and Philippine National Anthem led by Mrs. Jocelyn Balangue. Fr. Paul de Vera, OSB Coordinator of Libraries San Beda College cordially welcomed the participants. PAARL President, Mrs. Marietta D. Molina of Centro Escolar University enlivened the activity on her introduction of the Speaker as she recounted how she came to know the speaker. Ms. Sonia Lourdes L. David gleefully emceed the day’s program. Dr. Iñigo highlighted the Seven Habits of Highly Effective People by Stephen Covey. Habit 1: Be Proactive (Be responsible, think of solutions; Habit 2: Begin with the End in Mind (Start with a clear mental image of your destination; Habit 3: Put First Things First (Focus on preserving and

enhancing relationships and on accomplishing results; Habit 4: Think Win-Win (Implies understanding that without cooperation, the organization cannot succeed; Habit 5: Seek First to Understand, Then to Be Understood (Requires a nonjudgmental attitude. Emphatic listening gets inside another person’s frame of reference; Habit 6: Synergize (Synergy is the combined action that occurs when people work together to create new alternatives and solutions. The essence of synergy is to value and respect differences; Habit 7: Sharpen the Saw (Process of using and continuously renewing the physical, mental, spiritual, and social aspects of life). The lecture culminated with the quote from Mahatma Gandhi “The customer is the most important visitor in our school. He is not dependent on us, we are dependent on him. He is not an interruption of our work. He is the purpose of it. He is not an outsider of the organization. He is part of it. We are not doing him a favor by serving him. He is giving us the opportunity to do so.”

Outreach in Sibol School Christine B. Arellano

PAARL Officers spent half day with the kids from Sibol School, Banyuhay-Silangan, San Mateo, Rizal last December 5, 2007. Sibol teachers Cely Vergara and Ritchel Filiu, together with some parents welcomed the group. The outreach activity with a fairyland theme was conducted to improve self esteem and to build confidence among children; to improve expressive language skills and stimulate imaginative thinking; to improve listening skills and comprehension; to inculcate love for books and instill reading interests; to develop artistic skills and enhance children’s creativity through the various activities prepared by the resource persons; and to instill a sense of responsibility in environmental protection, and love for nature and Mother Earth. The kids started the event with an opening song. It was followed by games, dances and crafting activities. The ever-active Board worked in full force for the success of this activity: Mrs. Loreto Garcia coordinated with the school and took charge of some games, Sr. Ignatius Tal Placido, SPC awarded the prizes and also gave rosaries to the kids; Mrs. Veronica Jose and Mr. Christopher Paras conducted storytelling sessions; Ms. Purita Uson and Mrs. Jocelyn Balangue prepared the refreshments; and Mrs. Marietta Molina distributed the loot bags. C & E Publishing provided the transportation.

PAARL attends NBDB Press Conference Loreto T. Garcia

Ms. Loreto T. Garcia, Vice President of PAARL, joined the local authors, publishers, librarians and information specialist in attending the conference of the National Book Development Board as its governing board released the results of the 2007 NBDB Readership Survey to the public last November 28, 2007 at the Magellan Suites of the Discovery Suites in Ortigas, Pasig City.

The National Book Development Board (NBDB) commissioned the Social Weather Stations (SWS) to conduct a nationwide survey on the Filipino’s reading habits, reading preferences and general attitudes towards books and reading as a follow up to a similar study that was conducted in 2003.

Some of the findings of the survey revealed that the number of readers in 2007 has decreased as compared to 2003, 83% and 90% respectively; Filipinos are starting to read non-school books at an earlier age and that the bible is the most popular non-school book read; romance books come in second, followed by cooking and comic books. Tagalog or Filipino was still the preferred language in reading.

Balangue Shares Expertise in CLASS Seminar Christine B. Arellano

Ms. Jocelyn T. Balangue (DLSU), PAARL, Treasurer, was one of the resource speakers in the Cavite Librarians Association, Inc. (a chapter member of the PLAI - Southern Tagalog Region Librarians Council) seminar on "The New Face of the 21st Century Libraries and Information Specialists", held last December 5-7, 2007 at the La Sallete Retreat House, Biga, Silang, Cavite. Her topic was "Current Trends and Best Practices in Collection Development."

Other speakers were Ms. Fe Angela Verzosa (Formerly of DLSU), Ms. Rosario Florido (PLDT Consultant), Mr. Roderick Ramos (PNU), Ms. Betty Puzon (DLSU-Dasmarinas), Ms. Fe Abelardo (National Library of the Phils. and Mr. Ed Quiroz (U.P. Diliman and IT Consultant, National Library of the Phils.) The said seminar ended with the inductions of CLASS and PLAI-STRLC officers and also installation of New CLASS members for 2008 headed by Ms. Susima Gonzales.

SPUM Chapel declared National Historical Site: PAARL’s Ex-Officio made it all possible!

The Chapel of the Crucified Christ at Saint Paul University Manila (SPUM) was declared a National Historical Site last November 23, 2007. Sr. Ignatius Tal Placido, SPC, Chief Librarian of SPUM and PAARL’s Ex-Officio was given the gargantuan task of researching and collating historical materials on the Chapel and its architect, Andres Luna de San Pedro. Sr. Ignatius, we are proud of you!

PAARL’s Special Project on Core Collections of Filipiniana Materials for College Libraries in the Social Sciences is available in CD-ROM and print formats. Avail of this useful tool in acquiring, building and strengthening your library’s Filipiniana Collection! Bibliography contains 5,000 titles published on or before 2005.
