EXECUTIVE SUMMARY
The Glen Innes Severn Learning Centre is a community facility which incorporates the Public
and TAFE Library; University of New England (UNE) and TAFE New England (TNE) Study
Centre; Glen Innes Art Gallery Incorporated and the William Gardner Conference Room.
The Learning Centre is a community hub which provides services and activities to a diverse
range of people in the Glen Innes Severn Local Government Area. Services and activities
include access to Internet and a WIFI hotspot for information for education, career, literacy
and leisure purposes; course information to enhance career opportunities or for further
studies; resources to enhance quality of life and leisure; professional art exhibitions, displaying
local and visiting works of art; access to the UNE / TNE Study Centre for higher education
and career opportunities; professionally equipped and serviced Conference Room and
meeting facilities; informational and social activities that enhance cultural wealth and well-
being and social spaces for studying, reading a newspaper, playing Mah-jong, or simply
having a coffee break and a chat with a friend.
The Strategic Marketing Plan 2018-2022 has been developed as a strategic tool with specific
actions to take advantage of the rapidly developing technology environment, the changing
social communication networks, the growing trend towards public social spaces, the
emergence and management of eResources, and to acknowledge the specialised skills and
needs of a technology driven community.
Recent improvements through successful grant submissions have involved the installation of
the Remote Frequency Identification (RFID) technology which streamlines operational
procedures in the workroom and on the circulation desk, and Closed Circuit Television (CCTV)
which assists with anti-social behaviour, theft of resources and possible damage to property.
CCTV technology will also assist the Library to obtain future eSmart accreditation which is
recognition for providing a safe environment for children and youth in public places and on
public computers.
Through community surveys, it has been acknowledged that this facility is a valuable
community asset which needs to be sustainable into the future. Sustainability has been
incorporated into the Strategic Marketing Plan’s focus, along with People, Services,
Communication/Marketing and Technology (Appendix 10.1 Action Plan, pp.30-33).
5 Glen Innes Severn Learning Centre Strategic Marketing Plan 2018-2021
1. BACKGROUND
1.1 Glen Innes Severn Learning Centre
The Glen Innes Severn Learning Centre is a community driven initiative with four (4)
stakeholders. These stakeholders are the Glen Innes Severn Council, TAFE NSW–TAFE
New England (TAFE NSW-TNE), The University of New England (UNE) and the Glen Innes
Art Gallery Incorporated.
The Learning Centre has been successfully operating for 13 years in November 2018. This
facility houses the Public and TAFE libraries, the Glen Innes Art Gallery Incorporated, The
UNE / TNE Study Centre and the William Gardner Conference Room.
A Management Committee oversees the management and any operational issues associated
with the Learning Centre and includes representation from each major stakeholder. This
Committee is governed by a Principal Agreement and meets several times during the year or
as required, to address management issues.
6 Glen Innes Severn Learning Centre Strategic Marketing Plan 2018-2021
Strategic Outcomes
Previous Learning Centre Marketing Plans were successful in achieving its goals in technology
advances; marketing and event partnerships; events to showcase the Learning Centre and its
stakeholders; improvements in staffing levels and incorporation in Council’s Operational Plans
and goals.
Over the past 13 years there has been a substantial increase in activity through the Learning
Centre with the inclusion of partnerships with community organisation to assist with targeted
events and to gain ownership and inclusiveness by the community. People using the facility
and services have increased by eight percent (8%), memberships by eight percent (8%), and
programs delivered have increased by 62% (compared to 2011-12 statistics).
Demographics
The Glen Innes Severn Learning Centre is situated in the Glen Innes Severn Local
Government Area which ‘is a growth and rural lifestyle destination in New England for
businesses, families, private and public sector services’ (Glen Innes Severn Economic
Development Strategy 2012 to 2017, p.1).
The geographical region is known as the Northern Tableland and the Federal Seat of New
England. The Glen Innes Severn region contains a major town and residential centre called
Glen Innes and has four villages, Emmaville, Deepwater, Glencoe and Dundee.
This region has a strong Celtic heritage and is the home of the Australian Standing Stones;
an international and nationally recognised monument to the people of Australia. The
Australian Celtic Festival is an annual event that brings thousands of tourists to the region to
celebrate this unique heritage.

2. THE PROCESS Information gathering has been conducted through:
NSW State Library;
NSW Public Libraries;
Australian Bureau of Statistics;
Glen Innes Severn Learning Centre Community Survey;
Specialist Journal, Reports and internet searches;
Local Council publications;
Library Team workshop.
3. KEY FINDINGS
The Glen Innes Severn community was surveyed to gain their satisfaction level of
Council’s services and facilities with the town and village Libraries top-ranked with a
score of 4.21 out of 5 (Glen Innes Severn Council Customer Satisfaction Survey, Jetty
Research, September 2016).
When comparing the population breakdowns in the Census 2006, 2011 and 2016 there
continues to be a population drain in the 15 years to 24 years olds from the Glen Innes
Severn LGA, however, there is a slow growth in the 55-64 year olds which is supported
by the high level of Library borrowers statistics;
Internet usage has grown by 58 percent since 2005 and stands at 23,345 bookings
per year (2016-2017);
Membership has increased by eight percent (8%) since 2005 which currently stands
at 5,545 members (March 2018) and is 63% of the overall population (ABS Census
2016) which indicates a well-used community facility;
The Library has offered 97 more programs and events during the year (2016-17),
compared to the programs offered in 2011-12 (statistics are not available before this
timeframe) which is a 62% increase;
The latest Australian Bureau of Statistics (ABS) for 2016 indicates that there has been
substantial improvement in broadband connections in the Glen Innes Severn LGA
since the last census in 2011.
9 Glen Innes Severn Learning Centre Strategic Marketing Plan 2018-2021
Respondents to the community survey show a preference in gaining their community
information from word of mouth, newspapers, social media, posters, websites and the
library billboard (in order of preference).
4. RECOMMENDATIONS – STRATEGIC MARKETING PLAN
Deliver a stimulating, informative and fun yearly program which also includes literacy
events for the community through the Glen Innes Severn Library Learning Centre (Glen
Innes Severn Council’s Delivery Program 2017-2021,CS1.272 and CS 3.5.1);
Continue to build on community, professional and commercial partnerships to assist
with resources, events and activities for individual target groups within the community;
Source grant opportunities to maintain and improve sustainability, resources and
services;
Conduct regular community surveys to ensure the community has an avenue to
contribute feedback on their current and future needs, expectations on maintaining
technology advances and suggestions for new services;
Continue to engage the community with providing needs based services, resources
and activities.

7. GLEN INNES SEVERN DEMOGRAPHIC 7.1 Glen Innes Severn Local Government Area The following data outlines the Glen Innes Severn Local Government demographics by age and gender according to The Australian Bureau of Statistics 2016 Census. The statistics indicate a fairly even division between males and females with only 73 more females than males in the population. Population numbers remain consistent since the last census in 2011, with the population only increasing by 180 people over this period. There is a high population concentration in the 5-14 years, 35-44 years, 45-54 years and 65-85 years, with the largest concentration of 1,368 people making up the 55-64 years. There are 386 20-24 year old people recorded in the ABS Census 2016 and memberships at the Library as 412, a difference of 26 people. This could indicate people from other Local Government Areas (LGA) becoming a member at the Glen Innes Severn Library through TAFE courses or working in this town and living elsewhere.

The chart below is a graph of the above information and clearly indicates lower concentration of population in the 0-4 years, 15-19 years, 20-24 years, 75-84 years and 85 years and over. In the ABS Census figures for the past 10 years (2006-2016), the 5-14 years are substantially higher which could suggest that the 15-19 years are still leaving Glen Innes Severn LGA for higher education or employment opportunities.
When comparing the population breakdowns in the Census 2016, 2011 and 2006, it is evident
there continues to be a steady increase in the 55-64 years and the 64-74 years age groups in
the last 10 years in the Glen Innes Severn LGA.

7.2 Glen Innes Severn Public and TAFE Library Members
The following data is a summary of the Glen Innes Severn Public and TAFE Library members, as at April 2018. Total Library memberships are 5,545 which is 63 percent of the Glen Innes Severn population based on the ABS Census 2016. No gender breakdown is currently available. The below figures do indicate room for growth in 1-4 years old as the ABS Census 2016 indicates 455 children living in this LGA, compared to the 33 current members. This could be due to families not having an individual card for their young children and could be a possible registration drive for the future to correctly capture these statistics. As noted above, the 20-24 year olds are recorded as 386 persons in the ABS Census 2016 and memberships at the Library is 412, a difference of 26 people. This could indicate people from other Local Government Areas becoming a member at the Glen Innes Severn Library through TAFE courses or working in this town and living elsewhere.

The 2018 figures indicates an improvement in membership in the 15 -19 years (524) compared to the 2014 membership figures (464) which could suggest that the Library’s Youth Program is connecting with local youth.
